भारतीय खाद्य सुरक्षा और मानक प्राजधकरण की अजधसूचना संखया फा. सं. जिगन पर जििेषज्ञ सजमजत- पहली बैठक,
तारीख 28 फरिरी, 2025 द्वारा खाद्य सुरक्षा और मानक (जिगन खाद्य) संिोधन जिजनयम, 2025 का प्रारूप भारत के
रािपत्र, असाधारण, भाग 3, खंड 4 में प्रकाजित की गई थी, जिसमें उससे प्रभाजित होने की संभािना िाले व्यजक्तयों से
उक्त अजधसूचना िाले रािपत्र की प्रजतयां िनता को उपलब्ध कराए िाने की तारीख से साठ दिन की अिजध की समाजि से
पहले आक्षेप और सुझाि आमंजत्रत दकए गए थे;
और िबदक उक्त रािपत्र की प्रजतयां 4 माचच, 2025 को िनता को उपलब्ध करा िी गई थीं;
और िबदक उक्त प्रारूप जिजनयमों पर िनता से प्राि आपजियों और सुझािों पर भारतीय खाद्य सुरक्षा और मानक
प्राजधकरण द्वारा जिचार दकया गया है;

अतः अब, भारतीय खाद्य सुरक्षा और मानक प्राजधकरण, उक्त अजधजनयम की धारा 92 की उप-धारा (1) और उप-
धारा (2) के खंड (फ) द्वारा प्रिि िजक्तयों का प्रयोग करते हुए और केंद्रीय सरकार के पूिाचनुमोिन से खाद्य सुरक्षा और
मानक (िेगन फूड) जिजनयम, 2022 जनम्नजलजखत जिजनयम बनाता है, अथाचत्:
1.
(1) इन जिजनयमों का संजक्षि नाम खाद्य सुरक्षा और मानक (िेगन फूड) िूसरा संिोधन जिजनयम, 2026
है।
(2) ये तारीख 1 अप्रैल, 2027 से प्रिृत होंगे।

खाद्य सुरक्षा और मानक (िेगन फूड) जिजनयम, 2022 में, –
(a)
जिजनयम 5 के उप-जिजनयम 3 में, “प्राजधकरण द्वारा र्नचदिष्ट प्रारूप” िब्िों को “इन जिजनयमों के प्ररूप-I”
से प्रजतस्ट्थाजपत दकया िाएगा।
(b)
जिजनयम 5 के बाि जनम्नजलजखत को अंत: स्ट्थाजपत दकया िाएगा-

जनयाचतक िेि के मान्यता प्राि प्राजधकारी* द्वारा िारी दकया िाने िाला प्रमाणपत्र
(जिजनयम 5 के उप-जिजनयम 3 को िेखें)

12. घोषणापत्र
अधोहस्ट्ताक्षरी प्राजधकृत अजधकारी प्रमाजणत करता है दक ऊपर िर्णचत उत्पाि जनम्नजलजखत आियकताओं को पूरा करते
हैं:
क. खाद्य उत्पाि (उत्पािों) में सुरक्षा मूल्यांकन सजहत दकसी भी उद्देय के जलए कोई पिु परीक्षण
िाजमल नहीं है िब तक दक दकसी जनयामक प्राजधकरण द्वारा प्रिान नहीं दकया गया हो।
ख. नॉन-िेगन उत्पािों की अनेपजक्षत उपजस्ट्थजत को रोकने के जलए उत्पािन, प्रसंस्ट्करण और
जितरण के चरणों को अच्छी जिजनमाचण प्रथाओाँ के अनुरूप उजचत सािधाजनयों के साथ जडिाइन
दकया गया है।
ग. िेगन और नॉन िेगन कच्चे माल को अलग – अलग संग्रजहत दकया िाता है। उपरोक्त कंपनी की
उत्पािन सीमा नॉन िेगन उत्पािों या सामजग्रयों से अलग है।
घ. यह सुजनजश्चत दकया िाना चाजहए दक िाकाहारी उत्पािों का उत्पािन िुरू होने से पहले सभी
संबंजधत मिीनरी, उपकरण, बतचन और सतहों के जलए अच्छी जिजनमाचण प्रथाओं के अनुरूप पूरी
तरह से सफाई या तुलनीय उपाय दकए गए हैं।
ङ. उत्पािों और उनके स्त्रोत का पता लगाने की क्षमता स्ट्थाजपत की गई है।

New Delhi, the 28th September, 2026
F. No. ExpertcommitteeonVegan-1stmeeting.— Whereas the draft of the Food Safety and Standards
(Vegan Foods) Amendment Regulations, 2025 were published, as required under sub-section (1) of section 92 of the
Food Safety and Standards Act, 2006 (34 of 2006) (herein after referred to as the said Act) vide notification of the
Food Safety and Standards Authority of India number F.No. ExpertcommitteeonVegan-1stmeeting, dated the 28th
February, 2025 in the Gazette of India, Extraordinary, Part III, section 4, inviting objections or suggestions from the
persons likely to be affected thereby, before the expiry of the period of sixty days from the date on which the copies of
the Official Gazette containing the said notification were made available to the public;
And whereas, the copies of the said Official Gazette were made available to the public on the 4 th March,
2025;
And whereas, the objections and suggestions received from the public in respect of the said draft regulations
have been considered by the Food safety and Standards Authority of India;
Now, therefore, in exercise of the powers conferred by sub-section (1) and clause (v) of sub-section (2) of
section 92 of the said Act, the Food Safety and Standards Authority of India, with the previous approval of the Central
Government, hereby makes the following regulations further to amend the Food Safety and Standards (Vegan Foods)
Regulations, 2022, namely:

(1)
These regulations may be called the Food Safety and Standards (Vegan Foods) Second
Amendment Regulations, 2026.
(2) They shall come into force on 1st April, 2027.
2. In the Food Safety and Standards (Vegan Foods) Regulations, 2022, –
(a)
in regulation 5, in sub-regulation (3), for the words “the format as specified by the authority is accepted”, the

words and figures “Form-I of these regulations” shall be substituted.
(b)
after regulation 5, the following shall be inserted, namely: -

12. Declarations
The undersigned Authorised Official certifies that the product(s) described above satisfies the following
requirements:
(a)
The food products have not involved any animal testing for any purpose including safety evaluation, unless
provided by any Regulatory Authority.
(b)
The stages of production, processing, and distribution are designed with appropriate precautions in
conformity with good manufacturing practices to avoid the unintended presence of non- vegan substances.
(c) Vegan and non-vegan raw materials are stored separately. The production line of the above company is
separate from non-vegan products or ingredients.
(d) If not separate thorough cleaning or comparable measures in conformity with good manufacturing practices
have been carried out before production of vegan products commences and also for all associated
machinery, equipment, utensils, and surfaces.
(e) Backward traceability of ingredients and their source is established.
