सा.का.जन. 818(अ).— संघ लोक सेिा आयोग द्वारा संबंजधत मंत्रालयों की सहमजत से जनम्नजलजखत सेिाओं

के आिुजलजपकों (ग्रेड ‘बी’/ग्रेड-I) हेतु चयन सूजचयों में सजममजलत करने के जलए िर्ि 2022, 2023 और 2024 के

प्रत्येक ग्रेड/सेिा की चयन सूची में सजममजलत करने के जलए चयन दकए िाने िाले व्यजियों की संख्या,

आयोग द्वारा िारी दकए गए नोटिस में जिजनर्ििष्ट की िाएगी। जिजभन्न श्रेजणयों के अंतगित उममीििारों का अंजतम

चयन और पटरणाम की घोर्णा, अन्द्य बातों के साथ-साथ कार्मिक एिं प्रजिक्षण जिभाग के कायािलय ज्ञापन संख्या

36012/16/2019-स्ट्था. (आरईएस) दिनांक 12.04.2022 के तहत िारी दििा-जनिेिों के आधार पर की िाएगी

िो जनम्नजलजखत न्द्यायालयी मामलों के अंजतम जनणिय के अध्यधीन होगी:-

माननीय सिोच्च न्द्यायालय में िर्ि 2022 की जसजिल अपील संख्या 629 (जििेर् अनुमजत याजचका (सी)

संख्या 30621/2011 से उत्पन्न) और संबंजधत मामले (िरनैल ससंह बैच के मामले);

ii.

संबद्ध जिर्य में कोई अन्द्य मामले।

संघ लोक सेिा आयोग द्वारा परीक्षा का आयोिन, इस जनयमािली के पटरजिष्ट में जनधािटरत रीजत से दकया

िाएगा। परीक्षा की तारीख और स्ट्थान का जनधािरण आयोग द्वारा दकया िाएगा और आयोग द्वारा अलग से इसकी

सूचना िी िाएगी।

नीचे कॉलम 1 में उजल्लजखत ग्रेड और सेिाओं के स्ट्थायी अथिा जनयजमत रूप से जनयुि अस्ट्थायी अजधकारी

िो पात्रता की जनणाियक जतजथ (िो नीचे उजल्लजखत है) को कॉलम 2 में उजल्लजखत सेिा की अिजध और िैजक्षक

योग्यता आदि से संबंजधत ितें पूरी करते हैं, कॉलम 3 में उजल्लजखत सेिा के संबंजधत िगों के जलए परीक्षा में बैठने

के पात्र होंगे।

पात्रता जनधािरण की जनणाियक जतजथ

2022 की परीक्षा हेतु 1 िुलाई, 2022

2023 की परीक्षा हेतु

1 िुलाई, 2023

2024 की परीक्षा हेतु

1 िुलाई, 2024

2022 की परीक्षा के जलए पात्र उममीििार 2023 और 2024 की परीक्षा के जलए भी पात्र हैं और 2023

की परीक्षा के जलए पात्र उममीििार 2024 की परीक्षा के जलए भी पात्र हैं, बिते दक िे अन्द्य सभी पात्रता ितों को

पूरा करते हों और उममीििार ने जििेर् रूप से इस संबंध में जिचार दकए िाने का जिकल्प चुना हो।

सेिा के िैयजिक सहायक

जनणाियक जतजथ पर दकसी मान्द्यता प्राप्त जिश्वजिद्यालय

से स्नातक की जडग्री प्राप्त की हो और जनम्नजलजखत पात्रता

ितों को पूरा करते हों:-

i. सेिा की अिजध: कॉलम 1 में उजल्लजखत ग्रेड में कम

से कम तीन (03) िर्ि की अनुमोदित और जनरंतर

सेिा प्रिान की हो:

बिते दक यदि उसे सीजमत जिभागीय प्रजतयोगी

परीक्षा सजहत दकसी प्रजतयोगी परीक्षा के पटरणाम

के आधार पर केंरीय सजचिालय आिुजलजपक सेिा

के िैयजिक सहायक के पि पर जनयुि दकया गया

हो, तो ऐसी परीक्षा जनणाियक जतजथ से कम से कम

तीन (03) िर्ि पहले आयोजित की गई हो और

उसने उस ग्रेड में कम से कम िो (02) िर्ि की

अनुमोदित और जनरंतर सेिा प्रिान की हो।

ii. सक्षम प्राजधकारी के अनुमोिन से संिगि-बाह्य पिों

पर प्रजतजनयुजि पर कायिरत िैयजिक सहायक, यदि

अन्द्यथा पात्र हों, तो परीक्षा में प्रिेि हेतु पात्र होंगे:

बिते दक ऐसे िैयजिक सहायक परीक्षा में प्रिेि के

पात्र नहीं होंगे, िो स्ट्थानांतरण पर संिगि-बाह्य पि

पर अथिा दकसी अन्द्य सेिा में जनयुि दकए गए हों,

पर जिनके पास िैयजिक सहायक में जलयन न हो।

तथाजप, िटरष्ठता कोिा (एसक्यू)/सीजमत जिभागीय

प्रजतयोगी परीक्षा (एलडीसीई) के माध्यम से जनयुि

िैयजिक सहायक को पात्रता मानिंड में जनम्नजलजखत

टरयायतें प्रिान की िाती हैं:

क. चयन सूची िर्ि-2021 के िटरष्ठता कोिा से

संबंजधत िैयजिक सहायकों को जनरंतर सेिा में

एक (01) िर्ि की छूि तादक िे िर्ि 2024 के जलए

जनिी सजचि सीजमत जिभागीय प्रजतयोगी परीक्षा

में बैठ सकें।

ख. िर्ि 2024 के जलए जनिी सजचि सीजमत

जिभागीय प्रजतयोगी परीक्षा में बैठने के जलए

सीजमत जिभागीय प्रजतयोगी परीक्षा, 2020 के 23

िैयजिक सहायकों (िो पहले िटरष्ठता कोिा-

2021 के िैयजिक सहायक थे) को छूि।

भारतीय जििेि सेिा, िाखा ‘ख’ के

आिुजलजपक संिगि का िैयजिक

सहायक ग्रेड

आिुजलजपक संिगि के िैयजिक सहायक ग्रेड में कम से

कम पांच (05) िर्ि की अनुमोदित सेिा तथा दकसी

मान्द्यता प्राप्त जिश्वजिद्यालय से स्नातक की जडग्री प्राप्त

की हो। इसके अजतटरि, उममीििारों द्वारा जििेि

मंत्रालय द्वारा जिजनर्ििष्ट अजनिायि प्रजिक्षण कायिक्रम

पूणि दकए गए हों।

2018 बैच के िैयजिक सहायकों को जनिी सजचि

सीजमत जिभागीय प्रजतयोगी परीक्षा 2024 में िाजमल

होने के जलए पांच (05) िर्ि की अनुमोदित सेिा में एक

(01) िर्ि की छूि िी िाती है (मंत्रालय के आिेि संख्या

क्यू/सीएडी/611/03/2024 दिनांक 08.10.2024 के

अनुसार)।

इसके अजतटरि, संबंजधत िर्ों की चयन सूची में

उममीििारों

का

समािेि

दकसी

भी न्द्याजयक

जनिेि/जनणिय के अधीन होगा, जिसका प्रभाि भारतीय

जििेि सेिा, िाखा ‘ख’ के आिुजलजपक संिगि के जनिी

सजचि ग्रेड में भती/िरीयता पर पडेगा।

श्रेणी V

सिस्त्र सेना मुख्यालय आिुजलजपक

सेिा में िैयजिक सहायक

सिस्त्र सेना मुख्यालय आिुजलजपक सेिा के िैयजिक

सहायक ग्रेड में कम से कम तीन (03) िर्ि की अनुमोदित

और जनरंतर सेिा की हो।

बिते यदि उममीििार को, सीजमत जिभागीय प्रजतयोगी

परीक्षा सजहत दकसी प्रजतयोगी परीक्षा के पटरणाम के

आधार पर इस सेिा के िैयजिक सहायक ग्रेड में जनयुि

दकया गया हो, तो ऐसी परीक्षा जनणाियक जतजथ से कम

से कम तीन (03) िर्ि पहले आयोजित की गई हो और

जनणाियक जतजथ पर उसने उस ग्रेड में कम से कम िो (02)

िर्ि की अनुमोदित और जनरंतर सेिा पूरी की हो।

श्रेणी VI

रेलिे बोडि सजचिालय आिुजलजपक

सेिा का ग्रेड-‘सी’/िैयजिक सहायक

ग्रेड

(i) सेिा की अिजध: िैयजिक सहायक ग्रेड में कम से कम

तीन (03) िर्ि की अनुमोदित और जनरंतर सेिा और

जनणाियक तारीख को दकसी मान्द्यता प्राप्त जिश्वजिद्यालय

से स्नातक की जडग्री प्राप्त की हो।

श्रेणी VII

[भाग II—खण् ड 3(i)]

भारत का रािपत्र : असाधारण

बिते यदि उसे सीजमत जिभागीय प्रजतयोगी परीक्षा

सजहत दकसी प्रजतयोगी परीक्षा, के पटरणाम के आधार

पर रेलिे बोडि सजचिालय आिुजलजपक सेिा के िैयजिक

सहायक ग्रेड में जनयुि दकया गया हो, तो ऐसी परीक्षा

जनणाियक जतजथ से कम से कम तीन (03) िर्ि पहले

आयोजित की गई हो और उसने जनणाियक जतजथ तक उस

ग्रेड में कम से कम िो (02) िर्ि की अनुमोदित और

जनरंतर सेिा पूरी की हो।

तथाजप, चयन सूची िर्ि 2018 एिं 2019 के सीजमत

जिभागीय प्रजतयोगी परीक्षा मोड से संबंजधत िे सात

(07) िैयजिक सहायक भी पात्र होंगे, जिन्द्हें पात्रता

मानिंड में छूि प्रिान की गई है।

(ii) सक्षम प्राजधकारी के अनुमोिन से संिगि-बाह्य पि पर

प्रजतजनयुजि पर जनयुि िैयजिक सहायक परीक्षा में

िाजमल होने के पात्र होंगे यदि िे अन्द्यथा पात्र हों:

ककंतु यह दक ऐसे िैयजिक सहायक परीक्षा में प्रिेि के

पात्र नहीं होंगे, िो ‘स्ट्थानांतरण’ पर संिगि-बाह्य पि पर

अथिा दकसी अन्द्य सेिा में जनयुि दकए गए हों और

जिनके पास िैयजिक सहायक में जलयन न हो।

कमिचारी राज्य बीमा जनगम के

िैयजिक सहायक

कमिचारी राज्य बीमा जनगम में िैयजिक सहायक ग्रेड में

कम से कम तीन 03 िर्ि की अनुमोदित और जनरंतर

सेिा।

श्रेणी IX

िर्ि 2024 के जलए रेलिे बोडि सजचिालय आिुजलजपक सेिा (श्रेणी-VII) के जनिी सजचि ग्रेड में कोई टरजि

नहीं है।

नोि 1 – उपरोि कॉलम 1 में उजल्लजखत ग्रेडों और सेिाओं के स्ट्थायी अथिा जनयजमत रूप में जनयुि िे अजधकारी

इस परीक्षा में प्रिेि पाने के पात्र होंगे िो सक्षम प्राजधकारी की स्ट्िीकृजत से जनयत अिजध के जलए संिगि-बाह्य पिों

पर प्रजतजनयुजि पर हैं और अन्द्यथा पात्र हैं और प्रजतजनयुजि की अिजध के िौरान उनके द्वारा की गई सेिा, कॉलम

2 में उजल्लजखत सेिा अिजध के अनुरूप अहिक है।

तथाजप यह कॉलम 1 में उजल्लजखत ग्रेडों तथा सेिाओं के उन अजधकाटरयों पर लागू नहीं होता है जिन्द्हें

कॉलम 1 में संिर्भित उनके संबंजधत ग्रेडों और सेिाओं में संिगि-बाह्य पिों पर अथिा अन्द्य सेिा में “स्ट्थानांतरण” पर

जनयुि दकया गया हो (चाहे िे जलयन रखते हों या नहीं)। श्रेणी VII के संबंध में, संिगि बाह्य पिों पर या दकसी अन्द्य

सेिा में स्ट्थानांतरण पर जनयुजि होने िाले िैयजिक सहायक िो िैयजिक सहायक ग्रेड में जलयन नहीं रखते उन्द्हें

परीक्षा में प्रिेि के जलए पात्र नहीं माना िाएगा।

श्रेणी IV के संबंध में, यदि कोई अजधकारी तकनीकी त्यागपत्र िेता है और जलयन अिजध के िौरान अपने

मूल पि पर पुनः कायिभार ग्रहण कर लेता है, तो तकनीकी त्यागपत्र प्रस्ट्तुत करने के उपरांत दकसी अन्द्य जिभाग में

उसके द्वारा कायिभार ग्रहण करने के बाि िी गई सेिा अिजध को जनिी सजचि, सीजमत जिभागीय प्रजतयोगी परीक्षा

में उपजस्ट्थत होने के जलए अहिक सेिा के रूप में नहीं जगना िाएगा।

नोि 2 - केन्द्रीय सजचिालय आिुजलजपक सेिा के िो आिुजलजपक भारतीय जििेि सेिा, िाखा ‘ख’ में प्रजतजनयुजि

पर हैं, िे श्रेणी -V के जलए परीक्षा में प्रिेि पाने के पात्र नहीं होंगे।

नोि 3 – ऐसे सभी उममीििार परीक्षा के जलए आिेिन कर सकते हैं जिनके द्वारा जनणाियक जतजथ तक उपरोि

अपेजक्षत पात्रता को पूरा करने की संभािना हो।

कार्मिक एिं प्रजिक्षण जिभाग द्वारा भारत के रािपत्र में परीक्षा जनयमािली को अजधसूजचत दकए िाने और

आयोग द्वारा परीक्षा सूचना के प्रकािन के बाि, उममीििार को आयोग की िेबसाइि पर ऑनलाइन आिेिन पत्र

भरना होगा और संबंजधत संिगि इकाई द्वारा उममीििार के सेिा अजभलेखों से उसके आिेिन पत्र में िी गई िानकारी

के जिजधित सत्यापन/प्रमाणीकरण के बाि, उममीििार की पात्रता जनधािटरत करने और पात्र उममीििार के आिेिन

को आयोग को अग्रेजर्त करने के जलए उसकी हाडि कॉपी उजचत माध्यम से संबंजधत सहभागी सेिा के संिगि जनयंत्रण

प्राजधकारी को भेिी िाएगी। इन जनयमों में जिजनर्ििष्ट पात्रता की ितों के संिभि में, उममीििार की पात्रता जनधािटरत

करने के जलए आिेिन की संिीक्षा, संबंजधत सहभागी सेिा के संिगि जनयंत्रण प्राजधकारी द्वारा की िाएगी।

जनयम 4 में दकसी बात के होते हुए भी, परीक्षा में प्रिेि हेतु दकसी उममीििार का आिेिन स्ट्िीकार अथिा

अस्ट्िीकार करने के संबंध में आयोग का जनणिय अंजतम होगा।

दकसी भी उममीििार को परीक्षा में तब तक प्रिेि नहीं दिया िाएगा िब तक उसके पास आयोग से प्राप्त

प्रिेि प्रमाण-पत्र न हो।

िो उममीििार जनम्नजलजखत के जलए िोर्ी है अथिा आयोग द्वारा िोर्ी घोजर्त दकया गया है:–

i. दकसी भी प्रकार से अपनी उममीििारी के जलए समथिन प्राप्त दकया है, नामतः

क.

गैरकानूनी रूप से पटरतोर्ण की पेिकि करना, या

ख.

िबाि डालना, या

ग.

परीक्षा आयोजित करने से संबंजधत दकसी व्यजि को ब्लैकमेल करना अथिा उसे ब्लैकमेल करने

की धमकी िेना, अथिा

ii. प्रजतरूपधारण करना, अथिा

iii. दकसी अन्द्य व्यजि से छद्म रुप में/ प्रजतरूपण द्वारा कायि कराया है, अथिा

iv. िाली िस्ट्तािेि या ऐसे िस्ट्तािेि प्रस्ट्तुत करना जिनसे छेडछाड की गई हो/को जबगाडा गया हो, अथिा

v. आिेिन फॉमि में िास्ट्तजिक फोिो/हस्ट्ताक्षर के स्ट्थान पर असंगत फोिो अपलोड करना।

vi. गलत या झूठे ििव्य दिए हैं या महत्िपूणि तथ्यों को जछपाया है, अथिा

vii. परीक्षा के जलए अपनी उममीििारी के संबंध में जनम्नजलजखत साधनों का उपयोग दकया है,

नामतः

क.

गलत तरीके से प्रश्न-पत्र की प्रजत प्राप्त करना;

ख.

परीक्षा से संबंजधत गोपनीय कायि से िुडे व्यजियों के बारे में पूरी िानकारी प्राप्त करना;

ग.

परीक्षकों को प्रभाजित करना; या

viii.परीक्षा के िौरान उममीििार के पास अनुजचत साधनों का पाया िाना अथिा अपनाया िाना; अथिा

ix. उत्तर पुजस्ट्तकाओं पर असंगत बातें जलखना या भद्दे रेखाजचत्र बनाना अथिा असंगत सामग्री; अथिा

x. परीक्षा भिन में िुव्यिहार करना जिसमें उत्तर पुजस्ट्तकाओं को फाडना, परीक्षा िेने िालों को परीक्षा का

बजहष्कार करने के जलए उकसाना अथिा अव्यिस्ट्था तथा ऐसी ही अन्द्य जस्ट्थजत पैिा करना िाजमल है;

अथिा

xi. परीक्षा आयोिन के जलए आयोग द्वारा जनयुि कमिचाटरयों को परेिान दकया हो या अन्द्य प्रकार की

िारीटरक क्षजत पहुंचाई हो; अथिा

xii. परीक्षा के िौरान मोबाइल फोन (चाहे िह जस्ट्िच ऑफ ही क् यों ना हो), पेिर या दकसी अन्द्य प्रकार का

इलैक्राजनक उपकरण या प्रोग्राम दकए िा सकने िाला जडिाइस या पेन ड्राइि िैसा कोई स्ट्िोरेि मीजडया,

स्ट्मािि िॉच इत्यादि या कैमरा या ब्लूिूथ जडिाइस या कोई अन्द्य उपकरण या संचार यंत्र के रूप में प्रयोग

दकए िा सकने िाला कोई अन्द्य संबंजधत उपकरण, बंि या चालू अिस्ट्था में प्रयोग करते हुए या आपके पास

पाया गया हो; अथिा

xiii. परीक्षा की अनुमजत िेते हुए उममीििार को भेिे गए प्रिेि प्रमाण-पत्र के साथ िारी अनुिेिों का उल्लंघन

दकया है; अथिा

xiv. उपयुि

खंडों में जिजनर्ििष्ट सभी अथिा दकसी भी कायि द्वारा िैसा भी मामला हो अिप्रेटरत करने का प्रयत् न

दकया, तो उस पर आपराजधक अजभयोग (दक्रजमनल प्राजसक्यूिन) चलाया िा सकता है और साथ ही उसे:-

क.

इस जनयमािली के अन्द्तगित इस परीक्षा, जिसका िह उममीििार है, में बैठने के जलए आयोग द्वारा

अयोग्य ठहराया िाएगा और/अथिा

ख. उसे जनम्नजलजखत के जलए स्ट्थायी रूप से अथिा जनर्ििष्ट अिजध के जलए जििर्िित दकया िाएगा

i. आयोग द्वारा ली िाने िाली कोई भी परीक्षा अथिा चयन

ii. केन्द्रीय सरकार द्वारा उसके अधीन कोई भी जनयोिन

ग.

उसके जिरुद्ध समुजचत जनयमों के अधीन अनुिासजनक कारिाई की िा सकती है। ककंतु यह दक इस

जनयम के अधीन कोई िाजस्ट्त तब तक अजधरोजपत नहीं की िाएगी िब तक:

i. उममीििार को इस संबंध में ऐसा जलजखत अभ्यािेिन, िो िह िेना चाहे, प्रस्ट्तुत करने का अिसर

न दिया िाए, और

ii. उममीििार द्वारा अनुमत समय में प्रस्ट्तुत अभ्यािेिन, यदि कोई हो, पर जिचार न कर जलया िाए।

कोई भी व्यजि, िो आयोग द्वारा उक् त खंड (i) से (xiii) में उजल्लजखत कुकृत्यों में से दकसी कुकृत्य को करने

में दकसी अन्द्य उममीििार के साथ जमलीभगत या सहयोग का िोर्ी पाया िाता है, उसके जिरुद्ध उक् त

खंड (xiv) के प्रािधानों के अनुसार कारिाई की िा सकती है।

(i) परीक्षा के पश्चात, तीन िर्ि यथा 2022, 2023 तथा 2024 के जलए जनिी सजचि ग्रेड की टरजियों

हेतु उममीििारों पर जिचार दकया िाएगा, िो दकसी भी िर्ि के जलए उनकी पात्रता के अध्यधीन होगा

और आयोग द्वारा परीक्षा के प्रत्येक पेपर/भाग के जलए तय दकए गए अहिता मानकों के अध्यधीन प्रत्येक

उममीििार को अंजतम रूप से दिए गए कुल अंकों के अनुसार आयोग द्वारा उन्द्हें योग्यता क्रम में व्यिजस्ट्थत

दकया िाएगा। तथाजप, पटरणाम अलग-अलग घोजर्त दकए िाएंगे तादक यह सुजनजश्चत हो सके दक यदि

दकसी िर्ि (अथाित 2022, 2023 और 2024) में कोई टरजि खाली रह िाती है, तो श्रेणी IV, V VII और

IX के जलए उन्द्हें अगले िर्ि के जलए आगे ले िाया िा सके।

संबंजधत चयन सूची में िाजमल करने के जलए िर्ि-िार और श्रेणी-िार योग्यता (मेटरि) सूजचयां,

टरजियों की संख्या और उममीििार की मेटरि एिं उनके जिकल्प चयन (िर्ि और श्रेणी की िरीयता, िहााँ

लागू हो) और अन्द्य सभी पात्रता ितों की पूर्ति पर आधाटरत होगी। आयोग को परीक्षा के दकसी एक या

सभी चरणों या पेपर (पेपरों) के जलए न्द्यूनतम अहिता मानिंड तय करने का अजधकार है।

यदि कोई उममीििार कुल मेटरि/अंकों के आधार पर एक से अजधक िर्ि के जलए पात्र है, तो उसे

उसकी मेटरि और टरजि की जस्ट्थजत और अन्द्य पात्रता ितों के आधार पर उपयुि चयन सूची िर्ि में रखा

िाएगा। यदि दकसी उममीििार का नाम दकसी जििेर् िर्ि की चयन सूची में िाजमल है, तो उसके नाम

को अन्द्य सूजचयों में िाजमल करने के जलए जिचार नहीं दकया िाएगा।

दकसी भी िर्ि (2022, 2023 और 2024) में उपयुि/योग्य उममीििारों की अनुपलब्धता के

कारण खाली रह िाने िाली टरजियों को श्रेणी IV, V, VII तथा IX के जलए अगले टरजि िर्ि में आगे ले

िाया िाएगा। तथाजप, यह प्रािधान श्रेणी VI पर लागू नहीं होगा। श्रेणी IV के जलए उपजस्ट्थत होने िाले

उममीििारों के मामले में, टरि रह िाने िाले पि केन्द्रीय सजचिालय आिुजलजपक सेिा जनयम, 2010 के

जनयम 10 (1) के प्रािधान के अनुसार अगली परीक्षा में आगे ले िाए िाएंगे। श्रेणी VII के जलए उपजस्ट्थत

होने िाले उममीििारों के मामले में, टरि रह िाने िाले पिों को रेलिे बोडि सजचिालयी आिुजलजपक

सेिा जनयमािली, 2021 के प्रािधान के अनुसार आगे ले िाया िाएगा। श्रेणी V के जलए प्रिेि लेने िाले

उममीििारों के मामले में, केिल अनुसूजचत िाजत/अनुसूजचत िनिाजत/दिव्यांगिन (पीडब्लूबीडी) श्रेणी

के उममीििारों के जलए आरजक्षत टरजियों, िो चयजनत/योग्य उममीििारों की अनुपलब्धता के कारण

दकसी िर्ि में खाली रह िाती हैं, को अगली परीक्षा हेतु आगे ले िाया िाएगा।

(ii)

प्रत्येक श्रेणी के जलए चयन सूची में िाजमल करने हेतु अनुसूजचत िाजतयों और अनुसूजचत

िनिाजतयों के उममीििारों सजहत, उममीििारों का अंजतम चयन एसएलपी (सी) संख्या 30621/2011

के पटरणामस्ट्िरूप उत्पन्न िर्ि 2022 की जसजिल अपील संख्या 629 के अंजतम जनणिय के अध्यधीन, कार्मिक

और प्रजिक्षण जिभाग द्वारा िारी कायािलय ज्ञापन 36012/16/2019-स्ट्था. (आरईएस) दिनांक

12.04.2022 के दििा-जनिेिों के आधार पर दकया िाएगा।

(iii)

प्रत्येक श्रेणी के जलए चयन सूची में िाजमल करने के जलए दिव्यांगिन (पीडब्ल्यूबीडी) उममीििारों का

अंजतम चयन कार्मिक एिं प्रजिक्षण जिभाग के कायािलय ज्ञापन 36012/01/2020-स्ट्था.(आरईएस-II)

दिनांक 17.05.2022 के तहत िारी दििा-जनिेिों के आधार पर दकया िाएगा।

(iv) पटरणाम जनम्नजलजखत कायिपद्धजत के आधार पर तैयार दकया िाता है :

(क) अंकों का पूणाांकन :

परीक्षा के सभी चरण (चरणों) में, उममीििारों द्वारा प्राप्त अंकों को मानक पूणाांकन जसद्धांत लागू करते हुए, िहााँ

भी लागू हो, िो ििमलि अंकों तक पूणाांदकत दकया िाएगा। तिनुसार, िाई ब्रेककंग जसद्धांतों को लागू करते समय,

िाई के सभी मामलों को हल करने के जलए िो ििमलि अंकों तक पूणाांदकत अंकों पर जिचार दकया िाएगा।

(ख) िाई-ब्रेककंग जसद्धांत:

(क)

यदि कुल अंक (अंजतम अंक) बराबर हैं, तो जलजखत परीक्षा में अजधक अंक प्राप्त करने िाले उममीििारों को

उच्चतर रैंक िी िाएगी;

(ख)

यदि उपरोि (क) में अंक समान हैं, तो “पेपर-II : भारत सरकार सजचिालय और संबद्ध कायािलयों में

प्रचजलत कायि पद्धजत और सेिाओं की प्रासंजगक श्रेजणयों की आिश्यकता को ध्यान में रखते हुए सामान्द्य जित्तीय

और सेिा जनयम” और “पेपर-III: नोटिंग और ड्रास्िंग, सार लेखन” को जमलाकर अजधक अंक प्राप्त करने िाले

उममीििार को उच्चतर रैंक िी िाएगी;

(ग)

यदि उपरोि (क) तथा (ख) में भी अंक समान हैं, तो “पेपर-III: अथाित नोटिंग और ड्रास्िंग, सार लेखन”

में अजधक अंक प्राप्त करने िाले उममीििार को उच्चतर रैंक िी िाएगी;

(घ) यदि उपरोि (क), (ख), (ग) में भी अंक समान हैं तो अजधक आयु िाले उममीििार को उच्चतर रैंक िी िाएगी;

तथा

(ङ) जिन मामलों में उपयुि

िाई-ब्रेककंग जसद्धांतों का प्रयोग करने के पश्चात भी िाई की जस्ट्थजत बनी रहती है तब

उनका समाधान आयोग के जििेकानुसार दकया िाएगा।

नोि :– उममीििारों को यह स्ट्पष्ट रुप से समझ लेना चाजहए दक यह एक प्रजतयोगी परीक्षा है, न दक अहिक परीक्षा।

परीक्षा के पटरणाम के आधार पर प्रत्येक चयन सूची में िाजमल दकए िाने िाले व्यजियों की संख्या जनयत करने के

जलए सरकार पूरी तरह से सक्षम है। अत: कोई भी उममीििार इस परीक्षा में अपने जनष्पािन के आधार पर चयन

सूची में िाजमल दकए िाने के अजधकार का िािा नहीं कर सकेगा।

10.

प्रत्येक उममीििार को परीक्षा के पटरणाम की सूचना दकस रूप में और दकस प्रकार िी िाए, इसका जनणिय

आयोग द्वारा अपने जििेकानुसार दकया िाएगा। आयोग परीक्षा पटरणाम के बारे में दकसी भी उममीििार से पत्राचार

नहीं करेगा।

11.

परीक्षा में पास हो िाने से जनयुजि का अजधकार तब तक नहीं जमलता िब तक दक सरकार आिश्यक िांच

के बाि इस बात से संतुष्ट न हो िाए दक उममीििार सेिा में कायि संचालन की िृजष्ट से चयन के जलए हर प्रकार से

पात्र और योग्य है:

ककंतु यह दक आयोग द्वारा चयन के जलए अनुिंजसत दकए गए दकसी उममीििार को चयन के जलए अपात्र

मानने के बारे में जनणिय आयोग के परामिि से जलया िाएगा।

12.

यदि कोई उममीििार परीक्षा में प्रिेि के जलए आिेिन करने अथिा परीक्षा में बैठने के बाि अपनी जनयुजि

से त्यागपत्र िे िेता है अथिा दकसी और कारण से सेिा छोड िेता है अथिा उससे संबन्द्ध-जिच्छेि कर लेता है, अथिा

उसके जिभाग द्वारा उसकी सेिा समाप्त कर िी िाती है अथिा उसे दकसी संिगि-बाह्य पि पर अथिा अन्द्य सेिा में

‘स्ट्थानान्द्तरण’ पर (चाहे उनका जलयन हो या नहीं और श्रेणी VII के संबंध में, िहां उनके पास जलयन न हो) केन्द्रीय

सजचिालय आिुजलजपक सेिा/रेलिे बोडि सजचिालय आिुजलजपक सेिा/ भारतीय जििेि सेिा, िाखा ‘ख’ में

आिुजलजपक संिगि/ सिस्त्र सेना मुख्यालय आिुजलजपक सेिा में िैयजिक सहायक के पि पर जनयुि कर दिया िाता

है तो िह इस परीक्षा के पटरणाम के आधार पर जनयुि होने का पात्र नहीं होगा।

हालांदक, यह बात उस व्यजि के मामले में लागू नहीं होती िो सक्षम प्राजधकारी के अनुमोिन से संिगि-बाह्य

पि पर प्रजतजनयुजि पर जनयुि दकया गया है।

भाग I

(क)

नीचे पैरा 2 में ििािए गए जिर्यों में अजधकतम 500 अंकों की जलजखत परीक्षा।

सहंिी अथिा अंग्रेिी में 100 िब्ि प्रजत जमनि की आिुजलजप अहिक परीक्षा।

नोि 1: प्रजतभागी श्रेजणयों हेतु प्रजतस्ट्पधाि कर रहे सभी उममीििारों को आयोग द्वारा जनधािटरत समय पर अहिक

आिुजलजप परीक्षा िेनी होगी। तथाजप, केिल उन्द्हीं उममीििारों के सेिा टरकाडि का मूल्यांकन दकया िाएगा िो

जलजखत परीक्षा के साथ-साथ आिुजलजप परीक्षा में भी उत्तीणि होंगे।

नोि 2: उममीििारों को अपने आिुजलजप नोट्स का जलप्यंतरण (रांस्ट्क्राइब) कमप्यूिर (पीसी) पर करना होगा िो

आयोग द्वारा परीक्षा केन्द्र (दिल्ली) पर उपलब्ध कराए िाएंगे।

भाग II

उममीििारों के सेिा टरकॉडि के मूल्यांकन के अजधकतम 100 अंक होंगे:-

(i) िो जलजखत परीक्षा और आिुजलजप परीक्षण में ऐसे न्द्यूनतम अहिक अंक प्राप्त करते हैं, िो आयोग द्वारा अपने

जििेकानुसार जनधािटरत दकए गए हों।

नोि 1: सेिा अजभलेख (अथाित् बैठक के िौरान मूल्यांकन बोडि के पास उपलब्ध अजधकाटरयों की एपीएआर) के

मूल्यांकन में अर्िित अंकों की गणना रैंक के जनधािरण हेतु की िाएगी। मूल्यांकन बोडि द्वारा एपीएआर का

मूल्यांकन दकए िाने के पश्चात्, एपीएआर ग्रेसडंग आदि में दकसी पटरितिन सजहत इसके पुनः मूल्यांकन हेतु

बाि में दकसी भी पटरजस्ट्थजत में दकसी भी अनुरोध पर जिचार नहीं दकया िाएगा।

नोि 2: सेिा अजभलेख के मूल्यांकन में न्द्यूनतम 40% (चालीस प्रजतित) अंक होने चाजहए। इसजलए, सेिा अजभलेख

के मूल्यांकन में 40% (चालीस प्रजतित) से कम अंक प्राप्त करने िाले उममीििारों के नाम पर रैंक जनधािरण हेतु

जिचार नहीं दकया िाएगा।

2. सेिा की जिजभन्न श्रेजणयों के प्रजतयोगी उममीििारों को जनम्नजलजखत जिर्यों की जलजखत परीक्षा में बैठना होगा:-

3. गलत उत्तरों के जलए िंड (िस्ट्तुजनष्ठ प्रकार के प्रश्न पत्रों में)

का प्रािधान है।

(i)

प्रत्येक प्रश्न के उत्तर के जलए चार जिकल्प होंगे। उममीििार द्वारा दकसी भी प्रश्न के जलए गलत

उत्तर दिए िाने पर उस प्रश्न के जलए जनर्ििष्ट अंकों में से एक जतहाई अंक काि जलए िाएंगे।

(ii)

यदि कोई उममीििार दकसी प्रश्न के एक से अजधक उत्तर िेता है, तो इसे गलत उत्तर माना िाएगा

चाहे दिए गए उत्तरों में से एक सही हो तथा उस प्रश्न के जलए उपयुि

िंड दिया िाएगा।

(iii)

यदि दकसी प्रश्न को छोड दिया िाता है, अथाित् उममीििार द्वारा कोई उत्तर नहीं दिया िाता है

तो उस प्रश्न के जलए कोई िंड नहीं दिया िाएगा।

4. परीक्षा का पाठ्यक्रम, अनुसूची में ििािए गए अनुसार होगा।

5. उममीििारों को नोटिंग एिं ड्रास्िंग और सार लेखन का उत्तर िेने के जलए सहंिी (िेिनागरी) या अंग्रेिी में से

कोई एक जिकल्प चुनने की अनुमजत होगी। तीनों प्रश्न-पत्र/परीक्षण पुजस्ट्तकाएं अंग्रेिी तथा सहंिी िोनों में तैयार की

िाएंगी।

नोि 1:– नोटिंग एिं ड्रास्िंग और सार लेखन पॊपर का उत्तर जहन्द्िी (िेिनागरी) में िेने के इच्छुक उममीििारों को

इसका उल्लेख ऑनलाइन आिेिन के संगत कॉलम में स्ट्पष्ट रूप से करना चाजहए, अन्द्यथा यह समझा िाएगा दक िे

उपयुि

प्रश्न पत्रों के उत्तर अंग्रेिी में ही िेंगे। एक बार दिया गया जिकल्प अंजतम माना िाएगा और उि कॉलम में

पटरितिन करने के दकसी भी अनुरोध पर जिचार नहीं दकया िाएगा।

नोि 2:– प्रश्न पत्र के उत्तर जहन्द्िी (िेिनागरी) में जलखने िाले उममीििार, तकनीकी िब्िों (यदि कोई हों), के अंग्रेिी

पयािय, यदि चाहें तो जहन्द्िी िब्ि के साथ कोष्ठक में िे सकते हैं।

नोि 3:– यदि उममीििार द्वारा आिेिन प्रपत्र में जनर्ििष्ट दकए गए माध्यम से इतर माध्यम में परीक्षा में उत्तर दिए

िाते हैं तो ऐसे उममीििारों के पेपर का मूल्यांकन नहीं दकया िाएगा।

6. अंग्रेिी/सहंिी में आिुजलजप परीक्षण में 100 िब्ि प्रजत जमनि की गजत से िस जमनि का श्रुतलेख परीक्षण िाजमल

होगा, जिसे उममीििार को 40/55 जमनि में जलप्यंतटरत (रांस्ट्क्राइब) करना होगा।

7. (i) उममीििारों को प्रश्नों के उत्तर स्ट्ियं जलखने होंगे। दकसी भी पटरजस्ट्थजत में उन्द्हें उत्तर जलखने के जलए स्ट्क्राइब

की सहायता लेने की अनुमजत नहीं िी िाएगी। तथाजप, िृजष्टहीन, लोकोमोिर दिव्यांगता (िोनों हाथ प्रभाजित-

बीए) और प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के बेंचमाकि दिव्यांगता िाले व्यजि, यदि चाहे तो, स्ट्क्राइब की सुजिधा

प्राप्त करने के पात्र होंगे। आरपीडब्ल्यूडी अजधजनयम, 2016 की धारा 2 (आर) के अंतगित यथापटरभाजर्त बेंचमाकि

दिव्यांगता की अन्द्य श्रेजणयों के उममीििार, अनुबंध-I पर दिए गए प्रपत्र के अनुसार दकसी सरकारी स्ट्िास्ट्थ्य संस्ट्था

के मुख्य जचदकत्सा अजधकारी/ जसजिल सििन/जचदकत्सा अधीक्षक द्वारा िारी इस आिय का प्रमाण-पत्र प्रस्ट्तुत दकए

िाने पर स्ट्क्राइब की सुजिधा प्राप्त करने के पात्र होंगे दक संबंजधत उममीििार की लेखन क्षमता प्रभाजित है तथा

उसकी ओर से परीक्षा में जलखने के जलए स्ट्क्राइब की सेिाएं लेना अजनिायि है।

इसके अजतटरि, जिजिष्ट दिव्यांगता िाले िे व्यजि िो आरपीडब्ल्यूडी अजधजनयम, 2016 की धारा 2 (एस)

की पटरभार्ा के तहत िाजमल हैं, परंतु उि अजधजनयम की धारा 2 (आर) की पटरभार्ा के तहत िाजमल नहीं हैं

अथाित् 40% से कम दिव्यांगता िाले व्यजि जिन्द्हें जलखने में कटठनाई होती है, अनुबंध- III में दिए प्रपत्र के अनुसार

दकसी सरकारी स्ट्िास्ट्थ्य संस्ट्था के सक्षम जचदकत्सा प्राजधकारी द्वारा िारी इस आिय का प्रमाण-पत्र प्रस्ट्तुत दकए

उसकी ओर से परीक्षा में जलखने के जलए स्ट्क्राइब की सेिाएं लेना अजनिायि है।

(ii) उममीििार अपना स्ट्क्राइब लाने या आयोग को इसके जलए अनुरोध करने के संबंध में स्ट्ियं जनणिय ले सकते हैं।

स्ट्क्राइब का जििरण अथाित अपना स्ट्क्राइब ला रहे है या आयोग के स्ट्क्राइब की सेिाएं लेंगे और यदि उममीििार

अपना स्ट्क्राइब लाना चाहते हैं, तो तत्संबंधी जििरण ऑनलाइन आिेिन भरते समय अनुबंध-II (40% या उससे

अजधक दिव्यांगता िाले उममीििारों के जलए) तथा अनुबंध-IV (जिन उममीििारों की दिव्यांगता 40% से कम है

और जिन्द्हें जलखने में कटठनाई होती है) के प्रपत्र में मांगा िाएगा।

(iii) आयोग द्वारा उपलब्ध कराए गए स्ट्क्राइब अथिा स्ट्ियं के स्ट्क्राइब की योग्यता परीक्षा के जलए जनधािटरत न्द्यूनतम

योग्यता मानिंड से अजधक नहीं होगी। तथाजप, स्ट्क्राइब की योग्यता सिैि मैटरक अथिा इससे अजधक होनी चाजहए।

(iv) िृजष्टहीन, लोकोमोिर दिव्यांगता (िोनों हाथ प्रभाजित – बीए) और प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के बेंचमाकि

दिव्यांगता िाले उम मीििार, परीक्षा के प्रत् येक घंिे में 20 जमनि का प्रजतपूरक समय प्राप्त करने के पात्र होंगे। बेंचमाकि

दिव्यांगता की अन्द् य श्रेजणयों के उम मीििार, अनुबंध–I पर दिए गए प्रपत्र के अनुसार दकसी सरकारी स्ट् िास्ट् थ् य संस्ट् था

के मुख् य जचदकत् सा अजधकारी/जसजिल सििन/जचदकत् सा अधीक्षक द्वारा िारी इस आिय का प्रमाण-पत्र प्रस्ट् तुत दकए

िाने पर यह सुजिधा प्राप्त करने के पात्र होंगे दक संबंजधत उम मीििार की लेखन क्षमता प्रभाजित है।

अथाित् 40% से कम दिव्यांगता िाले व्यजि जिन्द्हें जलखने में कटठनाई होती है, अनुलग्नक-III में दिए गए प्रपत्र के

अनुसार दकसी सरकारी स्ट्िास्ट्थ्य संस्ट्था के सक्षम जचदकत्सा प्राजधकारी द्वारा िारी इस आिय का प्रमाण-पत्र प्रस्ट्तुत

दकए िाने पर प्रजतपूरक समय प्राप्त करने के पात्र होंगे दक संबंजधत उममीििार की लेखन क्षमता प्रभाजित है।

(v) पात्र उममीििारों को, मांग दकए िाने पर स्ट्क्राइब की सुजिधा तथा/या प्रजतपूरक समय प्रिान दकया िाएगा।

नोि (1): स्ट्क्राइब की पात्रता की ितें तथा परीक्षा हॉल के भीतर स्ट्क्राइब का आचरण तथा िह आिुजलजपक (ग्रेड

‘बी’/ग्रेड ‘I’) सीजमत जिभागीय प्रजतयोगी परीक्षा (एलडीसीई) में उत्तर जलखने में बेंचमाकि दिव्यांग उममीििार

(पीडब्ल्यूबीडी) की दकस प्रकार और दकस सीमा तक सहायता कर सकता/सकती है, इन सब बातों का जनयमन संघ

लोक सेिा आयोग द्वारा इस संबंध में िारी अनुिेिों के अनुसार दकया िाएगा। इन सभी या इनमें से दकसी एक

अनुिेि का उल्लंघन होने पर संघ लोक सेिा आयोग बेंचमाकि दिव्यांग उममीििार (पीडब्ल्यूबीडी) की उममीििारी

रद्द करने के साथ-साथ स्ट्क्राइब के जिरूद्ध अन्द्य कारिाई भी कर सकता है।

(Grade-‘B’/Grade-‘I’) Limited Departmental Competitive Examination for the years 2022, 2023 and

2024 to be held by the Union Public Service Commission, for additions in the Select Lists for the

Stenographers’ (Grade-‘B’/Grade-‘I’) of the Services mentioned below are, with the concurrence of

the Ministries concerned, published for general information.

Category IV

Private Secretary Grade of the Central Secretariat Stenographers’ Service.

Category V

Private Secretary Grade of the Stenographers’ Cadre of the Indian Foreign Service, Branch ‘B’

Category VI

Private Secretary of the Armed Forces Headquarters Stenographers’ Service.

Category VII

Grade-‘B’/Private Secretary Grade of the Railway Board Secretariat Stenographers’ Service.

Category IX

Private Secretary Grade in Employees’ State Insurance Corporation

1. The number of persons to be selected for inclusion in the Select List for each grade/service

will be specified in the Notice issued by the Commission. Final Selection of the candidates under

different categories shall be decided and results will be declared inter-alia based on the guidelines

issued by the Department of Personnel & Training vide O.M. No. 36012/16/2019-Estt (Res.) dated

12.04.2022 subject to the final outcome of the following court cases:-

Civil Appeal No. 629 of 2022 (arising out of SLP (C) NO. 30621/2011) in Hon’ble Supreme Court

of India and connected matters (Jarnail Singh batch of cases);

ii.

Any other cases in the connected matter.

2. The examination will be conducted by the Union Public Service Commission in the manner

prescribed in Appendix to these Rules. The dates on which and the places at which the examination

will be held shall be fixed by the Commission and informed separately by the Commission.

3. Permanent or regularly appointed temporary Officers of the Grade and Services mentioned in

column 1 below who on the crucial date of eligibility (as mentioned below) satisfy the conditions

regarding length of service and educational qualification etc. mentioned in column 2 shall be eligible

to appear at the examination for the respective categories of service mentioned in column 3.

Note 1 - Permanent or regularly appointed officers of the Grades and Services mentioned in Column

1 above who are on deputation to ex-cadre posts for a specified period with the approval of the

competent authority will be eligible to be admitted to the examination, if otherwise eligible and the

service rendered by them during the period of deputation will qualify towards the length of service

mentioned in column 2.

This, however, does not apply to the officers of the Grades and Services mentioned in Column

1 above who have been appointed to ex-cadre posts or to another Service on “transfer” (whether

they have a lien or not) in their respective Grades and Services referred to in Column 1. In case of

Category VII, Personal Assistant who has been appointed to an ex-cadre post or to another service

on ‘transfer’ and does not have a lien in Personal Assistant grade shall not be eligible to be admitted

to the examination.

In respect of Category IV, if an official tenders technical resignation and rejoins his/her

substantive post during the lien period, the period spent in another Department which he/she had

joined after submitting his/her technical resignation will not count for qualifying service for

appearing in PS LDCE.

Note 2 - Stenographers of the Central Secretariat Stenographers’ Service who are on deputation to

the Indian Foreign Service, Branch ‘B’ shall not be eligible for admission to the examination for

Category V.

Note 3- All the candidates expecting to complete the requisite eligibility given above on crucial

date can apply for the examination.

After the notification of the rules of the examination in the Gazette of India by the

Department of Personnel & Training and publication of Notice of Examination by the

Commission, a candidate shall have to fill in the Application Form online on the website of the

Commission and the hard copy of the same be routed through proper channel, after due

verification/authentication of the information furnished by the candidate in his/her application

form from his/her service records by the cadre unit concerned, to the Cadre Controlling

Authority of the participating service concerned for determination of the eligibility of the

candidate and onward transmission of the application of the eligible candidate to the

Commission. The Scrutiny of the application for determining eligibility of a candidate, with

reference to the eligibility conditions stipulated in these rules, shall be done by the Cadre

Controlling Authority of the participating service concerned.

to acceptance, or otherwise, of the application of a candidate, for admission to the Examination,

shall be final.

6. No candidate will be admitted to the examination unless he/she holds certificate of admission

from the Commission.

7. A candidate who is or has been declared by the Commission to be guilty of:-

Obtaining support for his candidature by the following means, namely:-

a. Offering illegal gratification to; or

b. Applying pressure on; or

c. Blackmailing, or threatening to blackmail any person connected with the conduct of the

examination; or

ii.

impersonation, or

iii.

procuring impersonation by any person, or

iv.

submitting fabricated document or documents which have been tampered with, or

uploading irrelevant photos in the application form in place of actual photo/signature.

vi.

making statements which are incorrect or false or suppressing material information, or

vii.

resorting to the following means in connection with his candidature for the examination,

namely:-

a. obtaining copy of question paper through improper means;

b. finding out the particulars of the persons connected with secret work relating to the

examination;

c. influence the examiners; or

viii.

being in possession of or using unfair means during examination, or

ix.

writing obscene matter or drawing obscene sketches or irrelevant matter in the script(s), or

misbehaving in the examination hall including tearing of the scripts, provoking fellow

examinees to boycott examination, creating a disorderly scene and the like; or

xi.

harassing or doing bodily harm to the staff employed by the Commission for the conduct of

their examination, or

xii.

being in possession of or using any mobile phone, (even in switched off mode), pager or any

electronic equipment or programmable device or storage media like pen drive, smart watches

etc. or camera or bluetooth devices or any other equipment or related accessories either in

working or switched off mode capable of being used as a communication device during the

examination; or

xiii.

violating any of the instructions issued to candidates along with their Admission Certificates

permitting them to take the examination, or

xiv.

attempting to commit or, as the case may be, abetting the commission of all or any of the

acts specified in the foregoing clauses; may, in addition to rendering himself liable to

criminal prosecution, be liable :-

a. to be disqualified by the Commission from the Examination held under this Rules for which

he/she is a candidate, and/or

b. to be debarred either permanently or for a specified period-

by the Commission from any examination or selection held by them ;

ii.

by the Central Government from any employment under them; and

c. to disciplinary action under the appropriate rules. Provided that no penalty under this rule

shall be imposed except after-

giving the candidate an opportunity of making such representation in writing as

he/she may wish to make in that behalf ; and

ii.

taking the representation, if any submitted by the candidate within the period allowed

to him, into consideration.

8. Any person who is found by the Commission to be guilty of colluding with a candidate(s) in

committing or abetting the commission of any of the misdeeds listed at the clauses (i) to (xiii) above

render himself liable to action in terms of the clause (xiv).

9. (i)

After the examination, candidates shall be considered for vacancies for three years i.e. 2022,

2023 and 2024 in Private Secretary Grade subject to their eligibility for any of the years and will be

arranged by the Commission in the order of merit as disclosed by the aggregate marks finally

awarded to each candidate subject to qualifying standards for each paper/part of the examination as

decided by the Commission. However, the results shall be declared separately to ensure that if

vacancies remain unfilled in any of the years (i.e. 2022, 2023 and 2024), the same are carried forward

to next vacancy year for Category IV, V, VII and IX.

Year wise and Category wise merit lists for inclusion in the respective Select List will be

based on the number of vacancies and candidate’s merit and choice (preference of year and category,

as applicable) as indicated by the candidate and fulfilment of all other eligibility conditions. The

Commission reserves the right to fix minimum qualifying standards for any or all stage(s) or paper(s)

of the Examination.

Where a candidate would have otherwise qualified on the basis of aggregate merit/marks in

more than one year of consideration, he/she will be placed in the appropriate Select List Year on the

basis of his/her merit and subject to vacancy position and other eligibility conditions. If a candidate's

name is included in the Select List for a particular year, his/her name will not be considered for

inclusion in other list(s).

Vacancies remaining unfilled in any of the years (2022, 2023 and 2024) due to non-

availability of suitable/qualified candidates will be carried forward to the next Vacancy year for

Category IV, V, VII and IX. However, this provision will not be applicable for Category VI. In the

case of candidates appearing for Category IV, the unfilled vacancies will be carried forward in terms

of Proviso to Rule 10(1) of CSSS Rules, 2010. In the case of candidates appearing for Category VII,

the unfilled vacancies will be carried forward in terms of Proviso to Rule 10(1) of RBSSS Rules,

2021. In case of candidates appearing for Category V, only vacancies reserved for SC/ST/Persons

with Benchmark Disability (PwBD) Category candidates remaining unfilled in the year due to non-

availability of selected /qualified candidates will be carried forward to the next examination.

(ii) The final selection of the candidates including candidates belonging to the Scheduled Castes and

the Scheduled Tribes for inclusion in the Select List for each category will be decided based on the

guidelines issued by the Department of Personnel & Training vide OM 36012/16/2019-Estt. (Res.)

dated 12.04.2022 subject to the final outcome of the Civil Appeal No. 629 of 2022 arising out of

SLP(C) No.30621/2011.

(iii) The final selection of the PwBD candidates for inclusion in the Select List for each category

will be decided based on the guidelines issued by the Department of Personnel & Training vide OM

36012/01/2020-Estt. (Res.-II) dated 17.05.2022.

(iv) The result is prepared on the basis of the following methods:

(A) Rounding-Off Marks:

Marks obtained by the candidates shall be rounded off up to two decimal digits, at all stage(s) of the

examination, by applying the standard rounding off principle, wherever applicable. Accordingly, while

applying the Tie Breaking Principles, the rounded off marks up to two decimal digits shall be considered for

resolving all tie cases.

(B) Tie Breaking Principles:

a) If the marks in the aggregate (Final Marks) are equal, the candidate securing more marks in the written

total will be ranked higher;

b) If the marks at (a) above are equal, the candidate securing more marks in “Paper-II : Procedure of

Practice in the Govt. of India Secretariat and attached Offices and General Financial and Service Rules

duly taking into account the requirement of relevant categories of services”, and “Paper-III : Noting and

Drafting, Precis Writing” put together will be ranked higher;

c) If the marks at (a) and (b) above are also equal, then the candidate securing more marks in “Paper-III,

i.e. Noting & Drafting, Precis Writing” will be ranked higher.

d) If the marks at (a), (b), (c) above are also equal, then the candidate senior in age will be ranked higher;

and

e) In cases where a tie persists even after applying the above tie breaking principles, it will be resolved at

the discretion of the Commission.

Note: - Candidate should clearly understand that this is a competitive and not a qualifying

examination. The number of persons to be included in each Select List on the result of the

examination is entirely within the competence of Government to decide. No candidate will therefore

have any claim for inclusion in the Select List on the basis of his performance in this Examination

as a matter of right.

10.

The form and manner of communication of the result of the examination to individual

candidates shall be decided by the Commission in their discretion and the Commission will not enter

into correspondence with them regarding the result.

11. Success in the examination confers no right to selection unless Government is satisfied after

such enquiry as may be considered necessary, that the candidate, having regard to his conduct in

service, is eligible and suitable in all respects for selection:

Provided that the decision as to ineligibility for selection in the case of any candidate

recommended for selection by the Commission shall be taken in consultation with the Commission.

12. A candidate who after applying for admission to the examination or after appearing at it,

resigns his appointment or otherwise quits the service or severs his connection with it or whose

services are terminated by his Department or who is appointed to an ex-cadre post or to another

Service on ‘transfer’ (whether they have a lien or not, and in respect of Category VII, only where

he/she does not have a lien) in the Personal Assistant of the Central Secretariat Stenographers’

Service/Railway Board Secretariat Stenographers’ Service/Stenographers’ Cadre of the Indian

Foreign Service Branch ‘B’/ Armed Forces Headquarters Stenographers’ Service will not be eligible

for appointment on the result of this examination.

This, however, does not apply to a person who has been appointed on deputation to an ex-

cadre post with the approval of the Competent Authority.

APPENDIX

The examination shall be conducted according to the following plan:-

Part I

(a) Written Examination carrying maximum of 500 marks in the subjects as shown in para 2 below.

(b) A qualifying shorthand test in Hindi or English at 100 w.p.m.

Note 1: All the candidates competing for participating Categories will be required to take qualifying

shorthand test at the time as may be decided by the Commission. However, evaluation of record

of service will be done of only those candidates who qualify both in the written examination as well

as in the Shorthand Test.

Note 2: Candidates will be required to transcribe their shorthand notes on Computers (PCs) which

will be provided at the Examination centre (Delhi) by the Commission.

Part II

Evaluation of record of service carrying a maximum of 100 marks of candidates:-

(i) who obtain such minimum qualifying marks in the written examination and the shorthand test as

may be fixed by the Commission in their discretion.

Note 1: Marks obtained in evaluation of record of service (i.e. APARs of the officers available to

the Assessment Board at the time of its meeting) will be counted for ranking. Once the APARs have

been evaluated by the Assessment Boards, no request for its reassessment will be entertained under

any circumstances including a change in APAR grading, etc. at a subsequent date.

Note 2: There shall be a minimum of 40% (forty percent) marks in the evaluation of record of

service. Therefore, such candidates who obtain less than 40% (forty percent) marks in the evaluation

of record of service will not be considered for ranking.

3. Penalty for wrong answers (in Objective Type Papers)

THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS

MARKED BY A CANDIDATE IN THE OBJECTIVE TYPE QUESTION PAPERS.

(i) There are four alternatives for the answer to every question. For each question for which a wrong

answer has been given by the candidate, one third of the marks assigned to that question will be

deducted as penalty.

(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of

the given answers happens to be correct and there will be same penalty as above for that question.

(iii) If a question is left blank, i.e., no answer is given by the candidate, there will be no penalty for

that question.

4. Syllabi for the Examination will be as shown in the Schedule.

5. Candidates are allowed the option to answer the Noting and Drafting, Precis Writing paper either

in Hindi (Devanagari) or in English. All the three question papers/test booklets will be set both in

Hindi and English.

Note 1: Candidates desirous of exercising the option to answer the Noting and Drafting, Precis

Writing paper in Hindi (Devanagari) should indicate their intention to do so in relevant column of

Online Application Form; otherwise it would be assumed that they would answer the aforesaid paper

in English. The option once exercised shall be treated as final and no request for alteration in the

said column shall be entertained.

Note 2: Candidates exercising the option to answer the paper in Hindi (Devanagari) may, if they so

desire, give English version within brackets of the description of the technical terms, if any, in

addition to the Hindi version.

Note 3: If a medium other than the one indicated by the candidate in the application form is used

to write the answer in the examination, the paper of such candidates will not be evaluated.

6. The shorthand test in English/Hindi would comprise dictation test at the speed of 100 words per

minute of ten minutes which the candidate will be required to transcribe in 40/55 minutes.

7. (i) Candidates must write the papers in their own hand. In no circumstances will they be allowed

the help of a scribe to write the answers for them. The Persons with Benchmark Disabilities in the

categories of blindness, locomotor disability (both arm affected – BA) and cerebral palsy will be

provided the facility of scribe, if desired by the person. In case of other category of Persons with

Benchmark Disabilities as defined under section 2 (r) of the RPwD Act, 2016, the facility of scribe

will be allowed to such candidates on production of a certificate to the effect that the person

concerned has physical limitation to write, and scribe is essential to write the examination on his/her

behalf, from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government

Health Care institution as per proforma at Annexure-I.

Further, for persons with specified disabilities covered under the definition of Section 2(s) of the

RPwD Act, 2016 but not covered under the definition of Section 2(r) of the said Act, i.e. persons

having less than 40% disability and having difficulty in writing will be provided the facility of scribe

subject to production of a certificate to the effect that the person concerned has limitation to write

and that scribe is essential to write examination on his/her behalf from the competent medical

authority of a Government healthcare institution as per proforma at Annexure – III.

(ii) The candidates have discretion of opting for their own scribe or request the Commission for the

same. The details of scribe i.e. whether own or the Commission’s and the details of scribe in case

candidates are bringing their own scribe, will be sought at the time of filling up the application form

online as per proforma at Annexure-II (for candidates having 40% disability or more) and Annexure-

IV (for candidates having less than 40% disability and having difficulty in writing).

(iii) The qualification of the Commission’s scribe as well as own scribe will not be more than the

minimum qualification criteria of the examination. However, the qualification of the scribe should

always be matriculate or above.

(iv) The Persons with Benchmark Disabilities in the category of blindness, locomotor disability

(both arms affected-BA) and cerebral palsy will be allowed Compensatory Time of twenty minutes

per hour of the examination. In case of other categories of Persons with Benchmark Disabilities, this

facility will be provided on production of a certificate to the effect that the person concerned has

physical limitation to write from the Chief Medical Officer/Civil Surgeon/Medical Superintendent

of a Government Health Care institution as per proforma at Annexure-I.

Further, for persons with specified disabilities covered under the definition of Section 2(s)

of the RPwD Act, 2016 but not covered under the definition of Section 2(r) of the said Act, i.e.

persons having less than 40% disability and having difficulty in writing will be provided

compensatory time subject to production of a certificate to the effect that the person concerned has

limitation to write from the competent medical authority of a Government healthcare institution as

per proforma at Annexure-III.

(v) Facility of Scribe and/or Compensatory time to eligible candidates will be provided for written

exam only, if desired by them.

Note (1): The eligibility conditions of a scribe and the conduct of scribe inside the examination hall

and the manner in which and extent to which the scribe can help the Persons with Benchmark

Disabilities (PwBD) candidate in writing the Stenographers’ (Grade-‘B’/Grade-‘I’) LDCE shall be

governed by the instructions issued by the Union Public Service Commission in this regard.

Violation of all or any of the said instructions shall entail the cancellation of the candidature of the

Persons with Benchmark Disabilities (PwBD) candidate in addition to any other action that the

Union Public Service Commission may take against the scribe.
