G.S.R. 30.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President
hereby makes the following rules to amend the Union Public Service Commission (Senior Estate Manager and Meeting
Officer) Recruitment Rules, 2007, namely :—
1. Short title and commencement .—( 1) These rules may be called the Union Public Service Commission (Senior
Estate Manager and Meeting Officer) Recruitment Amendment Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Union Public Service Commission (Senior Estate Manager and Meeting Officer) Recruitment
Rules, 2007, —
(i) in rule 2, for the words “scale of pay”, the words “pay band and grade pay or pay scale” shall be substituted;
(ii) for the existing Schedule, the following Schedule shall be substituted, namely:—

Note 2 : For the purpose of computing minimum
qualifying service for promotion, the service
rendered on a regular basis by an officer prior to
1-1-2006 or the date from which the revised pay
structure based on the 6th Central Pay Commission
recommendation has been extended, shall be
deemed to be service rendered in the
corresponding grade pay or pay scale extended
based on the recommendation of the Commission.

qualifications and experience:—
(i) Diploma in Civil or Mechanical or
Electrical or Sanitary or Public Health
Engineering from a recognized
University or equivalent; and
(ii) five years’ experience in the upkeep and
maintenance of office buildings,
including sanitary installations, air-
conditioning equipments and electrical
installations.
Note 1 : Period of deputation (including short
term contract) including period of deputation
(including short term contract) in another ex-cadre
post held immediately preceding this appointment
in the same or some other organization or
department of the Central Government shall
ordinarily not exceed three years.
Note 2: The departmental officer in the feeder
category who are in the direct line of promotion
will not be eligible for consideration for appointment
on deputation. Similarly, deputationists shall not
be eligible for consideration for appointment on
promotion.
Note 3 : The maximum age limit for appointment by
deputation shall not be exceeding fifty six years as
on the closing date of the receipt of applications.
Note 4 : For the purpose of appointment on
deputation basis, the service rendered on a regular
basis by an officer prior to 1st January, 2006 or the
date from which the revised pay structure based
on the 6th Central Pay Commission
recommendation has been extended, shall be
deemed to be service rendered in the
corresponding grade pay or pay scale extended
based on the recommendation of the Commission
except where there has been merger of more than
one pre-revised scale of pay into one grade with a
common grade pay or pay scale, and where this
benefit will extend only for the post(s) for which
that grade pay or pay scale is the normal replacement
grade without any upgradation.

G.S.R. 31.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President
hereby makes the following rules to amend the Union Public Service Commission, Carpenter Group ‘C’ post Recruitment
Rules, 2000, namely :—
1. Short title and commencement .—( 1) These rules may be called the Union Public Service Commission
Carpenter Group ‘C’ post Recruitment (Amendment) Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Union Public Service Commission Carpenter Group ‘C’ post Recruitment Rules, 2000, —
(i) for rule 2, the following rule shall be substituted, namely :—

of the Ministry of Agriculture, Central Institute of Fisheries, Nautical and Engineering Training, Cochin, Electrical Supervisor
and Marine Electrician, (Group ‘C’ Posts) Recruitment Rules, 2009 in so far as they relate to the posts of Electrical
Supervisor and Marine Electrician, except as respects things done or omitted to be done before such supersession, the
President hereby makes the following rules regulating the method of recruitment to the posts of Electrical Supervisor and
Marine Electrician in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, in the Central
Institute of Fisheries, Nautical and Engineering Training, Cochin, namely :—

1. Short title and commencement.—(1) These rules may be called the Central Institute of Fisheries, Nautical and
Engineering Training, Cochin, Electrical Supervisor and Marine Electrician, (Group ‘C’ Posts) Recruitment Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and pay band, grade pay or pay scale.—The number of posts, their classification,
and the pay band grade pay or scale of pay attached thereto, shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3. Method of recruitment, age limit qualifications, etc.—The method of recruitment,to the said posts, age
limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid
Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class
or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons
in accordance with the orders issued by the Central Government from time to time in this regard.

recruitment to the post of Director, Large Fodder Seed Production Farm (Group ‘A’) and Director, Regional Station for

1. Short title and commencement.—(1) These rules may be called the Director, Regional Station for Forage
Production & Demonstration and Central Fodder Seed Production Farm (Group-A) Recruitment (Amendment), Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and scale of pay.—The number of the said posts, their classification, and the
scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications:—The method of recruitment to the said post, age
limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the said Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that if necessary or expedient so to do, it may,
by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any
of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special

G.S.R. 35.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession
of the Central Breeding Farm (Accountant) Recruitment Rules, 1993, except as respects things done or omitted to be done
before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post
of Accountant in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, in the Central Cattle
Breeding Farms, namely :—
1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of
Animal Husbandry, Dairying and Fisheries, Central Cattle Breeding Farm, Accountant (Group B Post) Recruitment
Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band, grade pay and pay scale.—The number of the said post, its classification,
the pay band, grade pay and pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed
to these rules.
3. Method of recruitment, age limit and other qualifications, etc.— The method of recruitment to the said post,
age limit, qualifications and other matter relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any
of the provisions of these rules with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

Note 1. The eligibility list for promotion shall be prepared with
reference to the date of completion by the officers of the
prescribed qualifying service in their respective grade or posts.
Note 2. Where juniors who have completed their qualifying or
eligibility service are being considered for promotion, their seniors
shall also be considered provided they are not short of the
requisite qualifying or eligibility service by more than half of
such qualifying or eligibility service or two years, whichever is
less, and have successfully completed their probation period for
promotion to the next higher grade along with their juniors who
have already completed such qualifying or eligibility service.
Note 3. For the purpose of computing minimum qualifying service
for promotion, the service rendered on a regular basis by an
officer prior to 1st January, 2006 or the date from which the revised
pay structure based on the Sixth Central Pay Commission
recommendations has been extended, shall be deemed to be
service rendered in the corresponding grade pay or pay scale
extended based on the recommendations of the said Pay
Commission.

Deputation.— Officers under the Central Government:—
(a)(i) holding analogous post on regular basis in the parent cadre
or department; or
(ii) with six years service in the grade rendered after appointment
thereto on a regular basis in posts in pay band -1, Rs. 5200—20200
plus grade pay Rs. 2800 in the parent cadre or department or
equivalent; or
(iii) with ten years service in the grade rendered after appointment
thereto on a regular basis in posts in pay band -1, Rs. 5200—20200
plus grade pay Rs. 2400 in the parent cadre or department or
equivalent; and
(b) possessing the following educational qualifications and
experience :—
(i) qualified in the Statement of Accounting Standards or
equivalent examination conducted by any of the organised
Accounts Department of Central Government; or successfully
completed training in Cash and Accounts work
conducted by Institute of Secretariat Training and Management.
(ii) two years experience in accounts and budget work in a
Government department or organisation or in any recognised
institute.
Note 1. The departmental officers in the feeder category who are
in the direct line of promotion shall not be eligible for consideration
for appointment on deputation or absorption. Similarly,
deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2. Period of deputation including period of deputation in
another ex-cadre post held immediately preceding this
appointment in the same or some other organisation or department
of the Central Government shall ordinarily not exceed three years.
The maximum age limit for appointment by deputation shall not
be exceeding 56 years, as on the closing date of receipt of
applications.
Note 3. For the purpose of appointment on deputation basis, the
service rendered on a regular basis by an officer prior to
1st January, 2006, the date from which the revised pay structure
based on the Sixth Central Pay Commission recommendations
has been extended shall be deemed to be service rendered in the
corresponding grade pay or pay scale extended based on the
recommendations of the said Pay Commission except where there
has been merger of more than one pre-revised scale of pay into

G.S.R. 36.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession
of the Group ‘C’ and Group ‘D’ posts at Large Fodder Seed Production Farm, Recruitment Rules, 1984 in so far as they relate
to the post of Junior Engineer (Mechanical), except as respects things done or omitted to be done, before such supersession,
the President hereby makes the following rules for the post of Junior Engineer (Mechanical) in the Central Fodder Seed
Production Farm, Hessarghatta, Bengaluru, in the Ministry of Agriculture (Department of Animal Husbandry, Dairying and
Fisheries), namely. :—
1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture Junior Engineer
(Mechanical), Central Fodder Seed Production Farm, Hessarghatta, Bengaluru (Group “C” posts) Recruitment Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and pay band, grade pay or pay scale.—The number of the said post, its
classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications.— The method of recruitment to the said post, age
limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that if it is necessary or expedient so to do,
it may, by order, as and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, ex-service men, and other special categories of persons in
accordance with the orders issued by the Central Government from time to time in this regard.

5. Power to relax.— Where the Central Government is of the opinion that if it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen, and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.
