99.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby m es the following rules to amend the Lok Nayak Jaiprakash Narayan National Institute of Criminology and

Forensic ience (Laboratory Attendant) Recruitment Rules, 2005, namely :—

1 (I) These rules may be called the Lok Nayak Jaiprakash Narayan National Institute of Criminology and

Forensic ience (Laboratory Attendant) Recruitment Amendment Rules, 2005.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Lok Nayak Jaiprakash Narayan National Institute of Criminology and Forensic Science

(Laborato y Attendant) Recruitment Rules, 2005, in the entries under column 8 for the words "Desirable : Experience of

working irt "Photo or Chemical or Biological or Physical Laboratory or other similar Laboratory", the words 'Visitable; Two

years expelnence of working in a Photo or Chemical or Biological or Physical Laboratory or other similar laboratory under the

superseSsion of the Ministry of Personnel, Public Grievances and Pensions, ^{(Department of Personnel and}^{Training) Group}

'C.' (Technical) posts Recruitment Rules, 1999 and the Ministry ^{of Personnel, Public Grievances and Pensions, Department}

of PersOnnel and Training (Group 'D' Posts) Recruitment Rules, 1999, in so far as they relate to the posts of Senior Gestetner

Operator and Junior Gestetner Operator respectively, except as respects things done or omitted to he done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior

Gestetner Operator and Junior Gestetner Operator in the Ministry of Personnel, Public Grievances and Pensions, Department

of Persminel and Training, namely:-

Short Title and Commencement.—(1) These rules may be called the Ministry of Personnel, Public Grievances

and Pensions, Department of Personnel and Training, Group 'C' and Group "D' (Technical) Posts Recruitment Rules, 2007.

- (2) They shall come into force on the date of their publication in the Official Gazette.

Application—These rules shall ^{apply to the posts specified in column (1) of the Schedule annexed to these rules.}

Number of posts, classification and scale of pay.—The number of said ^posts,^{their classification and the scale}

of pay attached thereto shall be as specified in columns (2) to (4) of the aforesaid ^Schedule.

Method of recruitment, age-limit and on& qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall he as specified in columns (5) to (14) of the aforesaid Schedule.

5. Disqualification.—No person: ---

who has entered into or contracted a marriage with a person having a spouse living, or

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where ^{the Central Government is of the opinion that it is necessary or expedient so to do, it}

may, by order and for reasons to be recorded in Writing , relax any of the provision of these rules with respect to any class

or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxations of age limit and other concessions

required to be provided for the Schedfiled Castes, the Scheduled Tribes, the Ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

't.S.R. 101.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Dr. Ram Manohar Lohia Hospital, New Delhi Group 'B' posts Recruitment Rules, 2002, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Senior Technical Officer and Senior Perfusionist in the Dr. Ram

Manohar Lohia Hospital, New Delhi, namely:-

Short title and commencement.—(1) These rules may be called the Dr. Ram Manohar Lohia Hospital,

New Delhi, Senior Technical Officer and Senior Perfusionist, Group 'B' Posts, Recruitment Rules, 2007.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.— These rules shall 'apply to the posts specified in column 1 of the Schedule annexed to these

rules.

3. Number of post, classification and scale of ^{pay.—The number of the said posts, their classification and the}

scale of pay attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (14) of the aforesaid Schedule.

Disqualification.—No person,—

who has entered into or contracted a marriage with a person having a spouse living, or

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit, and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

II. The departmental Senior Perfusionist in the pay scale of

appointment to the post, the same shall be deemed to have been

filled by promotion.

Note : The Departmental officers in the feeder category who are in

the direct line of promotion shall not be eligible for consideration for

appointment on deputation. Similarly, deputationists shall not be

eligible for consideration for appointment by promotion.

(Period of deputation including period of deputation in another ex-

cadre post held immediately preceding this appointment in the same

or some other organization or department of the Central Government

shall ordinarily not exceed three years. The maximum age limit for

MINISTRY OF LABOUR AND EMPLOYMENT

New Delhi, the 4th June, 2007

G.S.R. 103.—In exercise of the powers conferred•by the proviso to article 309 of thcConstitution, the President

hereby makes the following rules further to amend the Labour Welfare Organisation, Assistant Welfare Administrator

(Group 'C' Post) Recruitment Rules, 1987, namely :—

(1) These rules may be called the Labour Welfare Organisation, Assistant Welfare Administrator (Group 'C' Post)

Recruitment Rules, 2007.

(2) They shall be come into force on the date of their publication in the Official Gazette.

In the Schedule to the Labour Welfare Organisation, Assistant Welfare Administrator (Group 'C' Post) Recruitment

Rules, 1987,—

'•

under column (5), for the entry, the following entry shall be substituted, namely :-

"'Not applicable";

under column (9), , for the entry, the following entry shall be substituted, namely

"Not applicable";

in column (11),—(i) in the heading for the word "transfer" the word "absorption" shall be substituted; (ii) for

the entry under the said column, the following entry shall be substituted, namely :-

"By direct recruitment failing which by deputation";

in column (12),—(i) in the heading for the word "transfer" the word "absorption" shall be substituted; (ii) for

the entry under the said column, the following entry shall be substituted, namely :—

"Deputation/Absorption :

Officers of the Central Government :

(if holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years regular services in the grade rendered after appointment thereto on regular basis in the

scale of pay of Rs. 4000-100-6000 in the parent cadre or department; and

possessing educational and other qualifications as prescribed for direct recruitment under column (8).

(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or department shall ordinarily not exceed three years)".
