का.आ. 176(अ).—यतः, केन्द्रीय सरकार ने, भारतीय राष्ट्रीय रािमागग अजधजनयम, 1988 (1988 का 68) की

धारा 11 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना संख्या का.आ.

1035(अ), दिनांक 07 मई 2010 द्वारा, केन्द्र सरकार ने रािस्ट्थान राज्य में के ियपुर-टोंक-िेवली-कोटा खंड के दकलोमीटर

18.700 से दकलोमीटर 165.000 तक एनएच-76 पर कोटा बाईपास के िंक्िन तक के खंड को भारतीय राष्ट्रीय रािमागग

प्राजधकरण (जिसे आगे "प्राजधकरण" कहा िाएगा) को सौंपा है;

अब यतः, राष्ट्रीय रािमागग िुल्क (िरों का अवधारण एवं संग्रहण) जनयम, 2008, के जनयम 3 (जिसे इसके पश्चात

“जनयम’’ कहा िाए), के साथ परित राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों

का प्रयोग और का.आ. 365(अ), दिनांक 14.02.2013 द्वारा प्रकाजित अजधसूचना का अजधक्रमण करते हुए, केन्द्र सरकार

एतद्द्वारा रािस्ट्थान राज्य में राष्ट्रीय रािमागग संख्या-12 (नया रा.रा. 52) के कोटा बाईपास िंक्िन पर िेवली में जडिाइन

दकलोमीटर 0.000 दकलोमीटर (मौिूिा दकलोमीटर 167.624) से जडिाइन दकलोमीटर 82.810 (मौिूिा दकलोमीटर

250.434) तक के चार या अजधक लेन के उपयोग के जलए 57.625 दकलोमीटर लंबाई वाली जनवल सड़क खंड [सारणी-2]

** दकलोमीटर 25.430, 40.536, 68.650 और 82.310 पर जस्ट्थत ऊपरी पुल एकतरफा हैं, अतः इनकी औसत लंबाई

अथागत्, समतुल्य 4 लेन संरचना के जलए आधी लंबाई मानी िाएगी।

4. गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और िुल्क प्लािा से बीस दकलोमीटर की िूरी

के भीतर जनवास करने वाले व्यजि के जलए माजसक पास की िर वषग 2025-26 के जलए 340.00 रुपए (तीन सौ चालीस

रुपए मात्र) है और उि जनयमों के प्रावधानों के अनुसार प्रजतवषग संिोधन के जलए अध्यधीन है।

5. रािमागग खण्ड पर बहुयात्राओंक के जलए जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अथागत्ः

जिस जजले में िुल्क प्लाजा जस्ट्थत है, वहां पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट तहत चलने वाले वाहनों को

छोड़कर) के जलए िुल्क उस श्रेणी के वाहन के जलए जनधागररत िर का 50% होगा, बिते ऐसे वाजणजज्यक वाहनों के उपयोग

के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो।

संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी

या प्रभारी व्यजि, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों

के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1क के अनुसार अनुप्रयोज्य िुल्क के समतुल्य िुल्क का भुगतान

करने के जलए उत्तरिायी होगा, और वह रािमागग खंड का प्रयोग करने के जलए तब तक हकिार नहीं होगा िब तक ऐसे

यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता।

सभी पररभाषाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक

सड़क इत् यादि उि जनयमों में जवजनर्िगष् ट पररभाषाओं के अनुरूप होंगी।

उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया

िाएगा।

उपयुगक् त ताजलका-1 में यथा-उजल् लजखत आधार वषग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के

आधार पर यांजत्रक वाहनों से िुल्क की वास्ट् तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के

आधार पर की िाएगी और उसे उक् त जनयमों के जनयम 5 के अनुसार प्रजत वषग संिोजधत दकया िाएगा तथा तिनुसार उसे

अंग्रेिी और क्षेत्रीय भाषा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा।

इस पररयोिना की अनुमाजनत पूंिीगत लागत 1052.16 करोड़ रुपए है। चूंदक, भूजम अजधग्रहण, उपयोजगता

स्ट् थानांतरण, पेड़ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना है, इसजलए पूंिीगत लागत पररवतगन के

अध् यधीन है। प्राप् त प्रयोक् ता िुल्क के माध् यम से वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाडग रखा िाएगा।

NOTIFICATION

New Delhi, the 12th January, 2026

S.O. 176(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and

Highways number S.O. 1035(E) dated 7^st May 2010 issued under Section 11 of the National Highway Authority of

India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from kilometer 18.700 to Km 165.000

to Junction of Kota Bypass on NH-76 of Jaipur - Tonk - Deoli -Kota Section of National Highway No. 12 (New NH-

52) in the State of Rajasthan to the National Highways Authority of India (hereinafter referred to as the

“Authority”);

Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of

1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008

(hereinafter referred to as the “rules”) and in supersession to the notifications published vide 365 (E) dated

14.02.2013, the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net

road section length of 57.625 km [Table - 2] and for equivalent structure length (having length more than 60m) of

21.36 km (having length of 2.136 km) [Table -4] and at one and half times the base rate for bypasses having length

of 23.049 km costing rupees ten crore or more on the type of vehicles specified in column (1) of the [Table 3] below

of for use of four or more lane Deoli at Design Km. 0.000 ( exiting Km. 167.624) to Kota Bypass Junction of

National Highway Number-52 at Design Km. 82.810 (Existing Km. 250.434) and in the State of Rajasthan and

Authorizes the Authority to collect, either through its officials or through a contractor, the said fee, namely:-

** At Km. 25.430, 40.536, 68.650 and 82.310, these are unidirectional flyover and Hence average length i.e half is

considered as an equivalent 4-lane structure.

4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes

and resides within a distance of twenty kilometres from the fee plaza is Rs.340.00 (Rupees Three Hundred and Forty

only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules.

5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: -

6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where

the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative

road is available for use of such commercial vehicles.

7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible

load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway

to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be

entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.

8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles,

service road, alternative road, etc. shall be as per definitions specified in the said rules.

9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.

10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual

amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the

basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the

same shall be published in at least one newspaper in English and vernacular language.

11. The estimated capital cost of the project is Rupees 1052.16 crore. The capital cost is subject to variation as the

activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The Authority shall maintain a

record of the recovery of capital cost through user fee realised.
