जनिेिक, केन्द्रीय िैजक्षक प्रौद्योजगकी संस्ट्थान (सीआईईटी), राष्ट्रीय िैजक्षक अनुसंधान और प्रजिक्षण पररषि (एनसीईआरटी)
भती जनयम, 2005 को, उन बातों के जसवाय अजधक्रजमत करते हुए, िो ऐसे अजधक्रमण से पूवव की गई हैं या करने से छूट गई
हैं, राष्ट्रपजत, एतिद्वारा संयुि जनिेिक, केन्द्रीय िैजक्षक प्रौद्योजगकी संस्ट्थान (सीआईईटी), राष्ट्रीय िैजक्षक अनुसंधान और
प्रजिक्षण पररषि (एनसीईआरटी) स्ट्कूल जिक्षा और साक्षरता जवभाग, जिक्षा मंत्रालय के पि पर भती की पद्धजत को जवजनयजमत
करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथावत:-
1. संजक्षप्त िीषवक और प्रारंभ- (i) इन जनयमों को जिक्षा मंत्रालय, स्ट्कूल जिक्षा और साक्षरता जवभाग, संयुि जनिेिक, केंरीय
िैजक्षक प्रौद्योजगकी संस्ट्थान (सीआईईटी), राष्ट्रीय िैजक्षक अनुसंधान और प्रजिक्षण पररषि (एनसीईआरटी) भती जनयम, 2024
कहा िाएगा।

(ii) ये सरकारी रािपत्र में प्रकािन की जतजथ से लागू होंगे।
2. पिों की संख्या, वगीकरण और वेतन मैररक्स में वेतन- पिों की संख्या, उनका वगीकरण और इससे संबद्ध वेतन मैररक्स में
वेतन वह होगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट है।
3. भती की पद्धजत, आयु-सीमा, अहवताएं आदि- भती की पद्धजत, आयु-सीमा, अहवताएं और उससे संबंजधत अन्द्य बातें वे होंगी
िो पूवोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट हैं।
4. अयोग्यता- कोई भी व्यजि, -
(क) जिसने ऐसे व्यजि से जववाह दकया है जिसका पजत या पत्नी िीजवत है; या
(ख) जिसने अपने पजत या पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है,
उि पि पर जनयुजि के जलए पात्र नहीं होगा:
बिते यदि केन्द्रीय सरकार का यह समाधान हो िाए दक ऐसा जववाह ऐसे व्यजि और जववाह के िूसरे पक्षकार पर लागू
स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्द्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतवन से छूट
िे सकेगी।
5. जिजथल करने की िजि - िहां केन्द्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके
जलए िो कारण हैं उन्द्हें लेखबद्ध करके, आिेि द्वारा, दकसी वगव या श्रेणी के व्यजियों के संबंध में इन जनयमों के दकसी उपबंध
को जिजथल कर सकेगी।
6. व्यावृजत - इन जनयमों की कोई बात, अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूवव सैजनकों और अन्द्य जविेष श्रेणी
के व्यजियों के जलए इस संबंध में समय-समय पर केन्द्रीय सरकार द्वारा िारी दकए गए आिेिों के अनुसार दिए िाने वाले
आरक्षण, आयु-सीमा में छूट और अन्द्य ररयायतों पर प्रभाव नहीं डालेगी।

भती की पद्धजत, चाहे सीधी भती द्वारा हो पिोन्नजत द्वारा या
प्रजतजनयुजि/आमेलन द्वारा और जवजभन्न पद्धजतयों द्वारा भरी िाने वाली
ररजियों का प्रजतित।
पिोन्नजत या प्रजतजनयुजि/आमेलन द्वारा भती के
मामले में, वे ग्रेड जिनसे पिोन्नजत या
प्रजतजनयुजि/आमेलन द्वारा भती की िानी है।

कायवकाल के आधार पर प्रजतजनयुजि या अल्पकाजलक अनुबंध द्वारा।
रटप्पणी 1: प्रजतजनयुजि की अवजध, जिसके अंतगवत केन्द्रीय सरकार के
उसी या दकसी अन्द्य संगठन या जवभाग में इस जनयुजि से ठीक पहले
धाररत दकसी अन्द्य काडर बाह्य पि पर प्रजतजनयुजि की अवजध भी है,
सामान्द्यतया पांच वषव से अजधक नहीं होगी या अभ्यथी की आयु 65 वषव
हो िाने तक या अगले आिेिों तक, िो भी पहले हो, रहेगी।
रटप्पणी 2: अल्पकाजलक अनुबंध के माध्यम से जनयुजि की अवजध
सामान्द्यतः पांच वषव से अजधक नहीं होगी, जिसे 7 वषव तक या अभ्यथी
की 65 वषव की आयु तक या अगले आिेि तक, िो भी पहले हो, बढाया
िा सकेगा।
रटप्पणी 3: यदि कोई व्यजि, जिसकी सेवाजनवृजत्त की आयु उसके मूल
संगठन में 65 वषव से कम है और उसे संयुि जनिेिक (सीआईईटी),
एनसीईआरटी के रूप में जनयुि दकया िाता है, तो वह अपने मूल संगठन
में अजधवर्षवता की आयु प्राप्त करने पर सेवाजनवृत्त हो िाएगा।
रटप्पणी 4: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा
आवेिन प्राप्त करने की अंजतम जतजथ को 58 वषव से अजधक नहीं होगी।
अजनवायव:
(क) प्रासंजगक क्षेत्र में 4 वषीय स्नातक जडग्री और;
(i) दकसी भी िैक्षजणक जनकाय में प्रोफेसर स्ट्तर
का पि धारण करना या केंर या राज्य सरकार या
स्ट्वायत्त जनकायों या सावविजनक क्षेत्र के उद्यमों में
कोई स्ट्तर-14 पि धारण करना
या
(ii) जनिी क्षेत्र के आवेिकों के जलए, उपयुि वररष्ठ
स्ट्तर पर संबंजधत क्षेत्र में न्द्यूनतम 15 वषव का
अनुभव।
वांछनीय:
(i) प्रबंधन जडग्री या पीिी जडप्लोमा।
(ii) िैक्षजणक सामग्री जवकजसत/प्रबंजधत करने का
अनुभव।
* संबंजधत क्षेत्र: सूचना प्रौद्योजगकी/ आईसीटी/
िैक्षजणक प्रौद्योजगकी/कंप्यूटर जवज्ञान/एआर-
वीआर/एनीमेिन-जविुअल प्रभाव-गेजमदफकेिन-
ई-कॉजमक्स
यदि कोई जवभागीय पिोन्नजत सजमजत जवद्यमान है तो उसकी संरचना क्या है?
वे पररजस्ट्थजतयाँ जिनके

NOTIFICATION
New Delhi, the 11th December, 2024
G.S.R. 783(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in
supersession of Joint Director, Central Institute of Educational Technology (CIET), National Council of Education
Research and Training (NCERT) Recruitment Rules, 2005, except as respects things done or omitted to be done before
such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
Joint Director, Central Institute of Educational Technology (CIET), National Council of Educational Research and
Training (NCERT) in the Ministry of Education, Department of School Education and Literacy, namely:-
1. Short title and commencement. – (i) These rules may be called the Ministry of Education, Department of School
Education and Literacy, Joint Director, Central Institute of Educational Technology (CIET), National Council of
Education Research and Training (NCERT) Recruitment Rules, 2024.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and pay in the pay matrix. – The number of post, its classification and pay in the
pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and
other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or
category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in
accordance with the orders issued by the Central Government from time to time in this regard.

Method of recruitment, whether by direct recruitment or by
promotion or by deputation/ absorption and percentage of the
vacancies to be filled by various methods.
In case of recruitment by promotion or by
deputation/ absorption, grades from which
promotion or by deputation/ absorption to be
made.

Note 1: The period of deputation including the period of deputation
in another ex-cadre post held immediately preceding this
appointment in the same or some other organisation or department of
Central Government shall ordinarily not exceed five years or up to
the age of 65 years of the candidate or until further orders, whichever
is the earliest.
Note 2: The period of appointment through short-term contract shall
ordinarily not exceed five years extendable upto 7 years or up to the
age of 65 years of the candidate or until further orders, whichever is
the earliest.
Note 3: In case a person, whose age of retirement is less than 65 years
in his parent organisation and is appointed as Joint Director (CIET),
NCERT he shall retire on attaining the age of superannuation in his
parent organisation.
Note 4: The maximum age limit for appointment by deputation shall
not be exceeding 58 years as on the closing date of receipt of
applications.
Essential:
(a) 4-year Bachelors degree in the relevant
field and;
(i) Holding Professor level post in any
Academic body or holding any L-14 post in
Central or State Government or Autonomous
bodies or PSEs
or
(ii) For applicants from the private sector,
minimum 15 years’ experience in the relevant
field at appropriate senior level.
Desirable:
(i) Management degree or PG Diploma.
(ii) Experience in developing/managing
educational content.
