का.आ. 5957(अ).— पहचान स्ट्थाजपत करने के जलए आधार संख्या का उपयोग, व्यजियों को सुजवधािनक और

जनबााध रीजत से सहायकी, प्रसुजवधा और सेवाएं प्राप्त करने में सक्षम बनाता है तथा आवश्यक िस्ट्तावेिों की बहुलता को

समाप्त करने के साथ-साथ, प्रकियाओं को सरल बनाता है और पारिर्िाता और िक्षता को बढावा िेता है:

और भारत सरकार (जिसे इस मे इसके पश्चात् उि मंत्रालय कहा गया है) के कृजि एवं ककसान कल्याण मंत्रालय

राष्ट्रीय प्राकृजतक खेती जमिन (जिसे इस मे इसके पश्चात् उि स्ट्कीम कहा गया है) को प्रिाजसत कर रहा है;

और राज्य सरकार और संघ राज्य क्षेत्र प्रिासन (जिसे इसमें इसके पश्चात् कायाान्वयन अजभकरण कहा गया है)

भारत सरकार के उि मंत्रालय के अजधकार क्षेत्र के अंतगात उि स्ट्कीम को कायााजन्वत कर रहा है।

और प्रजिजक्षत नामांककत ककसानों को िो विों के जलए प्रजत एकड़ प्रजत विा चार हिार रुपये की िर से उत्पािन

आधाररत प्रोत्साहन के रूप में जवत्तीय सहायता (जिसे इस मे इसके पश्चात् उि प्रसुजवधा कहा गया है) उि स्ट्कीम और

उसके संबंध में िारी ककए गए जनिेिों और कििा-जनिेिों के अधीन प्राकृजतक खेती करने वाले नामांककत ककसानों (जिन्हें इस

मे इसके पश्चात् जहताजधकारी कहा गया है) को िी िाएगी;

और उि स्ट्कीम के जलए व्यय भारत की संजचत जनजध से वहन ककया िाएगा।

"और उि मंत्रालय इस बात की वांछा करता है कक उि फायिें की प्राजप्त के िता के रूप में जहताजधकारी की

पहचान स्ट्थाजपत करने के उद्देश्य से ऐसे जहताजधकारी की पहचान करनी होगी या उसके पास आधार संख्या इसका प्रमाण

प्रस्ट्तुत करना होगा या यकि ककसी व्यजि को कोई आधार नंबर आवंरित नहीं ककया गया है, तो वह रजिस्ट्री के जलए आवेिन

करेगा।

अतः, आधार (जवत्तीय और अन्य सहायककयों, प्रसुजवधाओं और सेवाओं के लजक्षत पररिान) अजधजनयम, 2016

(2016 का 18) [जिसे इस मे इसके पश्चात् उि अजधजनयम' कहा गया है] की धारा 7 के उपबंधो के अनुसरण में, भारत

सरकार द्वारा जनम्नजलजखत को अजधसूजचत ककया िाता है, अथाात:—

1.

(1) उि स्ट्कीम के अंतगात उि प्रसुजवधा प्राप्त करने के इच्छुक व्यजि को प्रमाणीकरण कराना होगा अथवा आधार

संख्या होने का प्रमाण प्रस्ट्तुत करना होगा।

(2) यकि ककसी व्यजि को आधार संख्या नहीं िी गई है, तो उस मामले में उसे नामांकन के जलए आवेिन करना होगा:

(3) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयम 12 के उपबंधों के अनुसार, उि अजभकरण

सुजनजश्चत करेगी कक ऐसे जहताजधकाररओं का नामांकन ककया िाए िो अभी तक नामांककत नहीं हैं, या उनके आधार

संबंधी जववरण को उजचत उपायों के माध्यम से अपडेि ककया िाए, जिसमें रजिस्ट्रार के साथ समन्वय और

सुजवधािनक स्ट्थानों पर नामांकन केंद्रों की स्ट्थापना या स्ट्वयं रजिस्ट्रार बनकर नामांकन सुजवधाएं प्रिान करना

सजम्मजलत है।

परन्तु िब तक ऐसे जहताजधकाररओं को आधार नंबर आवंरित नहीं ककया िाता है, वह जनम्नजलजखत िस्ट्तावेज़ प्रस्ट्तुत

कर अपनी पहचान स्ट्थाजपत कर सकता है जिनके जलए वह पात्र है और िो प्रस्ट्तुजत के समय वैध हैं, या, उस

सॉफ्िवेयर के मामले में िो कायाान्वयन अजभकराजनयो द्वारा प्रिान या अनुमोकित ककया गया है ऐसे पहचान के जलए

इलेक्ट्रॉजनक रूप से िस्ट्तावेज़ों की सामग्री को प्रमाजणत करने के जलए िानकारी प्राप्त करने का समथान करता है,

संबंजधत अजधकाररयों के डेिाबेस से, तो सहमजत िेकर, अथाात्:—

(क) जहताजधकारी द्वारा नामांकन की प्रकिया पूरी कर लेने पर नामांकन केंद्र में ऑपरेिर द्वारा ईआईडी वाली

पावती; तथा

(ख) जनम्नजलजखत िस्ट्तावेज़ों जिसमें जहताजधकारी की तस्ट्वीर हो, में से कोई एक अथाात्:—

(i) भारत के जनवााचन आयोग द्वारा िारी मतिाता फोिो पहचान पत्र;

(ii) रािन काडा;

(iii) कायाकारी मजिस्ट्रेि िो रािपजत्रत अजधकारी है या राज्य सरकार के रािस्ट्व अजधकारी है िो तहसीलिार

के पि से नीचे नहीं है, द्वारा िाजत प्रमाण पत्र या जनवास प्रमाण पत्र, िारी ककया गया हो;

(iv) ककसी सरकारी इकाई या सावािजनक क्षेत्र के उपिम द्वारा सेवाजनवृत्त या सेवारत सरकारी सेवक या

उनके पररवार के सिस्ट्य को िारी ककया गया जचककत्सा या बीमा पहचान पत्र;

(v) भारतीय पासपोिा;

(vi) ककसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडा द्वारा िारी मैररक या 10वीं कक्षा या उच्चतर माध्यजमक या 12वीं

कक्षा के प्रमाण पत्र या अंकपत्र;

(vii) एक सरकारी इकाई या सावािजनक क्षेत्र के उपिम द्वारा सेवारत या सेवाजनवृत्त सरकारी सेवक को िारी

ककया गया पहचान पत्र या अन्य पहचान िस्ट्तावेि;

(viii) किव्यांगिन अजधकार जनयम, 2017 के अधीन अजधसूजचत जचककत्सा प्राजधकारी द्वारा िारी किव्यंगता

प्रमाण पत्र, या किव्यांगिन सिजिकरण जवभाग, भारत सरकार द्वारा िारी जवजिष्ट किव्यंगता पहचान

(यूडीआईडी) काडा;

(ix) भारत में िारी चालक अनुज्ञज‍ त:

(x) िेखभाल और सुरक्षा की आवश्यकता वाले बालकों या जवजध का उल्लंघन करने वाले बालकों के संबंध में,

जिसे ककिोर न्याय (बाल की िेखभाल और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन संबंजधत

राज्य सरकार द्वारा बनाए गए जनयमों के अधीन रजिस्ट्री बाल िेखभाल संस्ट्थान द्वारा रखा गया है, ऐसी

संस्ट्था के प्रभारी, अधीक्षक, बाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी उसकी िन्मजतजथ

जनर्िाष्ट करने वाला प्रमाण पत्र;" या

(xi) जहताजधकारी िो जवजधक अजभभावक है तो, संरक्षक और प्रजतपालय अजधजनयम, 1890 (1890 का 8),

ककिोर न्याय (बच्चों की िेखभाल और संरक्षण) अजधजनयम, 2015, ऑरिज्म, सेरेब्रल पाल्सी, मानजसक मंिता

और बहु जवकलांग व्यजियों के कल्याण के जलए राष्ट्रीय रस्ट्ि अजधजनयम, 1999 (1999 का 44) या जवकलांग

व्यजियों के अजधकार अजधजनयम, 2016 (2016 का 49) और उि अजधजनयमों के अधीन प्रयोज्य जनयमों

और जवजनयमों के अधीन ककसी न्यायालय या सक्षम प्राजधकारी द्वारा िारी ककया गया ित् तक ग्रहण आिेि या

जवजधक अजभभावकत् व को स्ट्थाजपत करने संबंधी अन् य िस्ट् तावेि।

(xii) कायाान्वयन अजभकरण द्वारा जनर्िाष्ट कोई अन्य िस्ट्तावेि।

4. इस संबंध में कायाान्वयन अजधकरणों द्वारा नाजमत एक अजधकारी उप-पैरा (3) के अधीन प्रस्ट्तुत िस्ट्तावेिों या उनकी

जविय-वस्ट्तु

को

स्ट्थाजपत

करने

वाली

िानकारी

का

सत्यापन

करेगा,

जिसमें

माई

आधार

पोिाल

(https://myaadhaar.uidai.gov.in/portal) पर ईआईडी िमा करके नामांकन के अनुरोध की जस्ट्थजत की िानकारी ली

िा सकती है, जिससे यह पुजष्ट की िा सके कक ईआईडी वैध है और नामांकन अनुरोध अस्ट्वीकार नहीं ककया गया है; और

वह ऐसे ककसी सरकारी संस्ट्थान या प्राजधकरण से िानकारी ले सकता है या साझा कर सकता है िो ऐसे िस्ट्तावेिों में

जनजहत िानकारी की तैयारी या रखरखाव करते हैं।

2. उि लाभ जहताजधकाररओं को आसानी से प्राप्त करने के जलए, उि मंत्रालय अपनी कायाान्वयन अजधकरण की माध्यम से

उि स्ट्कीम के अंतगात आधार संख्या की आवश्यकता के जविय में जहताजधकाररओं को िागरूक करने के जलए मीजडया के

माध्यम से व्यापक प्रचार सुजनजश्चत करने के जलए सभी आवश्यक किम उठाएगा।

3. ककसी भी बायोमेररक आधाररत प्रमाणीकरण जवजध (अथाात् चेहरे की छजव, उंगजलयों के जनिान या आईररस स्ट्कैन

आधाररत प्रमाणीकरण) के माध्यम से िहां ककसी लाभाथी के आधार नंबर का प्रमाणीकरण बायोमेररक िानकारी की

कमी िैसे ककसी भी कारण से जवफल हो िाता है, वहॉ जनम्नजलजखत उपचारात्मक तंत्र अपनाए िाएंगे, अथाात:

(क) यकि प्रमाणीकरण का कोई जविेि बायोमेररक-आधाररत रीजत सफल नहीं होती हो, तो बायोमेररक-आधाररत

प्रमाणीकरण या वन-िाइम जपन (ओिीपी) आधाररत प्रमाणीकरण का कोई अन्य रीजत, िहां भी संभव और

स्ट्वीकाया हो, किया िाएगा;

(ख) ऐसे मामलों में िहां प्रमाणीकरण के जलए बायोमेररक आधाररत या ओिीपी आधाररत जवजध संभव नहीं हैं,

उि स्ट्कीम के अधीन प्रसुजवधा, आधार जसक्ट्योर किक ररस्ट्पांस (क्ट्यूआर) कोड या आधार पेपरलेस ऑफलाइन

ई-केवाईसी िस्ट्तावेि, िैसा भी मामला हो, पर यूआईडीएआई के जडजििल हस्ट्ताक्षर प्रमाण पत्र का

ऑफलाइन सत्यापन कर आधार संख्या की वास्ट्तजवकता स्ट्थाजपत करने के बाि, जनम्नजलजखत में से ककसी के

आधार पर किया िा सकता है:- नामत:

(i) आधार क्ट्यूआर स्ट्कैनर या एमआधार ऐप का उपयोग कर क्ट्यूआर कोड को स्ट्कैन करके ऑफ़लाइन

सत्यापन के माध्यम से इसकी वास्ट्तजवकता स्ट्थाजपत होने के बाि अथाात, आधार सुरजक्षत त्वररत प्रजतकिया

(क्ट्यूआर) कोड जिसमें आधार काडा, आधार पत्र या ई-आधार या आधार क्ट्यूआर स्ट्कैनर या एमआधार ऐप का

उपयोग करके क्ट्यूआर कोड को स्ट्कैन करके ऑफ़लाइन सत्यापन के माध्यम से इसकी वास्ट्तजवकता स्ट्थाजपत

होने के बाि; या ई-आधार (अथाात, यूआईडीएआई की वेबसाइि से डाउनलोड करने योग्य आधार पत्र की

पासवडा सुरजक्षत इलेक्ट्रॉजनक प्रजत या इसके एमआधार ऐप का उपयोग करके एक्ट्सेस ककया िा सकता है),

(ii) यूआईडीएआई की वेबसाइि पर इस संबंध में किए गए जववरण के अनुसार, इस उद्देश्य के जलए संबंजधत

मंत्रालय या जवभाग या स्ट्कीम कायाान्वयन अजभकरण द्वारा जवकजसत एज‍लकेिन के माध्यम से िस्ट्तावेि पर

यूआईडीएआई के जडजििल हस्ट्ताक्षर प्रमाण पत्र के ऑफ़लाइन सत्यापन के माध्यम से इसकी वास्ट्तजवकता

स्ट्थाजपत होने के बाि, आधार पेपरलेस ऑफलाइन ई-केवाईसी िस्ट्तावेि (यूआईडीएआई की वेबसाइि से

डाउनलोड ककया िा सकता है या इसके एमआधार ऐप के सुलभ उपयोग द्वारा ककया िा सकता है); या

4. यह सुजनजश्चत करने के जलए कक अठारह विा या उससे अजधक आयु के वास्ट्तजवक जहताजधकारी उि स्ट्कीम के अधीन

उनको जमलने वाली प्रसुजवधा से वंजचत न रहें इसके जलए कायाान्वयन अजभकरण प्रत्यक्ष लाभ अंतरण जमिन, मंत्रीमंडल

सजचवालय, भारत सरकार के कायाालय ज्ञापन संख्या डी-26011/04/2017-डीबीिी, किनांक 19 किसंबर, 2017

(https://dbtbharat.gov.in पर उपलब्ध) में जनर्िाष्ट अपवाि हैंडललंग तंत्र का पालन करेंगी।

5. यह अजधसूचना जसकिम राज्य, लक्षद्वीप और चंडीगढ संघ राज्य छेत्रों को छोड़कर सभी राज्यों और संघ राज्य छेत्रों में

रािपत्र में इसके प्रकािन की ताररख से प्रभावी होगी।

NOTIFICATION

New Delhi, the 22^nd December, 2025

S.O. 5957(E). —Whereas the use of Aadhaar number to establish identity enables individuals to

receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for

multiplicity of documents to establish identity, simplifies processes and promotes transparency and

efficiency;

And whereas the Ministry of Agriculture and Farmers Welfare, in the Government of India

(hereinafter referred to as the said Ministry) is administering National Mission on Natural Farming

(hereinafter referred to as the said scheme);

And whereas, the State Government and Union territory Administration (hereinafter referred to as

the implementing agency) is implementing the said scheme under the purview of the said Ministry in the

Government of India.

And whereas, the financial assistance as Output Based incentive to trained enrolled farmers at the

rate of Four Thousand Rupees per acre per year for two years (hereinafter referred to as the said benefit) is

given to the enrolled farmers practicing Natural Farming (hereinafter referred to as the beneficiaries) under

the said scheme and the instructions and guidelines issued in respect thereof;

And whereas, expenditure for the said scheme is incurred from the Consolidated Fund of India;

And whereas, the said Ministry is desirous, for the purpose of establishing identity of a beneficiary

as a condition for the receipt of the said benefit, require that such beneficiary undergo authentication, or

furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number

has been assigned, make an application for enrolment;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of

Financial and Other Subsidies, Benefits and Services) Act, 2016, (18 of 2016) (hereinafter referred to as the

said Act), the Central Government hereby notifies the following, namely: —

1.

(1) An individual desirous of availing of the said benefit under the said scheme shall be required to

undergo authentication, or furnish proof of possession of Aadhaar number.

(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to

make an application for enrolment.

(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update)

Regulations, 2016, the Ministry through its Implementation Agencies shall ensure enrolment of such

beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate

measures, including coordination with Registrars and setting up enrolment centres at convenient

locations or providing enrolment facilities by becoming a Registrar itself:

Provided that till such time an Aadhaar number is assigned to such beneficiary, he may

establish his identity to avail of the said benefit, by presenting the following documents to which he

is entitled and which are valid at the time of presentation, or, in case the software provided or

authorised by the implementing agencies for such identification supports electronic obtaining of

information evidencing the contents of such documents from the database of the authorities dealing

with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:—

(a)

The acknowledgement of the beneficiary having undergone the process of enrolment,

provided by the operator at the enrolment centre, containing the EID; and

(b)

any one of the following documents, having the beneficiary’s photograph, namely:

—

(i)

Elector’s Photo Identity Card issued by the Election Commission of India;

(ii)

Ration card;

(iii)

Caste certificate or domicile certificate, issued by a Gazetted officer who is

an Executive Magistrate or a revenue officer of the State Government, not

below the rank of Tahsildar;

(iv)

Medical or insurance identity card issued by a government entity or public

sector enterprise to a retired or serving public servant or his family

member;

(v)

Indian passport;

(vi)

Certificate or statement of marks of matriculation or 10^th class or higher

secondary or 12^th class, issued by a recognised board of school education;

(vii)

Identity card or other identity document issued to serving or retired public

servant by a government entity or a public sector enterprise;

(viii) Disability certificate issued by notified medical authority under the Rights

of Persons with Disabilities Rules, 2017, or Unique Disability

Identification (UDID) card issued by the Department of Empowerment of

Persons with Disabilities (Divyangjan), Government of India;

(ix)

Driving licence issued in India;

(x)

in respect of a child in need of care and protection or a child in conflict

with law, who is housed by Child Care Institution registered as such with

the State Government concerned under the rules made by it under the

Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016),

certificate specifying his date of birth issued by the person-in-charge,

superintendent, child welfare officer or probation officer of such

institution; or

(xi)

in respect of a beneficiary who has a legal guardian, adoption order or

other document to establish legal guardianship, which is issued by a court

of law or competent authority under the Guardians and Wards Act, 1890 (8

of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015,

the National Trust for Welfare of Persons with Autism, Cerebral Palsy,

Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the

Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the

applicable rules and regulations made under the said Acts; or

(xii)

any other document as the implementing agencies may specify.

An officer designated by the implementing agencies in this behalf shall verify the documents

presented under sub-paragraph (3) or the information establishing the contents thereof,

including the status of the enrolment request by submitting the EID on my Aadhaar portal

(https://myaadhaar.uidai.gov.in/portal) to confirm that the EID is valid and that the enrolment

request does not stand rejected; and may take the assistance and share the information with

any government entity or an authority that deals with the preparation or maintenance of the

information contained in such documents.

2.

In order to enable the beneficiaries to avail of the said benefits conveniently, the said Ministry

through its implementing agencies shall make all necessary steps to ensure wide publicity through media to

make the beneficiaries aware of the requirement of Aadhaar number under the said scheme.

3.

Where the authentication of the Aadhaar number of a beneficiary done through any of the

biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based

authentication) fails due to any reason, such as poor quality of biometric information, the following

remedial mechanisms shall be adopted, namely: —

(a) in case any particular biometric-based mode of authentication is not successful, any other

mode of biometric-based authentication or one-time pin (OTP) based authentication shall,

wherever feasible and admissible, be offered;

(b) in cases where biometric-based or OTP-based modes of authentication are not possible,

benefits under the said scheme may, after establishing the genuineness of the Aadhaar

number by doing offline verification of the digital signature certificate of UIDAI on the

Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC

document, as the case may be, given on the basis of any of the following, namely:-

(i)

an Aadhaar Secure Quick Response (QR) Code containing Aadhaar card,

Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on

generation of his Aadhaar number)or e-Aadhaar (i.e., the password-protected

electronic copy of Aadhaar letter downloadable from the website of UIDAI or

accessible using its mAadhaar app), after its genuineness is established

through offline verification by scanning the QR code using the Aadhaar QR

Scanner or mAadhaar apps; or

(ii)

Aadhaar Paperless Offline e-KYC document (downloadable from the website

of UIDAI or accessible using its mAadhaar app), after its genuineness is

established through offline verification of the digital signature certificate of

UIDAI on the document through the application developed by the Ministry or

Department or scheme implementing agency concerned for this purpose, in

accordance with the details given in this regard on the website of UIDAI.

In order to ensure that bonafide beneficiaries who are aged eighteen years or above are not

deprived of the said benefit due to them under the said scheme, the implementing agencies shall follow the

exception handling mechanism specified in the Office Memorandum No. D-26011/04/2017-DBT, dated the

19^th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India

(available on https://dbtbharat.gov.in).

5.

This notification shall come into force from the date of its publication in the Official Gazette in all

the States and Union territories, except the State of Sikkim, Union territories of Lakshadweep and

Chandigarh.
