G.S.R. 234.—In exercise of the powers conferred by proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the Group 'B', Non-gazetted post in

draughtsman cadre of the Sashastra Seema Bal under the Ministry of Home Affairs, namely: -

Short title and commencement.— (1) These rules may be called the Sashastra Seema Bal, Non-Combatised,

Draughtsman Cadre, Group 'B' Non-Gazetted post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

Initial constitution.—The incumbent who has been appointed on regular basis before commencement of these

rules shall be deemed to have been appointed under these rules to the correspondent post, grade and the cadre in the

service and his service shall be counted for the purpose of probation, qualifying service for promotion, confirmation and

pension in the service.

3. Number of post, classification and pay band and grade pay or pay scale.—The number of posts, their

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

Method of Recruitment, age limit, qualification, etc.—The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a)

who, has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and to other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rules.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any

of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard.

परंतु यद केीय सरकार का यह समाधान हो जाता है क ऐसा िववाह ऐसे Xि) और िववाह के अय पJकार को लागू Pवीय

G.S.R. 236.—In exercise of the powers conferred by sub-section (5) of section 211 of the Companies Act, 2013

(18 of 2013), and in supersession of the Serious Fraud Investigation Office, Ministry of Company Affairs, Senior

Assistant Director (Group ‘B’ Post) Recruitment Rules, 2006 and the Serious Fraud Investigation Office, Ministry of

Company Affairs, Assistant Director(Capital Market) (Group ‘B’ Post) Recruitment Rules, 2006, except as respects

things done or omitted to be done before such supersession, the Central Government hereby makes the following rules

regulating the method of recruitment to the posts of Senior Assistant Director (Capital Market) and Assistant Director

(Capital Market) in the Ministry of Corporate Affairs, Serious Fraud Investigation Office, namely: -

Short title and commencement. - (1) These rules may be called the Ministry of Corporate Affairs, Serious

Fraud Investigation Office, Senior Assistant Director (Capital Market) and Assistant Director (Capital

Market), Group ‘B’ Post Recruitment Rules, 2015.

(2) They shall come into force from the date of their publication in the Official Gazette.

Application. – These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification, pay band and grade pay or pay scale. - The number of said posts, their

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said

Schedule.

Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualifications. - No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving. - Nothing in these rules shall affect reservation, relaxation of age - limit and other concessions required

2013 (18 of 2013), and in supersession of the Serious Fraud Investigation Office, Department of Company Affairs Group

‘B’ Post Personal Assistant Recruitment Rules, 2004 and the Serious Fraud Investigation Office, Department of

Company Affairs Group ‘B’ Post Private Secretary Recruitment Rules, 2004, except as respects things done or omitted

to be done before such supersession, the Central Government hereby makes the following rules regulating the method of

recruitment to the posts of Stenographer Grade-I, Private Secretary and Principal Private Secretary in the Serious Fraud

Investigation Office, Ministry of Corporate Affairs, namely:—

Short title and commencement.—(1) These rule may be called the Ministry of Corporate Affairs, Serious

Fraud Investigation Office, Stenographer Grade-I, Private Secretary and Principal Private Secretary

Recruitment Rules, 2015.

They shall come into force from the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in the Schedule annexed to these rules.

Number of post, classification and pay band and grade pay or scale of pay.—The number of post, its

classification and the pay band and grade pay or scale of pay attached thereto shall be as specified in columns (2) to (4)

of the Schedule annexed to these rules.

Method of recruitment, age limit, educational qualifications, etc.—The method of recruitment to the said

post, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of

the said Schedule.

Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary, or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age - limit and other concessions required

to be provided for the Scheduled Castes, the Schedule Tribes, ex-serviceman and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Post Gazetted Senior Assistant Director Recruitment Rules, 2006, except as respects things done or omitted to be done

before such supersession, the Central Government hereby makes the following rules regulating the method of

recruitment to the posts of Senior Assistant Director (Investigation) in the Ministry of Corporate Affairs, Serious Fraud

Investigation Office, namely: -

Short title and commencement.— (1) These rules may be called the Ministry of Corporate Affairs, Serious

Fraud Investigation Office, Senior Assistant Director (Investigation), Group ‘B’ Post Recruitment Rules,

2015.

They shall come into force from the date of their publication in the official Gazette.

Number of posts, classification, pay band and grade pay or pay scale.—The number of said post, their

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

aforesaid Schedule.

Method of recruitment, age limit, qualification, etc.—The method of recruitment, age limit, qualification and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications. - No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age - limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

(II) Three years’ experience in enforcement of regulatory laws or investigation

of economic offences and collection of intelligence thereto.

Desirable :

(I) Chartered Accountant or Cost and Management Accountant or Company

Secretary or Bachelor’s Degree in Law or Master of Business Administration

or Post Graduate diploma from a recognised University or Institutions.

(II) Should be conversant with tools and techniques of collection of evidence

or recording of statement or collection, collation and presentation of best

evidence to be used in prosecution proceedings.

Note 1: The period of deputation including period of deputation

[including short term contract] in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or

department of the Central Government shall be for a period of three years.

Note 2: The maximum age limit for appointment by deputation [including

short term contract] shall be not exceeding fifty-six years as on the closing

date of the receipt of application.

Note 3: For purposes of appointment on deputation basis, the service

rendered on a regular basis by an officer prior to 1^st January, 2006 or the

date from which the revised pay structure based on the recommendations

of the Sixth Central Pay Commission has been extended, shall be deemed

to be service rendered in the corresponding grade pay or pay scale

extended, based on the recommendations of the said Pay Commission

Posts Recruitment Rules, 2011, in so far as they relate to the posts of Multi Tasking Staff allocated to the Ministry of

Shipping, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the posts of Multi-tasking Staff in the Ministry of Shipping,

namely :-

G.S.R. 240.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and

in supersession of the National Film Archive (Group ‘C’ Administrative posts) Recruitment Rules, 1987 in so far as

they relate to the post of Multi Tasking Staff except as respects things done or omitted to have been done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the Group ‘C’

Multi Tasking Staff posts in the National Film Archive of India, namely:-

1. Short title and commencement:- (1) These rules may be called the National Film Archive of India Multi

Tasking Staff (Group ‘C’ Administrative Posts) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application:- These rules shall apply to the post specified in column 1 of the Schedule to these rules.

3. Number of posts, classification and scale of pay:- The number of the said post, their classification and the scale

of pay attached thereto shall be specified in columns 2 to 4 of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc.:- The method of recruitment to the said post, age limit,

qualifications and other matters connected therewith shall be as specified in columns 7 to 14 of the Schedule

aforesaid.

5. Disqualification:- No person, (a) who has entered into or contracted a marriage with a person having a spouse

living , or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any persons from the operation of this rule.

6. Power to relax:- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

7. Savings:- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and

other special categories in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R. 241.—In exercise of the powers conferred by section 7 of the Indian Telegraph Act, 1885 (13 of 1885),

the Central Government hereby makes the following rules further to amend the Indian Telegraph Rules, 1951, namely:-

These rules may be called the Indian Telegraph (2nd Amendment) Rules, 2015.

(2)

They shall come into force on the date of their publication in the Official Gazette.

In the Indian Telegraph Rules, 1951, -

(i)

in rule 525, in sub-rule (2), in clause (v), after item (d), the following items shall be inserted, namely:-

"(e)

For augmentation of satellite bandwidth systems for the Union territory of Andaman and Nicobar Islands as per

the Comprehensive Telecom Development Plan for Andaman and Nicobar Islands and Lakshadweep Islands, Capital

Expenditure incurred by Bharat Sanchar Nigam Limited (BSNL) shall be funded by the Universal Service Obligation

Fund (USOF).

(f)

G.S.R. 242.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of Dental Hygienist, Dr. Ram Manohar Lohia Hospital, New Delhi Recruitment Rules, 1990, except as

respect things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Dental Hygienist in the Ministry of Health and Family Welfare, Dr.

Ram Manohar Lohia Hospital, New Delhi, namely:-

Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,

Dr. Ram Manohar Lohia Hospital, New Delhi, Dental Hygienist (Group ‘B’ post), Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, pay band and grade pay or pay scale. – The number of post, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age limit, qualification, etc. – The method of recruitment, age limit, qualification and

other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification. – No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax

any of the provisions of these rules with respect to any class or category of persons.

Saving .—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-servicemen and other

special categories of person in accordance with the orders issued by the Central Government from time to time in this

regard.

Note 2: The maximum age limit for appointment by

deputation (including short term contract) shall not be

exceeding 56 years as on the closing date of receipt of

applications.

Note 3: For the purpose of appointment on deputation

basis, the service rendered on a regular basis by an

officer prior to the 1^st January, 2006 or the date from

which the revised pay structure based on the

recommendations of the Sixth Central Pay Commission

has been extended, shall be deemed to be service

rendered in the corresponding grade pay or pay scale

extended based on the recommendations of the said Pay

Commission except where there has been merger of more

than one pre-revised scale of pay into one grade with a

common grade pay or pay scale, and where this benefit

will extend only for the post(s) for which that grade pay

or pay scale is the normal replacement grade without any

upgradation.

G.S.R. 243.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Safdarjung Hospital, New Delhi , (Senior Refractionist) Recruitment Rules, 1996, except as respect

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Senior Optometrist in Safdarjung Hospital, New Delhi under the Ministry of

Health and Family Welfare namely:-

Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,

Safdarjung Hospital, New Delhi Senior Optometrist ( Group ‘B’ Post) Recruitment, Rules 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, pay band and grade pay or pay scale. – The number of the posts, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in column (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc. – The method of recruitment rules, age limit,

qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification. – No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living , or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission relax

any of the provisions of these rules with respect to any class or category of persons.

Saving - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of person in accordance with the orders issued by the Central Government from time to time in

this regard.

Promotion:

Optometrist in the Safdarjung Hospital in the

pay band 1, Rs. 5200-20200 with grade pay of

Rs. 2800 with six years regular service in the

grade and who have successfully completed

two weeks training in optometry from a

recognized Institution.

Departmental Promotion committee ( for

considering promotion) consisting of:-

Note 1: Where juniors who have completed

their qualifying or eligibility service are being

considered for promotion, their seniors would

also be considered provided they are not short

of the requisite qualifying or eligibility service

by more than half of such qualifying or

eligibility service or two years, whichever is

less and have successfully completed their

probation period, for promotion to the next

higher grade along with their juniors who

have already completed such qualifying or

eligibility service.

Note 2: For the purpose of computing

minimum qualifying service for promotion,

the service rendered on a regular basis by an

officer prior 1^st January, 2006 or /the date

from which the revised pay structure based on

the

recommendations has been extended shall be

deemed to be service rendered in the

corresponding grade pay or pay scale

extended based on the recommendations of

the Pay Commission.

Deputation (including short term contract):

(i) Bachelors Degree in Optometry from a

recognised University or Institute.

(ii)

Optometry in a Government hospital or

research institute recongised by the Central

Government or State Government having a

minimum of hundred beds.

Note 1: The departmental officers in the

feeder category who are in the direct line of

promotion

shall

eligible

consideration for appointment on deputation.

Similarly, deputationists shall not be eligible

Note 3: The maximum age limit for

appointment by deputation shall not be

exceeding 56 years as on the closing date of

receipt of application.

Note 4: For the purpose of appointment on

deputation basis, the service rendered on a

regular basis by an officer prior to the 1st

January, 2006 or the date from which the

revised

pay

structure

based

recommendations of the Sixth Central Pay

Commission has been extended shall be

deemed to be service rendered in the

corresponding grade pay or pay scale

extended based on the recommendations of

the said pay commission except where there

has been merger of more than one pre-revised

scale of pay into one grade with a common

grade pay or pay scale, and where this benefit

will extend only for the post(s) for which that

grade pay or pay scale is the normal

replacement grade without any upgradation.
