सा.का.जन. 13(अ).- राष्ट्रपजत, संजवधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और

कृजि और ककसान कल्याण मंत्रालय, कृजि, सहकाररता और ककसान कल्याण जवभाग, फामम मिीनरी प्रजिक्षण एवं परीक्षण

संस्ट्थान, तकनीकी, समूह 'ग' पिों भती जनयम, 2017 को, उन बातों के जसवाय अजधक्ांत करते हुए, जिन्हें ऐसे अजधक्मण से

पहले ककया गया है या करने का लोप ककया गया है, कृजि एवं ककसान कल्याण मंत्रालय, कृजि एवं ककसान कल्याण जवभाग,

फामम मिीनरी प्रजिक्षण एवं परीक्षण संस्ट्थानों में समूह 'ग' तकनीकी पिों पर भती की पद्धजत को जवजनयजमत करने के जलए

जनम्नजलजखत जनयम बनाते हैं, अथामत:-

1. संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम कृजि एवं ककसान कल्याण मंत्रालय, कृजि एवं ककसान कल्याण

जवभाग, फामम मिीनरी प्रजिक्षण एवं परीक्षण संस्ट्थान, तकनीकी, समूह 'ग' पि भती जनयम, 2026 है।

(2) ये रािपत्र में इनके प्रकािन की तारीख से प्रवृत्त होंगे।

लागू होना.- ये जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्िमष्ट पिों पर लागू होंगे।

पि संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- उि पिों की संख्या, उसका वगीकरण और वेतन मैररक्स में स्ट्तर

वह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िमष्ट हैं।

भती की पद्धजत, आयु-सीमा, अहमताएं आकि- उि पिों पर भती की पद्धजत, आयु-सीमा, अहमताएं और उससे संबंजधत

अन्य बातें वे होंगी, िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िमष्ट हैं।

जनरहमता: वह व्यजि, -

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत है, जववाह ककया है, या जववाह की संजविा की है;

या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रहते हुए ककसी व्यजि से जववाह ककया है, या जववाह की संजविा

की है; उि पि पर जनयुजि के जलए पात्र नहीं होगा:

परन्तु यकि केन्रीय सरकार का यह समाधान हो िाता है कक ऐसा जववाह उस व्यजि और जववाह के अन्य पक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं, तो वह ककसी व्यजि को इस जनयम के

प्रवतमन से छूट िे सकेगी।

जिजथल करने की िजि - िहां केन्रीय सरकार की यह राय है कक ऐसा करना आवश्यक या समीचीन है, वहां वह

उसके जलए िो कारण हैं, उन्हें लेखबद्ध करके इन जनयमों के ककसी उपबंध को, ककसी वगम या प्रवगम के व्यजियों के बावत आिेि

द्वारा जिजथल कर सकेगी।

7. व्यावृजत्त- इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव नहीं डालेगी, जिनका

केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी ककए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछडे वगों, भूतपूवम सैजनकों और अन्य जविेि प्रवगम के व्यजियों के जलए उपबंध करना अपेजक्षत है।

द्वीप समूह या लद्दाख या लक्षद्वीप के संघ िाजसत प्रिेिों के अभ्यर्थमयों के जलए जवजहत की गई है)।

रटप्पण 2: आयु-सीमा अवधाररत करने के जलए जनणामयक तारीख कममचारी चयन आयोग द्वारा जनधामररत होगी। (िहां भती

कममचारी चयन आयोग द्वारा नहीं की िाती है, वहां आयु-सीमा अवधाररत करने के जलए जनणामयक तारीख आवेिनों की

प्राजप्त की अंजतम तारीख होगी)।

सीधे भती ककए िाने वाले व्यजियों के जलए अपेजक्षत िैजक्षक और अन्य अहमताएं।

(7)

1. (i) मान्यता प्राप्त संस्ट्थान या जवश्वजवद्यालय से कृजि इंिीजनयररंग में जडप्लोमा के साथ सुसंगत क्षेत्र में पांच विम का

अनुभव; या

(ii) मान्यता प्राप्त संस्ट्थान या जवश्वजवद्यालय से कृजि इंिीजनयररंग में स्नातक की जडग्री; और

2. कौिल िक्षता परीक्षा में अहमता प्राप्त करना (यह परीक्षा केवल अहमक प्रकृजत की होगी और इसमें प्राप्त अंकों के आधार

पर मूल्यांकन नहीं ककया िाएगा। साक्षात्कार के स्ट्थान पर यह परीक्षा आयोजित की िाएगी)।

रटप्पण 1: अहमताएं अन्यथा सुअर्हमता अभ्यर्थमयों की ििा में, कारणों के जलए िो लेखबद्ध ककए िाएँ कममचारी चयन

आयोग या सक्षम प्राजधकारी के जववेकानुसार, जिजथल की िा सकती हैं।

रटप्पण 2: अनुभव से संबंजधत अहमता (एं) कारणों के जलए िो लेखबद्ध ककए िाएँ कममचारी चयन आयोग या सक्षम

प्राजधकारी के जववेकानुसार, अनुसूजचत िाजतयों या अनुसूजचत िनिाजतयों के अभ्यर्थमयों की ििा मे तब जिजथल की िा

सकती हैं िब, चयन के ककसी क्म पर, कममचारी चयन आयोग या सक्षम प्राजधकारी की राय है कक उनके जलए आरजक्षत

ररजियों को भरने के जलए अपेजक्षत अनुभव रखने वाले उन समुिायों के अभ्यर्थमयों के पयामप्त संख्या में उपलब्ध होने की

संभावना नहीं है।

प्रोन्नजत या प्रजतजनयुजि या आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि या आमेलन ककया

िाएगा।

प्रोन्नजत:

वेतन मैररक्स के स्ट्तर-4 (25500-81100 रुपये) में वररष्ठ तकनीजियन, जिन्होंने इस ग्रेड में पाँच विम की जनयजमत सेवा

की हो।

रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहमक या पात्रता सेवा पूरी कर ली है, प्रोन्नजत के जलए

जवचार ककया िा रहा है, वहां उनके ज्येष्ठ व्यजियों के संबंध में भी जवचार ककया िाएगा परन्तु यह तब िबकक उसके द्वारा

की गई ऐसी अहमक या पात्रता सेवा के आधे से अजधक से या िो विम से, इनमें से िो भी कम हो, कम न हो और उन्होंने

अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहमक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में

प्रोन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवमक पूरी कर ली हो।

वांछनीय:

ऑटोकैड या परफेक्ट ररसाइि प्रोफेिनल एजडिन या सॉजलडवकम या कैरटया िैसे सॉफ्टवेयर में एक विम का अनुभव या

सरकार या कानूनी या स्ट्वायत्त संगठन या पजब्लक सेक्टर के उपक्म या जवश्वजवद्यालय या जनिी संगठन में समकक्ष

सॉफ्टवेयर में एक विम का अनुभव।

(क) (i) औद्योजगक प्रजिक्षण संस्ट्थान से मैकेजनक कृजि मिीनरी, या मैकेजनक मोटर यान, या मैकेजनक रैक्टर, या मैकेजनक

डीिल इंिन, या इलेक्रीजियन रेड में प्रमाण पत्र;

(ii) रैक्टर या भारी पररवहन यान, या भारी जमट्टी हटाने वाले उपस्ट्कर के प्रचालन अथवा रखरखाव में पांच विम का

अनुभव; और

(ख) हल्के और भारी यान तथा रैक्टर के चालन की वैध चालन अनुज्ञजप्त रखता हो; और

(ग) कौिल िक्षता परीक्षा में अहमता प्राप्त करना (यह परीक्षा केवल अहमक प्रकृजत की होगी और इसमें प्राप्त अंकों के आधार

ऐसे तकनीजियन जिन्होंने वेतन-मैररक्स के स्ट्तर-2 (19900-63200 रुपये) में उस श्रेणी में आठ विम की जनयजमत सेवा की

हो।

रटप्पण: ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहमक या पात्रता सेवा पूरी कर ली है, प्रोन्नजत के जलए के जलए

जवचार ककया िा रहा हो, वहाँ उनके ज्येष्ठ व्यजियों के संबंध में भी जवचार ककया िाएगा परंतु यह तब िब कक उसके द्वारा

की गई ऐसी अहमक या पात्रता सेवा, अपेजक्षत अहमक या पात्रता सेवा के आधे से अजधक से या िो विम, इनमें से िो भी कम

हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होनें ऐसी अहमक या पात्रता सेवा पहले ही पूरी कर ली है,

अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवमक पूरी कर ली हो।

G.S.R. 13(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution

and in supersession of the Ministry of Agriculture and Farmers Welfare, Department of Agriculture,

Cooperation and Farmers Welfare, Farm Machinery Training and Testing Institute, Technical, Group ‘C’

Posts Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the Group ‘C’

technical posts in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers

Welfare, in the Farm Machinery Training and Testing Institutes, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Agriculture and

Farmers Welfare, Department of Agriculture and Farmers Welfare, Farm Machinery Training and Testing

Institute, Technical, Group ‘C’ Posts Recruitment Rules, 2026.

(2) They shall come into force from the date of their publication in the Official Gazette.

Application. – These rules shall apply to the posts specified in column (1) of the Schedule annexed

to these rules.

Number of posts, classification and level in the pay matrix. – The number of the said posts, their

classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of

the said Schedule.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the

aforesaid Schedule.

Disqualification. – No person,-

(a)

who has entered into or contracted a marriage with the person having a spouse living, or

who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient

so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules

with respect to any class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward

Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the

Central Government from time to time in this regard.

2. Qualifying in Skill Proficiency Test (which shall be of qualifying nature and assessment shall not be

done on the basis of marks obtained in such tests, instead of holding interviews is to be conducted).

Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.

Note 2: The qualification(s) regarding experience is relaxable at the discretion of the Staff Selection

B. Qualifying in Skill Proficiency Test (which shall be of qualifying nature and assessment shall not be

done on the basis of marks obtained in such tests, instead of holding interviews is to be conducted).
