New Delhi, the 14th February, 2014

G.S.R. 33.—In exercise of powers conferred by proviso to article 309 of the Constitution and in supersession of

National/Regional Biofertilizer Development Centres (Group ‘C’ and Group ‘D’ posts) Recruitment Rules, 1985, in so far as

they relate to the post of Stenographer Grade III except as respect things done or omitted to be done before such

supersession, the President hereby makes the following rules, regulating the method of recruitment to post of Stenographer

Grade II in National Centre of Organic Farming and Regional Centres of Organic Farming under the Department of

Agriculture and Cooperation, Ministry of Agriculture, namely :—

1. Short title and commencement.—(l) These rules may be called the National Centre of Organic Farming and

Regional Centres of Organic Farming (Group ‘C’ post of Stenographer Grade II) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification and pay band, pay scale and grade pay .—Number of the posts, its classification,

pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed

to these rules.

4. Method of recruitment, age limit, qualifications.—The method of recruitment, age limit, qualifications and

other matters to the post, shall be as specified in columns (5) to (13) of aforesaid Schedule.

5. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the candidates belonging to Scheduled Castes, Scheduled Tribes, ex-servicemen, Other Backward

Classes and other special categories of persons in accordance with the orders issued by the Central Government from time

to time in this regard.

G.S.R. 34.—In exercise of powers conferred by proviso to article 309 of Constitution and in supersession of

National and Regional Biofertilizer Development Centres (Group ‘C’ and Group ‘D’ Posts) Recruitment Rules, 1985 in so far

as it relates to the posts of Store Keeper, Cataloguer and Laboratory Assistant, in supersession of National and Regional

Biofertilizer Development Centres (Stenographer Grade I) Recruitment Rules, 2003, except as respect things done or omitted

to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment

to posts of Stenographer Grade I, Storekeeper, Cataloguer and Laboratory Assistant in the Ministry of Agriculture, Department

of Agriculture and Co-operation, National Centre of Organic Farming, namely :—

1. Short title and commencement .— (1) These rules may be called National Centre of Organic Farming,

Stenographer Grade- I, Storekeeper and Cataloguer (Group ‘B’ posts) and Laboratory Assistant (Group ‘C’ post) Recruitment

Rules, 2014.

(2) They shall come into force on date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification, pay band and grade pay or pay scale.—The number of posts, their

classification,pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

4. Method of recruitment, age limit, qualification etc.—the method of recruitment, age limit, qualifications and

other matters relating thereto shall be specified in columns (5) to (13) of the Schedule.

5. Disqualification.—No person,—

(a) who has entered into or contracted marriage with a person having spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall not be eligible for appointment to the any of the posts :

Provided that Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt any person

from the operation of this rule.

6. Power to relax.—Where Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of

provisions of these rules with respect to any class or category of persons.

7. Savings.—Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required

to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, Other Backward

Classes and other special categories of persons in accordance with order issued by Central Government from time to time

in this regard.

(1) Stenographer Grade-II in the Pay Band-1 with Grade Pay

(2) Training related to the duties and responsibilities of the

post of Stenographer from the Department or Organisation

or Institute under the purview of Central Government.

Note 1 : Where juniors who have completed their qualifying

or eligibility service are being considered for promotion, their

seniors shall also be considered provided they are not short

of the requisite qualifying or eligibility service by more than

half of such qualifying or eligibilit service or two years,

whichever is less, and have successfully completed their

probation period for promotion to the next higher grade along

with their juniors who have already completed such qualifying

or eligibility service.

Note 2 : For the purpose of computing minimum qualifying

service for promotion, the service rendered on a regular basis

by an officer prior to 1st January, 2006 or the date from which

the revised pay structure based on the recommendations of

the Sixth Central Pay Commission has been extended, shall be

pay scale extended based on the recommendations of the said

Deputation :

Officers holding the post of Stenographer under the Central

Government:—

(a) (i)

holding analogous post on regular basis in the parent

cadre or department; or

(ii)

with ten years service in the grade rendered after

appointment thereto on regular basis in the Pay Band-

1 of Rs. 5200—20200 with Grade Pay of Rs. 2400 or

equivalent in the parent cadre or department.

Note 1: The departmental officers in the feeder category who

are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly,

deputationsts shall not be eligible for consideration for

appointment by promotion.

Note 2 : Period of deputation including period of deputation

in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not to

exceed three years.

Note 3 : The maximum age limit for appointment by deputation

shall be not exceeding 56 years as on the closing date of the

receipt of applications.

Note 4 : For purposes of appointment on deputation basis,

the service rendered on a regular basis by an officer prior to

1st January, 2006 or the date from which the revised pay

structure based on the recommendations of the Sixth Central

Pay Commission has been extended, shall be deemed to be

service rendered in the corresponding grade pay or pay scale

G.S.R. 36.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession

of the Central Frozen Semen Production and Training Institute, Hessarghatta (Senior Production Officer), Recruitment

Rules, 1991, except as respects things done or omitted to be done, before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Senior Production Officer in Ministry of Agriculture,

Department of Animal Husbandry, Dairying and Fisheries, Central Frozen Semen Production and Training Institute,

Hessarghatta, Bangalore, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of

Animal Husbandry, Dairying and Fisheries, Central Frozen Semen Production and Training Institute, Hessarghatta, Senior

Production Officer, Group 'A' Post, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.—The number of said post, their classification,

pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

3. Method of recruitment, age limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 37.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession

of the Group ‘A’ Director, Central Frozen Semen Production and Training Institute, Hessarghatta, Recruitment Rules, 1986,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Director in Ministry of Agriculture, Department of Animal Husbandry,

Dairying and Fisheries, Central Frozen Semen Production and Training Institute, Hessarghatta, Bangalore, namely:—

1. Short title and commencement.—(1) These rules may be called Ministry of Agriculture, Department of Animal

Husbandry, Dairying and Fisheries, Central Frozen Semen Production and Training Institute, Hessarghatta, Director, Group

'A' Post, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and grade pay or pay scale.—The number of said posts, their

classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc. .—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Schedules Tribes, the Ex-servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

Schedule to the Indian Veterinary Council Act, 1984 with

registration in the Veterinary Council of India or in a State

Veterinary Council.

(ii) Post-graduate degree in Animal Genetics and Breeding or

Veterinary Obstetrics and Gynecology or Animal Biotechnology

from a recongnised University.

(iii) Five years’ experience of working in the field of frozen semen

technology on State Semen Processing Stations or Indian Council

of Agricultural Research Institutions or Veterinary Colleges.

Desirable :

Doctorate degree in Animal Genetics and Breeding or Veterinary

Obstetrics and Gynecology or Animal Biotechnology from a

recongnised University or Institute.

The Departmental Senior Production Officer with five years’

regular service in Pay Band-3, Rs. 15600—39100 plus Grade Pay

Rs. 6600 will also be considered along with outsiders and in case

he is selected for appointment to the post, the same shall be

deemed to be filled by promotion.

Note 1 : Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their seniors

shall also be considered provided they are not short of the

requisite qualifying or eligibility service, or two years, whichever

is less and have successfully completed their probation period

for promotion to the next higher grade along with their juniors

who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of the computing minimum qualifying

service for promotion, the service rendered on a regular basis by

an officer prior to 1st January, 2006 or the date from which the

revised pay structure based on the recommendation of the Sixth

Central Pay Commission has been extended, shall be deemed to

be service rendered in the corresponding grade pay or pay scale

extended based on the recommendations of the said Pay

Commission except where there has been merger or more than

one pre-revised scale of pay into one grade with a common grade

pay or pay scale and where this benefit will extend only for the

post(s) for which that grade pay or pay scale is the normal

replacement grade without any upgradation.

Note 3: The departmental officers in the feeder category who are

in the direct line of promotion shall not be eligible for consideration

for appointment on deputation and similarly, deputationists shall

not be eligible for consideration for appointment by promotion.

G.S.R. 38.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession

of the Department of Animal Husbandry, Dairying and Fisheries, Technical Officer (Dairy Development), Recruitment Rules,

2008, except as respect things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Technical Officer (Dairy Development) in the Ministry of

Agriculture, in the Department of Animal Husbandry, Dairying and Fisheries, namely:—

1. Short title and commencement.—(1) These rules may be called the Department of Animal Husbandry, Dairying

and Fisheries,Technical Officer (Dairy Development), Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, its classification, pay band and grade pay or pay scale.—The number of post, its classification,

pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

3. Method of recruitment, age limit, qualifications, etc. .—The method of recruitment to the said post, age-limit,

qualifications and other matters relating to be said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, Other Backward Classes and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Note 1: The departmental officers in the feeder category who are in

the direct line of promotion will not be eligible for consideration for

appointment on deputation. Similarly, deputationists shall not be

eligible for consideration for appointment by promotion.

Note 2 : Period of deputation (including short-term contract) including

cadre post held immediately preceding this appointment in the same

G.S.R. 39.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession

of the Ministry of Agriculture, Department of Agriculture and Cooperation (Group ‘D’ posts), Recruitment Rules, 1989,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Multitasking Staff in the Ministry of Agriculture, Department of

Animal Husbandry, Dairying and Fisheries, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of

Animal Husbandry, Dairying and Fisheries, Multitasking Staff, Group ‘C’ Post Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, its classification and the pay band, grade pay or pay scale.—The number of post, its

classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 44.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession

of the Union Territory of Lakshadweep Administration Dental Surgeon (Group ‘B’ Post) Recruitment Rules, 1980, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Dental Surgeon in the Union Territory of Lakshadweep Administration,

namely :—

1. Short title and commencement.— (1) These rules may be called the Union Territory of Lakshadweep

Administration, Dental Surgeon (Group ‘A’ Post) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or scale of pay.—The number of said post, its

classification, pay band and grade pay or the scale of pay attached thereto, shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule aforesaid.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living;

or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.
