सहबद्ध और स्ट्वास्ट््य देख-रेख वृजि आयोग अजधजनयम, 2021 (2021 का 14) की धारा 11 की उपधारा (1) के खंड (ठ)के

साथ पठठत धारा 66 की उपधारा (1) और उपधारा (2) के खंड (ङ), खंड (झ), खंड (ञ) और खंड (फ) द्वारा प्रदि िजियों

का प्रयोग करते हुए, केंद्रीय सरकार के पूवव अनुमोदन से, स्ट्वायि बोडव और केंद्रीय जनधावरण सजमजत से संबंजधत जनम्नजलजखत

जनयम बनाता है, अथावत् :--

अध्याय 1

प्रारंजभक

1. संजिप्त नाम और प्रारंभ--(1) इन जवजनयमों का संजिप्त नाम स्ट्वायि बोडव और केंद्रीय जनधावरण सजमजत (स्ट्थापन,

गठन, कायव और िजियां) जवजनयम, 2026 है।

(2) ये रािपत्र में उनके प्रकािन की तारीख से प्रवृि होंगे।

2. पठरभाषाएं--(1) इन जवजनयमों में, िब तक संदभव से अन्यथा अपेजित न हो,--

(क) “अजधजनयम” से राष्ट्रीय सहबद्ध और स्ट्वास्ट््य देख-रेख वृजि आयोग अजधजनयम, 2021 (2021 का 14)

अजभप्रेत है ;

(ख) “जनधावरण और रेट ंग बोडव” से अजधजनयम की धारा 29 के अधीन राज्य पठरषद द्वारा गठठत सहबद्ध और

स्ट्वास्ट््य सेवा देख-रेख वृजिजनधावरण और रेट ंग बोडवअजभप्रेत है ;

(ग) “केंद्रीय जनधावरण सजमजत” से ऐसे कतव्य

ों और कायों को, िो जवजनयमन 13 के अधीनजवजनर्दवष्ट दकए िाएं,

करने के अजधजनयम की धारा 11 की उपधारा (1) के खंड (ठ) के अधीन आयोग द्वारा गठठत कोई सजमजत अजभप्रेत है;

(घ) “पैनजलत असेसर” से ऐसे व्यजि अजभप्रेत है,िो सहबद्ध और स्ट्वास्ट््य देख-रेख संस्ट्थानों के जनरीिण और

रेट ंग जनधावरण करने के जलए केंद्रीय जनधावरण सजमजत या स्ट्वायि बोडों द्वारा पैनजलतहैं;

(ङ) “नैजतकता और पंिीकरण बोडव” से अजधजनयम की धारा 29 के अधीन राज्य पठरषद द्वारा गठठत सहबद्ध

और स्ट्वास्ट््य देख-रेख वृजिनैजतकता और पंिीकरण बोडव अजभप्रेत है ;

(च) “स्नातकोिर बोडव” से अजधजनयम की धारा 29 के अधीन राज्य पठरषद द्वारा गठठत स्नातकोिर सहबद्धऔर

स्ट्वास्ट््य देख-रेख जििा बोडवअजभप्रेत है;

(छ) “वृजि आचरण और नैजतकता जवजनयम” से पंिीकृत सहबद्ध और स्ट्वास्ट््य देख-रेख (वृजिक आचरण और

नैजतकता) जवजनयम, 2026अजभप्रेत है;

(ि) “वृजिक पंिीकरणजवजनयम” से सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिकपंिीकरण जवजनयम, 2026 अजभप्रेत

है; और

(झ) “स्नातकपूवव बोडव” से अजधजनयम की धारा 29 के अधीन राज्य पठरषद द्वारा गठठत स्नातकपूवव सहबद्ध और

स्ट्वास्ट््य देख-रेख जििा बोडवअजभप्रेत है ।

(2) इन जवजनयमों में प्रयुक्त िब्दों और अजभव्यजियों के, जिन्हें यहां पठरभाजषत नहीं दकया गया है, लेदकन

अजधजनयम या उसके अधीन बनाए गए जनयमों या दकन्हीं अन्य जवजनयम में पठरभाजषत दकया गया है, वही अथव होंगे, िो

अजधजनयम, जनयमों या जवजनयमों में क्रमिः उनके हैं ।

अध्याय 2

स्ट्वायि बोडव

3. स्ट्वायि बोडों के सदस्ट्यों की संख्या--(1) अजधजनयम की धारा 29 के अधीनयथा जवजनर्दवष्ट राज्य पठरषद द्वारा

गठठत दकए िाने वालेप्रत्येक स्ट्वायि बोडव में न्यूनतम दस सदस्ट्य और अजधकतम बीस सदस्ट्य होंगे, जिसमें एक अध्यि,

सहबद्ध और स्ट्वास्ट््य देख-रेख वृजियों की प्रत्येक मान्यता प्राप्त श्रेणी से न्यूनतम एक सदस्ट्य तथा दो से अनजधक सदस्ट्य

सजममजलत होंगे।

(2) स्ट्वायि बोडों के अध्यि और सदस्ट्यों के पास जनम्नजलजखत योग्यताएं और अनुभव होंगे, अथावत्:--

(क) अध्यि : उत्कृष्ट िमता, जसद्ध प्रिासजनक िमता और सत्यजनष्ठा वाला कोई व्यजि,और दकसी भी मान्यता

प्राप्त जवश्वजवद्यालय से सहबद्ध और स्ट्वास्ट््य देख-रेख वृजि की दकसी भी मान्यता प्राप्त श्रेणी में स्नातकोिर की वृजिक

जडग्री है तथा सहबद्ध और स्ट्वास्ट््य देख-रेख जवज्ञान के िेत्र में पंद्रह वषव से अन्यून का अनुभव है, जिसमें से न्यूनतम

सात वषव सहबद्ध और स्ट्वास्ट््य देख-रेख वृजि के िेत्र में अग्रणी के रूप में होंगे।

(ख) सदस्ट्य: उत्कृष्ट िमता, जसद्ध प्रिासजनक िमता और सत्यजनष्ठा वाला कोई व्यजि,और दकसी भी मान्यता

जडग्री है तथा सहबद्ध और स्ट्वास्ट््य देख-रेख जवज्ञान के िेत्र में दस वषव से अन्यून का अनुभव है, जिसमें से न्यूनतम

पांच वषव सहबद्ध और स्ट्वास्ट््य देख-रेख वृजि के िेत्र में अग्रणी के रूप में होंगे।

(ग) स्ट्वायि बोडों के अध्यि और सदस्ट्य अजधजनयम के अधीनजवजनर्दवष्ट राज्य रजिस्ट् र या केंद्रीय रजिस्ट् र में

सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिक के रूप में पंिीकृत सदस्ट्य होंगे।

(घ) स्ट्वायि बोडों के अध्यि और सदस्ट्य संबंजधत राज्य पठरषद को संबंजधत राज्य सरकार के कमवचाठरयों के

जलए प्रचजलत जनयमों या ददिाजनदेिों के अनुसार आजस्ट्तयों और दाजयत्वोंतथा जहतों के कराव की घोषणा और

जववरणी फाईल करेंगे ।

(ङ) स्ट्वायि बोडों के अध्यि और सदस्ट्य दो वषव की अवजध के जलए पद धारण करेंगे और लगातार दो कायवकाल

के जलए पुनर्नवयुजि के जलए पात्र होंगे:

परंतु स्ट्वायि बोडों के अध्यि या सदस्ट्य सिर वषव की आयु प्राप्त करने पर अपना पद धारण नहीं करेंगे।

4. स्ट्वायि बोडों के कायव--(1)(क) स्नातकपूर्व बोडव, जनम्नजलजखत कायों का पालन करेगा, अथावत् :--

(i) सभी राज्यों में ऐसे स्नातकपूवव मान्यता प्राप्त पाठ्यक्रमों के जलए एकसमान मानकों का पालन सुजनजित करने

के जलए सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिकों के जवजभन्न स्नातकपूवव मान्यता प्राप्त पाठ्यक्रमों के जलए लागू मानकों के

कायावन्वयन का जनधावरण और सुननश्चित करना, आयोग के जनदेिों के अनुसार होगा ;

(ii) सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिकों के स्नातकपूवव मान्यता प्राप्त पाठ्यक्रमों को पढाने वाले संकाय सदस्ट्यों

के जवकास और प्रजििण को सुजवधािनक बनाना, साथ ही ऐसे स्नातकपूवव मान्यता प्राप्त पाठ्यक्रमों में अनुसंधान को

बढावा देना;

(iii) सहबद्ध और स्ट्वास्ट््य सेवा वृजिकोंके जलए मान्यता प्राप्त संस्ट्थानों द्वारा पेि दकए िाने वाले स्नातकपूवव

कायवक्रमों के जनधावरण के जलए आयोग द्वारा अनुमोददत योग्यता-आधाठरत ढांचे को लागू करना;

(iv) उप जवजनयमन (4) के अधीनजवजनर्दवष्ट ऐसी ठरपो ों की तैयारी और प्रस्ट्तुजत और ऐसी अन्य ठरपो ें, िो

राज्य पठरषद या आयोग द्वारा अपेजित हों; और

(v) वह अपने कतव्य

ों के जनववहन में, राज्य पठरषद से जनदेि मांग सकेगा, और राज्य पठरषद को जसफाठरिें कर

सकेगा, िैसा वह आव‍यक समझे ।

(ख) उप-जवजनयम (1) के खंड (क) के स्नातकपूववबोडव के कायों से संबंजधत उपबंध,स्नातकोिर बोडव पर, यथा आव‍यक

पठरवतवन सजहत लागू होंगे, और उसमें स्नातकपूवव मान्यता प्राप्त पाठ्यक्रमों के संदभव को स्नातकोिर मान्यता प्राप्त पाठ्यक्रमों

के संदभव के रूप में समझा िाएगा।

(2) जनधावरण और रेट ंग बोडव जनम्नजलजखत कायव करेगा, अथावत् :--

(क) सहबद्ध और स्ट्वास्ट््य देख-रेख संस्ट्थानों को मान्यता देने के जलए आवेदनों का जनधावरण और सत्यापन

करना, यह सुजनजित करना दक वे जवजनर्दवष्ट न्यूनतम मानकों का अनुपालन करते हैं;

(ख) यह सुजनजित करने के जलए दक उनका जवजनर्दवष्ट न्यूनतम मानकों के साथ अनुपालन है,मान्यता प्राप्त

संस्ट्थानों द्वारा अनुमजत पत्र के अनुदान के जलए आवेदनों का जनधावरण और सत्यापन करना;

(ग) जवजनर्दवष्ट न्यूनतम मानकों के अनुपालन का जनधावरण करने के जलए राज्य पठरषद द्वारा जवजनर्दवष्ट मान्यता

प्राप्त संस्ट्थानों का जनरीिण करना;

(घ) गलती की पहचान के जलए मान्यता प्राप्त संस्ट्थानों द्वारा प्रस्ट्तुत वार्षवक प्रक ीकरण ठरपो व की समीिा

करना ;

(ङ) मान्यता प्राप्त संस्ट्थानों के जवरूद्ध कारवाई करने के जलए राज्य पठरषद को जसफाठरिें देना ;

(च) बोडव इन जवजनयमों के अधीनजवजनर्दवष्ट संस्ट्थानों का जनरीिण करने, आकलन करने और मूल्यांकन करने के

प्रयोिनों के जलए राज्य पठरषद के परामिव और अनुमोदन से जनधावरणकतावओं को सूचीबद्ध कर सकेगा ;

(छ) बोडव या उसकी ओर से पैनजलत असेसर सहबद्ध और स्ट्वास्ट््य देख-रेख पाठ्यक्रम चलाने के जलए अनुमजत

प्राप्त करने वाले ऐसे संस्ट्थानों सजहत सभी मान्यता प्राप्त संस्ट्थानों का संचालन, जनधावरण और रेट ंग करेगा;

(ि) मान्यता प्राप्त संस्ट्थानों द्वारा समपवण आवेदनों और जनकास योिनाओं का जनधावरण करना और तदनुसार

ऐसे समपवण आवेदनों के अनुमोदन के संबंध में राज्य पठरषद की जसफाठरि करना;

(झ) मान्यता प्राप्त संस्ट्थानों का जनधावरण और रेट ंग राज्य पठरषद की वेबसाइ या सावविजनक डोमेन में

उपलब्ध कराया िाएगा; और

(ञ) वह अपने कतव्य

ों के जनववहन मेंराज्य पठरषद से जनदेि मांग सकेगा, और राज्य पठरषद को जसफाठरिें कर

सकेगा, िैसा वह आव‍यक समझे ।

(3) नैजतकता और पंिीकरण बोडव जनम्नजलजखत कायव करेगा, अथावत् :--

(क) सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिक पंिीकरण जवजनयम, 2026 के अधीनजवजनर्दवष्ट राज्य रजिस्ट् र को

बनाए रखना ;

(ख) पंिीकृत सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिक (वृजिकआचरण और नैजतकता) जवजनयम, 2026 के

अनुसार, नैजतकता और वृजिकआचरण मानक संजहता का जवकास और कायावन्वयन सुजनजित करना;

(ग) दकसी पंिीकृत सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिकोंद्वारा वृजिकआचरण और नैजतकता के दकसी भी

उल्लंघन के दकसी अनुरोध या जिकायतों का जनधावरण करना, और ऐसे वृजिकोंको राज्य रजिस्ट् र से ह ाने के जलए

राज्य पठरषद की जसफाठरि करना; और

(घ) वहअपने कतव्य

सकेगा, िैसा वह आव‍यक समझे ।

(4) िब भी आयोग से मांगा िाए,राज्य पठरषद या स्ट्वायि बोडों को संबंजधत राज्य पठरषद और दकसी स्ट्वायि बोडव

के कामकाि, कायवाही और गजतजवजधयों से संबंजधत ऐसी िानकारी, अजभलेख, जववरणी, बयान या ठरपो व प्रस्ट्तुत करने

और ऐसे दस्ट्तावेिों, आंकडों या जववरणों को प्रस्ट्तुत करने की आव‍यकता होगी।

(5) राज्य पठरषद, आदेि द्वारा, स्ट्वायि बोडों की बैठकों के जलए आव‍यक गणपूर्तव, मतदान प्रदक्रया और आचार

संजहता जनधावठरत करेगी।

5. सत्यापन, जनरीिण और मूल्यजनधावरण--(1) सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिकों के पंिीकरण के जलए आवेदन

का सत्यापन,सहबद्ध और स्ट्वास्ट््य देख-रेख संस्ट्थानों की मान्यता या ननम्नलिखित न्यूनतम आव‍यकताओं के अनुसार

संबंजधत स्ट्वायि बोडव द्वारा दकया िाएगा, अथावत् :--

(क) यह सुननश्चित करने के जलए दक सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिक या सहबद्ध और स्ट्वास्ट््य देख-रेख

संस्ट्थान अजधजनयम के अधीन दकसी भी दंड या दकसी अन्य दंड के अधीन नहीं रहा है;

(ख) अनुमजत जनधावरण ठरपो व के संस्ट्था पत्र में अपने सभी अवलोकन प्रदान करना ;

(ग) अपने आवेदन के सत्यापन के जलए सहबद्ध और स्ट्वास्ट््य देख-रेख के संबंजधत िैजिक जववरणों को सत्याजपत

करने के जलए सुसंगत मान्यता प्राप्त संस्ट्थानों से संपकव करना; और

(घ) आवेदन में जवजनर्दवष्ट सभी जववरणों को सत्याजपत करने के जलए, जिसमें आवेदन के साथ प्रस्ट्तुत आवेदक के

पहचान जववरण भी सजममजलत हैं।

(2) सहबद्ध और स्ट्वास्ट््य देख-रेख संस्ट्थानों के सभी जनरीिण और मूल्यआकलन, जवजनयम 6 और जवजनयम 7 के

अधीनजवजनर्दवष्ट प्रदक्रया के अनुसार दकए िाएंगे।

6. जनरीिण करने की प्रदक्रया--(1) संबंजधत स्ट्वायि बोडव राज्य पठरषद की पूवव स्ट्वीकृजत से सहबद्ध और स्ट्वास्ट््य देख-

रेख संस्ट्थान का जनरीिण करने के जलए एक जनरीिण दल का गठन करेगा। जनरीिण दल का गठन तीन सदस्ट्यों से दकया

िाएगा, जिसमें न्यूनतम एक सदस्ट्य संबंजधत स्ट्वायि बोडों से होगा और दो पैनजलत असेसर होंगे, िो सहबद्ध और स्ट्वास्ट््य

देख-रेख वृजिकों के जलए पाठ्यक्रमों की प्रकृजत के आधार पर होंगे, िो जनरीिण दकए िाने वाले संस्ट्थान द्वारा पेि दकए िा

रहे हैं।

(2) राज्य पठरषद ऐसे जनरीिण दल के आवं न के जलए एक जडजि ल तंत्र जवकजसत कर सकेगी, िो सहबद्ध और

स्ट्वास्ट््य देख-रेख संस्ट्थान का जनरीिण करेगा।

(3) संबंजधत स्ट्वायि बोडव जनरीिण करने के जलए जनम्नजलजखत न्यूनतम प्रदक्रयात्मक सुरिा का पालन करेगा, अथावत्

:--

(क) यह संतुष्ट करना दक सहबद्ध और स्ट्वास्ट््य देख-रेख संस्ट्थानों द्वारा जवजनर्दवष्ट न्यूनतम मानकों और सुसंगत

आव‍यकताओं का अनुपालन दकया िा रहा है;

(ख) ऐसे कतव्य

ों के जनववहन में दकए गए सभी जनरीिणों और की गई कारवाई का अजभलेख बनाए रखना, साथ

ही संस्ट्था सत्यापन ठरपो व में सजममजलत दकए िाने के जलए आव‍यक साक्ष्य एकत्र करना ;

(ग) संस्ट्था सत्यापन ठरपो व को आयोग या राज्य पठरषद को उनके आव‍यक जनष्कषों के साथ प्रस्ट्तुत करना ;

(घ) जनरीिण के दौरान प्राप्त कोई भी िानकारी और साथ ही संस्ट्था सत्यापन ठरपो व को गोपनीय रखा िाएगा,

जसवाय इसके दक जवजनयमन 4 के उप-जवजनयम (4) के अधीन आव‍यक है या यदद आयोग या राज्य पठरषद द्वारा

अन्यथा जनदेजित दकया गया है; और

(ङ) जहतों के कराव की जस्ट्थजत के मामले में कोई जनरीिण नहीं दकया िाएगा।

(4) संबंजधत स्ट्वायि बोडव की ओर से पैनजलत असेसरों द्वारा दकया िा रहा कोई जनरीिण, उप-जवजनयम (1), उप-

जवजनयम (2), उप-जवजनयम (3) और उप-जवजनयम (4) में जवजनर्दवष्ट प्रदक्रया के अनुसार भी संचाजलत दकया िाएगा ।

7. रेट ंग जनधावरण करने की प्रदक्रया--(1) संबंजधत स्ट्वायि बोडव रेट ंग जनधावरण के प्रयोिन के जलए दकसी मान्यता

प्राप्त संस्ट्थान से दकसी समय िानकारी, स्ट्पष्टीकरण, दस्ट्तावेि या जडजि ल सामग्री मांग सकेगा ।

(2) संबंजधत स्ट्वायि बोडव ऐसी कायवप्रणाली भी जवकजसत करेगा, जिसके अधीन मान्यता प्राप्त संस्ट्थानों की उनके

प्रदिवन के जलए लगातार जनगरानी की िाएगी, जिससे जनधावरण और रेट ंग होगी:

परंतु मान्यता प्राप्त संस्ट्थानों की रेट ंग जनम्नजलजखत सांकेजतक मापदंडों के आधार पर होगी, जिसमें संबंजधत मापदंडों

को उजचत भार ददया िाएगा, अथावत् :--

(क) जवजनर्दवष्ट मानकों का अनुपालन;

(ख) जििण के अजभनव तरीकों के माध्यम से िैिजणक उत्कृष्टता ददखाई गई और छात्रों को पाठ्यक्रम

(जवजनर्दवष्ट के अजतठरि) पेि दकए गए;

(ग) मान्यता प्राप्त संस्ट्थान का अनुसंधान उत्पादन जिसने जवद्यमान ज्ञान में योगदान ददया है और मान्यता प्राप्त

संस्ट्थान द्वारा बनाए गए अनुसंधान का प्रभाव है ;

(घ) छात्र अनुिासन और मान्यता प्राप्त संस्ट्थान द्वारा बनाया गया संतोषिनक जििण और सीखने का

वातावरण;

(ङ) उनके उजचत महत्व के साथ मान्यता प्राप्त संस्ट्थान के जवजभन्न मामलों पर छात्र प्रजतदक्रया;

(च) राष्ट्रीय और अंतरावष्ट्रीय स्ट्तर पर िैिजणक गजतजवजधयों के साथ-साथ खेल और सामाजिक गजतजवजधयों में छात्रों

या संकाय की भागीदारी; और

(छ) मान्यता प्राप्त संस्ट्थान में खेल और सामाजिक गजतजवजधयों के जलए सुजवधाओं की उपजस्ट्थजत।

(3) संबंजधत स्ट्वायि बोडव की ओर से पैनजलत असेसरों द्वारा की िा रही कोई रेट ंग जनधावरण उप-जवजनयम (1) और

(2) के अधीनजवजनर्दवष्ट प्रदक्रया के अनुसार भी आयोजित की िाएगी।

8. प्रकीणव--(1) स्ट्वायि बोडों को राज्य पठरषद के सजचवालय द्वारा सहायता प्रदान की िाएगी।

(2) स्ट्वायि बोडों के सभी व्यय, जिनमें स्ट्वायि बोडों के सदस्ट्यों के भिे, बैठक फीससजममजलत हैं, संबंजधत राज्य

सहबद्ध और स्ट्वास्ट््य देख-रेख जनजध से भुगतान दकए िाएंगे।

अध्याय 3

गैर-कायावत्मक राज्य पठरषद के साथ राज्य या संघ राज्य िेत्र

(केंद्रीय जनधावरण सजमजत)

9. केंद्रीय जनधावरण सजमजत का गठन--(1) िहां दकसी राज्य या संघ राज्यिेत्र में एक कायावत्मक राज्य पठरषद

स्ट्थाजपत नहीं की गई है, िो जवजनयमन 4 में संदर्भवत स्ट्वायि बोडों के कायों का जनष्पादन करती है, वहां आयोग की समग्र

देख-रेख में एक सजमजत, अथावत् केंद्रीय जनधावरण सजमजत का गठन दकया िाएगा और आयोग के सजचवालय द्वारा सहायता

की िाएगी।

(2) केंद्रीय जनधावरण सजमजत में न्यूनतम दस सदस्ट्य और अजधकतम तीस सदस्ट्य होंगे, जिसमें एक अध्यि, प्रत्येक

वृजिक पठरषद से न्यूनतम एक सदस्ट्य और तीन से अनजधक सदस्ट्य होंगे :

परंतु प्रत्येक वृजिक पठरषद के अध्यि को उसके अजधकतम दो सदस्ट्यों के साथ चुना िा सकेगा,िैसा आव‍यक हो:

परंतु यह और दक सदस्ट्यों की जनयुजि पर जवचार करने के जलए, प्रत्येक मान्यता प्राप्त श्रेणी के भीतर वृजिकोंके

प्रजतजनजधत्व पर जवचार दकया िा सकेगा । केंद्रीय जनधावरण सजमजत के अध्यि और सदस्ट्यों की जनयुजि आयोग द्वारा की

िाएगी। उि सजमजत में अजतठरि सदस्ट्यों को जनयुि दकया िा सकेगी, जिससे यह सुजनजित दकया िा सके दक राज्यों और

संघ राज्यिेत्रों, जविेष रूप से उन राज्यों और संघ राज्यिेत्रोंको, जिनकी कोई कायावत्मक राज्य पठरषद नहीं है, उजचत

प्रजतजनजधत्व प्रदान दकया िाए।

10. पदावजध--केंद्रीय जनधावरण सजमजत के सदस्ट्य दो वषव की अवजध के जलए पद धारण करेंगे और दो जनरंतर

कायवकालों के जलए पुनर्नवयुजि के जलए पात्र होंगे:

परंतु केंद्रीय जनधावरण सजमजत के अध्यि को जवजभन्न सहबद्ध और स्ट्वास्ट््य देख-रेख वृजिकों से संबंजधत सजमजत के

सदस्ट्यों के बीच वार्षवक आधार पर चक्रानुक्रम के आधार पर जनयुि दकया िाएगा:

परंतु यह और दक केंद्रीय जनधावरण सजमजत के अध्यि या सदस्ट्य सिर वषव की आयु प्राप्त करने पर अपना पद धारण

नहीं करेंगे।

11. ह ाया िाना--केंद्रीय जनधावरण सजमजत के अध्यि या दकसी सदस्ट्य को ह ाया िाएगा, यदद वह,--

(1) ददवाजलया घोजषत दकया गया है ; या

(2) दकसी ऐसे अपराध का दोषी ठहराया गया है, जिसमें आयोग की राय में नैजतक अधमता अंतववजलत है; या

(3) केंद्रीय जनधावरण सजमजत के सदस्ट्य के रूप में कायव करने में िारीठरक या मानजसक रूप से अिम हो गया है ;

या

(4) मानजसक रूप से अस्ट्वस्ट्थ हो गया है और सिम न्यायालय द्वारा ऐसा घोजषत दकया गया है ; या

(5) ऐसी जविीय या अन्य जहत अर्िवत कर जलया है, जिससे केंद्रीय जनधावरण सजमजत के सदस्ट्य के रूप में उसके

कायों पर प्रजतकूल प्रभाव पडने की संभावना है या जहतों के कराव की आव‍यकताओं का उल्लंघन होता है; या

(6) लागू आचार संजहता का उल्लंघन दकया है ; या

(7) उन्होंने अपनी जस्ट्थजत का इस प्रकार दुरुपयोग दकया है दक केंद्रीय जनधावरण सजमजत में उनका बने रहना

सावविजनक जहत के जलए हाजनकारक हो गया है :

परंतु केंद्रीय जनधावरण सजमजत के ऐसे दकसी भी सदस्ट्य को इन जवजनयमों के अधीन उनके पद से तब तक नहीं ह ाया

िाएगा िब तक दक उसे सुनवाई का उजचत अवसर न ददया गया हो:

परंतुयह और दक यदद आयोग ऐसा जनणवय लेता है तो ऐसे सदस्ट्य को तीन मास से पहले कतव्य

ों से मुि कर ददया

िाएगा या तीन मास से अजधक समय तक तब तक बने रहने की अनुमजत दी िाएगी, िब तक उिराजधकारी जनयुि नहीं

दकया िाता है।

12. भिे और अन्य व्यय--केंद्रीय जनधावरण सजमजत के अध्यि और सदस्ट्य ऐसे यात्रा भिे, आवास भिे, बैठक फीस

और आयोग द्वारा जनर्दवष्ट अन्य लाभों के हकदार होंगे। केंद्रीय जनधावरण सजमजत के सभी व्यय, जिसमें उि सजमजत के अध्यि

और सदस्ट्यों को ददए िाने वाले भिे या दकसी उप-सजमजत के, यदद कोई गठठत की गई है, और दकसी जविेषज्ञ की जनयुजि

के जलए भुगतान की िाने वालीफीसका भुगतान आयोग द्वारा राष्ट्रीय सहबद्ध और स्ट्वास्ट््य देख-रेख जनजध से राष्ट्रीय सहबद्ध

और स्ट्वास्ट््य देख-रेख वृजि जनयम, 2021 के जनयम 19 के उपजनयम (2) में जनर्दवष्ट प्रदक्रया के अनुसार दकया िाएगा:

परंतु केंद्रीय जनधावरण सजमजत द्वारा आयोग की पूवव जलजखत मंिूरी प्राप्त दकए जबना अपने दम पर कोई व्यय उपगत

नहीं दकया िाएगा।

13. सजमजत के कायव--केंद्रीय जनधावरण सजमजत इन जवजनयमों में जवजनर्दवष्ट स्ट्वायि बोडों के कायों का जनष्पादन करेगी

और जवजनयम 5, जवजनयम6 और जवजनयम7 में जवजनर्दवष्ट सहबद्ध और स्ट्वास्ट््य देख-रेख संस्ट्थानों के सत्यापन, जनरीिण और

रेट ंग जनधावरण के संचालन की रीजत, प्रदक्रया का भी पालन करेगी।

NATIONAL COMMISSION FOR ALLIED AND HEALTHCARE PROFESSIONS

NOTIFICATION

New Delhi, the 28th September, 2026.

No. Z-1011/15/2025/NCAHP(AHS).— In exercise of the powers conferred by sub-section (1) and

clauses (e), (i), (j) and (v) of sub-section (2) of section 66 read with clause (l) of sub-section (1) of section

11 of the National Commission for Allied and Healthcare Professions Act, 2021 (14 of 2021), the National

Commission for Allied and Healthcare Professions, with the previous approval of the Central Government

hereby makes the following regulations relating to Autonomous Boards and Central Assessment

Committee, namely: –

CHAPTER I

PRELIMINARY

1. Short title and commencement. – (1) These regulations may be called the Autonomous Boards

and Central Assessment Committee (Establishment, Constitution, Functions and Powers)

Regulations, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions.– (1) In these regulations, unless the context otherwise requires, –

(a) “Act” means the National Commission for Allied and Healthcare Professions Act, 2021 (14 of

2021);

(b) “Assessment and Rating Board” means the Allied and Healthcare Professions Assessment and

Rating Board as constituted by the State Council under section 29 of the Act;

clause (l) of sub-section (1) of section 11 of the Act to undertake such duties and functions as

specified under regulation 13;

(d) “empanelled assessors” means such persons as empanelled by the Central Assessment

Committee or the Autonomous Boards for conducting inspections and rating assessments of allied

and healthcare institutions;

(e) “Ethics and Registration Board” means the Allied and Healthcare Professions Ethics and

Registration Board as constituted by the State Council under section 29 of the Act;

(f) “Post-graduate Board” means the Post-graduate Allied and Healthcare Education Board as

constituted by the State Council under section 29 of the Act;

(g) “Professional Conduct and Ethics Regulations” means Registered Allied and Healthcare

Professionals (Professional Conduct and Ethics) Regulations, 2026;

(h) “Registration of Professionals Regulations” means the Registration of Allied and Healthcare

Professionals Regulations, 2026; and

(i) “Under-graduate Board” means the Under-graduate Allied and Healthcare Education Board as

constituted by the State Council under section 29 of the Act.

(2) Words and expressions used in these regulations and not defined herein, but defined in the Act or the

rules or any other regulations made thereunder, shall have the meaning assigned to them in the Act, rules or

regulations, respectively.

CHAPTER II

AUTONOMOUS BOARDS

3. Number of members of Autonomous Boards. – (1) The Autonomous Boards to be constituted by

the State Council as specified under section 29 of the Act, shall consist of minimum of ten

members and maximum of twenty members each, including a president, with at least one member

and not more than two members from each recognised category of allied and healthcare

professions.

(2) The president and members of the Autonomous Boards shall have the following qualifications and

experience, namely: –

(a) President: A person having an outstanding ability, proven administrative capacity and

integrity and possessing a postgraduate degree in any recognised category of allied and

healthcare profession from any recognised university with experience of not less than fifteen

years in the field of allied and healthcare sciences, out of which at least seven years shall be as

a leader in the area of allied and healthcare professions.

(b) Members: A person having an outstanding ability, proven administrative capacity and

integrity and possessing a postgraduate degree in any recognised category of allied and

healthcare profession from any recognised university with experience of not less than ten

years in the field of allied and healthcare sciences, out of which at least five years shall be as a

leader in the area of allied and healthcare professions.

Act.

(d) The president and members of the Autonomous Boards shall declare and file return of

assets and liabilities and conflict of interest to the concerned State Council in the manner as

per prevalent rules or guidelines for employees of the concerned State Government.

(e) The president and members of the Autonomous Boards shall hold office for a term of two

years and shall be eligible for reappointment for two consecutive terms:

Provided that the president or members of the Autonomous Boards shall not hold their

office upon attaining the age of seventy years.

4. Functions of Autonomous Boards.– (1)(a) The Under-graduate Board shall perform the following

functions, namely: –

(i) determine and ensure the implementation of applicable standards for various undergraduate

recognised courses of allied and healthcare professions, in accordance with directions of the

Commission, to ensure that uniform standards are followed for such undergraduate recognised

courses across all States;

(ii) facilitate development and training of faculty members teaching undergraduate recognised

courses of allied and healthcare professions, along with promotion of research in such

undergraduate recognised courses;

(iii) implement competency-based frameworks as approved by the Commission, for evaluation of

undergraduate programs sought to be offered by recognised institutions for allied and healthcare

professionals;

(iv) preparation and submission of such reports as specified under sub-regulation (4) and such other

reports as may be required by the State Council or Commission; and

(v) in the discharge of its duties, it may seek directions from the State Council, and it may make

recommendations to the State Council, as it deems necessary.

(b) The provisions of clause (a) of sub-regulation (1) relating to the functions of the Under-graduate

Board shall apply mutatis mutandis to the Post-graduate Board, and any reference therein to

undergraduate recognised courses shall be construed as a reference to postgraduate recognised

courses.

(2) The Assessment and Rating Board shall perform the following functions, namely: –

(a) evaluate and verify applications for grant of recognition to allied and healthcare institutions, to ensure

their compliance with specified minimum standards;

(b) evaluate and verify applications for grant of letter of permission by recognised institutions, to ensure

their compliance with specified minimum standards;

compliance with specified minimum standards;

(d) review annual disclosure reports submitted by recognised institutions for identification of lapses;

(e) provide recommendations to the State Council to take actions against recognised institutions;

(f) the board may empanel assessors in consultation and approval of the State Council for purposes of

conducting inspections, assess and rate the institutions as specified under these regulations;

(g) the board or empanelled assessor on its behalf shall conduct, assess and rate all recognised institutions

including such institutions to be granted permission for running allied and healthcare courses;

(h) evaluate surrender applications and exit plans by recognised institutions and accordingly recommend

the State Council regarding the approval of such surrender applications;

(i) assessment and ratings of recognised institutions shall be made available in the website of the State

Council or in public domain; and

(j) in the discharge of its duties, it may seek directions from the State Council, and it may make

recommendations to the State Council, as it deems necessary.

(3) The Ethics and Registration Board shall perform the following functions, namely. -

(a) maintain the State Register as specified under the Registration of Allied and Healthcare Professionals

Regulations, 2026;

(b) develop and ensure implementation of the code of ethics and standards of professional conduct, in

accordance with the Registered Allied and Healthcare Professionals (Professional Conduct and Ethics)

Regulations, 2026;

registered allied and healthcare professional, and recommend the State Council for the removal of such

professionals from the State Register; and

(d) in the discharge of its duties, it may seek directions from the State Council, and it may make

recommendations to the State Council, as it deems necessary.

(4) The State Council or Autonomous Boards shall require to furnish such information, records,

returns, statements or reports, and to produce such documents, data or particulars, relating to the

functioning, proceedings and activities of the respective State Council and any Autonomous Board, to

the Commission whenever sought.

(5) The State Council shall, by order, determine the quorum required for meetings of the Autonomous

Boards, voting procedure and code of conduct.

5. Verification, inspection and rating assessment. – (1) Verification of an application for

registration of allied and healthcare professionals or recognition of allied and healthcare institutions

shall be conducted by the concerned Autonomous Board in accordance with the following

minimum requirements, namely: –

(a) to ensure that the allied and healthcare professionals or allied and healthcare institution has not been the

subject of any penalty or any such other penalties under the Act;

(b) to provide all their observations in the Institution Letter of Permission Assessment Report;

and healthcare professional for verification of his application; and

(d) to verify all the details specified in the application, including the identity details of applicant as

furnished along with the application.

(2) All inspections and rating assessments of allied and healthcare institutions shall be conducted in

accordance with the procedure specified under regulations 6 and 7.

6. Procedure for conducting inspection. – (1) The concerned Autonomous Board shall

constitute an inspection team to conduct inspection of allied and healthcare institution, with

the prior approval of the State Council. The inspection team shall be constituted of three

members with at least one member from the relevant Autonomous Boards and two

empanelled assessors, based on the nature of courses for allied and healthcare professionals

that are being offered by the institution to be inspected.

(2) The State Council may develop a digital mechanism for allotment of such inspection team that will

carry the inspection of an allied and healthcare institution.

(3) The concerned Autonomous Board shall, abide by the following minimum procedural safeguard

for conducting an inspection, namely: –

(a) satisfy that the specified minimum standards and the relevant requirements are being complied with by

the allied and healthcare institutions;

(b) maintain a record of all inspections made and action taken in the performance of such duties, as well as

collect necessary evidence to be included in the Institution Verification Report;

necessary findings;

(d) any information acquired during the course of inspection as well as the Institution Verification Report

shall be kept confidential, except as required under sub-regulation (4) of regulation 4 or if directed

otherwise by the Commission or State Council; and

(e) no inspection shall be conducted in case of presence of any conflict of interest.

(4) Any inspection being carried out by empanelled assessors, on behalf of the concerned Autonomous

Board, shall also be conducted in accordance with the procedure specified in sub-regulations (1), (2),

(3) and (4).

7. Procedure for conducting rating assessment. – (1) The concerned Autonomous Board

may seek information, clarification, documents, or digital material from a recognised

institution at any time for the purpose of rating assessment.

(2) The concerned Autonomous Board shall also develop such methodology, whereby the recognised

institutions are continuously monitored for their performance, leading to assessment and rating:

Provided that the rating of recognised institutions shall be based on the following indicative

parameters, with due weightage assigned to the respective parameters, namely: –

(a) compliance with the specified standards;

(b) academic excellence shown through innovative methods of teaching adopted and courses (other than

specified) offered to the students;

research impact created by the recognised institution;

(d) student discipline and satisfactory teaching and learning environment created by the recognised

institution;

(e) the student feedback on various affairs of the recognised institution, with due weightage assigned to

them;

(f) participation of students or faculty in academic activities as well as sports and social activities at

national and international level; and

(g) presence of facilities for sports and social activities in the recognised institution.

(3) Any rating assessment being carried out by empanelled assessors, on behalf of the concerned

Autonomous Board, shall also be conducted in accordance with the procedure specified under sub-

regulations (1) and (2).

8. Miscellaneous. – (1) The Autonomous Boards shall be assisted by the Secretariat of the State

Council.

(2) All expenses of the Autonomous Boards, including the allowances, sitting fee of the members of the

Autonomous Boards, shall be paid from the respective State Allied and Healthcare Fund.

CHAPTER III

STATE OR UNION TERRITORY WITH NON-FUNCTIONAL STATE COUNCIL

(CENTRAL ASSESSMENT COMMITTEE)

9. Constitution of Central Assessment Committee. – (1) Where there is no functional State

Council has been established in a State or Union territory, to perform the functions of the

Autonomous Boards as referred to in regulation 4, a committee namely, Central Assessment

Committee shall be constituted under the overall supervision of the Commission and shall be

assisted by the Secretariat of the Commission.

(2) The Central Assessment Committee shall consist of a minimum of ten members and a maximum of

thirty members, including a president, with at least one member and not more than three members from

each Professional Council:

Provided that the president of each Professional Council along with a maximum of two of its

members may be selected, as may be required.

Provided further that for considering the appointment of the members, representation of professions

within each recognised category may be considered. The president and members of the Central

Assessment Committee shall be appointed by the Commission. Additional members to the said

Committee may be appointed to ensure due representation is provided to the States and Union

territories particularly those without a functional State Council.

10. Term of office. – The members of the Central Assessment Committee shall hold office for a term

of two years and shall be eligible for reappointment for two consecutive terms:

Provided that the president of the Central Assessment Committee shall be annually appointed on a

rotational basis among the members of said Committee from different allied and healthcare

professions:

Provided further that the president or members of the Central Assessment Committee shall not hold

their office upon attaining the age of seventy years.

11. Removal. – President or any member of the Central Assessment Committee shall be removed in the

following manner, namely, if he: –

(1) been adjudged insolvent; or

(2) been convicted of an offence which, in the opinion of the Commission, involves moral turpitude; or

(3) become physically or mentally incapable of acting as a member of the Central Assessment Committee;

(4) become mentally unsound and stand so declared by a competent court; or

(5) acquired such financial or other interest as is likely to affect prejudicially his functions as a member of

the Central Assessment Committee or violated the requirements of conflict of interest; or

(6) breached the applicable code of conduct; or

(7) so abused his position as to render his continuance in the Central Assessment Committee prejudicial to

the public interest:

Provided that no such member of the Central Assessment Committee shall be removed

from their office under these regulations unless he has been given a reasonable opportunity of

being heard:

Provided further that such member shall be relieved from duties earlier than three months

or be allowed to continue beyond three months until a successor is appointed, if the Commission so

decides.

12. Allowances and other expenses. – The president and members of the Central Assessment

Committee shall be entitled to such travel allowances, accommodation allowances, sitting fee and

such other benefits as specified by the Commission. All expenses of the Central Assessment

Committee, including the allowances paid to the president and members of the said Committee or

that of any sub-committees, if any constituted, and the charges to be paid for the engagement of

any experts, shall be paid by the Commission out of the National Allied and Healthcare Fund in

accordance with the procedure as specified in sub-rule (2) of rule 19 of the National Commission

for Allied and Healthcare Rules, 2021:

Provided that no expenses shall be incurred by the Central Assessment Committee on its own

without obtaining the prior written approval of the Commission.

13. Functions of the Committee. – The Central Assessment Committee shall perform the functions of

Autonomous Boards as referred to in these regulations and also follow the manner, procedure to

conduct verification, inspection and rating assessment of allied and healthcare institutions as

specified in regulations 5, 6 and 7.
