“खान $नयं7ण एवं ख$नज संरण भाग”:- सम$त ने यह महसूस (कया (क आईबीएम के खान $नयं7ण एवं
ख$नज संरण (एमसीसीएम)भाग क भूमका केवल ख$नज2 के संरण तक हE सीमत नहE है बिH क यह देश म#
ख$नज संसाधन2 के सतत Jवकास हेतु Jव$नयामक मानक तैयार करने के लए राK LEय $नकाय जैसे काय भी
करेगा ता(क राM य 0 तरEय Jव$नयामक तं72 के $नमाण और सुधार के लए मता $नमाण म# सहायता दE जा सके

भारत सरकार ने सम$त के सुझाव2 पर [ यानपूवक Jवचार (कया है और खान $नयं7ण एवं ख$नज संरण भाग
का नाम बदलकर “खान Jवकास एवं Jव$नयमन भाग” तथा अय0 क साधन भाग का नाम “ख$नज सं0 करण भाग”

=दनांक 06 माच, 2003 के सरकार के संकH प सं. 35/1/2002-एम-III के ज.रए जारE, तथा 22 माच, 2003 को भारत के
राजप7 म# काशत (कया गया था ।
उस $तWथ से अब तक उनके घटनाgम हुए है िजसके कारण आईबीएम क भूमका तथा कायN के काय े7 क
समीा करना अब आवX यक हो गया है ता(क आईबीएम को राK LEय ख$नज नी$त, 2008 के काया1 वयन हेतु सम तं7
बनाया जा सके, तथा इसके चाटर को समसाम$यक प.रि0 थ$त के अनुसार बनाया जा सके ।
तदनुसार, सरकार ने आईबीएम के कायN एवं भूमका क समीा तथा पुनगठन हेतु 2009 म# एक सम$त का
गठन (कया । सम$त ने मई, 2012 म# सरकार को अपनी .रपोट 0 तुत क । सम$त ने अ1 य बात2 के साथ-साथ यह
सुझाव =दया (क आईबीएम क काय णालE पुन: प.रभाJषत चाटर के तहत होनी चा=हए और तदनुसार इसके लए ाPप
0 तुत (कया ।
भारत सरकार ने सम$त के सुझाव पर [ यानपूवक Jवचार (कया तथा यह $नणय लया है (क आईबीएम के मौजूदा
चाटर को सम$त Oवारा सुझाए ाPप को [ यान म# रखते हुए संशोWधत (कया जाना चा=हए ।
इस संबंध म# पहले के सभी संकH प2 के अWधgमण म#, सरकार ने $नणय लया है (क आईबीएम के कायN का चाटर
$नि4 नलiखत अनुसार होगा :
भारतीय खान
यूरो के काय का चाटर
आईबीएम का उjेX य देश म# (तटEय तथा अपतटEय दोन2) ख$नज संसाधन2 का k यवि0 थत तथा वै]ा$नक Jवकास
तथा भरपूर उपयोग को बढ़ावा देना होगा ।
इस उjेX य क ािm त हेतु आईबीएम :
1. राK LEय ख$नज सूचना कोष के Pप म# देश म# खान एवं ख$नज2 के गवेषण, पूव^ण क संपूण सूचना को एक
डाटाबेस म# संoहण, तुलना तथा संग=ठत करेगा तथा इसके काशन एवं सार के उपाय करेगा;
2. खनन े7 के संबंध म# राK LEय तकनीक $नयामक के Pप म# काय करेगा तथा राM य सरकार2 (Jव$नयमन का थम
0 तर) के मागदशन हेतु Jव$नयमन, (gया तथा णालE $नधा.रत करेगा;
3. क# \Eय 0 तर तथा राM य 0 तर2 पर $नयामक और साथ हE साथ Jवकास काय दोन2 के लए हE णालE म# मता
$नमाण करेगा;
4. क# \, राM य2, ख$नज उOयोग, शोध तथा शा सं0 थान2, तथा सभी 0 टेकहोH डर2 के बीच सम1 वयन का सं0 थागत

बीच सेतु का काम करेगा;
6. तकनीक परामशs सेवाएं दान करेगा ;

RESOLUTION
No. 31/49/20014-M.III—The Government had set up a Committee for review and restructuring of the
functions and role of IBM in 2009. The Committee submitted its report to Government in May, 2012. The Committee
has, interalia, suggested the renaming of the Mines Control & Conservation of Minerals Division and Ore Dressing
Division as under:-
i.
“Mines Control & Conservation of Minerals Division”:- The Committee felt that the role of Mines Control &
Conservation of Minerals (MCCM) Division of IBM is not limited to ensuring conservation of minerals but will
also encompass functions like National body for formulation of regulatory standards for sustainable development
of mineral resources in the country, to provide support for the capacity building for creation and improvement of
State level regulatory systems. Apart from regulatory functions, the division performs various roles as facilitator
to the mining industry. Therefore, the Committee recommended renaming of the Division as “ Minerals
Development and Regulation Division”.
ii.
“Ore Dressing Division”:- The expression ‘Mineral Processing’ is more contemporary and would be an accepted
phrase world over and would be more relevant to the existing and envisaged functions & activities of the Ore
Dressing Division of IBM. The Committee therefore recommended that the appellation “Mineral Processing” be
adopted and the Division be renamed as “Mineral Processing Division” instead of the existing “Ore Dressing
Division”.
The Government of India have carefully considered the suggestions of the Committee and decided to rename
the Mines Control & Conservation of Minerals Division as “Minerals Development & Regulation Division” and the
Ore Dressing Division as “Mineral Processing Division”.
ORDER
Ordered, that this resolution be communicated to all State Governments and Central Ministries of the Govt.
of India, Prime Minister’s Office, Cabinet Secretariat, Ministry of Parliamentary Affairs, Planning Commission and
Comptroller and Auditor General of India, Indian Bureau of Mines, Geological Survey of India and Department of
Atomic Energy.

F.No. 31/49/2014-M.III—The Indian Bureau of Mines (IBM) functions today under a charter that was issued
vide Government Resolution no.35/1/2002-M.III dated 6th March, 2003, and published in the Gazette of India on 22nd
March 2003.
There have been numerous developments since that date which now necessitated a review of the role and
scope of the functions of the IBM to make the IBM a competent instrument for the implementation of the National
Mineral Policy, 2008, and to bring its charter in line with the contemporary situation.
Accordingly, the Government had set up, in 2009, a Committee for review and restructuring of the functions
and role of IBM. The Committee submitted its report to Government in May, 2012. The Committee has, interalia,
suggested that the functioning of the IBM should be under a redefined charter, and has, accordingly, provided a draft of
the same.
The Government of India have carefully considered the suggestion of the Committee and decided that the
present charter of IBM should be modified, taking into account the draft suggested by the Committee.
In supersession of all of earlier resolutions in this regard, Government have decided that the charter of
functions of IBM will be as follows:
CHARTER OF FUNCTIONS OF INDIAN BUREAU OF MINES
The objective of the IBM will be to promote systematic and scientific development and optimum utilisation of
mineral resources of the country (both on-shore and off-shore).

In order to achieve this objective the IBM will:
1. Collect, collate, and organise into a database, all information on exploration, prospecting, mines and minerals
in the country in the shape of a National Mineral Information Repository and take steps to publish and
disseminate the same;
2. Function as the National Technical Regulator in respect of the mining sector, and lay down regulations,
procedures and systems to guide the State Governments (first tier of regulation);
3. Build up capacity in the system, both for regulatory as well as the developmental work, at the central level as
well as at the level of the States;
4. Establish institutional mechanisms of coordination between the Centre, the States , mineral industry, research
and academic institutions, and all stake holders, so as to proactively develop solutions to the demands and
problems faced by the industry;
5. Promote research on all aspects of practical relevance to the industry and to act as a bridge between research
institutions on the one hand and user industry on the other;
6. Provide technical consultancy services;
7. Participate in international collaborative projects in the area of regulation and development of the mineral
sector;
8. Advise Government on all matters relating to the mineral industry; and
9. Undertake any such other activity as has become necessary in the light of developments in the field of
geology, mining, mineral beneficiation and the environment.

Ordered, that this resolution be communicated to all State Governments, Ministries of the Government of
India, Prime Minister’s Office, Cabinet Secretariat, and Comptroller and Auditor General of India.
