अजधक्मण से पूिा दकया गया है या दकए िाने का लोप दकया गया है, सूक्ष्म, लघु और मध्यम उद्यम जिकास संगठन, सूक्ष्म,

लघु और मध्यम उद्यम मंत्रालय में सहायक जनिेिक श्रेणी-।। (अर्ािास्त्र अन्िेषण) के पि पर भती की पद्धजत को जिजनयजमत

करने के जलए जनम्नजलजखत जनयम बनाते हैं, अर्ाात् :-

1. संजिप्त नाम और प्रारंभ :- (1) इन जनयमों का नाम सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय, सूक्ष्म, लघु और मध्यम

उद्यम जिकास संगठन, सहायक जनिेिक श्रेणी-II (अर्ािास्त्र अन्िेषण), (श्रेणी ‘ख’ पि) भती जनयम, 2026 है।

(2) ये रािपत्र में प्रकािन की तारीख को प्रिृत्त होंगे।

2. पि संख्या, िगीकरण और िेतन मैट्ररक्स में स्ट्तर-पिों की संख्या, उनका िगीकरण, िेतन मैट्ररक्स में स्ट्तर या िेतनमान

िे होंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्िाष्ट हैं।

3. भती की पद्धजत, आयु

-

सीमा और अहाताएं आदि- उक्त पि पर भती की पद्धजत, आयु-सीमा, अहाताएं और

उससे संबंजधत अन्य बातें िे होंगी िो उक्त अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्िाष्ट हैं।

4. जनरहाता :- िह व्यजक्त, -

(क) जिसने ऐसे व्यजक्त से जिसका पजत या जिसकी पत्नी िीजित है, के सार् जििाह दकया है या जििाह की

संजििा की है, या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी से जििाह दकया है या जििाह की संजििा की

है,

उक्त पि पर जनयुजक्त का पात्र नहीं होगा;

परन्तु यदि केन्रीय सरकार को यह समाधान हो िाता है दक ऐसा जििाह ऐसे व्यजक्त और जििाह के अन्य

पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो िह दकसी व्यजक्त

को इस जनयम के प्रितान से छूट िे सकेगी।

5. जिजर्ल करने की िजक्त :- िहां केंरीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां

िह उसके जलए िो कारण हैं, उन्हें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के

व्यजक्तयों के बाबत, आिेि द्वारा जिजर्ल कर सकेगी।

6. व्यािृजत्त :- इन जनयमों की कोई बात, ऐसे आरिण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं

डालेगी, जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार

अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूिा सैजनकों और अन्य जििेष प्रिगा के

व्यजक्तयों के जलए उपबंध करना अपेजित है।

िेतन मैट्ररक्स के स्ट् तर-6 (35400-112400

रुपए) में ऐसे अन्िेषक (अर्ािास्त्र अन्िेषक)

जिन्होंने उस श्रेणी में पाँच िषा की जनयजमत

सेिा की है और जिभाग द्वारा जिजनर्िाष्ट दकसी

मान्यता प्राप्त संस्ट्र्ान से अर्ािास्त्र जिश्लेषण में

िो सप्ताह का प्रजििण सफलतापूिाक पूरा

दकया हो।

ट्रटप्पण: िहाँ ऐसे कजनष्ठ व्यजक्तयों के संबंध में,

जिन्होंने अपनी अहाक या पात्रता सेिा पूरी कर

ली है, प्रोन्नजत के जलए जिचार दकया िा रहा

हो िहाँ उनके ज्येष्ठ व्यजक्तयों के संबंध में भी

जिचार दकया िाएगा परंतु यह तब िब दके

उसके द्वारा की गई ऐसी अहाक या पात्रता

सेिा, अपेजित अहाक या पात्रता सेिा के आधे

से अजधक से या िो िषा, इनमें से िो भी कम

हो, और उन्होंने अपने ऐसे कजनष्ठ व्यजक्तयों

सजहत, जिन्होंने ऐसी अहाक या पात्रता सेिा

पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी

में प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध

सफलतापूिाक पूरी कर ली हो।

प्रजतजनयुजक्त :

केंरीय या राज्य सरकार या संघ राज्य िेत्रों के

समूह ‘ख’ जिभागीय प्रोन्नजत सजमजत

)

प्रोन्नजत पर

जिचार करने के जलए

(

जिसमें

जनम्नजलजखत होंगे:-

1. अपर जिकास आयुक्त (प्रिासन) या

संयुक्त जिकास आयुक्त (प्रिासन),–

अध्यि;

2. जनिेिक या संयुक्त जनिेिक - सिस्ट्य;

और

3. उप जनिेिक (प्रिासन) -सिस्ट्य

समूह ‘ख’ जिभागीय पुजष्ट सजमजत (पुजष्ट पर

जिचार करने के जलए) जिसमें जनम्नजलजखत

होंगे:-

1. अपर जिकास आयुक्त (प्रिासन) या

संयुक्त जिकास आयुक्त (प्रिासन),–

अध्यि;

2. जनिेिक या संयुक्त जनिेिक - सिस्ट्य;

और

3. उप जनिेिक (प्रिासन) -सिस्ट्य

सीधी भती करते समय संघ लोक सेिा

आयोग से परामिा आिश्यक है।

अधीन ऐसे अजधकारी:

क

(

(i) िो मूल काडर या जिभाग में जनयजमत

आधार पर सिृि पि धारण दकए हुए हैं, या

(ii) जिन् होंने िेतन मैट्ररक्स के स्ट्तर-6

(35400-112400 रुपए) में या समतुल्य

पिों में जनयजमत आधार पर जनयुजक्त के

पश्चात उस श्रेणी में पाँच िषा जनयजमत

सेिा प्रिान की हो, और

(ख) जिनके पास स्ट्तंभ (7) के अधीन सीधी

भती के जलए जिजहत िैजिक अहाता और अन्य

अहाताएं हों।

ट्रटप्पण 1: पोषक प्रिगा के ऐसे जिभागीय

अजधकारी, िो प्रोन्नजत की सीधी पंजक्त में हैं,

प्रजतजनयुजक्त पर जनयुजक्त के जलए जिचार दकए

िाने के पात्र नहीं होंगे। इसी प्रकार,

प्रजतजनयुक्त व्यजक्त प्रोन्नजत द्वारा जनयुजक्त के

जलए जिचार दकए िाने के पात्र नहीं होंगे।

ट्रटप्पण 2: प्रजतजनयुजक्त की अिजध जिसके

अंतगात केंर सरकार के उसी या दकसी अन्य

संगठन या जिभाग में इस जनयुजक्त से ठीक पहले

धाट्ररत दकसी अन्य काडर-िाह्य पि पर

प्रजतजनयुजक्त की अिजध साधारणतया तीन िषा

से अजधक नहीं होगी।

ट्रटप्पण 3: प्रजतजनयुजक्त पर जनयुजक्त के जलए

अजधकतम आयु सीमा आिेिन प्राप्त करने की

अंजतम तारीख को छप्पन िषा से अजधक नहीं

होनी चाजहए।

New Delhi, the 7th January, 2026

G.S.R. 11(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in

supersession of the Ministry of Micro Small and Medium Enterprises, the Micro, Small and Medium Enterprises

Development Organisation, Assistant Director Grade II (Economic Investigation), (Group ‘B’ Post), Recruitment

Rules, 2023, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Assistant Director Grade II (Economic

Investigation) in the Micro, Small and Medium Enterprises Development Organisation under the Ministry of Micro,

Small and Medium Enterprises, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Micro, Small and Medium

Enterprises, the Micro, Small and Medium Enterprises Development Organisation, Assistant Director

Grade II (Economic Investigation), Group ‘B’ Post Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, Level in the Pay Matrix.- The number of post, its classification, Level in

the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.
