का.आ. 5185(अ).— पहचान साजबत करने के जलए आधार संख्या का प्रयोग व्यजियों को सुजिधािनक और जनबााध

रीजत में सहाजयकीयां, प्रसुजिधाएं और सेिाएं पाने में समर्ा करता है, पहचान साजबत करने के जलए कई प्रकार के िस्ट्तािेिों

की आिश्यकता को खत्म करता है, प्रदियाओं को आसान बनाता है और पारिर्िाता और िक्षता का संिर्द्ान करता है:

और भारत सरकार (जिसे इसमें इसके पश्चात् 'उि सरकार' कहा गया है) का सामाजिक न्याय और अजधकाररता

जिभाग (जिसे इसमें इसके पश्चात् 'उि जिभाग' कहा गया है) अनुसूजचत िाजतयों के जलए उच्च श्रेणी जिक्षा (जिसे आगे 'उि

योिना' कहा गया है) संचालन कर रहा है:

और उि स्ट्कीम और उससे संबंजधत िारी अनुिेिों और मागा ििाक जसर्द्ांतों के अधीन अनुसूजचत िाजत के छात्रों

(जिन्हें इसमें इसके पश्चात 'फायिाग्राही' कहा गया है) को छात्रिृजि (जिसे इसमें इसके पश्चात 'उि फायिा' कहा गया है) िी

िाती है:

और उि स्ट्कीम का व्यय भारत की संजचत जनजध से उपगत दकया िाता है:

और उि सामाजिक न्याय और अजधकाररता जिभाग चाहता है दक उि सरकार, दकसी फायिाग्राही को उि फायिा

या आधार संख्या होने का प्रमाण िे, या दकसी व्यजि को आधार संख्या नहीं जमलने की ििा में, िह नामांकन के जलए आिेिन

करे:

अत: अब, आधार (जििीय और अन्य सहाजयकीयों, प्रसुजिधाओं और सेिाओं का लजययत पररिान) अजधजनयम, 2016

(2016 का 18) (जिसे इसमें इसके पश्चात् 'उि अजधजनयम' कहा गया है) की धारा 7 के उपबंधों के अधीन, भारत सरकार

जनम्नजलजखत को अजधसूजचत करती है, अर्ाात:—

(1) उि स्ट्कीम के अधीन उि फायिे का उपभोग करने के िांछनीय व्यजि को अजधप्रमाणन करिाना अपेजक्षत होगा या आधार

संख्या होने का प्रमाण िेना होगा।

(2) ऐसे व्यजि को आधार संख्या नहीं दिए िाने की ििा में, उसे नामांकन के जलए आिेिन करना अपेजक्षत होगा:

परंतु यदि िह व्यजि बालक हो, तो ऐसा आिेिन केिल उसके माता-जपता या जिजधक अजभभािक की सहमजत से ही दकया

िाएगा।

(3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के उपबंधों के अनुसार, उि सामाजिक न्याय और

अजधकाररता जिभाग उन फायिाग्राजहयों का नामांकन सुजनजश्चत करेगा जिन्हें अभी तक नामांदकत दकया िाना है, या उजचत

तरीकों से उनके आधार ब्यौरों को अपडेट करेगा। जिसमें रजिस्ट्रार के सार् समन्ियन जबठाना, सुजिधािनक स्ट्र्ानों पर

नामांकन केन्द्र स्ट्र्ाजपत करना या स्ट्ित: रजिस्ट्रार बनकर नामांकन प्रसुजिधाएं प्रिान करना िाजमल है:

परंतु िब तक ऐसे फायिाग्राही को आधार संख्या नहीं जमल िाती, तब तक िह उि फायिा पाने के जलए अपनी

पहचान साजबत करने के जलए ऐसे जनम्नजलजखत िस्ट्तािेि दिखा सकता है जिसका िह हकिार है और िो दिखाने के समय

जिजधमान्य हैं; या, यदि उि सामाजिक न्याय और अजधकाररता जिभाग द्वारा ऐसी पहचान के जलए उपलब्ध कराया गया या

प्राजधकृत सॉफ़्टिेयर, ऐसी पहचान के जलए, ऐसे िस्ट्तािेिों के अंतिास्ट्तु की सायय के रूप में िानकारी को संबंजधत प्राजधकाररयों

के डेटाबेस से इलेक्ट्रॉजनक रूप से अजभप्राप्त करने की सुजिधा िेता है िो उन्हें तैयार या बनाए रखते हैं, िह ऐसी िानकारी

अजभप्राप्त करने के जलए अपनी सहमजत िे सकता है, अर्ाात्:—

18 िर्ा से कम आयु के ऐसे बालक के जलए जिसे आधार संख्या नहीं दिया गया है:

(क) नामांकन केन्द्र पर प्रचालक द्वारा फायिाग्राही के नामांकन प्रदिया से गुिरने की पािती, जिसमें नामांकन आईडी

(ईआईडी) हो; और

(ख) इस बात का प्रमाण िेने के जलए दक फायिाग्राही 18 िर्ा से कम उम्र का बालक है, नीचे दिए गए िस्ट्तािेिों में से कोई

भी एक िस्ट्तािेि, अर्ाात:—

(i) फायिाग्राही के िन्म के संबंध में िन्म रजिस्ट्टर में की गई प्रजिजि से उर्द्रण के रूप में, िन्म और मृत्यु रजिस्ट्रीकरण

अजधजनयम, 1969 (1969 का 18) के अधीन िारी िन्म प्रमाण-पत्र;

(ii) भारतीय पासपोटा;

(iii) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडा द्वारा िारी मैररक या 10िीं कक्षा या उच्चतर माध्यजमक या 12िीं कक्षा का प्रमाण-

पत्र या अंक-पत्र;

(iv) िेखरेख और सुरक्षा की आिश्यकता िाले दकसी बालक या जिजध का उल्लंघन करने िाले दकसी बालक की ििा, जिसे

दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन इसके द्वारा बनाए गए जनयमों

के अधीन संबर्द् राज्य सरकार के पास रजिस्ट्रीकृत दकसी बाल िेख-रेख संस्ट्र्ा में रखा गया है, ऐसी संस्ट्र्ा के प्रभारी व्यजि,

अधीक्षक, बाल कल्याण अजधकारी या पररिीक्षा अजधकारी द्वारा िारी प्रमाण-पत्र जिसमें उसकी िन्म की तारीख जिजनर्िाि

की गई हो; या

(v) दकसी जििेिी नागररक के संबंध में,—

(I) यदि िह भारत का जििेिी नागररक काडा-धारक है, तो भारत का जििेिी नागररक काडा;

(II) यदि िह जतब्बती िरणार्ी है, तो जििेिी क्षेत्रीय रजिस्ट्रीकरण कायाालय द्वारा िारी रजिस्ट्रीकरण प्रमाण-पत्र;

(III) यदि िह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;

भारत का रािपत्र : असाधारण

(IV) यदि िह भारत का जििेिी नागररक काडा धारक, जतब्बती िरणार्ी या नेपाल या भूटान के नागररक से जभन्न है, तो या

तो जििेिी पासपोटा के सार् भारतीय िीिा या भारत का िीघाािजध िीिा के सार् ितामान में जिजधमान्य या अिसजनत

जििेिी पासपोटा; या

(ग) माता-जपता या जिजधक अजभभािक के सार् उसके संबंध का प्रमाण िेने के जलए, फायिाग्राही के फोटो िाले जनम्नजलजखत

िस्ट्तािेिों में से कोई भी एक, अर्ाात्:—

(i) रािन काडा;

(ii) िाजत प्रमाण-पत्र या अजधिास प्रमाण-पत्र, दकसी ऐसे रािपजत्रत अजधकारी द्वारा िारी दकया गया हो िो राज्य सरकार

का कायाकारी मजिस्ट्रेट या रािस्ट्ि अजधकारी हो और जिसका रैंक तहसीलिार के पि से कम का न हो;

(iii) दकसी सरकारी अजस्ट्तत्ि या पजब्लक सेक्ट्टर उद्यम द्वारा सेिाजनिृि या सेिारत लोक सेिक या उनके पररिार के सिस्ट्य

को िारी दकया गया जचदकत्सा या बीमा पहचान पत्र;

(iv) भारतीय पासपोटा;

(v) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडा द्वारा िारी मैररक या 10िीं कक्षा या उच्चतर माध्यजमक या 12िीं कक्षा का प्रमाण-

पत्र या अंक-पत्र;

(vi) िेखरेख और सुरक्षा की आिश्यकता िाले दकसी बालक या जिजध का उल्लंघन करने िाले दकसी बालक की ििा में, जिसे

दकिोर न्याय (बालकों की िेखिेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन इसके द्वारा बनाए गए जनयमों

की गई का उल्लेख हो; या

(vii) दकसी जििेिी नागररक के संबंध में,—

(I) यदि िह भारत का जििेिी नागररक काडा-धारक है, तो भारत का जििेिी नागररक काडा;

(III) यदि िह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;

तो जििेिी पासपोटा के सार् भारतीय िीिा या भारत के िीघाािजध िीजा या ितामान में जिजधमान्य या अिसजनत हो चुका

जििेिी पासपोटा; या

(viii) ऐसे फायिाग्राही के संबंध में जिसके पास कोई जिजधक अजभभािक, ििक ग्रहण आिेि, या जिसके पास जिजधक

अजभभािकता जसर्द् करने िाला कोई अन्य िस्ट्तािेि है, िो दकसी जिजध के न्यायालय या सक्षम प्राजधकारी द्वारा संरक्षक और

प्रजतपाल्य अजधजनयम, 1890 (1890 का 8), दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015' (2016

का 2), राष्ट्रीय स्ट्िपरायणता, प्रमजस्ट्तष्क घात, मानजसक मंिता और बहु-जन:ििताग्रस्ट्त व्यजि कल्याण न्यास अजधजनयम,

1999 (1999 का 44) या दिव्यांगिन अजधकार अजधजनयम, 2016' (2016 का 49) और इन अजधजनयमों के अधीन बने

लागू जनयमों और जिजनयमों के अनुसार िारी दकया गया हो; या

(ix) कोई अन्य िस्ट्तािेि, जिसे उि सामाजिक न्याय और अजधकाररता जिभाग जिजनर्िाि कर सके।

18 िर्ा या उससे अजधक आयु के ऐसे फायिाग्राही जिन्हें आधार संख्या आिंरटत नहीं की गई है:

(क) नामांकन केंद्र पर प्रचालक द्वारा फायिाग्राही के नामांकन प्रदिया से गुिरने की पािती, जिसमें नामांकन आईडी

(ईआईडी) हो; और

(ख) इनमें से कोई भी एक िस्ट्तािेि, जिस पर फायिाग्राही का फोटो हो, अर्ाात:—

(i) भारत जनिााचन आयोग द्वारा िारी जनिााचक फोटो पहचान-पत्र;

(ii) रािन काडा;

(iii) िाजत प्रमाण-पत्र या अजधिास प्रमाण-पत्र, िो दकसी ऐसे रािपजत्रत अजधकारी द्वारा िारी दकया गया हो िो राज्य

सरकार का कायाकारी मजिस्ट्रेट या रािस्ट्ि अजधकारी हो और जिसका रैंक तहसीलिार के पि से कम का न हो;

(iv) दकसी सरकारी संस्ट्र्ा या पजब्लक सेक्ट्टर उद्यम द्वारा सेिाजनिृि या सेिारत सरकारी कमाचारी या उनके पररिार के

सिस्ट्य को िारी दकया गया मेजडकल या बीमा पहचान पत्र;

(v)भारतीय पासपोटा;

(vi) मान्यता प्राप्त स्ट्कूल जिक्षा बोडा द्वारा िारी मैररक या 10िीं कक्षा या उच्चतर माध्यजमक या 12^िीं कक्षा का प्रमाण-पत्र या

अंक-पत्र;

(vii) दकसी सरकारी अजस्ट्तत्ि या पजब्लक सेक्ट्टर उद्यम द्वारा सेिारत या सेिाजनिृि लोक सेिक को िारी दकया गया पहचान-

पत्र या अन्य पहचान िस्ट्तािेि;

(viii) 'दिव्यांगिन अजधकार जनयम, 2017' के अधीन अजधसूजचत जचदकत्सा प्राजधकारी द्वारा िारी दिव्यांगता प्रमाण-पत्र, या

भारत सरकार के दिव्यांगिन सिजिकरण जिभाग द्वारा िारी जिजिि दिव्यांगता पहचान पत्र (यूडीआईडी काडा);

(ix) भारत में िारी चालन अनुज्ञजप्त:

(x) िेखरेख और सुरक्षा की आिश्यकता िाले बालक या जिजध का उल्लंघन करने िाले बालक की ििा में, दकिोर न्याय

(बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 के अधीन इसके द्वारा बनाए गए जनयमों के अधीन संबर्द् राज्य सरकार

के पास रजिस्ट्रीकृत बाल िेखरेख संस्ट्र्ा में रखा गया है, ऐसी संस्ट्र्ा के प्रभारी, अधीक्षक, बाल कल्याण अजधकारी या पररिीक्षा

अजधकारी द्वारा िारी िन्म की तारीख जिजनर्िाि करने िाला प्रमाण पत्र; या

(xi) दकसी जििेिी नागररक के संबंध में,—

(I) यदि िह भारत का जििेिी नागररक काडा-धारक है, तो भारत का जििेिी नागररक काडा;

(III) यदि िह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;

तो जििेिी पासपोटा के सार् भारतीय िीिा या भारत का िीघाािजध िीिा या ितामान में जिजधमान्य या अिसजनत जििेिी

पासपोटा; या

(xii) ऐसे फायिाग्राही के संबंध में जिसके पास कोई जिजधक अजभभािक ििक ग्रहण आिेि, या जिसके पास जिजधक

1999 (1999 का 44) या दिव्यांगिन अजधकार अजधजनयम, 2016' (2016 का 49) और उि अजधजनयमों के अधीन बने

लागू जनयमों और जिजनयमों के अनुसार िारी दकया गया हो; या

(xiii) कोई अन्य िस्ट्तािेि, जिसे उि सामाजिक न्याय और अजधकाररता जिभाग द्वारा जिजनर्िाि दकया िा सके:

(4) इस जनजमत उि सामाजिक न्याय और अजधकाररता जिभाग द्वारा पिाजभजहत कोई अजधकारी, खंड (3) के अधीन प्रस्ट्तुत

िस्ट्तािेिों या उसकी अंतिास्ट्तु में िी गई िानकारी को साजबत करने िाले िस्ट्तािेिों की िांच करेगा,—

(क) नामांकन आिेिन की प्रजस्ट्र्जत िानने के जलए, myAadhaar पोटाल (https://myaadhaar.uidai.gov.in/portal)

पर नामांकन आईडी (ईआईडी) प्रस्ट्तुत करेगा तादक यह पुजि हो िाए दक नामांकन आईडी (ईआईडी) और नामांकन आिेिन

नामंिूर नही हुआ है; और

(ख) अन्य िस्ट्तािेिों, और इस प्रयोिन के जलए, िे दकसी सरकारी अजस्ट्तत्ि या ऐसे प्राजधकारी की सहायता ले सकता है और

उनके सार् िी गई िानकारी साझा कर सकता है, िो ऐसे िस्ट्तािेिों में अंतर्िाि िानकारी को तैयार करने या अनुरजक्षत करने

का काम करता है।

2. फायिाग्राजहयों द्वारा उि फायिों का सुजिधािनक रूप से उपभोग करने में मिि करने के जलए, मंत्रालय मीजडया के

माध्यम से व्यापक पैमाने पर प्रचार सुजनजश्चत करने हेतु सभी आिश्यक किम उठाएगा तादक फायिाग्राजहयों को उि स्ट्कीम

के अधीन आधार संख्या की अपेक्षा के बारे में िागरूक दकया िा सके।

[भाग II—खण् ड 3(ii)]

भारत का रािपत्र : असाधारण

3. दकसी फायिाग्राही के आधार संख्या का बायोमेररक-आधाररत तरीकों (िैसे चेहरे की तस्ट्िीर, उंगजलयों के जनिान या

आइररस स्ट्कैन) से अजभप्रमाणन दकसी कारण से िैसे बायोमेररक िानकारी की खराब गुणििा के कारण असफल हो िाता

है, तो जनम्नजलजखत उपचारी दियाजिजधयां अपनाई िाएंगी: —

(क) अगर बायोमेररक-आधाररत अजधप्रमाणन का कोई जिजिि तरीका सफल नहीं होने की ििा में, बायोमेररक-आधाररत

अजधप्रमाणन का कोई अन्य तरीका या िन-टाइम जपन (ओटीपी) आधाररत अजधप्रमाणन का जिकल्प दिया िाएगा, बिते ऐसा

करना संभि और अनुज्ञेय हो;

(ख) जिन मामलों में बायोमेररक आधाररत या िन-टाइम जपन (ओटीपी) आधाररत तरीके से पहचान का अजधप्रमाणन करना

संभि नहीं है, िहां यर्ाजस्ट्र्जत, आधार जसक्ट्योर दिक ररस्ट्पॉन्स (क्ट्यूआर) कोड या आधार पेपरलेस ऑफलाइन ई-केिाईसी

िस्ट्तािेि, पर भारतीय जिजिि पहचान प्राजधकरण (यूआईडीएआई) के जडजिटल हस्ट्ताक्षर प्रमाण पत्र का ऑफलाइन सत्यापन

करके आधार संख्या की िास्ट्तजिकता सुजनजश्चत करने के पश्चात, जनम्नजलजखत में से दकसी एक के आधार पर उि स्ट्कीम का

फायिा दिया िा सकता है:

(i) आधार काडा, आधार पत्र (िैसे दक, आधार संख्या बनने पर आधार संख्या धारक को िारी दकया गया पत्र) या ई-आधार

(िैसे दक, आधार पत्र की पासिडा-संरजक्षत इलेक्ट्रॉजनक कॉपी जिसे भारतीय जिजिि पहचान प्राजधकरण (यूआईडीएआई) की

िेबसाइट से डाउनलोड दकया िा सकता है या mAadhaar ऐप से एक्ट्सेस दकया िा सकता है) को अंतर्िाि करने िाले सेक्ट्योर

दिक ररस्ट्पॉन्स (क्ट्यूआर) की आधार क्ट्यूआर स्ट्कैनर या mAadhaar ऐप का उपयोग करके क्ट्यूआर कोड को स्ट्कैन करके

ऑफलाइन सत्यापन के माध्यम से इसकी िास्ट्तजिकता की पुजि की िाती है;

(ii) आधार पेपरलेस ऑफलाइन ई-केिाईसी िस्ट्तािेि (जिसे भारतीय जिजिि पहचान प्राजधकरण (यूआईडीएआई) की

िेबसाइट से डाउनलोड दकया िा सकता है या इसके mAadhaar ऐप से एक्ट्सेस दकया िा सकता है) - िब तक भारतीय

जिजिि पहचान प्राजधकरण (यूआईडीएआई) की िेबसाइट पर इस संबंध में दिए गए ब्यौरों के अनुसरण में इस प्रयोिन हेतु

संबर्द् मंत्रालय या जिभाग या स्ट्कीम कायाान्ियन अजभकरण द्वारा जिकजसत एजललकेिन के माध्यम से इस िस्ट्तािेि पर मौिूि

भारतीय जिजिि पहचान प्राजधकरण (यूआईडीएआई) के जडजिटल जसग्नेचर प्रमाण पत्र का ऑफलाइन सत्यापन करके इसकी

िास्ट्तजिकता की पुजि न हो िाए।

4. इसमें उपयुाि अंतर्िाि दकसी बात के होते हुए भी,—

(क) उि स्ट्कीम के अधीन दकसी बालक को फायिे से िंजचत नहीं दकया िाएगा—

(i) यदि िह अजधप्रमाणन के िररए अपनी पहचान साजबत करने या आधार नंबर होने का सबूत िेने में असमर्ा रहता है; या

(ii) यदि उसे आधार नंबर नहीं दिया गया है ककंतु नामांकन के जलए दकया गया आिेिन प्रस्ट्तुत करता है;

(ख) उि स्ट्कीम के अधीन फायिा ऐसे बालक को उसकी पहचान सत्याजपत करके और पैरा 1 के खंड (3) के परंतुक में जिजनर्िाि

रीजत में उसके माता-जपता या जिजधक अजभभािक के सार् उसके संबंध का पता लगाकर दिया िाएगा; और

(ग) िहां खंड (ख) के अधीन फायिा दिया िाता है, िहां उसका अजभलेख रखा िाएगा, जिसकी समय-समय पर सामाजिक

न्याय और अजधकाररता जिभाग द्वारा समीक्षा और संपरीक्षा की िाएगी।

5. यह सुजनजश्चत करने के जलए दक 18 िर्ा या उससे अजधक आयु के िास्ट्तजिक फायिाग्राही को इस स्ट्कीम के अधीन जमलने

िाले फायिों से िंजचत न रहना पडे, सामाजिक न्याय और अजधकाररता जिभाग, भारत सरकार के मंजत्रमंडल सजचिालय के

प्रत्यक्ष फायिा अंतरण जमिन के 19 दिसंबर, 2017 के कायाालय ज्ञापन सं. डी-26011/04/2017-डीबीटी (िो

https://dbtbharat.gov.in पर उपलब्ध है) में जिजनर्िाि अपिाि-जनपटान दियाजिजध का अनुसरण करेगा।

6. यह अजधसूचना, रािपत्र में इसके प्रकािन की तारीख से प्रिृत होगी।

S.O. 5185(E).— Whereas, the use of Aadhaar number to establish identity enables individuals to receive

subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of

documents to establish identity, simplifies processes and promotes transparency and efficiency;

And whereas, the Department of Social Justice and Empowerment (hereinafter referred to as the said

Department) in the Government of India (hereinafter referred to as the said Government) is administering

Top Class Education for Scheduled Castes (hereinafter referred to as the said scheme);

And whereas, scholarship (hereinafter referred to as the said benefit) is given to the Scheduled Caste Students

(hereinafter referred to as the beneficiaries) under the said scheme and the instructions and guidelines issued

in respect thereof;

And whereas, expenditure for the said scheme is incurred from the Consolidated Fund of India;

And whereas, the said Department of Social Justice and Empowerment is desirous that the said Government,

for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit,

require that such beneficiary undergo authentication, or furnish proof of possession of Aadhaar number or in

the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial

and Other Subsidies, Benefits and Services) Act, (18 of 2016) (hereinafter referred to as the said Act), the

Government of India hereby notifies the following, namely: —

1. An individual desirous of availing of the said benefit under the said scheme shall be required to undergo

authentication, or furnish proof of possession of Aadhaar number.

(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an

application for enrolment:

Provided that if that individual is a child, such application shall be made only with the consent of his

parent or legal guardian.

(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations,

2016, the said Department of Social Justice and Empowerment shall ensure enrolment of such beneficiaries

who are yet to be enrolled, or update their Aadhaar details through appropriate measures, including

coordination with Registrars and setting up enrolment centres at convenient locations or providing enrolment

facilities by becoming a Registrar itself:

Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his identity

to avail of the said benefit, by presenting the following documents to which he is entitled and which are valid

at the time of presentation, or, in case the software provided or authorised by the said Department of Social

Justice and Empowerment for such identification supports electronic obtaining of information evidencing the

contents of such documents from the database of the authorities dealing with the preparation or maintenance

thereof, by giving his consent for so obtaining, namely:—

For a child below 18 years of age to whom an Aadhaar number has not been assigned:

(a) the acknowledgement of the beneficiary having undergone the process of enrolment, provided by the

operator at the enrolment centre, containing the Enrolment ID (EID); and

(b) any one of the following documents to evidence that the beneficiary is a child below 18 years of age,

namely: —

(i) certificate of birth given under the Registration of Births and Deaths Act, 1969 (18 of 1969), as extracted

from the entry made in the register of births regarding the birth of the beneficiary;

(ii) Indian passport;

(iii) certificate or statement of marks of matriculation or 10^th class or higher secondary or 12^th class, issued

by a recognised Board of school education;

(iv) in respect of a child in need of care and protection or a child in conflict with law, who is housed by child

care institution registered as such with the State Government concerned under the rules made by it under the

Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of

birth issued by the person-in-charge, superintendent, Child Welfare Officer or probation officer of such

institution; or

(v) in respect of a foreign national, —

(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or

Bhutan, either an Indian visa along with foreign passport or a long-term Visa to India along with currently

valid or expired foreign passport; or

relationship with the parent or legal guardian, namely: —

(i) ration card;

(ii) caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a

revenue officer of the State Government, not below the rank of Tahsildar;

(iii) medical or insurance identity card issued by a government entity or public sector enterprise to a retired

or serving public servant or his family member;

(iv) Indian passport;

(v) certificate or statement of marks of matriculation or 10^th class or higher secondary or 12^th class, issued by

a recognised Board of school education;

(vi) in respect of a child in need of care and protection or a child in conflict with law, who is housed by child

care institution registered as such with the State Government concerned under the rules made by it under the

Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of

birth issued by the person-in-charge, superintendent, Child Welfare Officer or probation officer of such

institution; or

(vii) In respect of a foreign national, —

(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or

Bhutan, either an Indian visa along with foreign passport or a long-term Visa to India along with currently

valid or expired foreign passport; or

(viii) in respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal

guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act,

1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National

Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act,

1999(44 of 1999) or the Rights of Persons with Disabilities Act, 2016(49 of 2016) and the applicable rules

and regulations made under the said Acts; or

(ix) any other document as the said Department of Social Justice and Empowerment may specify, namely-

For beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned:

(a) the acknowledgement of the beneficiary having undergone the process of enrolment, provided by the

operator at the enrolment centre, containing the Enrolment ID (EID); and

(b) any one of the following documents, having the beneficiary’s photograph, namely: —

(i) Elector’s Photo Identity Card issued by the Election Commission of India;

(ii) Ration card;

(iii) caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a

revenue officer of the State Government, not below the rank of Tahsildar;

(iv) Medical or insurance identity card issued by a government entity or public sector enterprise to a retired

or serving public servant or his family member;

(v) Indian passport;

(vi) certificate or statement of marks of matriculation or 10^th class or higher secondary or 12^th class, issued

by a recognised Board of school education;

(vii) Identity card or other identity document issued to serving or retired public servant by a government

entity or a public sector enterprise;

(viii) disability certificate issued by notified medical authority under Rights of Persons with Disabilities

Rules, 2017, or Unique Disability Identification (UDID) card issued by the Department of Empowerment of

Persons with Disabilities (Divyangjan), Government of India;

(ix) driving licence issued in India;

(x) in respect of a child in need of care and protection or a child in conflict with law, who is housed by child

care institution registered as such with the State Government concerned under the rules made by it under the

Juvenile Justice (Care and Protection of Children) Act, 2015, certificate specifying his date of birth issued by

the person-in-charge, superintendent, Child Welfare Officer or probation officer of such institution; or

(xi) in respect of a foreign national, —

(i) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(ii) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(iii) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(iv) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or

Bhutan, either an Indian visa along with foreign passport or a Long-Term Visa to India along with currently

valid or expired foreign passport; or

(xii) in respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal

guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act,

1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National

Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act,

1999 (44 of 1999), or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules

and regulations made under the said Acts; or

(xiii) any other document as the said Department of Social Justice and Empowerment may specify.

(4) An officer designated by the said Department of Social Justice and Empowerment in this behalf shall

check in respect of the documents presented or the information evidencing the contents thereof under clause

(3), —

(a) the status of the enrolment request by submitting the Enrolment ID (EID) on myAadhaar portal

(https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment ID (EID) and that the enrolment request

does not stand rejected; and

(b) the other documents, and for this purpose, may take the assistance of and share the information presented

with any government entity or an authority that deals with the preparation or maintenance of the information

contained in such documents.

2 In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all

necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement

of Aadhaar number under the said scheme.

3 Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based

modes of authentication (namely, facial image, fingerprints or iris scan-based authentication) fails due to any

reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted,

namely: —

(a) in case any particular biometric-based mode of authentication is not successful, any other mode of

biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and

admissible, be offered;

(b) in cases where biometric-based or one-time pin (OTP) based modes of authentication are not possible,

benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing

offline verification of the digital signature certificate of Unique Identification Authority of India (UIDAI) on

the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the

case may be, be given on the basis of any of the following: -

(i) an Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter

issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password-

protected electronic copy of Aadhaar letter downloadable from the website of Unique Identification Authority

(UIDAI) or accessible using its mAadhaar app), after its genuineness is established through offline

verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps;

(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of Unique Identification

Authority (UIDAI) or accessible using its mAadhaar app), after its genuineness is established through offline

verification of the digital signature certificate of Unique Identification Authority (UIDAI) on the document

through the application developed by the Ministry or Department or scheme implementing agency concerned

for this purpose, in accordance with the details given in this regard on the website of Unique Identification

Authority (UIDAI).

4 Notwithstanding anything contained hereinabove, —

(a) benefit under the said scheme shall not be denied to a child, —

(i) in case of failure to establish his identity by undergoing authentication or to furnish proof of possession

of Aadhaar number; or

(ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar number;

(b) benefit under the said scheme shall be given to such a child by verifying his identity and establishing his

relationship with his parent or legal guardian in the manner specified in the proviso to clause (3) of paragraph

1; and

be reviewed and audited periodically by the Department of Social Justice and Empowerment.

5 In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the benefit

due to them under the said scheme, the Department of Social Justice and Empowerment shall follow the

exception handling mechanism specified in the Office Memorandum no. D-26011/04/2017-DBT, dated the

19^th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India

(available on https://dbtbharat.gov.in).
