New Delhi, the 17th October, 2013

S.R.O. 67.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and supersession

of the Corps of Electrical and Mechanical Engineers Pharmacist Recruitment Rules, 1994 except as respects things done

or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of

recruitment to the posts of Pharmacist in Ministry of Defence, Corps of Electronics and Mechanical Engineers, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Corps of Electronics

and Mechanical Engineers Pharmacist Group ‘C’ post Recruitment Rules, 2013.

They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or scale of pay.—The number of the said posts,

their classification and the pay band and grade pay or the scale of pay attached thereto shall be as specified in columns

(2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications.—The method of recruitment to the said posts,

age-limit and qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said

Schedule.

4. Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage, with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any provisions of these rules with respect to any class or

category of persons.

6. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons, in accordance with the orders issued by the Central Government from time to time in this regards.

S.R.O. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession

of the Defence Accounts (Group ‘C’ and ‘D’ posts) recruitment Rules, 1970 (Published vide S.O. 4025 dated the 23rd July,

1971), in so far as they relate to the posts of Senior Translator and Junior Translator, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulalting the method of

recruitment to the posts of Senior Translator and Junior Translator in the Defence Accounts Department, Ministry of

Defence, namely :—

1. Short title and commencement.—(1) These rules may be called the Defence Accounts Department, Senior

Translator and Junior Translator (Group ‘B’ posts) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

reules.

3. Number of posts, classification, pay band and grade pay or pay scale.—The number of the said posts, their

classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of

the said Schedule.

4. Controlling authority.— The said posts shall be administratively controlled by the Controller General of

Defence Accounts under the Ministry of Defence (Finance Division).

5. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

6. Liability of service.—Any person appointed to the said posts under these rules shall be liable to serve

anywhere in India.

7. Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living ; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

8. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so,

it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

9. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons, in accordance with orders issued by the Government from time to time in this regard.

having successfully completed two weeks training in

discharge of duty associated with higher post imparted at

various Regional Training Centres functioning under the

department.

Note 1 : Where juniors who have completed their qualifying

or eligibility service are being considered fro promotion, their

seniors would also be considered provided they are not short

of the requisite qualifying or eligibility service by more than

half on such qualifying or eligibility service or two years,

whichever is less, and have successfully completed their

probation period for promotion to the next higher grade along

with their junior who have already completed such qualifying

or eligibility service.

Note 2 : For the purpose of computing minimum qualifying

servie for promotion, the service rendered on a regular basis

by an officer prior to 1st January, 2006 or the date from which

the revised pay structure based on the Sixth Central Pay

Commission recommnedations has been extended, shall be

deemed to be service rendered in the corresponding grade

pay or pay scale extended based on the recommendation of

the Commission.

Deputation :

Officers from the Central Government

(A) (i) holding analogous post on regualr basis in the parent

cadre or department; or

(ii) having five years service as Junior Translator on regular

basis in the pay band-2, Rs. 9300-34800 with grade pay of Rs.

4200 in the parent cadre or departrment; and

(B) possessing the following educational qualifications:—

(i) Master’s degree of a recognised University in Hindi or

English or equivalent with English or Hindi as a compulsory

or elective subject or as a medium of examination a degree

in any subject other than Hindi or English, with Hindi and

English as a compulsory or elective subjects of either of the

two as medium of examination and the other as a compulsory

or elective subject at degree level.

Note 1:- The departmental officers in the feeder category

who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation and similarly,

deputationsts shall not be eligible for consideration for

appointment by promotion.

Note 2:- Period of deputation including period of deputation

in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

Department of the Central Government shall ordinarily not to

exeed three years.

Note 3:- The maximum age limit for appointment by deputation

shall be not exceeding fifty six years as on the closing date of

receipt of applications.

S.R.O. 69.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules to amend the Ministry of Defence, Establishments under Headquarters Integrated

Defence, Staff, the Group ‘C’ post Stenographer Grade II, Recruitment Rules, 2011, namely:—

1. (i) Thses rules may be called the Ministry of Defence, Establishments under Headquarters Integrated Defence

Staff, the Group ‘C’ post Stenographer Grade II, Recruitment (Amendment) Rules, 2013.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Ministry of Defence, Establishments under Headquarters Integrated Defence Staff, the

Group ‘C’ Post Stenographer Grade II Recruitment Rules, 2011, -

(a) for the entries under column (7) , the following shall be substituted, namely:—

‘‘Between 18 and 27 years (Relaxable for Government servants upto the age of forty years in the case of general

candidates and upto forty five years in the case of candidates belonging to the Schedule Castes or the Schedule

Tribes in accordance with the instructions or orders issued by the Central Government from time to time).

Note 1 : The crucial date for determining the age limit shall be the closing date for receipt of applications from

candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh,

Mizoram, Manipur, Nagaland, Tripura, Sikkam, Ladakh Division of Jammu and Kashmir State, Lahaul and Spiti

District and Pangi Sub-division of Chamba District of Himachal Pradesh, the Union Territory of the Andaman and

Nicobar Islands or the Union Territory of the Lakshadweep).

Note 2 : The crucial date for determining the age limit in the case of candidates from Employment Exchange shall

be the last date upto which the Employment Exchange in asked to submit the names;”

of the Ministry of Defence, Establishments under Headquarters Integrated Defence Staff, (Group ‘C’ posts) Recruitment

Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the methods of recruitment to the Group ‘C’ posts of Upper Division Clerk and Lower

Division Clerk in the Establishments under Headquuarters Integrated Defence Staff, Ministry of Defence, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Establishments

under Headquarters Integrated Defence Staff, (Group ‘C’ posts) Recruitment Rules, 2013.

(2) They shall come into force on their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification, pay band and grade pay or scale pay.—The number of the said posts, its

classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of

the Schedule annexed to these rules.

4. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

S.R.O. 71.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules further to amend the Indian Defence Accounts Service Rules, 2000, namely :—

1. (1) These rules may be called the Indian Defence Accounts Service (Amendment) Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Indian Defence Accounts Service Rules, 2000.—

(i) in rule 10, for the words and figures ‘‘pay scale of Rs. 8000-13500”, the words and figures ‘‘Pay Band-3 of

Rs. 15600-39100 (plus Grade Pay Rs. 5400)” shall be substituted;

(ii) for Schedule-I, Schedule -II and Schedule-III, the following Schedules shall respectively by substittuted,

namely:—

S.R.O. 72.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Coast Guard Organisation Group ‘A’, Group ‘B’ and Group ‘C’ (Storekeeping Cadre) Recruitment

Rules, 2006, in so far they relate to the posts of Group ‘A’ and Group ‘B’ (Storekeeper Cadre) except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Civilian Staff Officer (Logistics), Civilian Gazetted Officer ( Logistics) and Foreman of

Stores in Coast Gard Organisation in the Ministry of Defence, namely :—

1. Short Title and commencement. — (1) These rules may be called as Coast Guard Organisation Group ‘A’,

and Group ‘B’, (Storekeeping Cadre) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in the column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification, pay band and grade pay or Scale of pay . —The number of the said posts, their

classification and the pay band, grade pay and scale of pay attached thereto shall be specified in columns (2) to (4) of the

said Schedule.

4. Method of recruitment, age limit, and qualification etc . — The method of recruitment, age limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification. —No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

Note 1: Where juniors who have completed their qualifying

or eligibility service are being considered for promotion,

their seniors would also be considered provided they are

not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or

two years, whichever is less and have successfully

completed their probation period for promotion to the next

higher grade alongwith their juniors who have already

completed such qualifying/eligibility service.

Note : 2 For the purpose of computing minimum qualifying

service for promotion, the service rendered on a regular

basis by an officer prior to First January two thousand six

or the date from which the revised pay structure based on

the sixth CPC recommendations has been extended, shall

be deemed to be service rendered in the corresponding

grade pay or pay scale extended based on the recom-

mendations of the Pay Commission.

Deputation : Officers under the Central Government :—

(a) (i) holding analogous posts on regular basis; or

(ii) with five years service in the Pay Band-3 Rs. 15600-

39100 plus grade Pay Rs. 5400 or equivalent after the

appointment thereto on regular basis; or

(iii) with six years service in the Pay Band-2, 9300-34800

plus Grade pay Rs. 4800 or equivalent after the appointment

thereto on regular basis; or

(iv) with seven years service in the Pay Band-2, 9300-34800

plus Grade Pay Rs. 4600 or equivalent after the appointment

thereto on regular basis ; and

(b) possessing the following educational qualification and

experience :—

(i) degree of a recognised University;

(ii) Diploma with Material management or any Diploma

with Material Management as a subject from a recognised

university or institute; and

(iii) five years experience in store administation and

accounting of store in Government Department or Public

Sector Undertaking.

Note1: The departmental Officers in the feeder category

who are in the direct line of promotion will not be eligible

for consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion).

Note 2: Period of deputation including period of deputation

in another ex-cadre post held immediately preceding this

appointment in the same or some other Organisation or

Department of the Central Government shall ordinarily not

to exceed three years. The maximum age-limit for

appointment by deputation(ISTC) shall be not exceeding

fifty six years as on the closing date of receipt of

applications.

Note 3: For purposes of appointment on deputation basis,

(i) One week training in Organisational behavior in

Government Offices.

(ii) Three days training in Purchase in Managment.

Note 1: Where juniors who have completed their qualifying

or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are

not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or

two years, whchever is less and have successfully

completed their probation period for promotion to the next

higher grade alongwith their juniors who have already

completed such qualifying or eligibility service.

Note : 2 For the purpose of computing minimum qualifying

service for promotion, the service rendered on a regular

basis by an officer prior to 1st January, 2006 or the date

from which the revised pay structure based on the sixth

Central Pay Commission recommendations has been

extended, shall be deemed to be service rendered in the

corresponding grade pay or pay scale extended based on

the recomendations of the Pay Commission.

Deputation : Officers of the Central Government :—

(a) (i) holding analogous posts on regular basis in the parent

cadre or Department; or

(ii) with five years service in the Pay Band-2 Rs. 9300-34800

plus grade Pay Rs. 4200 or equivalent after the

appointment thereto on regular basis; and

(b) possessing the following educational qualifications and

experience :—

(i) Degree of a recognised University;

(ii) Diploma in Material Management or any diploma with

Material Management as a subject from a recognised

university or institute; and

(iii) Three years experience in store administation and

accounting in a Government Department or Public Sector

Undertaking.

Note1: The departmental officers in the feeder category

who are in the direct line of promotion will not be eligible

for consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2 : The period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

Organisation or Department of the Central Government shall

ordinarily not to exceed three years. The maximum age limit

for appointment by deputation(ISTC) shall be not exceeding

56 years as on the closing date of receipt of applications.

Note 3: For purpose of appointment on deputation basis,

Rs. 5200—20200 plus Grade Pay Rs. 2400 or equivalent

after appointment thereto on regular basis; and

(b) Possessing the qualification and experience proposed

for Direct Recruitment proposed column (7).
