EXPLANATORY MEMORANDUM

Consequent upon the recommendations of the Fourth

Pay Commission and Fifth Pay Commission the pen-

sion of the Judges of the High Courts was revised

with effect from 1st November, 1986 and 1st January,

J 996 respectively. Bmt the pension' in respect of non-

oirtcial Chairman and Members holding the ollice as

such in the Union Public Service Commission could

not be revised for certain administrative reasons. Due

to this leason the retired Chairman and Members who

held otlicc as such in the Union Public Service Com-

mission have been put in a very disadvantageous posi-

tion. Taking into consideration the service rendered

by the retired Chairman and Members of the Commis-

sion and-certain other factors, the Central Government

considered appropriate to revise the rates of pension-

admissible to retired non-official Chairman and Mem-

bers of the Union Public Service Commission with

effect from the 1st day of November, 1986 onwards.

So it has become essential to give retrospective effect.

It is certified that no one is being adversely affected

by giving this retrospective effect to the Regulations.
