21.8.2015, the President is pleased to appoint the following IAS officers of 2013 batch as Assistant Secretary in the Ministry
of Road Transport & Highways in PB-3 Rs. 15,600—39,100 + Rs. 5400 Grade Pay on central deputation for a period of
03 months w.e.f. 31.8.2015 (F.N.) to 30.11.2015 (A.N.).

2. The above mentioned officers will be entitled to joining time and joining time pay from 22.8.2015 to 30.8.2015
on expiry of Phase-II training on 21.8.2015 at LBSNAA. The joining time pay will be paid by Ministry of Road Transport
and Highways. However, they will not be entitled to any joining time and joining time pay at the time of their relieving from
the central government to join their respective cadre and only transit time will be allowed.
3. They will report to Joint Secretary (Establishment) in the Ministry of Road Transport & Highways .
4. The other terms and conditions of their appointment as Assistant Secretary in the Ministry of Road Transport and
Highways will be as under :—
i.
Pay Fixation: Pay will be paid on the basis of LPC. In the absence of LPC, pay will be fixed provisionally on
the basis of Pay Slip for the previous month furnished by the officers. In the absence of both, pay will be fixed
provisionally by granting two increment to the minimum of the pay of the pay band plus grade pay of
Rs. 5400/- as the officers have completed two years of service as on 1.7.2015.
ii.
TA/DA: During their appointment, their travel entitlement will be as admissible to a Government servant
drawing grade pay of Rs. 5400/- in terms of Department of Expenditure O.M. No. 19030/3/2008-E.IV dated
23.9.2008 as amended from time to time.
iii.
Medical Facility: The officers will be entitled to CGHS facilities. CGHS cards will be issued to them and their
family members, centrally by Department of Personnel & Training in coordination with the Ministry of Health
& Family Welfare and handed over to the Ministry/Department concerned for distribution among the allotted
officers.
iv.
Central Deputation on Tenure Allowance (CDTA): The Officers will be paid CDTA @ 10% of basic pay,
subject to ceiling of Rs. 4,000/- per month.
v.
House Rent Allowance: The accommodation to be provided to the officers by Ministry of Urban Development
is being allotted in the name of Department of Personnel & Training. It will be assigned to individual officers
by MOUD. As a special case, the entire rent/tariff charged by MOUD for this accommodation will be borne
by Department of Personnel & Training. Officers assigned the accommodation shall not be granted any HRA
during the entire period of deputation even if they surrender the assigned accommodation midway. However,
the officers who have initially made their own arrangement for stay shall be paid HRA @ 30% of pay i.e. the
rate applicable for Delhi.
vi.
Record Sheet: Ministries/Departments will maintain Record Sheet for the officers which will be forwarded to
the respective State Governments on their relieving for merger with their service books.
vii.
Leave: Officers are advised not to avail any leave considering the short period of appointment.
viii.
APAR: will be recorded by the respective Ministries/Departments in SPARROW.
ix.
Disciplinary matters: Department of Personnel & Training will be disciplinary authority.
x.
Intimations under Conduct Rules: Ministry/Departments concerned will take on record intimation if any
furnished by the officers with a copy to the cadre concerned.

Aadhar Card: Department of Personnel & Training is facilitating issuance of Aadhar Card with UIDAI who
are being given the list of officers by Department for arranging the completion of necessary formalities at the
allocated Ministries/Departments.
