का.आ. 5184(अ).— पहचान स्ट्थाजपत करने के जलए आधार संख्या का प्रयोग लोगों को आसानी से और जबना दकसी

रुकावट के सजससडी, लाभ और सेवाएं पाने में सहायता करता है, पहचान साजबत करने के जलए कई प्रकार के िस्ट्तावेिों की

आवश्यकता को समाप्त करता है, प्रदियाओं को सरल बनाता है और पारिर्ििता का संवधिन करता है:

और भारत सरकार (जिसे इसमें इसके पश्चात 'उक्त सरकार' कहा गया है) का सामाजिक न्याय और अजधकाररता

जवभाग (जिसे इसमें इसके पश्चात 'उक्त जवभाग' कहा गया है) अनुसूजचत िाजत, अन्य जपछडा वगि तथा प्रधानमंत्री नागररक

सहायता और आपातकालीन जस्ट्थजत राहत कोष बाल स्ट्कीम (जिसे इसमें इसके पश्चात 'उक्त स्ट्कीम' कहा गया है) के लाभार्थियों

के जलए जन:िुल्क कोचचंग को प्रिाजसत कर रहा है:

और इस स्ट्कीम और उससे संबंजधत िारी अनुिेिों और दििाजनिेिों के अधीन अनुसूजचत िाजत और अन्य जपछडा

वगि के व्यजक्तयों तथा प्रधानमंत्री नागररक सहायता और आपातकालीन जस्ट्थजत राहत कोष बाल स्ट्कीम के लाभार्थियों (जिन्हें

आगे 'लाभाथी' कहा गया है) को जवत्तीय सहायता (जिसे इसमें इसके पश्चात 'उक्त लाभ' कहा गया है) िी िाती है;

और उक्त स्ट्कीम का व्यय भारत की संजचत जनजध से दकया िाता है:

और उक्त सामाजिक न्याय और अजधकाररता जवभाग की वांछा है दक उक्त सरकार, दकसी लाभाथी को उक्त लाभ िेने

की िति के प्रयोिन के अनुसार उसकी पहचान स्ट्थाजपत करने के जलए, यह अपेक्षा करे दक वह लाभाथी अपना सत्यापन कराए,

या आधार संख्या होने का प्रमाण िे, या यदि दकसी व्यजक्त को आधार संख्या नहीं जमला है, तो वह इसके नामांकन के जलए

आवेिन करे:

अत: अब, आधार (जवत्तीय और अन्यक सहाजयदकयों, प्रसुजवधाओं और सेवाओं का लजययत पररिान) अजधजनयम,

2016 (2016 का 18) (जिसे इसमें इसके पश्चात आगे 'उक्त अजधजनयम' कहा गया है) की धारा 7 के उपबंधों के अधीन, भारत

सरकार जनम्नजलजखत को अजधसूजचत करती है, अथाित:—

1. (1) उक्त स्ट्कीम के अधीन बताए गए उक्त लाभ को प्राप्त करने के इच्छुक व्यजक्त को अजधप्रमाजणत करवाने का या आधार

संख्या होने का सबूत िेना अपेजक्षत होगा।

(2) यदि ऐसे व्यजक्त को आधार संख्या नहीं दिया गया है, तो उसे नामांकन के जलए आवेिन करना अपेजक्षत होगा:

परंतु यदि वह व्यजक्त बालक हो, तो ऐसा आवेिन केवल उसके माता-जपता या जवजधक अजभभावक की सहमजत से ही दकया

िाएगा।

(3) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयम 12 के उपबंधों के अनुसार, उक्त सामाजिक न्याय और

अजधकाररता जवभाग उन लाभार्थियों का नामांकन सुजनजश्चत करेगा जिनका नामांकन अभी तक नहीं हुआ है, या उजचत रीजत

से उनके आधार जववरण को अपडेट करेगा। इस रीजत में रजिस्ट्रार के साथ समुजचत उपाय करना, सुजवधािनक स्ट्थानों पर

नामांकन केन्द्र बनाना या स्ट्वयं रजिस्ट्रार बनकर नामांकन की सुजवधाएं िेना िाजमल है:

परंतु िब तक ऐसे लाभाथी को आधार संख्या नहीं जमल िाता, तब तक वह उक्त लाभ पाने के जलए अपनी पहचान

स्ट्थाजपत करने के जलए ऐसे िस्ट्तावेि दिखा सकता है जिसके जलए वह पात्र हैं और िो दिखाने के समय मान्य हैं; या, यदि उक्त

सामाजिक न्याय और अजधकाररता जवभाग द्वारा पहचान के जलए उपलसध कराया गया या अजधकृत सॉफ़्टवेयर, उन िस्ट्तावेिों

की िानकारी को संबंजधत प्राजधकाररयों के डेटाबेस से इलेक्ट्रॉजनक रूप से प्राप्त करने की सुजवधा िेता है िो उन्हें तैयार या

बनाए रखते हैं, तो वह ऐसी िानकारी प्राप्त करने के जलए अपनी सहमजत िे सकता है, िैसे दक:—

अठारह वषि से कम उम्र के ऐसे बालक के जलए जिसे आधार संख्या नहीं दिया गया है:

(क) नामांकन केन्द्र पर ऑपरेटर द्वारा लाभाथी के नामांकन प्रदिया से गुिरने की रसीि, जिसमें नामांकन पहचान िस्ट्तावेि

(अंतर्निजहत पहचान िस्ट्तावेि) हो; और

(ख) इस बात का सायय िेने के जलए दक लाभाथी अठारह वषि से कम उम्र का बालक है, नीचे दिए गए िस्ट्तावेिों में से कोई

भी एक िस्ट्तावेि, अथाित: —

(i) लाभाथी के िन्म के संबंध में िन्म रजिस्ट्टर में की गई प्रजवजि से जलया गया, िन्म और मृत्यु रजिस्ट्रीकरण अजधजनयम,

1969 (1969 का 18) के अधीन िारी िन्म प्रमाण-पत्र;

(ii) भारतीय पासपोटि;

(iii) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडि द्वारा िारी मैररक या 10वीं कक्षा अथवा उच्चतर माध्यजमक या 12वीं कक्षा का

प्रमाण-पत्र या अंक-पत्र;

(iv) िेखभाल और सुरक्षा की आवश्यकता वाले दकसी बालक या जवजध का उल्लंघन करने वाले दकसी बालक के मामले में,

जिसे दकिोर न्याय (बालकों की िेखभाल और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन बनाए गए जनयमों के

अनुसार संबंजधत राज्य सरकार के पास रजिस्ट्रीकृत दकसी बाल िेख-रेख संस्ट्था में रखा गया है, उस संस्ट्था के प्रभारी व्यजक्त,

अधीक्षक, बाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी िन्म प्रमाण-पत्र जिसमें उसकी िन्म जतजथ का उल्लेख

हो; अथवा

(v) दकसी जविेिी नागररक के संबंध में,—

(I) यदि वह भारत का प्रवासी नागररक काडि-धारक है, तो भारत का प्रवासी नागररक काडि;

(II) यदि वह जतसबती िरणाथी है, तो जविेिी क्षेत्रीय रजिस्ट्रीकरण कायािलय द्वारा िारी रजिस्ट्रीकरण प्रमाण-पत्र;

(III) यदि वह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटि;

(IV) यदि वह भारत का प्रवासी नागररक काडि धारक, जतसबती िरणाथी या नेपाल या भूटान का नागररक नहीं है, तो या तो

जविेिी पासपोटि के साथ भारतीय वीिा या भारत का िीघिकाजलक वीजा या वतिमान में वैध या समाप्त हो चुका जविेिी

पासपोटि; या

(ग) माता-जपता या जवजधक अजभभावक के साथ संबंध का प्रमाण िेने के जलए, लाभाथी के फोटो वाले जनम्नजलजखत िस्ट्तावेिों

में से कोई भी एक, अथाित:—

(i) रािन काडि;

(ii) िाजत प्रमाण-पत्र या जनवास प्रमाण-पत्र, िो दकसी ऐसे रािपजत्रत अजधकारी द्वारा िारी दकया गया हो िो कायिकारी

मजिस्ट्रेट या राज्य सरकार का रािस्ट्व अजधकारी हो और जिसका पि तहसीलिार के पि से कम न हो;

(iii) दकसी सरकारी संस्ट्था या साविजनक क्षेत्र के उद्यम द्वारा सेवाजनवृत्त या सेवारत सरकारी कमिचारी या उनके कुटुंब के

सिस्ट्य को िारी दकया गया जचदकत्सा या बीमा पहचान पत्र;

(iv) भारतीय पासपोटि;

(v) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडि द्वारा िारी मैररक या 10वीं कक्षा या उच्चतर माध्यजमक या 12वीं कक्षा का प्रमाण-

पत्र या अंक-पत्र;

(vi) िेखभाल और सुरक्षा की आवश्यकता वाले दकसी बालक या जवजध का उल्लंघन करने वाले दकसी बालक के मामले में,

हो; अथवा

(vii) दकसी जविेिी नागररक के संबंध में,—

(I) यदि वह भारत का प्रवासी नागररक काडि-धारक है, तो भारत का प्रवासी नागररक काडि;

(II) यदि वह जतसबती िरणाथी है, तो जविेिी क्षेत्रीय पंिीकरण कायािलय द्वारा िारी रजिस्ट्रीकरण प्रमाण-पत्र;

(III) यदि वह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटि;

जविेिी पासपोटि के साथ भारतीय वीिा या भारत का लॉन्ग टमि वीिा या वतिमान में वैध या समाप्त हो चुका जविेिी पासपोटि;

या

(viii) ऐसे लाभाथी के संबंध में जिसका कोई जवजधक अजभभावक ित्तक ग्रहण आिेि, या जिसके पास जवजधक अजभभावकता

जसद्ध करने वाला कोई अन्य िस्ट्तावेि है, िो दकसी न्यायालय या सक्षम अजधकारी द्वारा संरक्षक और प्रजतपाल्य अजधजनयम,

1890 (1890 का 8), दकिोर न्याय (बालकों की िेखभाल और संरक्षण) अजधजनयम, 2015' (2016 का 2), राष्ट्रीय

स्ट्वपरायणता, प्रमजस्ट्तष्क घात, मानजसक मंिता और बहु-जन:िक्तताग्रस्ट्त व्यजक्त कल्याण न्यास अजधजनयम, 1999 (1999

का 44) या दिव्यांगिन अजधकार अजधजनयम, 2016' (2016 का 49) और इन जवजधयों के अधीन बने लागू जनयमों और

जवजनयमों के अनुसार िारी दकया गया हो; या

(ix) कोई अन्य िस्ट्तावेि, जिसे उक्त सामाजिक न्याय और अजधकाररता जवभाग जनर्िि करे, िैसे दक-

अठारह वषि या उससे अजधक आयु के ऐसे लाभाथी जिन्हें आधार नंबर आवंरटत नहीं दकया गया है:

(क) नामांकन केंद्र पर ऑपरेटर द्वारा लाभाथी के नामांकन प्रदिया से गुिरने की रसीि, जिसमें अंतर्निजहत पहचान िस्ट्तावेि

हो; और

(ख) इनमें से कोई भी एक िस्ट्तावेि, जिस पर लाभाथी का फोटो हो, िैसे दक:—

(i) भारत जनवािचन आयोग द्वारा िारी मतिाता फोटो पहचान-पत्र;

(ii) रािन काडि;

(iii) िाजत प्रमाण-पत्र या जनवास प्रमाण-पत्र, िो दकसी ऐसे रािपजत्रत अजधकारी द्वारा िारी दकया गया हो िो कायिकारी

मजिस्ट्रेट या राज्य सरकार का रािस्ट्व अजधकारी हो और जिसका रैंक तहसीलिार के पि से कम न हो;

(iv) दकसी सरकारी इकाई या साविजनक क्षेत्र के उद्यम द्वारा सेवाजनवृत्त या सेवारत सरकारी कमिचारी या उनके पररवार के

सिस्ट्य को िारी दकया गया जचदकत्सा या बीमा पहचान पत्र;

(v) भारतीय पासपोटि;

(vi) मान्यता प्राप्त स्ट्कूल जिक्षा बोडि द्वारा िारी मैररकुलेिन या 10वीं कक्षा या उच्चतर माध्यजमक या 12^वीं कक्षा का प्रमाण-

पत्र या अंक-पत्र;

(vii) दकसी सरकारी संस्ट्था या साविजनक क्षेत्र के उपिम द्वारा सेवारत या सेवाजनवृत्त लोक सेवक को िारी दकया गया

पहचान-पत्र या अन्य पहचान िस्ट्तावेि;

(viii) 'दिव्यांगिन अजधकार जनयम, 2017' के अधीन अजधसूजचत जचदकत्सा प्राजधकारी द्वारा िारी दिव्यांगता प्रमाण-पत्र, या

भारत सरकार के दिव्यांगिन सिजक्तकरण जवभाग द्वारा िारी जवजिि दिव्यांगता पहचान पत्र;

(ix) भारत में िारी चालक अनुज्ञजप्त:

(x) िेखभाल और सुरक्षा की िरूरत वाले बालक या जवजध के उल्लंघन वाले बालक के मामले में, जिसे दकिोर न्याय (बालकों

की िेखभाल और संरक्षण) अजधजनयम, 2015 के अधीन बनाए गए जनयमों के अनुसार संबंजधत राज्य सरकार के पास

रजिस्ट्रीकृत बाल िेखभाल संस्ट्था में रखा गया है, उस संस्ट्था के प्रभारी, अधीक्षक, बाल कल्याण अजधकारी या पररवीक्षा

अजधकारी द्वारा िारी िन्म जतजथ बताने वाला प्रमाण पत्र; या

(xi) दकसी जविेिी नागररक के संबंध में,—

(I) यदि वह भारत का प्रवासी नागररक काडि-धारक है, तो भारत का प्रवासी नागररक काडि;

(III) यदि वह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटि;

जविेिी पासपोटि के साथ भारतीय वीिा या भारत का िीघिकाजलक वीिा या वतिमान में वैध या समाप्त हो चुका जविेिी

पासपोटि; या

(xii) ऐसे लाभाथी के संबंध में जिसका कोई जवजधक अजभभावक ित्तक ग्रहण आिेि, या जिसके पास जवजधक अजभभावकता

जवजनयमों के अनुसार िारी दकया गया हो; या

(xiii) कोई अन्य िस्ट्तावेि, जिसे उक्त सामाजिक न्याय और अजधकाररता जवभाग जवजनर्िि करे:

(4) इस कायि के जलए उक्त सामाजिक न्याय और अजधकाररता जवभाग द्वारा जनयुक्त अजधकारी, पैरा का उप-पैरा (3) के अधीन

प्रस्ट्तुत िस्ट्तावेिों या उनमें िी गई िानकारी को साजबत करने वाले िस्ट्तावेिों की िांच करेगा,—

(क) नामांकन आवेिन की जस्ट्थजत िानने के जलए, myAadhaar पोटिल (https://myaadhaar.uidai.gov.in/portal) पर

नामांकन आईडी (ईआईडी) प्रस्ट्तुत करेगा जिससे यह पुजि हो िाए दक नामांकन आईडी (ईआईडी) वैध है या नहीं और

नामांकन आवेिन स्ट्वीकृत हुआ है या नहीं; और

(ख) अन्य िस्ट्तावेिों के जलए, और इस प्रयोिन से, वह दकसी सरकारी संस्ट्था या ऐसी प्राजधकारी की सहायता ले सकता है

और उनके साथ िी गई िानकारी साझा कर सकता है, िो ऐसे िस्ट्तावेिों में जवद्यमान िानकारी को तैयार करने या बनाए

रखने का काम करता है।

2. लाभार्थियों द्वारा उक्त लाभों का सरलता से लाभ प्राप्त करने में मिि करने के जलए, मंत्रालय मीजडया के माध्यम से बडे

पैमाने पर प्रचार करेगा जिससे उन्हें उक्त स्ट्कीम के अधीन आधार नंबर की अपेक्षा के बारे में िानकारी प्राप्त हो सके।

3. यदि दकसी लाभाथी के आधार नंबर का बायोमेररक-आधाररत रीजत (िैसे चेहरे की तस्ट्वीर, उंगजलयों के जनिान या आइररस

स्ट्कैन) से सत्यापन दकसी कारण से (िैसे बायोमेररक िानकारी की खराब गुणवत्ता के कारण) असफल हो िाता है, तो

जनम्नजलजखत उपाय अपनाए िाएंगे:—

(क) अगर बायोमेररक-आधाररत सत्यापन का कोई जविेष पद्धजत सफल नहीं होती है, तो बायोमेररक-आधाररत सत्यापन की

कोई िूसरी पद्धजत या वन-टाइम जपन (ओटीपी) आधाररत सत्यापन का जवकल्प दिया िाएगा, चाहे ऐसा करना संभव और

मान्य हो;

(ख) जिन मामलों में बायोमेररक या वन-टाइम जपन (ओटीपी) के माध्यम से पहचान का सत्यापन करना संभव नहीं है, वहां

यथाजस्ट्थजत आधार जसक्ट्योर दिक ररस्ट्पॉन्स (क्ट्यूआर) कोड या आधार पेपरलेस ऑफलाइन ई-केवाईसी िस्ट्तावेि, पर भारतीय

जवजिि पहचान प्राजधकरण के जडजिटल जसग्नेचर प्रमाण पत्र की ऑफलाइन िांच करके आधार नंबर की वास्ट्तजवकता की पुजि

करने के बाि, जनम्नजलजखत में से दकसी एक के आधार पर उस स्ट्कीम का लाभ दिया िा सकता है:

(i) आधार काडि, आधार पत्र (अथाित, आधार नंबर बनने पर धारक को िारी दकया गया पत्र) या ई-आधार (अथाित, आधार

पत्र की पासवडि-संरजक्षत इलेक्ट्रॉजनक कॉपी जिसे भारतीय जवजिि पहचान प्राजधकरण की वेबसाइट से डाउनलोड दकया िा

सकता है या एमआधार ऐप से एक्ट्सेस दकया िा सकता है) में एक सुरजक्षत दिक ररस्ट्पॉन्स (क्ट्यूआर) कोड होता है। आधार

क्ट्यूआर स्ट्कैनर या एमआधार ऐप का उपयोग करके (क्ट्यूआर) कोड को स्ट्कैन करके ऑफलाइन सत्यापन के िररए इसकी

वास्ट्तजवकता की पुजि की िाती है;

(ii) आधार पेपरलेस ऑफलाइन ई-केवाईसी िस्ट्तावेि (जिसे भारतीय जवजिि पहचान प्राजधकरण की वेबसाइट से डाउनलोड

दकया िा सकता है या इसके एमआधार ऐप से एक्ट्सेस दकया िा सकता है) — इस िस्ट्तावेि पर जवद्यमान भारतीय जवजिि

पहचान प्राजधकरण के जडजिटल जसग्नेचर प्रमाण पत्र का ऑफलाइन सत्यापन करके इसकी वास्ट्तजवकता की पुजि होने के बाि

यह सत्यापन उस एप्लीकेिन के िररए दकया िाएगा जिसे संबंजधत मंत्रालय, जवभाग या स्ट्कीम लागू करने वाली अजभकरण

ने इस काम के जलए बनाया है, और यह प्रदिया भारतीय जवजिि पहचान प्राजधकरण की वेबसाइट पर िी गई िानकारी के

अनुसार होगी।

4. जिसे इसमें अंतर्वि उपयुिक्त दकसी भी बात के होते हुए भी,—

(क) उक्त स्ट्कीम के अधीन दकसी बालक को लाभ से वंजचत नहीं दकया िाएगा—

(i) यदि वह सत्यापन के माध्यम से अपनी पहचान साजबत करने या आधार नंबर होने का सबूत िेने में असमथि रहता है; या

(ii) यदि उसे आधार नंबर नहीं दिया गया है परंतु उसने नामांकन के जलए आवेिन दकया हुआ है;

(ख) उक्त स्ट्कीम के अधीन लाभ ऐसे बालक को उसकी पहचान सत्याजपत करके और पैरा 1 के खंड (3) के उपबंधों में बताई

गई पद्धजत से उसके माता-जपता या जवजधक संरक्षक के साथ उसके संबंध का पता लगाकर दिया िाएगा; और

(ग) िहां खंड (ख) के अधीन लाभ दिया िाता है, वहां उसका ररकॉडि रखा िाएगा, जिसकी समय-समय पर सामाजिक न्याय

और अजधकाररता जवभाग द्वारा समीक्षा और लेखा परीक्षा की िाएगी।

5. यह सुजनजश्चत करने के जलए दक अठारह वषि या उससे अजधक आयु के वास्ट्तजवक लाभार्थियों को इस स्ट्कीम के अधीन जमलने

वाले लाभ से वंजचत न रहना पडे, सामाजिक न्याय और अजधकाररता जवभाग, भारत सरकार के मंजत्रमंडल सजचवालय के

प्रत्यक्ष लाभ अंतरण जमिन के 19 दिसंबर, 2017 के कायािलय ज्ञापन सं. डी-26011/04/2017-डीबीटी

(िो https://dbtbharat.gov.in पर उपलसध है) में बताई गई अपवाि-जनपटान रीजत का अनुसरण करेगा।

6. यह अजधसूचना सरकारी रािपत्र में इसके प्रकािन की तारीख से प्रवृत्त होगी।

NOTIFICATION

New Delhi, the 18th September, 2026

S.O. 5184(E).— Whereas, the use of Aadhaar number to establish identity enables individuals

to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need

for multiplicity of documents to establish identity, simplifies processes and promotes transparency

and efficiency;

And whereas, the Department of Social Justice and Empowerment (hereinafter referred to

as the said Department) in the Government of India (hereinafter referred to as the said Government)

is administering Free Coaching for the Scheduled Caste and Other Backward Classes and

beneficiaries of Prime Minister’s Citizen Assistance and Relief in Emergency Situation Fund

Children Scheme (hereinafter referred to as the said scheme);

And whereas, Financial Assistance (hereinafter referred to as the said benefit) is given to the

for Scheduled Caste and Other Backward Classes and beneficiaries of Prime Minister’s Citizen

Assistance and Relief in Emergency Situation Fund Children Scheme (hereinafter referred to as the

beneficiaries) under the said scheme and the instructions and guidelines issued in respect thereof;

And whereas, expenditure for the said scheme is incurred from the Consolidated Fund of

India;

And whereas, the said Department of Social Justice and Empowerment is desirous that the

said Government, for the purpose of establishing identity of a beneficiary as a condition for the

receipt of the said benefit, require that such beneficiary undergo authentication, or furnish proof of

possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been

assigned, make an application for enrolment;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted

Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016),

(hereinafter referred to as the said Act), the Government of India hereby notifies the following,

namely: —

1. (1) An individual desirous of availing of the said benefit under the said scheme shall be required

to undergo authentication, or furnish proof of possession of Aadhaar number.

(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to

make an application for enrolment:

Provided that if that individual is a child, such application shall be made only with the consent

of his parent or legal guardian.

(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update)

Regulations, 2016, the said Department of Social Justice and Empowerment shall ensure enrolment

of such beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate

measures, including coordination with Registrars and setting up enrolment centres at convenient

locations or providing enrolment facilities by becoming a Registrar itself:

Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his

identity to avail of the said benefit, by presenting the following documents to which he is entitled

and which are valid at the time of presentation, or, in case the software provided or authorised by

the said Department of Social Justice and Empowerment for such identification supports electronic

obtaining of information evidencing the contents of such documents from the database of the

authorities dealing with the preparation or maintenance thereof, by giving his consent for so

obtaining, namely:—

For a child below eighteen years of age to whom an Aadhaar number has not been assigned:

(a) the acknowledgement of the beneficiary having undergone the process of enrolment, provided

by the operator at the enrolment centre, containing the Enrolment Identity Document; and

(b) any one of the following documents to evidence that the beneficiary is a child below eighteen

years of age, namely: —

(i) certificate of birth given under the Registration of Births and Deaths Act, 1969 (18 of 1969), as

extracted from the entry made in the register of births regarding the birth of the beneficiary;

(ii) Indian passport;

(iii) certificate or statement of marks of matriculation or 10^th class or higher secondary or 12^th class,

issued by a recognised board of school education;

(iv) in respect of a child in need of care and protection or a child in conflict with law, who is housed

by Child Care Institution registered as such with the State Government concerned under the rules

made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016),

certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare

officer or probation officer of such institution; or

(v) in respect of a foreign national, —

(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration

Office;

(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of

Nepal or Bhutan, either an Indian visa along with foreign passport or a long-term Visa to India along

with currently valid or expired foreign passport; or

relationship with the parent or legal guardian, namely: —

(i) Ration card;

(ii) caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive

Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;

(iii) Medical or insurance identity card issued by a government entity or public sector enterprise to

a retired or serving public servant or his family member;

(iv) Indian passport;

(v) certificate or statement of marks of matriculation or 10^th class or higher secondary or 12^th class,

issued by a recognised board of school education;

(vi) in respect of a child in need of care and protection or a child in conflict with law, who is housed

by Child Care Institution registered as such with the State Government concerned under the rules

made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016),

certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare

officer or probation officer of such institution; or

(vii) In respect of a foreign national, —

(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration

Office;

(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of

Nepal or Bhutan, either an Indian visa along with foreign passport or a long-term Visa to India along

with currently valid or expired foreign passport; or

(viii) In respect of a beneficiary who has a legal guardian, adoption order or other document to

evidence legal guardianship, which is issued by a court of law or competent authority under the

Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children)

Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy,

Mental Retardation and Multiple Disabilities Act, 1999(44 of 1999) or the Rights of Persons with

Disabilities Act, 2016(49 of 2016) and the applicable rules and regulations made under the said

Acts; or

(ix) Any other document as the said Department of Social Justice and Empowerment may specify.

For beneficiaries aged eighteen years or more to whom an Aadhaar number has not been assigned:

(a) the acknowledgement of the beneficiary having undergone the process of enrolment, provided

by the operator at the enrolment centre, containing the Enrolment Identity Document; and

(b) any one of the following documents, having the beneficiary’s photograph, namely: —

(i) Elector’s Photo Identity Card issued by the Election Commission of India;

(ii) Ration card;

(iii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive

Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;

(iv) Medical or insurance identity card issued by a government entity or public sector enterprise to

a retired or serving public servant or his family member;

(v) Indian passport;

(vi) Certificate or statement of marks of matriculation or 10^th class or higher secondary or 12^th class,

issued by a recognised board of school education;

(vii) Identity card or other identity document issued to serving or retired public servant by a

government entity or a public sector enterprise;

(viii) Disability certificate issued by notified medical authority under Rights of Persons with

Disabilities Rules, 2017, or Unique Disability Identification card issued by the Department of

Empowerment of Persons with Disabilities (Divyangjan), Government of India;

(ix) Driving licence issued in India;

(x) In respect of a child in need of care and protection or a child in conflict with law, who is housed

by Child Care Institution registered as such with the State Government concerned under the rules

made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015, certificate

specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or

probation officer of such institution; or

(xi) In respect of a foreign national, —

(i) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(ii) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration

Office;

(iii) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(iv) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal

or Bhutan, either an Indian visa along with foreign passport or a long-term Visa to India along with

currently valid or expired foreign passport; or

(xii) In respect of a beneficiary who has a legal guardian, adoption order or other document to

evidence legal guardianship, which is issued by a court of law or competent authority under the

Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children)

Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy,

Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999), or the Rights of Persons with

Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said

Acts; or

(xiii) Any other document as the said Department of Social Justice and Empowerment may specify:

(4) An officer designated by the said Department of Social Justice and Empowerment in this behalf

shall check in respect of the documents presented or the information evidencing the contents thereof

under sub- paragraph (3) of paragraph, —

(a) the status of the enrolment request by submitting the Enrolment ID (EID) on myAadhaar portal

(https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment ID (EID) and that the

enrolment request does not stand rejected; and

(b) the other documents, and for this purpose, may take the assistance of and share the information

presented with any government entity or an authority that deals with the preparation or maintenance

of the information contained in such documents.

2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make

all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the

requirement of Aadhaar number under the said scheme.

3. Where the authentication of the Aadhaar number of a beneficiary done through any of the

biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based

authentication) fails due to any reason, such as poor quality of biometric information, the following

remedial mechanisms shall be adopted, namely: —

(a) in case any particular biometric-based mode of authentication is not successful, any other mode

of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever

feasible and admissible, be offered;

(b) in cases where biometric-based or one-time pin (OTP)-based modes of authentication are not

possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar

number by doing offline verification of the digital signature certificate of Unique Identification

Authority of India on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless

Offline e-KYC document, as the case may be, be given on the basis of any of the following:

(i) an Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the

letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e.,

the password-protected electronic copy of Aadhaar letter downloadable from the website of Unique

Identification Authority or accessible using its mAadhaar app), after its genuineness is established

through offline verification by scanning the (QR) code using the Aadhaar QR Scanner or mAadhaar

apps.

(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of Unique

Identification Authority or accessible using its mAadhaar app), after its genuineness is established

through offline verification of the digital signature certificate of Unique Identification Authority on

the document through the application developed by the Ministry or Department or scheme

implementing agency concerned for this purpose, in accordance with the details given in this regard

on the website of Unique Identification Authority.

4 Notwithstanding anything contained hereinabove, —

(a) benefit under the said scheme shall not be denied to a child—

(i) in case of failure to establish his identity by undergoing authentication or to furnish proof of

possession of Aadhaar number; or

(ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar

number;

(b) benefit under the said scheme shall be given to such a child by verifying his identity and

establishing his relationship with his parent or legal guardian in the manner specified in the proviso

to clause (3) of paragraph 1; and

which shall be reviewed and audited periodically by the Department of Social Justice and

Empowerment.

5 In order to ensure that bona fide beneficiaries who are aged eighteen years or more are not deprived

of the benefit due to them under the said scheme, the Department of Social Justice and

Empowerment shall follow the exception handling mechanism specified in the Office Memorandum

no. D-26011/04/2017-DBT, dated the 19^th December, 2017 of the Direct Benefit Transfer Mission,

Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in).
