NATIONAL HOUSING BANK
New Delhi, the 24th June 2013
Notification No. NHB.HFC.DIR.8 /CMD/2013 - In exercise of the powers conferred by Section 30A of the National
Housing Bank Act, 1987 (53 of 1987) and of all the powers enabling it in this behalf, the National Housing Bank having
considered it necessary in the public interest and on being satisfied that for the purpose of enabling it to regulate the housing
finance system of the country to its advantage, it is necessary so to do, hereby directs that the Housing Finance Companies
(NHB) Directions, 2010 (hereinafter referred to as the principal Directions), shall, with immediate effect, be amended in the
following manner, namely:
1. Amendment of Paragraph 28
In paragraph 28 of the principal Directions, in sub-paragraph (1), the following shall be inserted at the end, namely :—
“Provided that no provision need be made towards the portion of the housing loan guaranteed by the Credit Risk
Guarantee Fund Trust for Low Income Housing (hereinafter referred as ‘Credit Risk Guarantee Fund Trust’) created by
Declaration of Trust dated May 1, 2012 executed by the Government of India and registered as document No. 1984 dated
May 1, 2012 with the Sub-Registrar V, New Delhi, in case the housing loan guaranteed by Credit Risk Guarantee Fund Trust
becomes non-performing. However, the amount outstanding in excess of the guaranteed portion should be provided for as
per the extent directions on provisioning requirement.”
2.
Amendment of Paragraph 30
In paragraph 30 of the principal Directions, in the Explanation (1), in sub-explanation (3) –
(i) item c) shall be substituted by the following, namely :—
“c) Other housing loans 100
Note : Housing loans referred to in item b) and c) above are excluding any portion of such housing loans guaranteed
by (i) a mortgage guarantee company registered with the Reserve Bank of India in accordance with the Reserve Bank of India
Guidelines for Mortgage Guarantee Companies; and / or (ii) the Credit Risk Guarantee Fund Trust.
(ii) The following shall be inserted after item ca), namely:-
cb) Any portion of housing loans referred to in

item (b)(b)(i) and (c) and guaranteed by
Credit Risk Guarantee Fund Trust”
3. Amendment of Schedule II
In Schedule II of the principal Directions, in Part D,
(a) after item description, item code and risk weight given in III (ga), the following shall be inserted, namely :—
“ (gb) Any portion of housing loans

referred to in item III (f)(ii) and (g)
guaranteed by Credit Risk Guarantee
Fund Trust.
(b) after Note 5, the following Note shall be added, namely :—
“6. Housing loans referred to in item III (f)(ii) and (g) are excluding any portion of such housing loans guaranteed by
Credit Risk Guarantee Fund Trust.”
