ऑफ इंजडया के जिदेिक-मंडल िे, भारतीय ठरज़वज बैंक से परामिज के पश्चात और केंद्र सरकार की पूवज मंिूरी से, यूजियि बैंक

ऑफ इंजडया अजधकारी कमजचारी (अि िासि और अपील) जवजियमि, 1976 में संिोधि करिे के जलए एतद द्वारा जिम्नजलजखत

जवजियम बिाया है, यथा:—

1. (1) इि जवजियमों को यूजियि बैंक ऑफ इंजडया अजधकारी कमजचारी (अि िासि एवं अपील) संिोधि जवजियमि, 2026

कहा िा सकता है.

(2) ये जवजियम आजधकाठरक रािपत्र में प्रकािि की जतजथ से लागू होंगे.

2. यूजियि बैंक ऑफ इंजडया अजधकारी कमजचारी (अि िासि एवं अपील) जवजियमि, 1976 के संदर्भजत जवजियम (6) में,—

(ए) उप-जवजियम (3) के स्ट्थाि पर जिम्नांदकत उप-जवजियम स्ट्थािापन्न होंगे, यथा: —

“(3) िहााँ यह प्रस्ट्ताजवत है दक िांच की िाए, वहााँ अि िासजिक प्राजधकारी, अजधकारी कमजचारी के जवरुद्ध आरोपों

के आधार पर जिजश्चत और स्ट् पष् टतया जभन्न आरोप जिधाजठरत करेगा तथा आरोप-पत्र के साथ आरोपों का जववरण,

जिि दस्ट्तावेज़ों पर आधाठरत है उिकी सूची और ऐसे दस्ट्तावेज़ों की प्रजतजलजप तथा गवाहों की सूची यदद कोई

हो तो, जिि पर आरोप आधाठरत हैं, जलजखत रूप में अजधकारी कमजचारी को संप्रेजषत की िाएगी, अजधकारी

कमजचारी से यह अपेजित होगा दक वह अि िासजिक प्राजधकारी द्वारा जिर्दजष्ट समयावजध, िो पंद्रह ददि से अजधक

िहीं होगी, अथवा उि प्राजधकारी द्वारा प्रदत्त जवस्ट्ताठरत समयावजध के भीतर जलजखत रूप में अपिी प्रजतरिा

हेत जववरण प्रस्ट्त त करे।

यह उपबंजधत दकया िाता है दक दकसी भी पठरजस्ट्थजत में जलजखत प्रजतरिा जववरण प्रस्ट्त त करिे के जलए समयसीमा

वृजद्ध आरोप-पत्र प्राप्त होिे की जतजथ से पैंतालीस ददिों से अजधक िहीं होगी:

यह भी उपबंजधत दकया िाता है दक िहााँ दस्ट्तावेज़ों की प्रजतजलजपयााँ उपलब्ध करािा संभव िहीं है, वहााँ

अि िासजिक प्राजधकारी, अजधकारी कमजचारी को ऐसे दस्ट्तावेज़ों का जिरीिण करिे की अि मजत देगा, िो इस संबंध में जिर्दजष्ट

समयावजध के भीतर होगी”;

(बी) उप-जवजियम (12), के स्ट्थाि पर जिम्न उप-जवजियम प्रजतस्ट्थाजपत होंगे, यथा: —

“(12) उप-जवजियम (11) के अंतगजत प्राप्त अभ्यावेदि पर, प्रत्येक प्राजधकारी जिसके पास अभ्यावेददत दस्ट्तावेज़ों की

भौजतक या जडजिटल अजभरिा या प्राजधकार है, वह ऐसे दस्ट्तावेज़ों को प्रस्ट्त त करेगा अथवा उिकी अि पलब्धता

का प्रमाणपत्र िांच प्राजधकारी के समि अभ्यावेदि प्राप्त होिे की जतजथ से एक माह के भीतर िारी करेगा।

यह भी उपबंजधत है दक यदद अभ्यावेददत दस्ट्तावेज़ों का अजभरिण या प्राजधकार रखिे वाला प्राजधकारी इस बात से

संत ष्ट है दक सभी या दकसी भी दस्ट्तावेज़ का प्रस्ट्त जतकरण सावजिजिक जहत या राज्य की स रिा के जवरुद्ध होगा, और इस संबंध

में कारणों को जलजखत रूप में अजभलेजखत करता है, तो वह िांच प्राजधकारी को इस आिय की सूचिा देगा तथा िांच

प्राजधकारी, इस सूचिा के प्राप्त होिे पर, अजधकारी कमजचारी को यह िािकारी संप्रेजषत करेगा और ऐसे दस्ट्तावेज़ों के

प्रस्ट्त जतकरण या प्रकटीकरण के जलए दकया गया अभ्यावेदि वापस ले लेगा.”;

(सी) उप-जवजियम 21 में, खंड (ii) के बाद जिम्नजलजखत खंड िोडा िाएगा, यथा: —

“(iii) (ए) िांच प्राजधकारी अपिी जिय जि के आदेि प्राप्त होिे की जतजथ से छह माह की अवजध के भीतर िांच पूणज करेगा

और अपिी ठरपोटज प्रस्ट्त त करेगा;

(बी) िहााँ खंड (ए) में जिर्दजष्ट समयसीमा का पालि करिा संभव िहीं है, वहााँ िांच प्राजधकारी कारणों को

अजभलेजखत करेगा और अि िासजिक प्राजधकारी से जलजखत रूप में समयसीमा में वृजद्ध का अि रोध करेगा, िो

िांच पूणज करिे हेत एक बार में छह माह से अजधक की अजतठरि अवजध प्रदाि िहीं करेगा;

(सी) समयसीमा में वृजद्ध, िो एक बार में छह माह से अजधक िहीं होगी, अि िासजिक प्राजधकारी या उसके द्वारा

अजधकृत दकसी अन्य प्राजधकारी द्वारा जलजखत रूप में अजभलेजखत उजचत और पयाजप्त कारणों के आधार पर

प्रदाि की िा सकती है.”.

NOTIFICATION

Mumbai, the 9th January, 2026

No. CO:ERD:PD:110:2026.—In exercise of powers conferred by section 19 read with sub-section (2) of

section 12 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), the Board of

Directors of the Union Bank of India after consultation with the Reserve Bank of India and with the previous sanction

of the Central Government hereby make the following regulations further to amend the Union Bank of India Officer

Employees’ (Discipline and Appeal) Regulations, 1976, namely :—

1. (1) These regulations may be called the Union Bank of India Officer Employees’ (Discipline and Appeal)

Amendment Regulations, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Union Bank of India Officer Employees’ (Discipline and Appeal) Regulations, 1976, in regulation (6) of the

said regulations, —

(a) for sub-regulation (3), the following sub-regulation shall be substituted, namely:—

“(3) Where it is proposed to hold an enquiry, the Disciplinary Authority shall frame definite and distinct charges

on the basis of the allegations against the Officer Employee and the articles of charge, together with a

statement of allegations, list of documents relied on along with a copy of such documents and list of

witnesses, if any, on which they are based, shall be communicated in writing to the Officer employee, who

shall be required to submit, within such time as may be specified by the Disciplinary Authority not

exceeding fifteen days, or within, such extended time as may be granted by the said Authority, a written

statement of his defence:

Provided that under no circumstances, the extension of time for filing written statement of defence shall exceed

forty-five days from the date of receipt of articles of charge:

Provided further that wherever it is not possible to furnish the copies of documents, the disciplinary authority

shall allow the Officer Employee to inspect such documents within a time specified in this behalf.”;

(b) for sub-regulation (12), the following sub-regulation shall be substituted, namely:-

“(12) On receipt of the requisition under sub-regulation (11), every authority having the custody or possession

of the requisitioned documents physically or digitally shall produce the same or issue a non-availability

certificate before the Inquiring Authority within one month of the receipt of such requisition:

Provided that if the authority having the custody or possession of the requisitioned documents is satisfied for

reasons to be recorded by it in writing that the production of all or any of such documents would be against the public

interest or security of the State, it shall inform the Inquiring Authority accordingly and the Inquiring Authority shall on

being so informed, communicate the information to the Officer Employee and withdraw the requisition made by it for

the production or discovery of such documents.”;

“(iii) (a) the Inquiring Authority shall conclude the inquiry and submit its report within a period of six months

from the date of receipt of order of his appointment as Inquiry Authority;

(b) where it is not possible to adhere to the time limit specified in clause (a), the Inquiring Authority may

record the reasons and seek extension of time from the Disciplinary Authority in writing, who may allow

an additional time not exceeding six months for completion of inquiry, at a time;

reasons to be recorded in writing by the Disciplinary Authority or any other Authority authorized by the

Disciplinary Authority on his behalf.”.

3. In the said regulations, for the Schedule, the following schedule shall be substituted, namely:-
