S.R.O. 17.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Defence Production and Supplies, Director general Quality Assurance Group ‘C’

(Drawing) Posts Recruitment Rules, 1999, in so far as it relate to the post of Draughtsman Grade-III except as

respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Draughtsman, in the Department of Defence Produciton,

Directorate General of Quality Assurance namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of

Defence Production, Directorate General of Quality Assurance, Group ‘C’ (Draughtsman) post Recruitment Rules, 2010.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay. —The number of the said post, its classification and the scale

of pay attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications etc. .—The method of recruitment, age limit, qualifications

and other matters relating therero shall be as specified in columns (5) to (14) of the said Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Savings.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons, in

accordance with the orders issued by the Central Government from time to time in this regard.

a duration not less than two years (including six

months practical training) from a recognised Industrial

Training Institute or equivalent.

Design (AUTOCAD) or equivalent and having

essential kowledge of creating drawings using

Note.—The qualification regarding experience is relaxable

for persons to be recorded in writing at the discretion of the

Competent Authority in the case of candidates belonging

to the Scheduled Castes and the Scheduled Tribes, if at any

stage of selection, Competent Authority is of the opinion

S.R.O. 18.—In exercise of powers conferred by

Section 3 of the Public Premises (Eviction of un-authorised

occupants) Act, 1971 (40 of 1971) and in supercession of

the notification published in the Gazette of India, Part II,

Section 4 vide S.R.O. 65 dated 8th May, 2003, except as

respects things done or omitted to be done before such

supercession, the Central Government hereby appoints the

Officers mentioned in Column 1 of the Table below being

Gazetted Officers of Government to be Estate Officers

for the purpose of the said Act and further direct that the

said officers shall exercise the powers conferred and perform

the duties imposed on Estate Officer by or under the said

Act within the local limits of their respective jurisdiction

in respect of the public premises specified in the

corresponding entries in column 2 of the said table,
