S.R.O. 81.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules further to amend the Integrated Headquarters, Ministry of Defence (Navy) Group ‘C’

Industrial Posts, Naval Armament Supply Organisation (Ammunition Workshop) Recruitment Rules, 2012, namely :—

1. (1) These rules may be called the Integrated Headquarters, Ministry of Defence (Navy) Group ‘C’ Industrial

Posts, Naval Armament Supply Organisation (Ammunition Workshop) Amendment Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Integrated Headquarters, Ministry of Defence (Navy) Group ‘C’ Industrial Posts, Naval

Armament Supply Organisation (Ammunition Workshop) Recruitment Rules, 2012, against the post of Ammunition

Mechanic-II at Serial 2, under Column 11, in the entry, for “Multi Tasking Staff (Ammunition) having three years’ of regular

service in the Grade Pay of Rs.1800 and possessing qualifications as prescribed in Column 7 and who have passed in a

departmental qualifying test”, the following shall be substituted, namely:—

“Multi Tasking Staff (Ammunition) having three years’ of regular service in the Grade Pay of Rs.1800 and who

have passed in a departmental qualifying test.”

Limited Departmental Competitive Examination of such Lower Division Clerks who have rendered eight

years regular service in the grade”, the following shall be substituted :—

“(2) 25% through Limited Departmental Competitive Examination of such Lower Division Clerks who have

rendered five years regular service in the grade.”

(3)

against the posts of Lower Division Clerk at Serial 2, and Stenographer Grade-II at Serial 3, under Column

10, the words “through Staff Selection Commission” shall be deleted.

(4)

against the post of Stenographer Grade-II at Serial 3, under Column 11, in the entry, instead of “Lower

Division Clerks with ten years regular service possessing qualifications as prescribed in Column 7”, the

following shall be substituted:—

S.R.O. 83.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in

supersession of the Navy, (Group ‘C’ Non-Industrial, Stores House Staff) Recruitment Rules,1984 in so far as they relate

to the posts of Storekeeper and Assistant Storekeeper, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to these Group ‘C’

Non-Industrial, Store House Staff posts in Integrated Headquarters, Ministry of Defence (Navy), namely :

1. Short title and commencement.—(1) These rules may be called the Integrated Headquarters Ministry of

Defence (Navy) Group ‘C’, Store House Staff (Naval Armament Supply Organisation) posts Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay/scale of pay.—The number of posts, their classification

and pay band and grade pay/scale of pay attached thereto shall be as specified in column (2) to (4) of the said schedule.

3. Method of recruitment, age limit, other qualifications etc.—Method of recruitment, age limit, qualifications

other matters relating thereto shall be as specified in column (5) to (13) of the aforesaid schedule.

4. Disqualification.—No person;

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may by order, for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

S.R.O. 84.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession

of the Ministry of Defence, Navy, Administrative Officers Group ‘A’ and Group ‘B’ Posts Recrucitment Rules, 2005, the

President hereby makes the following rules regulating the method of recruitment to the posts of Administrative Officers in

the Ministry of Defence, Navy, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Navy, Administrative

Officers (Group ‘A’ and Group ‘B’) posts Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification, pay band and grade pay or pay scale.—The number of said post, their classification,

pay band and grade or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said posts, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any persons,

shall not be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any

of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with

the orders issued by the Central Government from time to time in this regard.

Deputation : Officers of the Central Government :–

(A) (i)

holding analogous post on regular basis in the

parent cadre/department ; or

(ii)

with six years service in the grade rendered after

appointment thereto on regular basis in the Pay Band

2 of Rs. 9300–34800 with grade pay of Rs. 4800 or

equivalent in the parent cadre/department ; and

(B) Possessing the following educational qualifications and

experience:

Essential :

(i)

Degree of a recognized University ;

(ii)

Post Graduate Diploma in Personnel Management or

Human Resource Management from a recognized

University or Institution ;

(iii)

five years experience in administration and

establishment matters.

The Departmental Officers in the feeder category who are in

the direct line of promotion will not be eligible for consideration

for appointment on deputation. Similarly, deputationists shall

not be eligible for consideration for appointment by promotion.

(Period of deputation including the period of deputation in

another ex-cadre post held immediately preceding this

appointment in the same or some other Organisation/

Department of the Central Government shall ordinarily not

exceed three years. The maximum age-limit for appointment

by deputation shall be not exceeding fifty six years, as on the

closing date of the receipt of applications).

Note : For the purpose of appointment on deputation basis,

the service rendered on a regular basis by an officer prior to

1-1-2006. (The date from which the revised pay structure based

Office Superintendent (other than those working in the

Naval Armament Supply Organisation) in the Pay Band 2 of

Rs. 9300–34800 with grade pay of Rs. 4200 with five years

regular in the grade rendered after appointment thereto on

regular basis.

Note 1 : The eligibility service shall continue to be three years

for persons holding the feeder posts on regular basis on the

date of notification of these rules.

Note 2 : Where juniors who have completed their qualifying/

eligibility service are being considered for promotion, their

seniors shall also be considered provided they are not short

of the requisite qualifying/eligibility service by more than half

of such qualifying/eligibility service, or two years whichever

is less, and have successfully completed their probation period

for promotion to the next higher grade along with their juniors

who have already completed such qualifying/eligibility

service.

Note 3 : For the purpose of computing minimum qualifying

service for promotion, the service rendered on a regular basis

by an officer prior to 1-1-2006/the date from which the revised

pay structure based on the 6th Central Pay Commission

recommendations has been extended, shall be deemed to be

service rendered in the corresponding pay/pay scale extended

based on the recommendations of the said Pay Commission.
