फा. सं. आरसीडी-15001/1/2024-रेग्यूलेटरी-एफएसएसएआई .— खाद्य सुरक्षा और मानक (जबक्री पर प्रजतषेध

और जनबंधन) जिजनयम, 2011 में और संिोधन करने के जलए कजतपय जिजनयमों का जनम्नजलजखत प्रारूप, जिसे भारतीय खाद्य

सुरक्षा और मानक प्राजधकरण केंद्र सरकार के पूिव अनुमोिन से खाद्य सुरक्षा और मानक अजधजनयम, 2006 (2006 का

संखयांक 34) की धारा 92 की उप-धारा (2) द्वारा प्रित्त िजियों का प्रयोग करते हुए बनाने का प्रस्ट्ताि करता है, इससे

प्रभाजित होने िाले संभाजित सभी व्यजियों को सूचना िेने के जलए उि अजधजनयम की धारा 92 की उप-धारा (1) की अपेक्षा

के अनुसार एतिद्वारा प्रकाजित दकया िाता है और यह नोटटस दिया िाता है दक उि प्रारूप जिजनयमों पर उस तारीख से

साठ दिनों की अिजध समाप्त होने के बाि जिचार दकया िाएगा, जिस तारीख को इस अजधसूचना को प्रकाजित करने िाले

रािपत्र की प्रजतयां िनता को उपलब्ध कराई िाएँगी।

उपभोिाओं को उत्पाि की प्रकृजत और संघटन के संबंध में भ्रामक िानकारी दिए िाने से रोकने के जलए, जनम्नजलजखत

जिजनयम में संिोधन का प्रस्ट्ताि दकया गया है, तादक पनीर के रूप में एनेलॉग उत्पाि के जिजनमावण और जबक्री पर जनबंधन

लगाया िा सके। ‘डेयरी संिभव में एनेलॉग उत्पाि’ श्रेणी के अंतगवत पहले से अनुज्ञप्त या पंिीकृत उत्पािों के नामकरण, लेबललंग

या जिपणन में “पनीर” िब्ि का प्रयोग बंि दकया िाएगा।

उि प्रारूप जिजनयमों के संबंध में दकसी व्यजि से जनर्िवष्ट अिजध की समाजप्त से पूिव प्राप्त होने िाले आक्षेपों अथिा

सुझािों पर भारतीय खाद्य सुरक्षा और मानक प्राजधकरण द्वारा जिचार दकया िाएगा।

प्रारूप जिजनयम

1. इन जिजनयमों को खाद्य सुरक्षा और मानक (जबक्री पर प्रजतषेध और जनबंधन) संिोधन जिजनयम, 2026 कहा िाए।

2. खाद्य सुरक्षा और मानक (जबक्री पर प्रजतषेध और जनबंधन) जिजनयम, 2011 में—

(क) जिजनयम 2.1 में, उप-जिजनयम 2.1.1 में, खंड (11) के पश्चात जनम्नजलजखत खंड िोडा िाएगा, अथावत्:–

“(12) िूध से व्युत्पन्न घटकों से जनर्मवत न दकया गया पनीर।”

Standard-FSSAI, दिनांक 23 मई, 2026 द्वारा संिोजधत दकए गए थे।

FOOD SAFETY AND STANDARDS AUTHORITY OF INDIA

NOTIFICATION

New Delhi, the 22nd September, 2026

F. No. RCD-15001/1/2024-Regulatory-FSSAI.—The following draft of certain regulations, further to amend

the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, which the Food Safety and

Standards Authority of India proposes to make with the previous approval of the Central Government, in exercise of the

powers conferred by sub- section (2) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), is hereby

published as required by sub-section (1) thereof, for the information of all persons likely to be affected thereby; and

notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of a period of sixty

days from the date on which copies of the Official Gazette in which this notification is published are made available to

the public.

The amendment is proposed in the following regulation to restrict manufacturing and sale of analogue product

as paneer so as to prevent misleading of consumer’s regarding the nature and composition of the product. Products

already licensed or registered under ‘Analogue in Dairy Context’ category shall discontinue the use of the term

“Paneer” in their nomenclature, labelling or marketing.

Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards

Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or sent on email at [email protected]

Objections or suggestions, which may be received from any person with respect to the said draft regulations

before the expiry of the period so specified, shall be considered by the Food Safety and Standards Authority.

Draft Regulations

1. These regulations may be called the Food Safety and Standards (Prohibition and Restrictions on Sales)

Amendment Regulations, 2026.

2. In the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011,

a.

in regulation 2.1, in sub-regulation 2.1.1, after clause (11), the following clause shall be inserted, namely: -

“(12) paneer made of constituents not derived from milk.”
