New Delhi, the 4th September, 2014

G.S.R. 185.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Bureau of Police Research and Development Departmental Canteen, Group 'C' and Group 'D' posts

Recruitment Rules, 2000, in so far as it relates to the posts of Tea/Coffee Maker, Bearer and Wash Boy, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Canteen Attendant in the Ministry of Home Affairs, Bureau of Police Research

and Development, Departmental Canteen, namely :—

1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, the Bureau of

Police Reasarch and Development, Departmental Canteen, Canteen Attendant, Group 'C' Posts Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.—The number of post, its classification,

pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

3. Method of recruitment, age- limit , qualifications, etc.—The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes and Ex-servicemen, in accordance with the orders

issued by the Central Government from time to time in this regard.

G.S.R. 186.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Agriculture and Cooperation, Staff Car Driver Special Grade, Staff Car Driver Grade-I

and Staff Car Driver Grade-II Recruitment Rules, 2004 and the Department of Agriculture and Cooperation Staff Car Driver

(Oridinary Grade) Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Special

Grade), Staff Car Driver Grade-I, Staff Car Driver Grade-II and Staff Car Driver (Ordinary Grade) in the Department of

Agriculture and Cooperation, Ministry of Agriculture, namely :—

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of

Agriculture and Cooperation, Staff Car Driver (Special Grade), Staff Car Driver Grade-I, Staff Car Driver Grade-II and Staff

Car Driver (Ordinary Grade) Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification, pay band and grade pay or pay scale.—The number of the said post, their

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said

Schedule

4. Method of recruitment, age- limit , qualifications, etc.—The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission

relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, Other Backward Classes and

other special categories of persons, in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R. 187.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Commission for Agricultural Costs and Prices Group 'C' and 'D' posts Recruitment Rules; 2000,

excluding the recruitment rules for the grade of Staff Car Driver, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the

posts of Steno Grade-I1I, Upper Division Clerk and Lower Division Clerk (including Hindi Typist) in the Ministry of

Agriculture, Department of Agriculture and Cooperation, Commission for Agricultural Costs and Prices, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of

Agriculture and Cooperation, Commission for Agricultural Costs and Prices, Group 'C' posts, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade payor pay scale.—The number of the said post, its

classification, pay band and grade payor pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age limit, qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person,-

(a) who has entered into or contracted a marriage with person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post.

Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

shall be not exceeding 56 years’ as on the closing date

Note : For the purpose of appointment on deputation/

absorption basis, the service rendered on a regular

supersession of the Directorate of Plant Protection, Quarantine and Storage, Assistant (Legal) Recruitment Rules, 1985,

Directorate of Plant Protection, Quarantine and Storage, Law Officer, Recruitment Rules, 1989, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Assistant (Legal), Law Officer and Senior Law Officer in the Ministry of

Agriculture, Department of Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad,

namely :-

1. Short title and commencement:— (1) These rules may be called the Ministry of Agriculture, Department of

Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Law Stream,

Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade payor pay scale.— The number of post, its

classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications.— The method of recruitment to the said post, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification.— No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government, may, if satisfied, that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex- servicemen, the Other Backward

Classes and other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.

G.S.R. 189.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of Junior Translator

(General Central Service Group 'B' Non-Gazetted, Non- Ministerial) in the Ministry of Agriculture, Department of Agriculture

and Co-operation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, namely :-—

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of

Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Junior Translator (General

Central Service) (Non-Ministerial Group 'B' Non-Gazetted post) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.— The number of post, its classification,

pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3. Method of recruitment, age limit, qualifications.— The method of recruitment to the said post, age

limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification.— No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, for reasons to be recorded in writing and in consultation with UPSC relax any of the provisions of

these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward

Classes and other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.

For the purpose of appointment on deputation basis, the

service rendered on a regular basis by an officer prior to

the 1st January, 2006 (the date from which the revised pay

structure based on the Sixth Central Pay Commission

recommendation has been extended) shall be deemed to

be service rendered in the corresponding grade payor

pay scale extended based on the recommendations of the

Pay Commission except where there has been merger of

G.S.R. 190.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Departmental Canteen Employees (Recruitment and Conditions of Service) Rules 1980, in so far as it

relates to the post of Assistant Halwai except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Assistant Halwai - cum -

cook in the Departmental Canteen, Department of Publication, Ministry of Urban Development namely:—

1. Short title and commencement.— (1) These rules may be called the Departmental Canteen, Ministry of Urban

Development, Department of Publication, Departmental Canteen, Assistant Halwai - cum - cook (Group 'C' Post) Recruitment

Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade payor pay scale.— The number of post, its classification,

pay band and grade payor pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

3. Method of recruitment, age limit and qualifications, etc.— The method of recruitment, age limit, educational

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do it

may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class

or category of persons.

Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex- serviceman and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : Where juniors who have completed their

qualifying or eligibility service are being considered for

promotion, their seniors would also be considered provided

they are not short of the requisite qualifying or eligibility

service by more than half of such qualifying or eligibility

service whichever is less, and have successfully completed

probation period for promotion to the next higher grade

along with their who have already competed such qualifying

or eligibility service.

Note 2 : For the purpose of computing minimum

qualifying service for promotion, the service rendered on

a regular basis by an officer prior to the 1st January, 2006

or the date from which the revised pay structure based

on the recommendations of the Sixth Central Pay

Commission has been extended, shall be deemed to be

service rendered in the corresponding grade or pay scale

extended based on the recommendations of the said Pay

Commission.

Deputation :

Officers of the Central Government :

(a) (i) holding analogous posts on regular basis in the

parent cadre or department or

(ii) Canteen Attendant in the pay band-I, Rs. 5200-20200

with grade pay of Rs. 1800 with three years regular

service in the grade and having one year experience as

helper to Halwai-cum- Cook; and

(b) possessing the educational qualification and

experience prescribed for direct recruits under column (7).

Note 1: The period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organization or department of the Central Government shall

ordinarily not exceed three years.

Note 2 : The maximum age-limit for deputation is 56 years

as on closing date of receipt of application.

Note: 3 : The departmental officers in the feeder category

who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.

G.S.R. 191.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Publication Dispatch Rider Recruitment Rules, 2004, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Dispatch Rider in the Ministry of Urban Development, Department of Publication, namely :—

1. Short title and commencement.— (1) These rules may be called the Ministry of Urban Development,

Department of Publication, Dispatch Rider (Group 'C' post) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.— The number of post, its classification,

pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed

to these rules.

3. Method of recruitment, age limit and qualifications, etc.— The method of recruitment, age limit, educational

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Deputation/re-employment

The Armed Forces Personnel due to retire or who are to be

transferred to reserve within a period of one year and

having the requisite experience and qualifications

prescribed shall also be considered. Such persons would be

given deputation terms upto the date on which they are due

for release from the Armed Forces; thereafter they may be

continued on re-employment:

Note 1 : The period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or department of the Central Government shall

ordinarily not exceed three years.

Note 2 : The maximum age limit for appointment by

deputation shall be not exceeding 56 years as on the closing

date of receipt of applications.

Note 3 : For the purpose of appointment on deputation /

absorption basis, the service rendered on a regular basis

by an officer prior to the lst January, 2006 or the date from

which the revised pay structure based on the

recommendations of Sixth Central Pay Commission has been

extended, shall be deemed to be service rendered in the

corresponding grade pay or pay scale extended based on

the recommendations of the said Pay Commission except

where there has been merger of more than one pre-revised

scale of pay into one grade with a common grade pay or pay

scale, and where this benefit will extend only for the post(s)

for which that grade pay or pay scale is the normal

replacement without any up-gradation.

G.S.R. 192.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and

in supersession of the Ministry of Urban Development, Central Public Works Department, Deputy Director General

(Horticulture) Group 'A' post Recruitment Rules, 2006, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy

Director General (Horticulture) in the Ministry of Urban Development, Central Public Works Department, namely :-

1. Short title and commencement.—(1) These rules may be called the Ministry of Urban Development, Central

Public Works Department, Deputy Director General (Horticulture) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and grade pay or pay scale.— The number of post, its classification

and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3. Method of recruitment, age limit, qualification etc.— The method of recruitment, age limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation and other concessions required to be

provided for the Scheduled Castes, the Schedule Tribes, ex-servicemen, and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Note 1:- If any officer included in the field of

consideration for promotion could not be released for

training due to any administrative reasons, he/she shall

continue to be eligible for consideration for promotion,

subject to the condition that such officer shall undergo

training within a period of one year from the date of

promotion.

Note 2 :- Where juniors who have completed their

qualifying/ eligibility service are being considered for

promotion, their seniors would also be considered provided

they are not short of the requisite qualifying/eligibilit

service by more than half of such qualifying / eligibility

service or two years, whichever is less, and have

Note-3: For the purpose of computing minimum qualifying

service for Promotion, the service rendered on a regular

basis by an officer prior to 1st January, 2006, or the date

from which the revised pay structure based on the sixth

central pay commission recommendations has been

extended, shall be deemed to be service rendered in the

corresponding grade pay or Pay Scale extended based on

the recommendations of the pay commission.

Deputation : -

Officers under the Central Government or the State

Governments or the Union territory administration :-

(a) (i) holding analogous post on regular basis in the parent

cadre or Department; or

(ii) with two years' service in the grade rendered after

appointment thereto on a regular basis in pay band-4

(Rs. 37400 - 67000) and grade pay of Rs.8900 or equivalent

in the parent cadre or department; or

(iii) with three years' service in the grade rendered after

appointment thereto on a regular basis in pay band-4

(Rs.37400 - 67000) and grade pay of Rs. 8700 or equivalent

(b) possessing the following educational qualification and

experience : -

(i) M. Sc. in agriculture with specialization in Horticulture

from a recognized University or Institute; or M.Sc. in

Horticulture with Floriculture or Olericulture from a

recognized University or Institute; or M. Sc. in Botany

with Horticulture as a subject from a recoginzed University

or Institute; or B.Sc. in agriculture or Botany or Horticulture

with master's degree in land-scape architecture from a

recognized university or institute or Master degree in

Florifulture and landscaping from a recognized, university

or institute and

(ii) fifteen years' experience in Horticulture including

Ornamental Gardening ranging over various fields of

Horticulture,

Note 1 :-The Departmental officers In the feeder category

who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly.

deputationist shall not be eligible for consideration for

appointment by promotion.

Note 2:- Period of deputation in another ex-cadre post

held immediately preceding this appointment in the same

or some other organisation/Department of the Central

Government shall ordinarily not exceed five years. The
