1. समय-समय पर यथा संिोजधत सीमा िुल्क टैररफ अजधजियम, 1975 और समय-समय पर यथा संिोजधत सीमा िुल्क टैररफ

(पारटत वस्ट्तुओं पर पाटिरोधी िुल्क की पहचाि, आकलि और संग्रहण तथा क्षजत का जिधाारण) जियमावली, 1995 को ध्याि

में रखते हुए, जिर्दाष्ट प्राजधकारी एतद्द्वारा संबि पाटिरोधी िांच के संबंध में ददिांक 28.08.2024 की अजधसूचिा संख्या

06/35/2023 - डीिीटीआर के तहत िारी प्रारंजभक िांच पररणामों में जिम्नजलजखत सुधार करते हैं।

2. अजधसूचिा संख्या 6/21/2020-डीिीटीआर ददिांक 18 िूि 2021 के तहत एंटीडंपपंग िुल्क की जसफाररि की गई थी और

इसे सीमा िुल्क अजधसूचिा संख्या 51/2021-सीमा िुल्क (एडीडी) ददिांक 16 जसतंबर 2021 के तहत लगाया गया था। 5

अजधसूचिा संख्या 51/2021-सीमा िुल्क (एडीडी) ददिांक 16 जसतंबर 2021 के तहत एडीडी के अधीि हैं। इसजलए, इसे

वतामाि िांच में जवचाराधीि उत्पाद के दायरे से बाहर रखा िािा आवश्यक है।

3. ताजलका में पैरा 6 (v), क्रम संख्या 12 को जियांग्सू फेंगयुआि एल्युमीजियम मास्ट्टर टेक्नोलॉिी कंपिी जलजमटेड के स्ट्थाि पर

जियांग्सू फेंगयुआि एल्युमीजियम एमस्ट्टार टेक्नोलॉिी कंपिी जलजमटेड के रुप में पढा िाए।

4. ताजलका में पैरा 6 (vi), क्रम संख्या 10 को जियांग्सू फेंगयुआि एल्युमीजियम मास्ट्टर टेक्नोलॉिी कंपिी जलजमटेड के स्ट्थाि पर

5. प्रारंजभक िांच पररणाम के पैरा 26 को इस प्रकार पढा िाए :

‘ददिांक 8 मई 2024 को आयोजित पीयूसी-पीसीएि की सुिवाई के बाद जहतबि पक्षकारों के साथ-साथ घरेलू

उद्योग से प्राप्त पीयूसी और पीसीएि पिजत के दायरे पर जवजभन्न रटप्पजणयों की गहि िांच करिे के बाद और ददिांक

16 जसतंबर, 2021 की सीमा िुल्क अजधसूचिा संख्या 51/2021- सीमा िुल्क (एडीडी) के तहत पहले से ही दकए

गए माप के अधीि उत्पाद के दायरे पर जवचार करते हुए, वतामाि िांच में जवचाराधीि उत्पाद का दायरा इस प्रकार

है:

वतामाि िांच में जवचाराधीि उत्पाद "80 माइक्रोि तक का एल्युमीजियम फॉयल" है, (जिसे इसके बाद

"संबि वस्ट्तु" अथवा "जवचाराधीि उत्पाद" अथवा "पीयूसी" भी कहा गया है)। कैपेजसटर के जलए 99.35%

की िुिता के 500 जम.मी. से कम चौड़ाई के 5- माइक्रोि गेि के एल्युमीजियम फॉयल को पीयूसी के दायरे

में िाजमल दकया गया है।

जिम्नजलजखत को पीयूसी के दायरे से बाहर रखा गया है :

क. िॉि–कैपेजसटर अिुप्रयोगों के जलए 5.5 माइक्रोि गेि से कम के एल्युजमजियम फॉयल;

ख. 5 माइक्रोि से कम, 5 माइक्रोि से अजधक और 5.5 माइक्रोि तक के कैपेजसटर के जलए एल्युजमजियम फॉयल;

ग. अल्रा-लाइट गेि कन्वटेड फॉयल, जिसका उपयोग इन्सुलेिि, मसालों की पैककंग, थमाल फ्लूड लाइि कवररंग

और टी बैग के अिुप्रयोग में दकया िाता है - अल्रा लाइट गेि कन्वटेड फॉयल, 5.5 माइक्रोि से 7 माइक्रोि की

मोटाई वाली एक एल्युजमजियम फॉयल, जिसे क्राफ्ट पेपर और जस्ट्क्रम अथवा ग्लास क्लॉथ, चाहे प् लेि या मुदित

हो, के साथ इन्सुलेिि, मसालों की पैककंग, थमाल फ्लूइड लाइि कवररंग और टी बैग के अिुप्रयोग में उपयोग के

जलए बिाया िाता है;

घ. इलेक्रोलाइरटक कैपेजसटर के जलए िक्कािीदार या जिर्मात एल्युजमजियम फॉयल - िक्कािीदार या जिर्मात

एल्युजमजियम फॉयल ऐसे एल्युजमजियम फॉयल हैं, जिसका उपयोग इलेक्रोलाइरटक कैपेजसटर के जिमााण में

दकया िाता है।

ङ. फेकेड क् लेपडंग और साइिेि अिुप्रयोगों के जलए एल्युमीजियम कम्पोजिट पैिल - एल्युमीजियम कम्पोजिट पैिल

एक गैर-एल्युमीजियम कोर (प्राय: पीई) है िो एल्यूमीजियम की दो पतली परतों के बीच बंधा होता है, जिसका

उपयोग फैकेड क् लेपडंग और साइिेि में दकया िाता है।

च. कंपेरटबल िॉि-क्लैड एल्यूमीजियम फॉयल के साथ जलपटी हुई - संगत िॉि-क्लैड एल्यूमीजियम फॉयल के साथ

जलपटी हुई एक िंग रोधी एल्यूमीजियम िीट होती है, िो एल्यूमीजियम सफेस लेयर से बिाई िाती है और

ऑटोमोरटव उद्योग और औद्योजगक अिुप्रयोगों में इंिि कूपलंग और एयर कंडीििर जसस्ट्टम में उपयोग के जलए

उच्च िजि एल्यूमीजियम जमश्र धातु (अलॉय) कोर सामग्री से बंधी होती है; िैसे रेजडएटर, कंडेंसर, इवेपोरेटर,

इंटरकूलर, ऑयल कूलर और हीटर।

छ. बीयर की बोतल के जलए फॉयल - 10.5 माइक्रोि की एल्युमीजियम फॉयल, जिसकी सतह खुरदरी हो तथा

जछदित हो, चाहे वह पप्रंटेड हो अथवा िहीं; जिसे बीयर की बोतल में उपयोग दकया िाएगा।

ि. एल्यूमीजियम - मैंगिीि - जसजलकॉि आधाररत और/ अथवा क्लैड एल्यूमीजियम-मैंगिीि जसजलकॉि आधाररत

जमश्र धातु (अलॉय), चाहे क्लैड हो या अिक्लैड - पोस्ट्ट ब्रेप ंग यील्ड स्ट्रेंथ 35 एमपीए से अजधक, टैररफ हेपडंग

7607 और 7606 के अंतगात, रेजडएटर, चािा एयर कूलर, कंडेंसर, ऑयल कूलर, हीटर कोर, इवेपोरेटर, हीट

वेंरटलेिि और एयर कंडीिपिंग (एचवीएसी) जसस्ट्टम और उिके भागों सजहत हीट एक्सचेंिसा में उपयोग के

जलए।

CORRIGENDUM NOTIFICATION

New Delhi ,the January 1^st ,2025

Subject: Preliminary Findings – Anti-dumping investigation concerning imports of “Aluminium foil

upto 80 microns, excluding aluminium foil below 5.5 micron for non-capacitor application” originating

in or exported from China PR.

F. No. 06/35/2023 – DGTR

Having regard to the Customs Tariff Act, 1975, as amended from time to time and the Customs Tariff

(Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination

of Injury) Rules, 1995, as amended from time to time, the Designated Authority hereby makes the following

corrections in the Preliminary Findings issued vide notification No. 06/35/2023-DGTR dated 28.08.2024, in

respect of the subject anti-dumping investigation.

2. Antidumping duty was recommended vide notification no. 6/21/2020-DGTR dated 18^th June 2021 and the

same was imposed vide customs notification no. 51/2021-Customs (ADD) dated 16^th September 2021.

Aluminium Foil for Capacitors below 5 micron and upwards of 5 micron and upto 5.5 micron are subjected to

ADD vide customs notification no. 51/2021-Customs (ADD) dated 16th September 2021. Therefore, the

same is required to be excluded from the scope of the product under consideration in the present

investigation.

3. Paragraph 6 (v), serial number 12 in the table, read as Jiangsu Fengyuan Aluminum Mstar Technology Co.,

Ltd. instead of Jiangsu Fengyuan Aluminium Master Technology Co. Ltd.

4. Paragraph 6 (vi), serial number 10 in the table, read as Jiangsu Fengyuan Aluminum Mstar Technology Co.,

Ltd. instead of Jiangsu Fengyuan Aluminium Master Technology Co. Ltd.

5. Paragraph 26 of the preliminary finding is to be read as follows:

‘After thorough examination of the various comments on the scope of the PUC and the PCN methodology

that were received from the interested parties as well as the domestic industry after the PUC-PCN hearing

held on 8^th May 2024, and considering the scope of product already subject to measure vide customs

notification number 51/2021-Customs (ADD) dated 16^th Sept., 2021 the scope of the product under

consideration in the present investigation is as follows:

The product under consideration in the present investigation is "Aluminium foil upto 80 micron,

(hereinafter also referred to as "subject goods" or "product under consideration" or "PUC").

Aluminium foil of 5-micron gauge of width below 500mm having 99.35% purity for capacitors is

included in the scope of the PUC.

The following are excluded from the scope of PUC:

Aluminium foil below 5.5 micron gauge for applications non-capacitors applications;

Aluminium foil for capacitors below 5 microns, and upwards of 5 micron and up to 5.5 microns;

Ultra-Light Gauge converted foil meant for use in insulation, spices packing' thermal fluid

lines covering and tea bags application - Ultra Light Gauge converted foil is an aluminium foil

having thickness of 5.5 micron to 7 micron which is backed with kraft paper and scrim, or glass
