उपयोग करते हुए, पेरोजलयम एवं प्राकृजतक गैस जवजियामक बोडड एतद्द्वारा पेरोजलयम एवं प्राकृजतक गैस जवजियामक बोडड
(िगर या स्ट्थािीय प्राकृजतक गैस जवतरण िेटवकड के जलए सुरक्षा मािकों सजित तकिीकी मािक और जवजिजियां) जवजियम,
2008 में आगे और संिोजधत करिे के जलए जिम्नजलजखत जवजियम
1. लघु िीर्डक और प्रारंभण
(1) इि जवजियमों को पेरोजलयम एवं प्राकृजतक गैस जवजियामक बोडड (िगर या स्ट्थािीय प्राकृजतक गैस जवतरण िेटवकड के जलए
सुरक्षा मािकों सजित तकिीकी मािक और जवजिजियां ) संिोधि जवजियम, 2026 किा िाएगा।
(2) ये जवजियम सरकारी रािपत्र में प्रकािि की जतजथ से लागू िोंगे।
2. पेरोजलयम एवं प्राकृजतक गैस जवजियामक बोडड (िगर या स्ट्थािीय प्राकृजतक गैस जवतरण िेटवकड के जलए सुरक्षा मािकों
सजित तकिीकी मािक और जवजिजियां ) जवजियम, 2008 (जिसे इसके बाि आगे “उि जवजियम” किा िाएगा) की

(ए) उप-िीर्डक “मीटर सेट असेंबली तक भूजमगत/भूतल के ऊपर की सर्वडस लाइिों के जलए पाइप और ट्यूबबंग” की
जवद्यमाि प्रजवजियों के स्ट्थाि पर जिम्नजलजखत प्रजवजियााँ प्रजतस्ट्थाजपत की िाएंगी, अथाडत्:—
"(1) उपभोिा मीटर या मीटर जियंत्रण वाल्व तक भूजमगत/भूतल के ऊपर की सर्वडस लाइिों में गैल्वेिाइज्ड आयरि
(िीआई) पाइप का उपयोग दकया िाएगा तथा कॉपर ट्यूबबंग का उपयोग केवल उपभोिा मीटर के बाि दकया िाएगा,
तादक यि सुजिजित दकया िा सके की यि तृतीय पक्ष की पहुंच से बािर िै। ।”
(2) उपभोिा मीटर से पिले, यथाजस्ट्थजत, कॉपर पाइप या ट्यूब का उपयोग केवल रसोईघर के अंिर दकया िाएगा।
कॉपर पाइप या ट्यूब के जवकल्प के रूप में, यथाजस्ट्थजत, आईएसओ17484-1 या आईएस 17544 की आवश्यकताओं के
अिुरूप बहु-परतीय जमजित पाइप का भी उपयोग दकया िा सकता िै।
(3) यदि रसोईघर के बािर, उपभोिा मीटर से पिले (अपस्ट्रीम) आईएसओ 17484-1 या आईएस 17544 के अिुरूप
बहु-परतीय जमजित (एमएलसी) पाइप का उपयोग दकया िाता िै, तो जिर्िडि सुरक्षा आवश्यकताओं के अिुपालि में,
जिधाडररत स्ट्थापिा पद्धजतयों, पयाडप्त सुरक्षा उपायों तथा तृतीय पक्ष द्वारा िोिे वाली क्षजत से बचाव के जलए भूतल के ऊपर
पीएििी सर्वडस लाइिों िेतु बहु-परतीय जमजित (एमएलसी) पाइबपंग प्रणाजलयों के जियंत्रण उपयोग के संबंध में िारी
पीएििीआरबी के दििा-जििेिों के प्रावधािों का अिुपालि दकया िाएगा।
(4) गैल्वेिाइज्ड आयरि (िीआई) पाइप और कॉपर ट्यूबबंग- इस मािक के अिुलग्नक-IV में जवजिर्िडि आवश्यकताओं के
अिुरूप िोिे चाजिए तथा गैर-गैल्वेिाइज्ड पाइपों के उपयोग को यथासंभव प्रजतबंजधत दकया िािा चाजिए;
बिते दक, यदि गैर-गैल्वेिाइज्ड पाइपों का उपयोग दकया िाता िै, तो उन्िें ठीक से संरजक्षत और रंगा िािा चाजिए।
(5) पॉलीइथाइलीि (पीई) पाइप का उपयोग भूजमगत गैस पाइप के जलए तब तक ििीं दकया िाएगा िब तक दक इसे
जवजियमों में जविेर् रूप से अिुमजत ि िी गई िों।
उपभोिा मीटर सेट असेंबली और उपभोिा के गैस उपकरण को िोड़िे के जलए ट्यूबबंग अथवा िोज़ पाइप।
उपभोिा मीटर सेट असेंबली और गैस उपकरण (उपभोिा द्वारा उपलब्ध कराया गया िो) के बीच किेक्िि गैल्वेिाइज्ड
आयरि (िीआई) पाइप या इस मािक के अिुलग्नक-IV में िी गई आवश्यकताओं को पूरा करिे वाली कॉपर ट्यूबबंग अथवा
स्ट्टील-प्रबजलत रबर िोज़ द्वारा दकया िाएगा।
स्ट्टील-प्रबजलत रबर िोज़ आईएस: 9573 भाग 2 के अिुरूप िोिा चाजिए।”
3. उि जवजियम में, अिुसूची-1डी में, “जडिाइि, स्ट्थापिा और परीक्षण” िीर्डक के अंतगडत ,—
(ए) उप-िीर्डक “िेटवकड जडिाइि आवश्यकताएाँ” के तित, “जवतरण िबाव जवजियमि स्ट्टेिि (डीपीआरएस) और
व्यजिगत िबाव जवजियमि स्ट्टेिि (आईपीआरएस)” से संबंजधत मि (बी) में, “भूतल के ऊपर स्ट्थाजपत
डीपीआरएस/आईपीआरएस िब्िों के जलए स्ट्थािीय अजधकाररयों की आवश्यकता के अिुरूप उजचत सुरक्षा बाड़ प्रिाि की
िाएगी। बाड़ लगािे और जिकटतम भवि/संरचिा की िीवार के बीच की िूरी िो (2) मीटर से कम ििीं िोिी चाजिए”
िब्िों को जिम्नजलजखत से प्रजतस्ट्थाजपत दकया िाएगा, अथाडत्: -
“भूतल के ऊपर स्ट्थाजपत डीपीआरएस/आईपीआरएस को स्ट्थािीय प्राजधकरणों की आवश्यकताओं के अिुसार उजचत सुरक्षा
बाड़ प्रिाि की िाएगी तथा डीपीआरएस/आईपीआरएस के बाड़े और जिकटतम भवि/संरचिा की स्ट्थायी िीवार के बीच
की िूरी, यथाजस्ट्थजत, िो (02) मीटर से कम ििीं िोिी चाजिए।”
(बी) “स्ट्टील पाइप” िीर्डक के अंतगडत , “ताजलका 2—स्ट्टील पाइप जिमाडण के जलए जडिाइि कारक” में “पुलों पर
पाइपलाइि” से संबंजधत चतुथड (4वीं) पंजि तथा उससे संबंजधत प्रजवजियों को िटा दिया िाएगा।
(सी) “ग्रािकों के मीटर और जियामक” िीर्डक के तित, उप-िीर्डक “ग्रािकों और जियामक की स्ट्थापिा के जलए स्ट्थाि”
को जिम्नजलजखत उप-िीर्डक से प्रजतस्ट्थाजपत दकया िाएगा, अथाडत्: —
" ग्रािकों के मीटर और जियामक स्ट्थापिा िेतु स्ट्थाि";
(डी) “गैस सर्वडस लाइिें” िीर्डक के अंतगडत, उप-िीर्डक “सर्वडस लाइिों की स्ट्थापिा” के अंतगडत “भूतल के ऊपर की सर्वडस
पाइबपंग गैल्वेिाइज्ड आयरि या कॉपर या काबडि स्ट्टील से सुरक्षात्मक एंटी-कुरुजसव कोटटंग" िब्िों के स्ट्थाि पर
जिम्नजलजखत िब्ि प्रजतस्ट्थाजपत दकए िाएंगे, अथाडत्: -

“भूतल के ऊपर जस्ट्थत सर्वडस पाइबपंग गैल्वेिाइज्ड आयरि (िीआई) अथवा कॉपर अथवा एंटी-कोरोजसव कोटटंग से
संरजक्षत काबडि स्ट्टील की िोगी तथा आवासीय सोसाइरटयों या आवासीय पररसरों में, यथाजस्ट्थजत, मौिूिा काबडि स्ट्टील
या माइल्ड स्ट्टील रेरटकुलेटेड जलदिफाइड पेरोजलयम गैस (एलपीिी) मैजिफोल्ड पाइपलाइि प्रणाजलयों का उपयोग
पाइप्ड िेचुरल गैस (पीएििी) की आपूर्तड की िािे की जस्ट्थजत में , पाइपलाइि प्रणाजलयों की सुरक्षा एवं अखंडता
सुजिजित करिे के जलए पीएििी आपूर्तड िेतु आवासीय सोसाइरटयों/आवासीय पररसरों में मौिूिा रेरटकुलेटेड एलपीिी
मैजिफोल्ड पाइपलाइि प्रणाजलयों के उपयोग की अिुमजत प्रिाि करिे संबंधी पीएििीआरबी के दििा-जििेिों का
अिुपालि दकया िाएगा।”
4. उि जवजियम में, अिुसूची-1ई में “जवतरण पाइबपंग अिुरक्षण” िीर्डक के तित, उप-िीर्डक “िाब जियंत्रण के जलए
थमोप्लाजस्ट्टक पाइप या ट्यूबबंग को स्ट्िीज़-ऑफ करिा तथा पुिः खोलिा” के तित जवद्यमाि प्रजवजियों के स्ट्थाि पर
जिम्नजलजखत को प्रजतस्ट्थाजपत दकया िाएगा, अथाडत्:—
“ििााँ एक बार स्ट्िीबज़ंग और पुिः खोलिे की प्रदक्रया की गई िों, विााँ उि स्ट्थाि को समुजचत रूप से जचजनित दकया
िाएगा, तादक यि स्ट्पि रूप से अजभज्ञात दकया िा सके दक उस स्ट्थाि पर पाइप को स्ट्िीज़ दकया गया िै और पुिः खोला
गया िै। पुिः खोले गए पाइप को उसी स्ट्थाि पर िोबारा स्ट्िीज़ करिे की अिुमजत ििीं िोगी, बिते दक लगातार िो
स्ट्िीज़-ऑफ स्ट्थािों के बीच की न्यूितम िूरी एक (1) मीटर से कम ििीं िोिी चाजिए।”

New Delhi, the 18th September, 2026
F. No. PNGRB/Tech/1-T4SCGD/(4)/2023-Part(1) (E-6228) - In exercise of the powers conferred by
clause (h) of sub-section (2) of section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19
of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations further
to amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications
including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008,
namely: -
1. Short title and commencement: -
(1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Technical
Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution
Networks) Amendment Regulations, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including
Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008, (hereinafter
referred to as the said regulations), in Schedule - 1A, under the heading "MATERIALS AND
EQUIPMENT", -

(a) under the sub-heading "Pipes and tubing for above ground service lines up to meter set
assembly" for the existing entries, the following shall be substituted, namely: -
"(1) Galvanized Iron (GI) pipes shall be used in above ground service lines up to consumer meter or
meter control valve and the use of copper tubing shall only be after consumer meter such that this is
not accessible to third party.
(2) Use of copper pipe or tube, as the case may be, before consumer meter should be inside the kitchen
only and as an alternate to copper pipe or tube, as the case may be, multi layered composite pipe
complying with the requirements of ISO 17484-1 or IS 17544 may also be used.
(3) In case ISO 17484-1 or IS 17544 compliant multi layered composite (MLC) pipes are used
upstream of the consumer meter outside the kitchen, the provisions of the PNGRB Guidelines for the
Controlled Utilization of Multilayer Composite (MLC) Piping Systems for above-ground PNG Service
Lines shall be complied with to ensure adherence to specified safety requirements, prescribed
installation practices, adequate protection measures, and safeguards against third-party damage.
(4) Galvanized iron (GI) pipes and copper tubing shall conform to the requirements given in
Annexure-IV of this standard and the use of non-galvanized pipes shall be restricted as far as
possible;
Provided that if non-galvanized pipes are used, they shall be properly protected and painted.
(5) Polyethylene (PE) pipe shall not be used for above ground gas pipes unless it is specifically
permitted in the regulations.
Tubing or hose pipe for connecting consumer meter set assembly and consumer appliance.
The connection between consumer meter set assembly and gas appliance (provided by consumer)
may be made by galvanized iron pipes or copper tubing meeting requirements given in Annexure-IV
of this standard or steel reinforced rubber hose and the steel reinforced rubber hose shall confirm to
IS: 9573 Part 2."
3. In the said regulation, in Schedule - 1D, under the heading "DESIGN, INSTALLATION AND
TESTING", -
(a) under the sub-heading "Network Design Requirements", in item (b) relating to "Distribution
Pressure Regulating Station (DPRS) and Individual Pressure Regulating Station (IPRS)", for the words
"DPRS/IPRS installed above ground shall be provided with proper security fencing as per requirement
of local authorities. The distance between fencing and the wall of nearest building/ structure shall not
be less than two (2) meters", the following words shall be substituted, namely: -
"DPRS/IPRS installed above ground shall be provided with proper security fencing as per requirement
of local authorities and the distance between DPRS/IPRS enclosure and permanent wall of nearest
building / structure, as the case may be, shall not be less than two (02) meters.";
(b) under the heading "STEEL PIPE", in 'Table 2 -Design Factors for Steel Pipe Construction",
the fourth (4th) row relating to "Pipelines on bridges" and the corresponding entries relating thereto
shall be omitted;
(c) under the heading "CUSTOMERS' METERS AND REGULATORS", for the sub-heading
"Location for Customers' and Regulator Installations”, the following sub-heading shall be
substituted, namely: -
"Location for Customers' Meter and Regulator Installations";
(d) under the heading "GAS SERVICE LINES", under the sub-heading "Installation of Service
Lines", for the words, "Above ground service piping shall be Galvanized Iron or copper or carbon
steel protected by anti corrosive coating", the following words shall be substituted, namely: -
"Above ground service piping shall be galvanized iron or copper or carbon steel protected by anti
corrosive coating and in case of usage of existing carbon steel or mild steel reticulated liquified
petroleum gas (LPG) manifold pipeline systems for piped natural gas (PNG) supply in housing
societies or residential complexes, as the case may be, the PNGRB Guidelines for Permitting Usage
of Existing Reticulated LPG Manifold Pipeline Systems for PNG Supply in Housing Societies /
Residential Complexes shall be adhered to ensure safety and integrity of the said pipeline systems.".

4. In the said regulation, in Schedule - 1E, under the heading "DISTRIBUTION PIPING
MAINTENANCE", under sub-heading “Squeezing-off and reopening of Thermoplastic Pipe or
Tubing for Pressure Control", for the existing entries, the following shall be substituted,
namely: -
"Location where squeezing and reopening is done once shall be marked appropriately to identify that
the pipe has been squeezed and reopened. Squeezing of reopened pipe at the same location shall not
be permitted, provided that the minimum distance between consecutive squeeze-off locations shall not
be less than one (1) meter.".
