(1) जो संसद सद%य स म त के सद%य हb, वे संसद सद%य न रहने पर इस स म त के सद%य नहं रह_गे।
(2) स म त के पदेन सद%य अपने पद पर काय करते रहने तक ह इस स म त के सद%य रह_गे।

Language Hindi contained in the Constitution, Official Languages Act and Rules, and Policy decisions of the Kendriya Hindi
Samiti and instructions issued by the Ministry of Home Affairs/Department of Official Language relating to Official
Language Hindi and also in regard to the Progressive use of Hindi in the Ministry of Corporate Affairs.
TENURE
The tenure of the members of the Samiti shall ordinarily be three years from the date of its constitution provided
that :
A.
A member, who is a Member of Parliament, ceases to be a member of the Samiti as soon as he/she ceases to be a
Member of Parliament.
B.
Ex-officio Members of the Samiti shall continue as members as long as they hold the office by virtue of which
they are members of the Samiti.
C.
If a vacancy arises in the Samiti due to resignation, death etc. of the member, the member appointed on the
vacancy shall hold office for the residual term of three years.
TRAVELLING AND DAILY ALLOWANCE
The Non-official members will be paid travelling allowance by shortest route from their residence to the place of
meeting as per their entitlement. They will also be paid daily allowance on rates fixed by the Government of India from time
to time.
HEADQUARTER
The Headquarters of the Samiti shall be at New Delhi, but if considered necessary, it may hold its meetings at any
other place also.

Ordered that a copy of this resolution be Sent to all Members of the Samiti, all State Governments and Union
Territory Administrations, Prime Minister’s Office, Cabinet Secretariat, President’s Secretariat, Vice-President’s Secretariat,
Committee of Parliament on Official Language, Comptroller and Auditor General, Accountant General, Central Revenues,
Lok Sabha Secretariat, Rajya Sabha Secretariat and all the Ministries and Department of the Government of India.
Ordered also that the Resolution be published in the Gazette of India for general information.

Standards and Specifications for “e-Pramaan: Framework for e-Authentication”
No. 3(60)/2012-EGII, WHEREAS Department of Electronics and Information Technology (DeitY), Ministry of
Communications & Information Technology, Government of India (GoI), is implementing the National e-Governance Plan
(NeGP) that aims to bring public services closer home to the people, as articulated in the Vision Statement of NeGP: "Make
all Government services accessible to the common man in his locality, through common service delivery outlets, and ensure
efficiency, transparency, and reliability of such services at affordable costs to realise the basic needs of the common man"
AND WHEREAS, the online and mobile based service delivery mechanisms of Government of India have necessitated
electronic authentication of the identity of the users so that each service or benefit reaches its intended recipient in a secured
manner. It has also necessitated electronic authentication of Government websites in order to build trust among the users.
AND WHEREAS, a well laid Standards for e-Authentication is essential for enabling the Government of India to
progressively develop or adopt e-Authentication techniques to ensure secure online and mobile based delivery of public
services in the country in accordance with the “e-Pramaan: Framework for e-Authentication”. These standards will be used to

develop the components, APIs as well as the protocols for the e-Pramaan system and may also be used by government
departments to build their own authentication systems for delivering e-Governance services.
AND WHEREAS, the Competent Authority on Standards has approved the Standards and Specifications for “e-Pramaan:
Framework for e-Authentication”.
NOW, this Department hereby notifies the Standards and Specifications for “e-Pramaan: Framework for e-Authentication”
for all e-Governance Applications w.e.f. the date of notification. The Standard can be downloaded from
http://egovstandards.gov.in.
