G.S.R. 245.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Home Affairs, National Crime Records Bureau Records, Crime Records, Administration

and Training Division, Sub-Inspectors, Head Constables and Constables, Group 'C' posts Recruitment Rules, 2005, except

as respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Sub-Inspectors, Head Constables and Constables in the Ministry of

Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, National Crime

Records Bureau, Crime Records, Administration and Training Division, Group 'C' posts Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, Classification and Pay Band and Grade Pay or Pay Scale.—The number of posts, their

classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of

the aforesaid Schedule.

4. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

7. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex- Servicemen and other special categories of

persons, in accordance with the orders issued by the Central Government from time to time, in this regard.

Police Officers of the Central Government or State

Governments or Union Territories:

(i) (a) holding analogous posts on regular basis in the parent

cadre or department; or

(b) with five years’ service in the grade rendered after

appointment thereto on regular basis in posts in the Pay

Band - 1, Rs. 5200-20200 plus Grade Pay of Rs. 2000 or

equivalent in the parent cadre or department; and

(ii) possessing three years experience of Crime Records

Management including matters relating to administration or

purchase and housekeeping.

(The departmental officers in the feeder category who are in

the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.)

(Period of deputation including period of deputation

in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not to

exceed three years. The maximum age limit for appointment

by deputation shall be not exceeding 56 years, as on the

closing date of receipt of applications.)

Note 2: For the purpose of computing minimum qualifying

service for promotion, the service rendered on a regular basis

by an officer prior to the 1^st January, 2006, the date from which

the revised pay structure based on the 6th Central Pay

Commission recommendations has been extended, shall be

deemed to be service rendered in the corresponding Grade

Pay or pay scale extended based on the recommendations of

the Commission.

Deputation/absorption :

Police Officers of the Central Government or State

Governments or Union territories:

(i) (a) holding analogous posts on regular basis in the parent

cadre or department; or

(b) with three years regular service in post in the pay scale of

Rs. 5200-20200 + Grade Pay of Rs. 1800 or equivalent; and

(ii) possessing a valid motor driving licence and three years

experience of driving light motor vehicle or heavy motor

vehicle.

(The departmental officers in the feeder category who are in

the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.)

(Period of deputation including period of deputation in

another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not to

exceed three years. The maximum age limit for appointment

by deputation shall be not exceeding 56 years, as on the

closing date of receipt of applications.)

Note : For purpose of appointment on deputation basis, the

service rendered on a regular basis by an officer prior to the

1^st January, 2006 (the date from which the revised pay structure

based on the sixth Central Pay Commission recommendations

has been extended) shall be deemed to be service rendered in

the corresponding Grade Pay or pay scale extended based on

the recommendations of the Pay Commission except where

there has been merger of more than one pre-revised scale of

pay into one grade with a common Grade Pay or pay scale,

1. (1) These rules may be called the Central Electricity Authority, Multi- Tasking Staff, Group ‘C’ Posts (Amendment)

Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Electricity Authority, Multi-Tasking Staff, Group ‘C’ Posts Recruitment Rules, 2013 (hereinafter

G.S.R. 247.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Health and Family Welfare, Departmental Canteen, Group 'C' & 'D' Recruitment Rules,

2001, in so far as they relate to the posts of Junior Clerk and Cook, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group

‘C' posts in the Ministry of Health and Family Welfare Departmental Canteen, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare,

Departmental Canteen (Group ‘C' posts) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the posts specified column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification, pay band and grade payor pay scale.— The number of the said posts, their

classification the pay band and grade payor pay scale attached thereto shall be as specified in columns (2) to (4) of the said

Schedule.

4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Initial Constitution.— The incumbents holding the posts of Assistant Halwai-cum-Cook and Canteen Attendant,

who were appointed on regular basis to the said posts before the commencement of these rules, shall be deemed to have

been appointed to the said posts under these rules and the services rendered by them in the said posts before such

commencement shall be taken into account for the purposes of probation, confirmation, promotion, etc.

6. Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

7. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

8. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note : A two weeks training on organisational behaviour,

communication skill and accounting practices shall be

mandatory for Canteen Attendants for promotion to the post

of Clerk from the Institute of Secretariat Training and

Management or any other recognised Institutes.

Note 1 : Where juniors, who-have completed their qualifying

or eligibility service, are being considered for promotion, their

seniors would also be considered provided they are not short

of the requisite qualifying or eligibility service by more than

half of such qualifying or eligibility service or two years,

whichever is less and have successfully completed their

probation period for promotion to the next higher grade along

with their juniors who have already completed such qualifying

or eligibility service.

Note 2 : For the purpose of computing minimum qualifying

service for promotion, the service rendered on a regular basis

by an officer prior to 1st January, 2006 or the date from which

the revised pay structure based on the Sixth Central Pay

Commission recommendations has been extended, shall be

deemed to be service rendered in the corresponding grade

pay or pay scale extended based on the recommendations of

the commission, except where there has been merger of more

than one pre-revised scale of pay into one grade with a

common grade pay or pay scale, and where this benefit will

extend only for the posts for which that grade pay or pay

scale is the normal replacement grade without any

1. Short title and commencement. - (1) These rules may be called the. Ministry of Road Transport and Highways,

Transport Research Wing, Group 'B' Post Recruitment (Amendment) Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

supersession of the Directorate of Extension (Class III and Class IV Posts) Recruitment Rules, 1964, in so far it relates to

the post of Painter, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Painter, in the Ministry of Agriculture,

Department of Agriculture and Cooperation, Directorate of Extension, namely:-

1. Short title and commencement. — (1) These rules may be called the Ministry of Agriculture, Department of

Agriculture and Cooperation, Directorate of Extension, Painter, Group 'C' Post, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale. — The number of the said post, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Note 1: The departmental officers in the feeder category

who are in the direct line of promotion shall not be

eligible for consideration for appointment on deputation.

Similarly, the deputationists shall not be eligible for

consideration for appointment by promotion.

Note 2: Period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organization or department of the Central Government

shall ordinarily not exceed three years. The maximum

age limit for appointment by deputation shall be "Not

exceeding 56 years" as on the closing date of receipt of

applications.

Note 3: For the purpose of appointment on deputation/

absorption basis, the service rendered on a regular

basis by an officer prior

to 1st January, 2006 (the date

from which the revised pay structure based on the Sixth

Central Pay Commission recommendation has been

extended) shall be deemed to be service rendered in the

corresponding grade payor pay scale extended based on

the recommendations of the commission except where

there has been merger of more than one pre-revised scale

of pay into one grade with a common Grade Pay or pay

G.S.R. 250.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate of Extension (Class III and Class IV Posts) Recruitment Rules, 1964 and Directorate of

Extension (Class III and Class IV posts) Recruitment (IIIrd Amendment) Rules, 1972 in so far as they relate to the post of

Artist (Junior), except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Artist Junior, in the Directorate of Extension,

Department of Agriculture and Cooperation, Ministry of Agriculture, namely:-

1. Short title and commencement. — (1) These rules may be called the Ministry of Agriculture, Department of

Agriculture and Cooperation, Directorate of Extension, Artist (Junior) (Group ‘C’ post), Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale. — The number of the said post, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
