का.आ. 5471(अ).— िबदक, मेससस एसएईएल इंडस्ट्रीज़ जलजमटेड, जिसका पंिीकृत कायासलय मकान नंबर 44,
मॉडल टाउन, गुरुहरसहाय, दिरोिपुर, पंिाब-152022, भारत में जस्ट्ित है, ने रांसजमिन योिना “मेससस एसएईएल
इंडस्ट्रीज़ जलजमटेड को िाईएसआर कडपा, आंध्र प्रदेि में जस्ट्ित उनकी 300 मेगािाट सोलर पािर प्रोिेक्ट के जलए
कनेजक्टजिटी प्रदान करने हेतु पारेषण प्रणाली” के तहत ओिरहेड रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम,
2003 की धारा 164 के अंतगसत प्राजधकृत करने हेतु आिेदन दकया है।
और िबदक, जिद्युत मंत्रालय, भारत सरकार ने अपने पत्र सं. No. 25-17/17/2025-PG (MoP) ददनांक
20.01.2025 के द्वारा रांसजमिन योिना “मेससस एसएईएल इंडस्ट्रीज़ जलजमटेड को िाईएसआर कडपा, आंध्र प्रदेि में
जस्ट्ित उनकी 300 मेगािाट सोलर पािर प्रोिेक्ट के जलए कनेजक्टजिटी प्रदान करने हेतु पारेषण प्रणाली” के अंतगसत आने
िाली ओिरहेड रांसजमिन लाइन के जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगसत पूिस अनुमोदन प्रदान दकया िा।
मेससस एसएईएल इंडस्ट्रीज़ जलजमटेड ने स्ट्िानीय समाचार पत्रों स्ट्ितंत्र िातास (हहंदी में) ददनांक 11.03.2025,
प्रिािक्ती (तेलुगु में) ददनांक 11.03.2025, द टाइम्स ऑफ़ इंजडया (अंग्रेिी में) ददनांक 11.03.2025 और भारत के
साप्ताजहक रािपत्र ददनांक 12.04.2025 में रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन मागस पर प्रकािन की तारीख
से 2 महीने के भीतर आम िनता की टटप्पजणयों / अभ्यािेदन की मांग करते हुए नोटटस प्रकाजित दकया िा। इसके पश् चात,
मेससस एसएईएल इंडस्ट्रीज़ जलजमटेड ने 12.06.2026 ददनांदकत एक हलिनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई है दक

भारत सरकार के आजधकाटरक रािपत्र एिं स्ट्िानीय समाचार पत्रों में प्रकािन की तारीख से 2 महीने के भीतर कोई
टटप्पणी/अभ्यािेदन प्राप्त नहीं हुआ है।
और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत रांसजमिन योिना "मेससस एसएईएल
इंडस्ट्रीज़ जलजमटेड को िाईएसआर कडपा, आंध्र प्रदेि में जस्ट्ित उनकी 300 मेगािाट सोलर पािर प्रोिेक्ट के जलए
कनेजक्टजिटी प्रदान करने हेतु पारेषण प्रणाली” के तहत ओिरहेड रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजक्तयां
प्रदान करने का अनुरोध दकया है, िो भारतीय टेलीग्राि अजधजनयम, 1885 के तहत टेलीग्राि के प्रयोिन के जलए सरकार
द्वारा स्ट्िाजपत अििा अनुरजित दकये गए टेलीग्राि लाइन एिं खम्भे या इस प्रकार की स्ट्िापना और अनुरिण दकये िाने के
जलए, टेलीग्राि प्राजधकरण को प्राप्त हैं। इस योिना के अंतगसत जनम्नजलजखत ओिरहेड रांसजमिन लाइन हैं:
1. मेससस एसएईएल इंडस्ट्रीि जलजमटेड का िनरेिन पूहलंग स्ट्टेिन (गांि: ददगुिा कल्िाताला, मंडल: पेद्दामुजडयम, जिला:
िाईएसआर कडपा, आंध्र प्रदेि) से कुरनूल- III पीएस (आईएसटीएस एस/एस) 220 केिी एस/सी लाइन डी/सी और एम/सी
टािरों पर [लाइन की लंबाई लगभग 26.5 km है, जिसमें से लगभग 1-2 km का जहस्ट्सा (कुरनूल-III PS की तरि से)
मल्टी-सर्कसट टािरों पर बनाया िाएगा]।
उपरोक्त योिना के अंतगसत ओिरहेड रांसजमिन लाइन आंध्र प्रदेि राज्य के जनम् नांदकत गााँिों, कस्ट्बों और िहरों से होकर,
उन पर से, उनके आसपास से और बीच से होकर गुज़रेगी।

अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद युत अजधजनयम, 2003 की धारा
164 के अंतगसत, मेससस एसएईएल इंडस्ट्रीज़ जलजमटेड को उपरोक्त ओिरहेड रांसजमिन लाइन को लगाने के जलए िे सभी
िजक्तयां जनम्नजलजखत जनबंधनों एिं ितों के साि प्रदान करता है, िो भारतीय टेलीग्राि अजधजनयम, 1885 के तहत
टेलीग्राि के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकये गए टेलीग्राि लाइन एिं खम्भे या इस प्रकार की
स्ट्िापना और अनुरिण दकये िाने के जलए, टेलीग्राि प्राजधकरण को प्राप्त हैं-
i.
यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता है।
ii.
आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना से पूिस संबंजधत प्राजधकरणों अिासत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।
iii.
आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एंड एम,
ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv.
आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रचालन
करेगा।
v.
यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की
अपेिाओं का अनुपालन दकए िाने के अध्यधीन है।
vi.
मेससस एसएईएल इंडस्ट्रीज़ जलजमटेडको जिद्युत जनरीिण के समय जिमानन एिं रिा प्राजधकरणों इत्यादद, से
अपेजित अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना
होगा।

New Delhi, the 5th October, 2026
S.O. 5471(E).—Whereas M/s SAEL Industries Limited having its registered address at H. NO. 44, Model
Town, Guruharsahai, Firozpur, Punjab-152022, India has applied for authorization under Section 164 of the Electricity
Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system for providing
Connectivity to M/s SAEL Industries Limited for Its 300 MW Solar Power Plant at YSR Kadapa, Andhra Pradesh.”
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/17/2025-PG (MoP) dated
20.01.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered
under the transmission scheme “Transmission system for Providing Connectivity to M/s SAEL Industries Limited for
Its 300 MW Solar Power Plant at YSR Kadapa, Andhra Pradesh.”
M/s SAEL Industries Limited had published notice for transmission scheme in local newspapers Swatantra
Vaartha (in Hindi) dated 11.03.2025, Prajashakti (in Telugu)) dated 11.03.2025, The Times of India (in English) dated
11.03.2025 and in Weekly Gazette of India dated 12.04.2025 for the general public to make
observations/representations on the proposed transmission route within two Months from the date of publication.
Subsequently, M/s SAEL Industries Limited has submitted an affidavit dated 12.06.2026 declaring that no
observation/ representation was received within two months from the date of Publication in the Newspaper and
official Gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act,
2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of electric lines under the transmission scheme “Transmission system for
providing Connectivity to M/s SAEL Industries Limited for Its 300 MW Solar Power Plant at YSR Kadapa, Andhra
Pradesh.” The following overhead line is covered under this scheme:
1. Generation pooling station of M/s SAEL Industries Limited (located in village: Diguva Kalvatala, Mandal:
Peddamudium, District: YSR Kadapa Andhra Pradesh) to Kurnool- III PS (ISTS S/s) 220 kV S/c line on D/c
and M/c towers [Line length is about 26.5 km out of which about 1-2 km (approx..) from Kurnool – III PS
end will be implemented on Mult circuit towers].
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Andhra Pradesh:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s SAEL Industries Limited for laying of above overhead transmission line,
which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines

and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained
subject to following terms and conditions for installing the above mentioned line, namely:
i.
The approval is granted for 25 years.
ii.
The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii.
The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv.
The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v.
The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi.
M/s SAEL Industries Limited shall have to submit the requisite clearances to Central Electricity Authority
after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical
Inspection.
