सा.का.जन. 903(अ).— राष्ट्रपजत, संजिधान के अनुच्छेि 309 के उपबंध द्वारा प्रित्त िजियों का प्रयोग करते हुए
और जडस्ट्पैच राइडर बिरपुर तापीय पररयोिना, केंद्रीय िल तथा जिद्युत आयोग (जिद्युत स्ट्कन्ध) भती जनयम, 1970 को,
उन बातों के जसिाय अजधक्ांत करते हुए जिन्हें ऐसे अजधक्मण से पूिव दकया गया है या करने का लोप दकया गया है, जिद्युत
मंत्रालय के केंद्रीय जिद्युत प्राजधकरण, मुख्यालय में जडस्ट्पैच राइडर के पि पर भती की पद्धजत का जिजनयमन करने के जलए
जनम्नजलजखत जनयम बनाती हैं, अथावत:-
1. संजिप्त नाम और प्रारंभ- (1) इन जनयमों का संजिप्त नाम जिद्युत मंत्रालय,केंद्रीय जिद्युत प्राजधकरण,जडस्ट्पैच राइडर
(समूह 'ग' पि),भती जनयम,2025 है।
(2) ये रािपत्र में उनके प्रकािन की तारीख को लागू होंगे।
2. पिों की संख्या,िगीकरण और िेतन मैररक्स में स्ट्तर- उि पि की संख्या,उसका िगीकरण और उि पि से संलग्न िेतन
मैररक्स में उसका स्ट्तर िह होगा िो इन जनयमों से उपाबद्ध उि अनुसूची के स्ट्तंभ (2)से स्ट्तंभ (4) में जिजनर्िवष्ट हैं।
3. भती की पद्धजत, आयु-सीमा और अन्य अहवताएं, आदि- उि पि पर भती की पद्धजत, आयु-सीमा, अहवताएं और उससे
संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13)में जिजनर्िवष्ट हैं।
4. जनरहवता.- िह व्यजि -
(क) जिसने ऐसे व्यजि से जिसका पजत या पत्नी िीजित है से जििाह दकया है; या जििाह की संजििा की है;या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया है या जििाह की संजििा
की है,उि पि पर जनयुजि का पात्र नहीं होगा:
परंतु दक केन्द्रीय सरकार का यह समाधान हो िाता है दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को
लागू स्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं, तो िह दकसी व्यजि को इस जनयम के
प्रितवन से छूट िे सकेगी।
5. जिजथल करने की िजि- िहां केन्द्रीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके
जलए िो कारण हैं उन्हें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगव या प्रिगव के व्यजियों की बाबत, आिेि
द्वारा जिजथल कर सकेगी।
6. व्यािृजत - इन जनयमों की कोई भी बात ऐसे आरिण, आयु – सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालेगी ,
जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय – समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूिव सैजनकों और अन्य जििेष प्रिगव के व्यजियों के जलए उपबंध करना
अपेजित है।

द्वीप समूह या लिद्वीप के अभ्यर्थवयों के
जलए जिजहत की गई है)।
रटप्पण 2: रोिगार कायावलय के माध्यम से
की गई भती की ििा में, आयु-सीमा
आिश्यक:
1. दकसी मान्यता प्राप्त बोडव से 10िीं किा
या मैररकुलेिन या औद्योजगक प्रजििण
संस्ट्थान से उत्तीणव।
2. मोटर साइदकल या ऑटो ररक्िा या
मोटर कार के जलए जिजधमान्य चालन
अनुज्ञजप्त का होना;
3. मोटर साइदकल या ऑटो ररक्िा या
मोटर कार चलाने का िो िषव का अनुभि;
4. मोटर साइदकल या ऑटो ररक्िा या
मोटर कार तंत्र का ज्ञान और अभ्यथी, यान
में छोटी-मोटी खाजमयों को िूर करने में
समथव होना चाजहए, और;
5. अंग्रेिी और हहंिी या उस िेत्र की िेत्रीय
भाषाएं पढ़ने की योग्यता जिसमें संबंजधत
संगठन जस्ट्थत है
िांछनीय:
1. होम गाडव या जसजिल स्ट्ियंसेिक या बहु-
कायव कमवचारीिृंि के रूप में तीन िषव की
लागू नहीं होता।

भरे िाने िाले पि के मामले में, आयु सीमा
18 से 27 िषव के बीच होगी।

2. िाजणजज्यक स्ट्कूटर या ऑटो ररक्िा या
मोटर कार के चालकों के जलए आिश्यक
मानी िाने िाली सिमता के मानकों के
जनिेि में पि के जलए उपयुिता का जनणवय
करने के जलए तैयार दकए गए जिजहत
व्यािसाजयक परीिा में अर्हवत होना
चाजहए।
रटप्पण: अनुभि संबंधी अहवता (अहवताएं)
कारणों के जलए िो लेखबध्ि दकए िाएं,

(समूह 'ग') में से, जिनके पास मोटर साइदकल या ऑटो-ररक्िा
के जलए जिजधमान्य चालन अनुज्ञजप्त है; जिसके न हो सकने पर,
केन्द्रीय सरकार के अन्य मंत्रालयों में जनयजमत आधार पर जडस्ट्पैच
राइडसव या बहु-कायव कमवचारीिृंि के पि धारण करने िाले
अजधकाररयों से, िो स्ट्तंभ (7) में उजल्लजखत आिश्यक अहवताएं
पूरी करते हों।
भूतपूिव सैजनकों के जलए:
प्रजतजनयुजि या पुनर्नवयोिन द्वारा।
सिस्त्र बलों के िे कार्मवक, िो एक िषव की अिजध के भीतर
सेिाजनिृत्त होने िाले हैं या जिन्हें ररििव में स्ट्थानांतररत दकया
िाना है और जिनके पास अपेजित अनुभि और जिजहत अहवताएं
हैं, उन पर भी जिचार दकया िाएगा। ऐसे व्यजियों को उस
तारीख तक प्रजतजनयुजि के जनबंधन्नों पर रखा िाएगा जिस
तारीख से उन्हें सिस्त्र बल से जनमुवि दकया िाना है ; तत्पश्चात
उन्हें पुनर्नवयोिन पर रखा िा सकता है।
रटप्पण 1: प्रजतजनयुजि की अिजध, जिसके अंतगवत केन्द्रीय
सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि
से ठीक पहले दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की
अिजध भी है, सधारणतया तीन िषव से अजधक नहीं होगी।

रटप्पण 2: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-
सीमा आिेिन प्राप्त करने की अंजतम तारीख को छप्पन िषव से
अजधक नहीं होगी।
यदि जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना।
भती करने में दकन पररजस्ट्थजतयों में संघ लोक सेिा
आयोग से परामिव दकया िाएगा।

समूह 'ग' जिभागीय पुजष्टकरण सजमजत (पुजष्टकरण पर जिचार
करने के जलए) जिसमें जनम्नजलजखत होंगे:-
1. जनिेिक (प्रिासन), केंद्रीय जिद्युत प्राजधकरण, – अध्यि;
2. अिर सजचि (कार्मवक), केंद्रीय जिद्युत प्राजधकरण – सिस्ट्य;
3. अिर सजचि (अनुसूजचत िाजत या अनुसूजचत िनिाजत),
केंद्रीय जिद्युत प्राजधकरण - सिस्ट्य।

NOTIFICATION
New Delhi, the 11th December, 2025
G.S.R. 903(E).—In exercise of the powers conferred by the provision to article 309 of the Constitution and
in supersession of Despatch Rider Badarpur Thermal Power Project, Central Water and Power Commission (Power
Wing) Recruitment Rules, 1970, except as respects things done or omitted to be done before such supersession, the
President hereby makes the following rules regulating the method of recruitment to the post of Despatch Rider, in the
Headquarters of the Central Electricity Authority, Ministry of Power, namely :-
1.
Short title and commencement. - (1) These rules may be called the Ministry of Power, Central Electricity
Authority, Despatch Rider (Group ‘C’ post), Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. - The number of the said post, its classification and
the level in the pay matrix attached to the said post shall be as specified in columns (2) to (4) of the said Schedule
annexed to these rules.
3.
Method of recruitment, age-limit and other qualifications, etc. - The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
4.
Disqualification. - No person, —
(i)
who has entered into or contracted a marriage with a person having a spouse living; or
(ii)
who, having a spouse living, has entered into or contracted a marriage with any person
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that are other grounds for so doing, exempt any
person from the operation of this rule.
5.
Power to relax. - Where the Central Government is of opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to
any class or category of persons.
6.
Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-

Servicemen and other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard.

Essential:
1. 10th standard or Matriculation or
Industrial Training Institute pass from a
recognised Board.
2. Possession of a valid driving license
for motor cycle or auto rickshaw or
motor car;
3. Two years experience in driving motor
cycle or auto rickshaw or motor car;
4. Knowledge of motor cycle or auto
rickshaw or motor car mechanism and
the candidate should be able to remove
minor defects in vehicle and;
5. Ability to read english and hindi or
regional languages of the area in which
the concerned Organisation is situated
Desirable:
1. Three years service as Home Guard or
civil Volunteer or Multi Tasking Staff
2. Should qualify the prescribed trade test
designed to adjudge suitability for the
post with reference to standards of
competence considered essential in
drivers of commercial scooter or auto
rickshaw or motor car.
Note: The qualification(s) regarding
experience is relaxable at the discretion
of the competent authority in the case of
candidates belonging to Scheduled Castes
or the Scheduled Tribes, if at any stage of
selection, the competent authority is of
the opinion that sufficient number of
candidates with requisite experience are
not likely to be available to fill up the
vacancy reserved for them.

Government who fulfill the necessary qualifications as
mentioned in column (7).
For ex-Servicemen:
By deputation or re-employment.
The armed forces personnel due to retire or who are to be
transferred to reserve within a period of one year and having
the requisite experience and qualifications prescribed shall
also be considered. Such persons would be given deputation
terms upto the date on which they are due for release from the
armed forces; thereafter they may be continued on re-
employment.
Note 1: The period of deputation including the period of
deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other
organisation or department of the Central Government shall
ordinarily not exceed three years.
Note 2: The maximum age-limit for appointment by
deputation shall be not exceeding fifty six years as on the
closing date of receipt of applications.
