New Delhi, the 22nd December, 2014

S.R.O. 01.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the College of Military Engineering, Librarian (Grade-1) Recruitment Rules, 1977, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method

of recruitment to the post of Assistant Library and Information Officer in the College of Military Engineering, Pune under

the Ministry of Defence, namely :-

1. Short title and commencement.— (1) These rules may be called the Ministry of Defence, Civilians in Defence

Services (Group 'B' Gazetted post) 'Assistant Library and Information Officer in College of Military Engineering, Pune,

Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade payor pay scale.— The number of post, its classification

and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed in these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and other party to the marriage and there are other grounds for so doing, exempt any person from

the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

regular basis and successfully completed training of 2 to

4 weeks in the field of Library and Library Science.

Note 1 : - Where juniors who have completed their

qualifying or eligibility service are being considered for

promotion, their seniors would also be considered provided

they are not short of the requisite qualifying or eligibility

service by more than half of such qualifying or eligibility

service or two years, whichever is less, and have

successfully completed their probation period for

promotion to the next higher grade alongwith their juniors

who have already completed such qualifying or eligibility

service.

Note 2 : - For the purpose of computing minimum

qualifying service for promotion, the service rendered on a

regular basis by an officer prior to 1st January, 2006, the

date from which the revised pay structure based on the

Sixth Central Pay Commission recommendations has been

extended shall be deemed to be service rendered in the

corresponding grade pay or pay scale extended based on

the recommendations of the said Pay Commission, except

where there has been merger of more than one pre-revised

scale of pay into one grade with a common grade pay or

pay scale, and where this benefit will extend only for the

posts for which that grade pay or pay scale in the normal

replacement grade without any up-gradation.

Deputation (including short term contract) :

Officers under the Central Government or State

Government or Union territories or Public Sector

Undertakings or autonomous organisation or University

or a recognised research institution -

(a) (i) holding analogous posts on a regular basis; or

(ii) with five years of service in the grade rendered after

appointment thereto on regular basis in the Pay Band-2

Rs. 9300-34800 with Grade Pay of Rs. 4200 or equivalent;

and

(b) possessing the following educational qualifications

and experience prescribed as under -

Essential :

(i) Bachelors Degree in Library and Information

Science of a recognized University.

(ii) two years professional experience in a Library under

Central Government or State Government or Autonomous

or Statutory organization or Public Sector

Undertakings or University or Recognized Research or

Educational Institution.

Desirable :

(i) Master's Degree in Library Science or Library

and Information Science of a recognized University or

Institute.

(ii) Diploma in Computer Applications from a

recognized University or Institute.

Note 1: - The departmental officers in the feeder cateqory

who are in direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly,

deputations shall not be eligible for consideration for

appointment by promotion.

Note 2: - Period of deputation (including short term

contract) in another ex-cadre post held immediately

preceding this appointment in the same or some other

organization or department of the Central Government shall

ordinarily not to exceed three years.

Note 3 : - The maximum age limit for appointment b y

deputation (including short term contract) shall be not

exceeding 56 years as on the closing date of receipt of

application.

Note 4: - For the purpose of appointment on deputation

S.R.O. 02.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Armed Forces Medical Store Depot, Recruitment Rules, 1989, in so far as they relate to the post of Store

Officer (Civilian), except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Store Officer (Civilian), in the Ministry of

Defence, namely:-

1. Short title and commencement.— (1) These rules may be called the Armed Forces Medical Stores Depot, Store

Officer (Civilian) Group 'B' Gazetted Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.— The number of the said posts, its

classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age- limit and other qualifications etc.— The method of recruitment, age- limit,

qualifications and other matters relating to the said post shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

next higher grade alongwith their junior who have already

completed such qualifying or eligibility service.

Note-2 : For the purpose of computing minimum

qualifying service for promotion, the service rendered on a

regular basis by an officer prior to the 1st January, 2006,

the date from which the revised pay structure based on the

Sixth Central Pay Commission recommendations has been

extended, shall be deemed to be service rendered in the

corresponding grade pay or pay scale extended based on

the recommendations of the Pay Commission.

Note-3 : Consequent to implementation of Sixth Central

Pay Commission the post of Senior Store Superintendent

and Store Superintendent carry the same grade pay of

Rs. 4200. It is pertinent here to mention that the posts of

Senior Store Superintendent and Store Superintendent

stand merged and inter-se- seniority will be maintained in

which Senior Store Superintendent will be placed first

and thereafter Store Superintendent as per existing

seniority. The promotion to Store Officer (Civilian) will be

done only from Senior Store Superintendent with five

years of service.

Deputation :

Officers under the Central Government-

(a)

(i)

analogous posts on regular basis in the parent

Cadre or Department; or

(ii)

with five years regular service in the grade

rendered after appointment thereto on a regular

basis in the Corresponding Pay Band of Rs.9300-

34800 and Grade Pay Rs.4200 or equivalent in the

parent Cadre or Department; and

(b) possessing the educational qualifications and

experience prescribed for direct recruits under column (7).

Note-1 : The Departmental Officers in the feeder

category who are in the direct line of promotion will not be

eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible or

consideration for appointment by promotion.

Note-2 : Period of deputation including period of

deputation in another Ex-Cadre post held immediately

preceding this appointment in the same or some other

Organization or Department of the Central Government

shall ordinarily not exceed three years. The maximum age

S.R.O. 03.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Military Training Directorate (Assistant Master) Recruitment Rules, 1999, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method

of recruitment to the posts of Assistant Master in Rashtriya Military Schools under the Ministry of Defence, namely :—

1. Short title and commencement.— (1) These rules may be called the Ministry of Defence, Rashtriya Military

Schools Assistant Master, Group 'B' Post Recruitment Rules, 2014.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.— The number of said post, its classification

pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said schedule.

4. Disqualification.— No person, --

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 04.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ordnance and Ordnance Equipment Factories Civilian Motor Driver (Special Grade), Civilian Motor

Driver (Grade-I), Civilian Motor Driver (Grade-II) and Civilian Motor Driver (Ordinary Grade) Group 'C' posts, Recruitment

Rules 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the posts of Civilian Motor Driver (Special Grade), Civilian Motor

Driver (Grade-I), Civilian Motor Driver (Grade-II) and Civilian Motor Driver (Ordinary Grade) in the Ordnance and Ordnance

Equipment Factories and other offices and establishments under the Ordnance Factories Organisation except the Ordnance

Factory Board Head Quarter Establishment, namely :-

1. Short title and commencement.— (1) These rules may be called the Ordnance and Ordnance Equipment

Factories Civilian Motor Driver (Special Grade) Group 'B' Non-Gazetted, Civilian Motor Driver (Grade - I), Civilian

Motor Driver (Grade -II) and Civilian Motor Driver (Ordinary Grade) Group 'C' Posts, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification and Pay Band and Grade pay/Pay scale.—The number of the said posts, their

classification and the Pay Band and Grade Pay/scale of pay attached thereto shall be as specified in columns (2) to (4) of the

said Schedule.

4. Method of recruitment, age limit, qualifications etc. .— The method of recruitment, age limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualifications.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that the marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of these rules.

6. Power to relax .— Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

7. Saving .— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and

other special categories of persons, in accordance with the orders issued by the Central Government from time to time

in this regard.

Note 1: For the purpose of these rules, the Director General Ordnance Factories and Chairman, Ordnance Factory

Board may authorise any member of the Board or an Additional Director General, Ordnance Factories, to exercise all or any

of the powers on its behalf and it shall be deemed to have been exercised by the said Board.

Note 2: The incumbents in the posts mentioned in the Schedule are normally liable for service in the same factory

or office in the Ordnance Factories Organisation. But this will be, without prejudice to the right of the management, in the

public interest, to transfer them to equivalent posts in any other factory or office in the Ordnance Factories organization.

Note 3: Within the total number of posts in the same Pay Band and Grade Pay/Pay Scale, addition to and reduction

of posts under different designations and names on any Pay Band and Grade Pay/ Pay Scale may be made by Ordnance

Factory Board from time to time on the basis of changes in work load and functional requirements.

Note 4: The mode of conducting trade tests shall be prescribed by the General Manager of the factory or Ordnance

Factory Board. The tests may include written, practical examination, aptitude tests etc.

Note 5: The term "Limited Departmental Competitive Examination" is only a method of Fast Track Promotion. Thus

appointment through Limited Departmental Competitive Examination shall be treated as fast track Promotion for all purposes.

Note 6 : The term "General Manager of the factory" and its variations shall includ Senior General Manager,

Additional General Manager and Heads of other establishments declared by Ordnance Factory Board to be equivalent to

General Manager of factory

Note 7 : In relation to prescribed qualification, the question whether a qualification is equivalent to the prescribed

qualification for any post shall be decided by the Ordnance Factory Board.

Note 8 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a

regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC

S.R.O. 05.—In exercise of the power's conferred by the proviso to article 309 of the Constitution and in

supersession of the Defence Research and Development Organisation, Ministry of Defence, Group 'C' and Group 'D' (Fire

Service) posts Recruitment Rules, 1998, insofar as it relates to the post of Fire Superintendent and the Defence Research

and Development Organisation, Ministry of Defence, Fire Service Cadre (Group 'B') posts Recruitment Rules, 2004, except

as respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the Fire Service Cadre (Group 'B') posts in the Defence Research and Development

Organisation under the Ministry of Defence, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Defence, Defence Research and

Development Organisation, Fire Service Cadre (Group 'B' Posts) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. -These rules shall apply to the posts specified in the column (1) of the Schedule annexed to these

rules.

3. Number of posts, classification, pay band and grade pay or pay scale. - The number of posts, their classification

and the pay band and grade pay or pay scale attached thereto shall be specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualification etc. - The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualifications. - No person,

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Schedule Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with orders issued by the Central Government from time to time in this regard.

Promotion : Deputy Divisional Fire Officer in the Pay Band-

2, Rs.9300-34800 with grade pay of Rs. 4600 with two years

service in the grade rendered after appointment thereto on

regular basis in the parent cadre or Department, who have

successfully completed training imparted by Centre For

Fire Explosives and Environment Safety, Defence Research

Development Organisation, Ministry. of Defence. (The

duration and nature of training shall be determined by

the'Centre For Fire Explosives and Environment Safety,

Defence Research Development Organisation, Ministry of

Defence Timarpur, Delhi).

Note1: Where juniors who have completed their qualifying

or eligibility service are being considered for promotion,

their seniors would also be considered provided they are

not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or

two years, whichever is less, and have successfully

completed their probation period for promotion to the next

higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying

service for promotion, the service rendered on a regular

basis by an officer prior to Ist January, 2006 or the date

from which the revised pay structure based on the Sixth

Central Pay Commission recommendations has been

extended, shall be deemed to be service rendered in the

corresponding grade pay or pay scale extended based on

the recommendations of the said Pay Commission.

Deputation:

(a) Officers of the Central or State Government or Union

territories:

(i) holding analogous post in the parent cadre or

department; or

(ii) with two years service in the grade rendered after

appointment thereto on regular basis in the pay band-2,

Rs.9300-34800 plus grade pay of Rs. 4600 or equivalent in

the parent cadre or department; and

(b) possessing the following educational qualification and

experience:

(i) a diploma in fire engineering from National College of

Fire Services, Nagpur or any other Institute recognised by

Government.

(ii) three years experience in fire fighting work of Central

Govt Fire Service Organisation.

Note 1: The departmental Officers in the feeder category

who are in the direct line of promotion will not be eligible

for consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: Period of deputation including period of deputation

in another ex-cadre post held immediately preceding this

appointment in the same or some other Organisation or

Department of the Central Government shall ordinarily not

to exceed three years.

Note 3 : The maximum age-limit for appointment by

deputation shall be not exceeding fifty-six years as on the

closing date of receipt of applications.

Note 4: For purpose of appointment on deputation, the

service rendered on a regular basis by an officer prior to Ist

January, 2006 or the date from which the revised pay

structure based on the Sixth Central Pay Commission

recommendations has been extended shall be deemed to

be service rendered in the corresponding grade pay or pay

scale extended based on the recommendations of the Pay

Commission, except where there has been merger of more

than one pre-revised scale of pay into one grade with a

common grade pay or pay scale, and where this benefit will

extend only for the post(s) for which that grade pay or pay

scale in the normal replacement grade without any

upgradation.

years service in the grade rendered after appointment

Promotion : Station Officer in the pay band-l, Rs. 5200 -

20200 with grade pay of Rs. 2800 with six years regular

service in the grade rendered after appointment thereto on

regular basis in Defence Research and Development

Organisation and possessing a Diploma in Fire Engineering

from National College of Fire Services Nagpur or general

course in Air Crash Rescue and Fire Fighting conducted

by Centre for Fire Explosives and Environment Safety,

Defence Research Development Organisation, or diploma

in Fire Engineering or Station Officer and Instructor's course

conducted by Ministry of Home Affairs.

Note 1: The eligibility service for promotion to the post of

Assistant Divisional Fire Officer shall continue to be five

years for persons holding the erstwhile feeder posts of

Fire Master on regular basis on the date of notification of

these rules.

Note 2: Where juniors who have completed their qualifying

or eligibility service are being considered for promotion,

their seniors would also be considered provided they are

not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service, or

two years, whichever is less, and have successfully

completed their probation period for promotion to the next

higher grade along with their juniors who have already

completed such qualifying or eligibility service.
