New Delhi, the 31st August, 2015
G.S.R. 170.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the National Test House, Calcutta, Deputy Director (Administration) recruitment Rules, 1999, except as
respect things done or omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the post of Administrative Officer in the Ministry of Consumer Affairs, Food and
Public Distribution, Department of Consumer Affairs, National Test House, namely :-
1. Short title and commencement.— (i) These rules may be called the Ministry of Consumer Affairs, Food and
Public Distribution, Department of Consumer Affairs, National Test House, Administrative Officer, Group 'A' Post
Recruitment Rules, 2015.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, Pay band and grade pay or pay scale.— The number of the post, its classification,
pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed
to these rules.
3. Method of recruitment, age limit, educational qualifications etc.— The method of recruitment, to the said
post, age limit, educational qualifications and other matters relating to thereto shall be as specified in columns (5) to (13)
of the said Schedule.
Disqualification.— No person,-
(a) who has entered into contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary and expedient so to do,
it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories
of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Rs.5400 with five years regular service in the grade will
also be considered alongwith outsiders and in case he is
selected for appointment to the post, the same shall be
deemed to have been filled by promotion.
Note 2 : The period of deputation including the period of
deputation in another ex– cadre post held immediately
preceding the appointment in the same or some other
organisation or department of the Central Government
shall ordinarily not exceed four years.
Note 3 : The maximum age limit for appointment by
deputation shall not be exceeding 56 years as on the
closing date of the receipt of application.

as they relate to the post of Stenographer (Grade II), except as respect things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
Stenographer Grade I in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution,
Department of Consumer Affairs, namely :-
1. Short title and commencement.- (1). These rules may be called the Ministry of Consumer Affairs, Food
and Public Distribution, Department of Consumer Affairs, the National Test House, Stenographer Grade I Recruitment
Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale.- The number of the post, its
classification pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
3. Method of recruitment, age-limit, educational qualifications, etc. - The method of recruitment to the said post,
age-limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13)
of the aforesaid Schedule.

4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary and expedient so
to do, it may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect
to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in
accordance with the orders issued by the Central Government from time to time in this regard.

Departmental Promotion Committee shall also be
considered subject to the condition that the required
training shall be completed within one year of the date
of meeting of the Departmental Promotion Committee.
Note 1: Where juniors who have completed their qualifying
or eligibility service are being considered for promotion,
their senior would also be considered provided they are
not short of the requisite qualifying or eligibility service
by more than half of such qualifying or two years
whichever is less, and have successfully completed
probation period for promotion to the next higher grade
along with their juniors who have already completed such
qualifying or eligibility service.
Note 2 : For the purpose of computing minimum qualifying
service for promotion, the service rendered on a regular
basis by an officer prior to the 1st January, 2006 or the date
from which the revised pay structure based on the
recommendation of the Sixth Central Pay Commission has
been extended shall be deemed to be service rendered in
the corresponding grade pay or pay scale extended based
on the recommendations of the said Pay Commission.

cadre or department; or
(ii) with ten years regular service rendered after
appointment thereto on a regular basis in the pay band –

parent cadre or department.
Note 1: The departmental officers in the feeder category,
who are in the direct line of promotion, shall not be
eligible for consideration for appointment on deputation.
Similarly, deputationist shall not be eligible for
consideration for appointment by promotion.
Note 2 : The period of deputation including the period
of deputation in another ex– cadre post held immediately
preceding the appointment in the same or some other
organisation or department of the Central Government
shall ordinarily not exceed three years.
Note 3 : The maximum age-limit for appointment by
deputation shall not be exceeding 56 years as on the
closing date of the receipt of application .

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxations of age limits and other concessions
required to be provided for candidates belonging to the the Scheduled Castes, the Scheduled Tribes, the Other Backward
Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard.

G.S.R. 173.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group ‘A’ and Group
‘B’ posts) Recruitment Rules, 2003 in so far as it relates to the post of Superintendent (Printing) (Hindi Branch) and in
supersession of the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group ‘C’ posts)
Recruitment Rules, 2005 in so far as it relates to the post of Printing Assistant (Post in Hindi Branch) except as respects
things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the
method of recruitment to Group ‘B’ posts in the Official Languages Wing, Legislative Department, Ministry of Law and
Justice, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Law and Justice, Legislative
Department, Official Languages Wing, (Group ‘B’ posts) Recruitment Rules, 2015.
2. They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, Pay Band and Grade Pay or Pay Scale.—The number of said posts, their
classification, the Pay Band and Grade Pay or Pay Scale attached thereto shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, to the said posts age limit,
qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any
of the provisions of these rules with respect to any class or category of Persons.
6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

period for promotion to the next higher grade alongwith their
juniors who have already completed such qualifying or
eligibility service.
Note 2: For the purpose of computing minimum qualifying
service for promotion, the service rendered on a regular basis
by an officer prior to the 1st January, 2006 or the date from
which the revised pay structure based on the Sixth Central
Pay Commission recommendations has been extended, shall
be deemed to be service rendered in the corresponding pay/
pay scale extended based on the recommendations of the
said Pay Commission.

Officers under the Central Government or State Governments
or Union Territories administration. or Public Sector
Undertakings or Semi- Government or Autonomous and
Statutory Organisations or Universities or Recognised
Research Institutions or Councils.
(a)(i) holding analogous posts; or
(ii) with 5 years’ service in the grade rendered after
appointment thereto on regular basis in the pay band-2,
Rs.9300-34800 with grade pay of Rs.4200/- or equivalent in
the parent cadre or Department; and
(b) possessing the following educational qualifications and
experience:
(i) Degree from a recognised University established or
incorporated by or under a Central Act; Provincial Act or a
State Act or any institution for higher education deemed to

(ii) Three years’ experience of proof reading of Bills, Acts and
Ordinances in a Central or State/Union Territory
Administration Press;
(iii) Passed High School or any other higher examination from
a recognised Board or University established or incorporated
by or under a Central Act; Provincial Act or a State Act or any
institution for higher education deemed to be a University by
the Central Government or any other institution or foreign
University approved by the Central Government through
Hindi medium or had offered Hindi as a subject in High School
or any higher examination from a recognised board or
University established or incorporated by or under a Central
Act; Provincial Act or a State Act or any institution for higher
education deemed to be a University by the Central
Government or any other institution or foreign University
approved by the Central Government.
Desirable:
(i) Diploma in Printing Technology from a recognised
university established or incorporated by or under a Central
Act; Provincial Act or a State Act or any institution for higher
education deemed to be a University by the Central
Government or any other institution or foreign University
approved by the Central Government.
(ii) Bachelor’s Degree in Law (LLB) from a recognised
university established or incorporated by or under a Central
Act; Provincial Act or a State Act or any institution for higher
education deemed to be a University by the Central
Government or any other institution or foreign University
approved by the Central Government.
Note 1.-For the purpose of appointment on deputation
(including short term contract) basis, the service rendered on
a regular basis by an officer prior to 01.01.2006 i.e. the date
from which the revised pay structure based on the 6th Central
Pay Commission recommendations has been extended, shall
be deemed to be service rendered in the corresponding grade

the said Commission except where there has been merger of
