G.S.R.124 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Lal Bahadur Shastri National Academy of Administration (Canteen Posts) Recruitment Rules,

2001, in so far as they relate to the posts of Halwai, Cook, Tea/Coffee Maker, Bearers and Wash Boy, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Halwai-cum-Cook, Assistant Halwai-cum-Cook and Canteen

Attendant, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Personnel, Public

Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of

Administration, Mussoorie (Halwai-cum-Cook, Assistant Halwai-cum-Cook and Canteen Attendant) Recruitment Rules,

2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to

these rules.

3. Number of posts, classification, pay band and grade pay or pay scale.— The number of the post, their

classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of

the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said

Schedule.

5. Disqualifications.— No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do,

for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of

persons.

7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories

of persons in accordance with the orders issued by the Central Government from time to time in this regard.

regular service in the pay band- 1, Rs. 5200-20200 plus

grade pay of Rs. 1900; and

(b) possessing the following qualifications and

experience:

(i) 10th class pass with a certificate or diploma in

catering from a recognized Board or Institute;

(ii) two years experience in a Government Department or

Undertaking preferred.

Note1: The period of deputation including period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or Department of the Central Government

shall ordinarily not exceed three years.

Note 2: The maximum age-limit for appointment is 56

years as on the closing date of receipt of application.

Note 3: The departmental officials in the feeder

category who are in the direct line of promotion shall

not be eligible for consideration for appointment on

deputation. Similarly, deputationists shall not be

eligible for consideration for appointment by

promotion.

Note 4: For the purpose of appointment on deputation

Director and Assistant Director in the Cooperation and Credit Division Recruitment Rules, 1994, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to Group 'A' and Group 'B' posts in the Ministry of Agriculture, Department of Agriculture and

Cooperation, Cooperation and Credit Division, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department

of Agriculture and Cooperation (Cooperation and Credit Division), Group 'A' and Group 'B' Technical posts Recruitment

Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the posts specified in column (1) of the Schedule annexed to

these rules.

3. Number of posts, classification, pay band and grade pay or pay scale.— The number of said posts, their

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

aforesaid Schedule.

4. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualifications:— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other, grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

G.S.R.127 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate General of Health Services (Bio- medical Engineer and Senior Bio-medical Engineer)

Group 'A' Posts Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the posts of Bio-medical

Engineer and Senior Bio-medical Engineer in the Central Drugs Standard Control Organisation, Directorate General

of Health Services, namely: -

1. Short title and commencement. — (1) These rules may be called the Directorate General of Health

Services (Bio-medical Engineer and Senior Bio-medical Engineer) Group 'A' Posts Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. — These rules shall apply to the posts specified in column (1) of the Schedule annexed to

these rules.

3. Number of post, classification, pay band and grade pay or pay scale. — The number of said posts, their

classification, the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. — The method of the recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) ofthe said

Schedule.

5. Disqualification. — No person,

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, in consultation with the Union Public Service Commission, and for reasons to be recorded in writing, relax

any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications

and experience.

Essential:

(i) Bachelor of Engineering or Bachelor of Technology

degree in Bio-medical Engineering or Electronics and

Instrumentation Engineering or Bio-Mechanical

Engineering or Polymer Engineering from a recognised

University or Institute;

(ii) eight years experience in research or designing or

manufacturing or testing of medical devices in the

manufacturing organisations or research organisations

or institute or in a recognised academic college.

Desirable:

(i) Post Graduate degree or diploma in the disciplines

specified under essential qualification;

(ii) Four years' experience in the regulatory aspects of

safety and efficacy of medical devices.

Note 1: The departmental Bio-medical Engineer in the

pay band-3, Rs.15600-39100 with grade pay of

Rs.6600 with five years regular service in the grade

shall also be considered along with outside candidates

and in case such person is selected for appointment,

the post shall be deemed to have been filled by

promotion.

Note 2: The departmental officers in the feeder

category who are in the direct line of promotion shall

not be eligible for consideration for appointment on

deputation and similarly, the deputationists shall not be

eligible for consideration for appointment by

promotion.

Note 3: Period of deputation (including short-term

contract) including the period of deputation (including

short term contract) in another ex-cadre post held

immediately preceding this appointment in the same or

some other organisation or department of the Central

Government shall ordinarily not exceed four years.

Note 4: The maximum age limit for appointment by

deputation (including short-term contract) shall not be

exceeding fifty six years as on the closing date of receipt

of applications.

Note 5: For the purpose of appointment on deputation

basis, the service rendered on a regular basis by an

officer prior to 1st January, 2006 or the date from which

the revised pay structurebased on the Sixth Central Pay

Commission recommendations has been extended, shall

be deemed to be service rendered in the corresponding

grade pay or pay scale extended based on the

recommendations of the said Pay Commission, except

where there has been merger of more than one pre-

revised scale of pay into one grade with a common grade

pay or pay scale, and where this benefit will extend only

for the post(s) for which that grade pay or pay scale, is

the normal replacement grade without any upgradation.

G.S.R.128 .—As it is India's turn to host 12th South Asian Games, it has been decided with the approval of the

competent authority to host 12th South Asian Games in Guwahati and Shillong between November, 2015 and January,

2016. The President of India is pleased to constitute Organizing Committee for 12th South Asian Games, which will be

the apex committee for the management and organization of the Games. The Organizing Committee has been constituted

in consultation with Indian Olympic Association.
