ORDINANCE

Imphal, the July 7th, 2011

No.CAU/Reg/584/Ord/05/ : Whereas consequent upon the sanction of the Central Agricultural University Scheme

under VIII^th Five Year Plan communicated by the Joint Secretary, Department of Agricultural Research and Education and

Secretary, Indian Council of Agricultural Research vide letter No.1(2)/92-PI&M (Part-III) dated the 13^th October 1993, Central

Agricultural University with headquarters at Imphal; was established.

And whereas the Board of Management of Central Agricultural University Imphal has recommended and the Central

Government has approved the making or issue of first ordinance for conduct of convocation the said university;

Now, therefore, in exercise of the powers conferred by clause (v) of section 5 and sub section (2) of section 27 of

Central Agricultural University Act 1992 (No. 40 of 1992) read with section 32 of Statutes of the Central Agricultural

University, I, S.N. Puri, Vice-Chancellor, Central Agricultural University, Imphal do hereby make the first Ordinance for the

manner of conduct of the Convocation of the University for conferring degrees and Honorary degrees and other distinctions.

Manner of conduct of the Convocation of University

(1)

The Chancellor shall preside at the Convocation of the University held for conferring degrees and in his absence the

Vice-Chancellor will preside over the Convocation held for conferring the degrees as provided in sub section (1) of Section 3

of Statutes of the University.

(2)

The candidates who have passed their examinations in the year for which the Convocation is to be held shall be

eligible to be admitted to the Convocation on the recommendation of the Academic Council:

Provided that this shall not be applicable to the First Convocation at which candidates of all the preceding years

shall also be awarded degrees.

(3)

Where the Convocation could not be held in a particular year, the Vice-chancellor shall allow candidates for the

award of the respective degrees without waiting for formal Convocation.

(4)

The recipients of degree shall, sign the exhortation:

Provided also that in case the Convocation is not held in a particular year, the Vice-Chancellor shall authorise

admission of all eligible candidates to the next Convocation and confer on them the respective degrees:

Provided further that degrees may be awarded in absentia on the request of the students.

(5)

Candidates at the Convocation shall wear gowns and hoods appropriate to their respective degrees as specified in

(Annexure-1) and candidate who does not wear such gown or hood shall not be admitted to the Convocation.

(6)

For the award of degrees at the Convocation, candidates shall be formally presented to the Chancellor in the

following manner, namely:-

(a) for award of respective degrees, the Director of Instruction will invite the Dean to present Ph.D and Master of Science and

Bachelor of Science candidates.

(b) the Registrar or the person nominated by the Vice-Chancellor shall read the names of the recipients of medals and

prizes;

(c) the Registrar or the person nominated by the Vice-Chancellor shall present the candidates for conferment of degrees in

absentia.

The Degree certificates shall be supplied to the candidates by the Vice-Chancellor after the Convocation is over.

(8)

The Visitor, the Chancellor, the Chief Guest, the Vice-Chancellor, the Directors, the Registrar, the Comptroller, the

Deans of Colleges, the members of the Board and Academic Council and Ex. Vice-Chancellors shall wear their special robes

specified in (Appendix – 2).

(9)

Any Minister of the Indian Union, Minister of State Governments, Minister of the Union-territories, Speaker of Lok

Sabha/State Legislatures/Union Territory Legislatures, whenever they attend the Convocation, shall be provided special robes

according to their status.

7. Form of Procedure : The Form of Procedure of the Convocation shall be as specified in (Annexure -3).

8. Degrees to be awarded – The University shall award the following degrees to the candidates who complete the

requirements for the award of the degree namely: —

(1)

The Honorary degree of Doctor of Science(D.Sc.) may be conferred on the person by the Board as per the provisions

clause (k) under of section 25 of Central Agricultural University Act 1992 (No. 40 of 1992) and sub- section (1) of Section

27 of the Statutes of the University.

(2)

The presentation of the person/s at the Convocation on whom Honorary degree is/are to be conferred shall be made

by the Vice-Chancellor or his nominee.

(3)

The withdrawal of any Honorary degree conferred by the University shall be as per the procedure laid down under

sub-section (2) of section 27 of the Statutes of the University.

(4)

This Ordinance shall come into force on the date of its publication in the Official Gazette.
