सा.का.जन. 851(अ).— भारत सरकार के रेल मंत्रालय (रेलवे बोडड) ने भारत के रािपत्र, असाधारण, भाग 3, खंड
I, तारीख 16 अक्टूबर, 2002 में प्रकाजित, अजधसूचना सं0 2002/ईआर-3400/16 तारीख 11 अक्टूबर, 2002 द्वारा
अनुसंधान अजभकल्प एवं मानक संगठन, लखनऊ (जिसे इसमें इसके पश्चात् उक्त संगठन कहा गया है) को तारीख 1 िनवरी,
2003 से लखनऊ मुख्यालय के साथ क्षेत्रीय रेल के रूप में घोजित दकया गया था ;
और, भारत सरकार के रेल मंत्रालय (रेलवे बोडड) ने, भारत के रािपत्र, असाधारण, भाग II, खंड 3, उपखंड (i),
तारीख 19 अप्रैल, 2012 में प्रकाजित अजधसूचना सं0 ई (िीपी) 2005/1/60, तारीख 19 अप्रैल, 2012 द्वारा जनम्नजलजखत
जनयमों को, 1 िनवरी, 2004 से, उन बातों के जसवाय जनरजसत कर दिया था, जिन्हें ऐसे जनरसन से पूवड दकया गया है या
करने का लोप दकया गया है, अथाडत् :--
(क) अनुसंधान अजभकल्प एवं मानक संगठन (समूह ‘क’ तकनीकी पि) भती जनयम, 1983 ;
(ख) अनुसंधान अजभकल्प एवं मानक संगठन (समूह 'क' गैर-तकनीकी पि) भती जनयम, 1978 ;

और, अ.अ.मा.सं. को क्षेत्रीय रेल की प्राजस्ट्थजत दिए िाने के पररणामस्ट्वरूप, रेल मंत्रालय (रेलवे बोडड) ने पत्र संख्या
ई(िीपी) 2006/2/36, तारीख 14.09.2006 के अधीन यह जनणडय जलया था दक चयन या सीजमत जवभागीय प्रजतयोगी
परीक्षा के माध्यम से उक्त संगठन में समूह 'ख' पिों पर प्रोन्नजत के जलए, वहीं जनयम या अनुिेि लागू होंगे, िो क्षेत्रीय रेलों के
जवजभन्न जवभागों में समूह ख प्रोन्नजत के जलए लागू होते हैं ।
अत:, अब, राष्ट्रपजत, संजवधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, भारत का
रािपत्र में सा.का.जन. 505, तारीख 16 िून, 1983 द्वारा प्रकाजित अनुसंधान अजभकल्प एवं मानक संगठन (समूह ‘ख’
तकनीकी पि) भती जनयम, 1983 का, इस अजधसूचना के रािपत्र में प्रकािन की तारीख से, उन बातों के जसवाय जवखंडन
करती हैं, जिन्हें ऐसे जवखंडन से पूवड दकया गया था या करने का लोप दकया गया था ।

NOTIFICATION
New Delhi, the 25 September, 2026
G.S.R. 851(E).— Whereas, the Government of India in the Ministry of Railways (Railway Board), vide
notification No. 2002/ER/3400/16, the dated 11th October, 2002 published in the Gazette of India, Extraordinary, Part
III, Section I, dated the 16th October, 2002 declared the Research Designs and Standards Organisation, Lucknow
(hereinafter referred to as the said Organisation) as a Zonal Railway with its headquarters at Lucknow with effect from
the 1st January, 2003;
And, whereas, the Government of India in the Ministry of Railways (Railway Board), vide notification No.
E(GP)2005/1/60, dated the 19th April, 2012 published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-
section (i) dated the 19th April, 2012 has repealed the following rules, except as respects things done or omitted to be
done before such repeal, with effect from the 1st day of January, 2004, namely:-
(a) the Research Designs and Standards Organisation (Group ‘A’ Technical Posts) Recruitment Rules, 1983;
(b) the Research Designs and Standards Organisation (Group ‘A’ Non-technical Posts) Recruitment Rules, 1978;
And whereas, consequent upon grant of status of Zonal Railway to RDSO, the Ministry of Railways (Railway
Board) has taken a decision vide letter no. E(GP) 2006/2/36 dated the 14.09.2006 that, for promotion to Group ‘B’ posts
in the said Organisation through selection or Limited Departmental Competitive Examination, the same set of rules or
instructions that are applicable to Group ‘B’ promotions in the different departments of the Zonal Railways, shall apply.
Now, therefore, in exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby rescinds the Research Designs and Standards Organisation (Group ‘B’ Technical posts), Recruitment
Rules, 1983 published in the Gazette of India vide G.S.R 505, dated the 16th June, 1983, except as respects things done
or omitted to be done before such rescission with effect from the date of publication of this notification in the Official
Gazette.
