सा.का.जन. 869(अ).— केंद्रीय सरकार, भारत अंतरायष्ट्रीय माध्यस्ट्थम् केंद्र अजधजनयम, 2019 (2019 का 17) की

धारा 30 की उपधारा (2) के खंड (ङ) द्वारा प्रित्त िजियों का प्रयोग करते हुए, भारत अंतरायष्ट्रीय माध्यम केंद्र (रजिस्ट्रार,

काउंजसल और अन्य अजधकाररयों और कमयचाररयों के पिों की संख्या और भती) जनयम, 2022 का और संिोधन करने के

जलए जनम्नजलजखत जनयम बनाती है, अथायत् :––

1. (1) इन जिजनयमों का संजिप्त नाम भारत अंतरायष्ट्रीय माध्यस्ट्थम् केंद्र (रजिस्ट्रार, काउंजसल और अन्य अजधकाररयों और

कमयचाररयों के पिों की संख्या और भती) संिोधन जनयम, 2026 है ।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे ।

2. भारत अंतरायष्ट्रीय माध्यम केंद्र (रजिस्ट्रार, काउंजसल और अन्य अजधकाररयों और कमयचाररयों के पिों की संख्या और

भती) जनयम, 2022 (जिन्हें इसमें इसके पश्चात् उि जनयम कहा गया है), जनयम 12 को उसके उपजनयम (1) के रूप में

पुन:संख्यांदकत दकया िाएगा और,––

(क) इस प्रकार पुन:संख्यांदकत उपजनयम (1) में, “सेिा की अन्य ितों के मामलों में केंद्र के अजधकाररयों और

कमयचाररयों की सेिा की ितें, ऐसे जनयमों और जिजनयमों के अनुसार जिजनयजमत की िाएंगी,” िब्िों के स्ट्थान पर,

“सेिा की अन्य ितों, जिनके जलए इन जनयमों में कोई अजभव्यि उपबंध नहीं दकया गया है, के मामलों में केंद्र के

अजधकाररयों और कमयचाररयों की सेिा की ितें, ऐसे जनयमों और जिजनयमों के अनुसार जिजनयजमत की िाएंगी,”

िब्ि रखे िाएंगे;

(ख) इस प्रकार पुन:संख्यांदकत उपजनयम (1) के पश्चात् जनम्नजलजखत उपजनयम अंत:स्ट्थाजपत दकया िाएगा,

अथायत् :––

“(2) कोई अजधकारी या कमयचारी, जलजखत में पैंतालीस दिन का नोरिस िेकर अपने पि का त्याग कर

सकेगा, या केंद्र, पैंतालीस दिन का नोरिस िेकर जलजखत में कारणों को अजभलेखबद्ध करते हुए, दकसी

अजधकारी या कमयचारी को उसका पि त्यागने के जलए जनिेि िे सकेगा ।”

3. उि जनयमों की अनुसूची में,––

(अ) स्ट्तंभ (7) में, रजिस्ट्रार के पि से संबंजधत क्रम सं. 1 के सामने, जिद्यमान प्रजिजियों के स्ट्थान पर जनम्नजलजखत

प्रजिजियां रखी िाएंगी, अथायत् :––

“आि‍यक––

(क)(i) दकसी मान्यता प्राप्त जिश्वजिद्यालय से जिजध में स्नातक जडग्री ; या

(ii) प्रबंधन में स्नातक जडग्री ; और

(ख) जिजध या प्रबंधन के िेत्र में सौलह िर्य का अनुभि ।

िांछनीय :

(क) केंद्रीय सरकार या न्यायालयों या अजधकरणों या पजब्लक सेक्िर उपक्रमों या स्ट्ििासी

जनकायों में अनुभि ।

(ख) माध्यस्ट्थम् मामलों संबंधी कायय में अनुभि ।”;

(आ) स्ट्तंभ (7) में, परामिी के पि से संबंजधत क्रम सं. 3 के सामने, जिद्यमान प्रजिजियों के स्ट्थान पर जनम्नजलजखत

प्रजिजियां रखी िाएंगी, अथायत् :––

“आि‍यक––

(क) दकसी मान्यता प्राप्त जिश्वजिद्यालय से जिजध या प्रबंधन में स्नातक की जडग्री ; और

(ख) जिजध या प्रबंधन के िेत्र में चार िर्य का अनुभि ।

िांछनीय :

(क) केंद्रीय सरकार या राज्य सरकार या न्यायालयों या अजधकरणों या पजब्लक सेक्िर उपक्रमों

या स्ट्ििासी जनकायों में अनुभि ।

(ख) माध्यस्ट्थम् मामलों संबंधी कायय में अनुभि ।”;

(इ) स्ट्तंभ (7) में, काययपालक सहायक/सहायक अनुभाग अजधकारी के पि से संबंजधत क्रम सं. 7 के सामने,

जिद्यमान प्रजिजियों के स्ट्थान पर जनम्नजलजखत प्रजिजियां रखी िाएंगी, अथायत् :––

“आि‍यक––

(क) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्था से स्नातक की जडग्री ;

(ख) दकसी केंद्रीय या राज्य सरकार संस्ट्थान या मान्यता प्राप्त जिश्वजिद्यालय या बोडय से कम से

कम छह महीने की अिजध का कंप्यूिर अनुप्रयोग में जडप्लोमा या प्रमाणपत्र ; और

(ग) प्रिासन के िेत्र में िो िर्य का अनुभि (जनयजमत या संजििा पर) ।

िांछनीय :

(क) केंद्रीय सरकार या राज्य सरकार जिभाग या स्ट्ििासी जनकायों में िो िर्य का अनुभि ।”।

NOTIFICATION

New Delhi, the 7th October, 2026

G.S.R. 869(E).— In exercise of the powers conferred by clause (e) of sub-section (2) of section 30 of the

India International Arbitration Centre Act, 2019 (17 of 2019), the Central Government hereby makes the following

rules to amend the India International Arbitration Centre (Number of Posts and Recruitment of Registrar, Counsels

and other Officers and Employees) Rules, 2022, namely: -

1. (1) These rules may be called the India International Arbitration Centre (Number of Posts and Recruitment of

Registrar, Counsels and other Officers and Employees) Amendment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the India International Arbitration Centre (Number of Posts and Recruitment of Registrar, Counsels and other

Officers and Employees) Rules, 2022 (hereinafter referred to as the said rules), rule 12 shall be renumbered as sub-

rule (1) thereof and, -

(a) in sub-rule (1) as so renumbered, for the words “other conditions of service, shall be regulated”, the words

“other conditions of service for which no express provision has been made in these rules, shall be regulated”,

shall be substituted;

(b) after sub-rule (1) as so renumbered, the following sub-rule shall be inserted, namely: -

“(2) Any officer or employee, may by giving notice of forty-five days in writing, resign from his office, or

the Centre may, by giving notice of forty-five days, for reasons to be recorded in writing, direct any officer

or employee to relinquish his office.”.

3. In the said rules, in the Schedule, -

(A) against serial number 1 relating to the post of Registrar, in column (7), for the existing entries, the

following entries shall be substituted, namely: -

“Essential. –

(a) (i) Bachelor’s degree in Law, or

(ii) Management from a recognised university; and

(b) sixteen years’ experience in field of Law or Management.

Desirable:

(a) Experience in the Central Government or Courts or Tribunals or Public Sector Undertakings or

autonomous bodies.

(b) Experience in handling arbitration matters.”;

(B) against serial number 3 relating to the post of Counsel, in column (7), for the existing entries, the

following entries shall be substituted, namely: -

“Essential:

(a) Bachelor’s degree in Law or Management from a recognised university; and

(b) four years’ experience in the field of Law or Management.

Desirable:

(a) Experience in the Central Government or State Government or Courts or Tribunals or

public sector undertaking or autonomous bodies.

(b) Experience in handling arbitration matters.”;

(7), for the existing entries, the following entries shall be substituted, namely: -

“Essential:

Bachelor’s degree from a recognised university or institution;

b. Diploma or Certificate in Computer applications of minimum six months duration from any Central

or State Government Institute or recognised University or Board; and

c. two years’ experience (regular or contractual) in the field of administration.

Desirable:

Two years’ experience in the Central Government or State Government department or autonomous

bodies.”.
