का.आ. 5872(अ).— केंद्रीय सरकार ने पेरोजलयम और खजनि पाइपलाइन (भूजम में उपयोग के
अजधकार का अिजन) अजधजनयम 1962 (1962 का 50) (जिसे इसमें इसके पश्चात उक्त अजधजनयम कहा गया है) की धारा
3 की उपधारा (1) के अधीन िारी की गई भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना संख्या
का. आ. 3914 (अ) तारीख 26 अगस्ट्त, 2025 िो भारत के असाधारण रािपत्र सं. 3809, भाग – II, खण्ड 3, उप-खण्ड
(ii) तारीख 26 अगस्ट्त, 2025 में प्रकाजित की गई थी, द्वारा उस अजधसूचना से संलग्न अनुसूची में जवजनर्िजष्ट भूजम में पंिाब
राज्य में इंजडयन ऑयल कोपोरेिन जलजमटेड को एल.पी.िी. के पररवहन के जलए, िालंधर - गोइंिवाल साजहब एल.पी.िी.
पाईपलाइन पररयोिना के तहत, सुच्ची पपंड (िालंधर) गांव से चंडेर महापुरख (गोइंिवाल साजहब) तक पाइपलाइन को
तहसील – सुल्तानपुर लोधी (तलवंडी चौधररयां), जिला- कपूरथला, राज्य- पंिाब में जबछाने के प्रयोिन के जलए उपयोग के
अजधकार के अिजन करने के जलये अपने आिय की घोषणा की थी ।
और उक्त रािपत्र अजधसूचना की प्रजतयां िनता को 06.10.2025 तक उपलब्ध करा िी गई थी। और उक्त
अजधजनयम की धारा 6 की उपधारा (1) के अनुसरण में सक्षम प्राजधकारी ने केंद्रीय सरकार को ररपोटज िे िी है।
और केंद्रीय सरकार ने, उक्त ररपोटज पर जवचार करने के पश्चात् और यह समाधान हो िाने पर दक उक्त भूजम
पाइपलाइन जबछाने के जलए अपेजक्षत है, उसमें उपयोग के अजधकार का अिजन करने का जवजनश्चय दकया है।

अतः अब, केंद्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए
एति द्वारा घोषणा करती है दक इस अजधसूचना से संलग्न अनुसूची में जवजनर्िजष्ट भूजम में पाइपलाइन जबछाने के जलए उपयोग
के अजधकार का अिजन दकया िाए।
और केंद्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (4) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, यह
जनिेि िेती है दक उक्त भूजम में उपयोग का अजधकार इस घोषणा के प्रकािन की तारीख से केंद्रीय सरकार में जनजहत होने के
बिाए, सभी जवल्लंगमो से मुक्त होकर इंजडयन ऑयल कॉपोरेिन जलजमटेड में जनजहत होगी।
पेरोजलयम और खजनि पाइपलाइन अजधजनयम, 1962 की धारा 10 के अधीन दकसी भी क्षजतपूर्तज के जलए इंजडयन
ऑयल कॉपोरेिन जलजमटेड पूणजतया उत्तरिायी होगी और पाइपलाइन से सम्बंजधत दकसी भी मामले पर केंद्रीय सरकार के
जवरुद्ध कोई िावा या कानूनी कायजवाही नहीं हो सकेगी।

NOTIFICATION
New Delhi, the 17th December, 2025
S.O. 5872(E).—.Whereas, by the notification of the Government of India in the Ministry of Petroleum and
Natural Gas, published in the Extraordinary Gazette of India no. 3809, Part-II, section-3, sub-section (ii) dated 26th
August, 2025 vide S.O. No. 3914(E) dated 26th August, 2025 issued under sub-section (1) of section 3 of the
Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred
to as the said Act), the Central Government declared its intention to acquire the right of user in the land specified in
the Schedule appended to that notification for the Purpose of laying of Pipeline from Suchi Pind ( Jalandhar) to
Chander Mahapurakh (Goindwal Sahib) under Jalandhar – Goindwal Sahib LPG Pipeline Project by Indian Oil
Corporation Limited in Tehsil: Sultanpur Lodhi (Talwandi Chaudhrian) of Kapurthala District in State of Punjab for
transportation of LPG.
And whereas copies of the said Gazette notification were made available to the public by 06.10.2025. And
whereas, under sub-section (1) of section 6 of the said Act the Competent Authority has submitted report to the
Central Government.
And whereas, the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline.
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Indian Oil Corporation Limited, free from
all encumbrances.
Indian Oil Corporation Limited shall be exclusively liable for any compensation in terms of Section 10 of the
P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter
relating to the pipeline.
