सा.का.जन. 66(अ).—राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए

और राष्ट्रीय पिु स्ट्िास्ट््य संस्ट्थान, बागपत, जनिेिक (समूह ‘क’ पि) भती जनयम 2007 को उन बातों के जसिाय अजधक्ांत

करते जिन्हें ऐसे अजधक्मण से पूणण दकया गया है या करने का लोप दकया गया है, मत्‍ स्ट् यपालन, पिुपालन और डेयरी

मंत्रालय, पिुपालन और डेयरी जिभाग, राष्ट्रीय पिु स्ट्िास्ट््य संस्ट्थान, बागपत में जनिेिक (समूह ‘क’) के पि पर भती की

पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं अथाणतः -

1. संजिप्त नाम और प्रारंभ: - (1 इन जनयमों का संजिप् त नाम राष्ट्रीय पिु स्ट्िास्ट््य संस्ट्थान, बागपत, जनिेिक

(समूह ‘क’ पि) भती जनयम, 2024 है।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे।

2. पि संख्या, िगीकरण, िेतन मैट्ररक्स में स्ट्तर – उक् त पि की संख् या, िगीकरण और िेतन मैट्ररक् स में उसका

स्ट् तर िह होगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्िणष् ट हैं।

3. भती की पद्धजत, आयु-सीमा, अहणताएं आदि. - उि पि पर भती की पद्धजत, आयु-सीमा, अहणताएं और उससे

संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्िणष्ट हैं ।

4. जनरहणता. - िह व्यजि-

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया है या जििाह की संजििा की है;

या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया है या जििाह की संजििा

की है;

उि पि पर जनयुजि का पात्र नहीं होगा

परन्तु यदि केन्रीय सरकार का यह समाधान हो िाता है दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार

को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो िह दकसी व्यजि को इस जनयम के

प्रितणन से छूट िे सकेगी।

5. जिजथल करने की िजि - िहां केन्रीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां

िह उसके जलए िो कारण हैं उन्हें लेखबद्ध करके, तथा संघ लोक सेिा आयोग से परामिण करके, इन जनयमों के दकसी उपबंध

को दकसी िगण या प्रिगण के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6. व्यािृजत्त: - इन जनयमों की कोई बात, ऐसे आरिणों, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं

डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूिण सैजनकों और अन्य जििेष प्रिगण के व्यजियों के जलए उपबंध करना

अपेजित है।

I. केंरीय सरकार या राज्य सरकार या संघ राज्य िेत्र प्रिासनों या कानूनी या

स्ट्िायत्त जनकायों या पजललक सेक् टर उपक्मो या मान्यता प्राप्त जिश्वजिद्यालयों या

मान्यता प्राप्त अनुसंधान संस्ट्थानों के अजधकारी:

(क) (i) जिन् होंने मूल काडर या जिभाग में जनयजमत आधार पर सिृि पि धारण

दकया हो; या

(ii) जिन् होंने मूल काडर या जिभाग में िेतन मैट्ररक्स में स्ट्तर 13क (131100-

216600/-) या समतुल्य में जनयजमत आधार पर जनयुजि के पश् चात ग्रेड में िो िषण

की सेिा की हो; या

(iii) जिन् होंने मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट् तर 13 (123100-

215900/-) या समतुल्य में जनयजमत आधार पर जनयुजि के पश् चात ग्रेड में तीन िषण

की सेिा की हो; और

(ख) जिनके पास जनम्नजलजखत िैिजणक अहणताएं और अनुभि हों, अथाणत्-

आिश् यक :

क (i) भारतीय पिु जचदकत्‍सा पट्ररषि अजधजनयम, 1984 (1984 का 52) की पहली

या िूसरी अनुसूची में यथा सूचीबद्ध दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट् थान

से पिु जचदकत्‍सा जिज्ञान में स्नातक या पिु जचदकत्‍सा जिज्ञान और पिुपालन में

स्नातक की जडग्री।

(ii) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से पिु जचदकत्‍सा जिज्ञान औषजध

या जिषाणु जिज्ञान या जिकृजत जिज्ञान या िीिाणु जिज्ञान या सूक्ष् म िीि जिज्ञान या

प्रजतरिा जिज्ञान या परिीिी जिज्ञान या पिु जचदकत्‍सा सािणिजनक स्ट्िास्ट््य में

मास्ट्टर जडग्री;

(iii) भारतीय पिु जचदकत्‍सा पट्ररषि/राज्य पिु जचदकत्‍सा पट्ररषि के पास

रजिस्ट् रीकृत होना चाजहए; और

(iv) अनुसंधान या प्रिासन या प्रजििण या नीजत जनमाण या जििा और योिना में

पंरह िषण का अनुभि, जिसमें से कम से कम पांच िषण का अनुभि टीके और अन्य

िीि जिज्ञान संबंधी िेत्र में अनुसंधान/ जिजनमाण/ जिजनयमन/ गुणित्ता जनयंत्रण में

होना चाजहए।

या

ख (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से सूक्ष् म िीि जिज्ञान/ िीिाणु

जिज्ञान/ सीरम जिज्ञान/ जिषाणु जिज्ञान/ रक् त रोग जिज्ञान के िेत्र में स्नातकोत्तर

मेजडकल जडग्री;

(ii) भारतीय जचदकत्‍सा पट्ररषि/राज्य जचदकत्‍सा पट्ररषि के पास रजिस्ट् रीकृत होना

चाजहए; और

(iii) अनुसंधान या प्रिासन या प्रजििण या नीजत जनमाण या जििा और योिना में

पंरह िषण का अनुभि, जिसमें से कम से कम पांच िषण का अनुभि टीके और अन्य

िीि जिज्ञान संबंधी िेत्र में अनुसंधान/ जिजनमाण/ जिजनयमन/ गुणित्ता जनयंत्रण में

होना चाजहए।

िांछनीय :

(i) उपखंड (क) की मि (ii) या उपखंड (ख) की मि (i) में उजल्लजखत दकसी भी

जिषय में डॉक्टरेट की जडग्री।

ट्रटप् पण 1: प्रजतजनयुजि (अल् पकाजलक संजििा सजहत) जिसके अंतगणत केंरीय सरकार

के उसी या दकसी अन्य संगठन/ जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी

अन्य काडर बाह्य पि पर प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) की अिजध है

(अल्पकाजलक अनुबंध सजहत) सजहत प्रजतजनयुजि की अिजध साधारणतया पााँच िषण

से अजधक नहीं होगी।

NOTIFICAION

New Delhi, the 8th January, 2025

G.S.R. 66(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Institute of Animal Health, Baghpat, Director (Group ‘A’ post) Recruitment Rules, 2007,

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Director (Group ‘A’) in the National Institute of

Animal Health, Baghpat, Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry

and Dairying, namely:-

1. Short title and commencement. - (1) These rules may be called the National Institute of Animal Health, Baghpat,

Director (Group ‘A’ post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of said post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of these provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
