का.िन.आ. 54.—रा᳦पित, संिवधान के अनु᭒छेद 309 के परंतुक ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए और

नौसेना समूह " क " राजपिᮢत पद, संपादक अनुवादक (ᱨसी/अंᮕेजी) भतᱮ िनयम, 1993 तथा नौसेना ᭔ये᳧ अनुवाद

अिधकारी (ᱨसी/अंᮕेजी) समूह "क" भतᱮ िनयम, 2004, को उन बातᲂ के िसवाय अिधᮓांत करते ᱟए, िज᭠हᱶ ऐसे अिधᮓमण

से पूवᭅ ᳰकया गया है या करने से लोप ᳰकया गया है, रᭃा मंᮢालय, भारतीय नौसेना मᱶ संपादक अनुवादक (ᱨसी/अंᮕेजी) और

᭔ये᳧ अनुवाद अिधकारी (ᱨसी/अंᮕेजी) के पदᲂ पर भतᱮ कᳱ प᳍ित का िविनयमन करने के िलए िन᳜िलिखत िनयम बनाते हᱹ,

अथाᭅत्:-

संिᭃ᳙ नाम और ᮧारंभ – (1) इन िनयमᲂ का संिᭃ᳙ नाम रᭃा मंᮢालय, भारतीय नौसेना, (समूह "क",

राजपिᮢत पद) अनुवाद अिधकारी काडर (ᱨसी/अंᮕेजी) भतᱮ िनयम, 2015 हᱹ।

(2) ये राजपᮢ मᱶ ᮧकाशन कᳱ तारीख को ᮧवृᱫ हᲂगे।

लागू होना - ये िनयम इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭त᭥भ (1) मᱶ िविन᳸द᳥ पदᲂ को लागू हᲂगे।

सं᭎या, वगᱮकरण और वेतन बᱹड और ᮕेड वेतन या वेतनमान: उᲦ पदᲂ कᳱ सं᭎या, उनका वगᱮकरण तथा वेतन

बᱹड और ᮕेड वेतन या वेतनमान वे हᲂगे, जो इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭तंभ (2) से ᭭तंभ (4) मᱶ िविन᳸द᳥ हᱹ।

भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅता आᳰद: उᲦ पदᲂ पर भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं और उनसे संबंिधत

अ᭠य बातᱶ वे हᲂगी जो उᲦ अनुसूची के ᭭तंभ (5) से (13) मᱶ िविन᳸द᳥ हᱹ।

िनरहᭅता: वह ᳞िᲦ –

(क)

िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत है, िववाह ᳰकया है, या िववाह कᳱ संिवदा कᳱ

है, या

(ख)

िजसने अपने पित या अपनी प᳀ी के जीिवत रहते ᱟए ᳰकसी ᳞िᲦ से िववाह ᳰकया है या िववाह कᳱ

संिवदा कᳱ है,

उᲦ पदᲂ पर िनयुिᲦ का पाᮢ नहᱭ होगा :

पर᭠तु यᳰद के᭠ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अ᭠य पᭃकार

को लागू ᭭वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠य आधार हᱹ तो वह ᳰकसी ᳞िᲦ को इस िनयम के

ᮧवतᭅन से छूट दे सकेगी।

िशिथल करने कᳱ शिᲦ: जहां के᭠ᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫यक या समीचीन है, वहां वह

उसके िलए जो कारण हᱹ उ᭠हᱶ लेखब᳍ करके तथा संघ लोक सेवा आयोग से परामशᭅ करके, इन िनयमᲂ के ᳰकसी उपबंध को

ᳰकसी वगᭅ या ᮧवगᭅ के ᳞िᲦयᲂ कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी।

᳞ावृिᱫ: इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃण, आयु-सीमा मᱶ छूट और अ᭠य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी,

िजनका के᭠ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय–समय पर जारी ᳰकए गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ,

अनुसूिचत जनजाितयᲂ, और अ᭠य िवशेष ᮧवगᭅ के ᳞िᲦयᲂ के िलए उपबंध करना अपेिᭃत है।

अिधकारी (ᱨसी/अंᮕेजी) िजसने उस पद

पर िनयुिᲦ के प᳟ात िनयिमत आधार पर

उस ᮰ेणी मᱶ 5 वषᭅ सेवा कᳱ है; या

(ii)

उपरोᲦ (i) के न हो सकने पर ऐसा ᭔ये᳧

अनुवाद अिधकारी (ᱨसी/अंᮕेजी) िजसने

वेतन बᱹड – 2, 9300 – 34800 ᱧ. + ᮕेड

वेतन 4600 ᱧ. मᱶ ᭔ ये᭬ ठ अनुवाद

अिधकारी (ᱨसी/अंᮕेजी) कᳱ ᮰ेिणयᲂ मᱶ

आठ वषᭅ कᳱ सि᭥मिलत िनयिमत सेवा कᳱ

हो िजसमᱶ से ᭔ये᳧ अनुवाद अिधकारी

(ᱨसी/अंᮕेजी) कᳱ ᮰ेणी मᱶ कम से कम तीन

वषᭅ िनयिमत सेवा कᳱ हो ।

ᳯट᭡पण 1 : जहां ऐसे किन᳥ ᳞िᲦयᲂ के संबंध मᱶ,

िज᭠हᲂने अपनी अहᭅक या पाᮢता सेवा पूरी कर ली

है, ᮧो᳖ित के िलए िवचार ᳰकया जा रहा हो, वहाँ

उनसे ᭔ये᳧ ᳞िᲦयᲂ के संबंध मᱶ भी िवचार ᳰकया

जाएगा परंतु यह तब जब ᳰक उसके ᳇ारा कᳱ गई

ऐसी अहᭅक या पाᮢता सेवा अपेिᭃत अहᭅक या

पाᮢता सेवा के आधे से अिधक से या दो वषᭅ से,

इनमे से जो भी कम हो, कम न हो और उ᭠ हᲂने

अपने ऐसे किन᭬ ठ ᳞िᲦयᲂ सिहत, िज᭠होने ऐसी

अहᭅक या पाᮢता सेवा पहले ही पूरी कर ली है,

अगली उᲬतर ᮰ेणी मᱶ ᮧो᳖ित के िलए अपनी

पᳯरवीᭃा कᳱ अविध सफलतापूवᭅक पूरी कर ली

हो ।

ᳯट᭡पण 2 : ᮧो᳖ित के िलए ᭠यूनतम अहᭅक सेवा

कᳱ संगणना करने के ᮧयोजन के िलए ᳰकसी

अिधकारी ᳇ारा, 01 जनवरी, 2006 से पहले या

उस तारीख से िजससे छठे के᭠ᮤीय वेतन आयोग कᳱ

िसफ़ाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना

का िव᭭तार ᳰकया गया है, िनयिमत आधार पर कᳱ

गई सेवा को उᲦ वेतन आयोग कᳱ िसफ़ाᳯरशᲂ पर

आधाᳯरत िव᭭ताᳯरत त᭜᭭थानी ᮕेड वेतन या

वेतनमान मᱶ कᳱ गई सेवा समझी जाएगी ।

ᮧितिनयुिᲦ:- के᭠ᮤीय सरकार के ऐसे अिधकारी :-

(क) (i) जो िनयिमत आधार पर सदृश पद

धारण ᳰकए ᱟए हᱹ, या,

समूह "क", िवभागीय ᮧो᳖ित सिमित (ᮧो᳖ित के

संबंध मᱶ िवचार के िलए) िजसमᱶ िन᳜िलिखत

हᲂगे :-

1. संयुᲦ सिचव (नौसेना) या कोई अ᭠य संयुᲦ

सिचव, रᭃा मंᮢालय – अ᭟यᭃ

2. ᮧधान िनदेशक, िसिविलयन काᳶमक एकᳱकृत

मु᭎यालय, रᭃा मंᮢालय (नौसेना)

– सद᭭य

3. िनदेशक, िसिविलयन काᳶमक एकᳱकृत

मु᭎यालय, रᭃा मंᮢालय (नौसेना)

– सद᭭य

सेवा कᳱ हो, और

(ख) िजनके पास िन᳜िलिखत शैिᭃक

अहताᭅएँ और अनुभव है :-

(i) ᳰकसी मा᭠यता ᮧा᳙ िव᳡िवधालय से ᱨसी

भाषा मᱶ बैचलर िडᮕी िजसमᱶ अंᮕेजी एक

अिनवायᭅ या ऐि᭒छक िवषय के ᱨप मᱶ रहा

हो और ᳰकसी मा᭠यता ᮧा᳙ िव᳡िवधालय

या सं᭭थान से ᱨसी भाषा मᱶ पोत मानकᲂ

का िनवᭅचन के िलए िड᭡लोमा या समतु᭨य।

(ii) ᱨसी भाषा से अंᮕेजी या िवपयᱷन मᱶ

तकनीकᳱ द᭭तावेजᲂ के अनुवाद का पाँच वषᭅ

का अनुभव ।

ᳯट᭡पण 1 : पोषक ᮧवगᭅ के ऐसे िवभागीय

अिधकारी, जो ᮧो᳖ित कᳱ सीधी पंिᲦ मᱶ हᱹ,

ᮧितिनयुिᲦ पर िनयुिᲦ के िलए िवचार ᳰकए जाने

के पाᮢ नहᱭ हᲂगे । इसी ᮧकार ᮧितिनयु᭍ त ᳞िᲦ

ᮧो᳖ित ᳇ारा िनयुिᲦ के िलए िवचार ᳰकए जाने के

पाᮢ नहᱭ हᲂगे ।

ᳯट᭡पण 2 : ᮧितिनयुिᲦ कᳱ अविध, िजसके अंतगᭅत

के᭠ᮤीय सरकार के उसी या ᳰकसी अ᭠य संगठन या

िवभाग मᱶ इस िनयुिᲦ से ठीक पहले धाᳯरत ᳰकसी

अ᭠य काडर बाहय पद पर ᮧितिनयुिᲦ कᳱ अविध

है साधारणतया 3 वषᭅ से अिधक नहᱭ होगी ।

ᳯट᭡पण 3 : ᮧितिनयुिᲦ ᳇ारा िनयुिᲦ के िलए

अिधकतम आयु सीमा आवेदन ᮧा᳙ करने कᳱ अंितम

तारीख को 56 वषᭅ से अिधक नहᱭ होगी।

ᳯट᭡पण 4 : ᮧितिनयुिᲦ के आधार पर िनयुिᲦ के

ᮧयोजन

के

िलए

ᳰकसी

अिधकारी

᳇ारा,

01 जनवरी, 2006 से पहले या उस तारीख से

िजससे ᭓ठे के᭠ᮤीय वेतन आयोग कᳱ िसफ़ाᳯरशᲂ पर

ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा

को, िसवाय उस दशा के, जहां एक से अिधक पूवᭅ

पुनरीिᭃत वेतनमान का साधारण ᮕेड वेतन या

वेतनमान सिहत एक ᮰ेणी मᱶ िवलय हो गया है

और वहाँ यह लाभ केवल उस पद (उन पदᲂ) पर

िव᭭ताᳯरत होगा िजसके िलए ᮕेड वेतन या

वेतनमान िबना ᳰकसी उ᳖यन का साधारण

ᮧित᭭थापन ᮕेड है उᲦ वेतन आयोग कᳱ

िसफ़ाᳯरशᲂ पर आधाᳯरत िव᭭ताᳯरत त᭜᭭थानी ᮕेड

वेतन या वेतनमान मᱶ कᳱ गई सेवा समझी जाएगी।

सिहत,

िज᭠हᲂने ऐसी अहᭅक या पाᮢता सेवा पहले ही पूरी

कर ली है, अगली उᲬतर ᮰ेणी मᱶ ᮧो᳖ित के िलए

अपनी पᳯरवीᭃा कᳱ अविध सफलतापूवᭅक पूरी

कर ली हो ।

ᳯट᭡पण 2 : ᮧो᳖ित के िलए ᭠यूनतम अहᭅक सेवा कᳱ

संगणना करने के ᮧयोजन के िलए ᳰकसी अिधकारी

᳇ारा, 01 जनवरी, 2006 से पहले या उस तारीख

से िजससे छठे के᭠ᮤीय वेतन आयोग कᳱ िसफ़ाᳯरशᲂ

पर आधाᳯरत पुनरीिᭃत वेतन संरचना का िव᭭तार

िव᭭ताᳯरत त᭜᭭थानी ᮕेड वेतन या वेतनमान मᱶ कᳱ

गई सेवा समझी जाएगी ।

समूह "क" िवभािगय ᮧो᳖ित सिमित ( ᮧो᳖ित के

संबंध मᱶ िवचार करने के िलए) िजसमᱶ िन᳜िलिखत

हᲂगे :-

1. अ᭟यᭃ/ सद᭭य, संघ लोक सेवा आयोग – अ᭟यᭃ

2. संयुᲦ सिचव (नौसेना)/ संयुᲦ सिचव (᭭थापन),

रᭃा मंᮢालय

– सद᭭य

3. ᮧधान िनदेशक, िसिविलयन काᳶमक एकᳱकृत

MINISTRY OF DEFENCE

New Delhi, the 18th December, 2015

S.R.O. 54.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Navy Group ‘A’ Gazetted Posts, Editor Translator (Russian/English) Recruitment Rules, 1993 and

the Indian Navy Senior Translation Officer (Russian/English) Group ‘A’ Recruitment Rules, 2004, except as respect

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the posts of Editor Translator (Russian/English) and Senior Translation Officer

(Russian/English) in the Indian Navy, Ministry of Defence, namely :-

Short Title and Commencement.– (1) These Rules may be called the Ministry of Defence, Indian Navy

(Group ‘A’ Gazetted Posts) Translation Officers Cadre (Russian/English) Recruitment Rules, 2015.

They shall come into force on the date of their publication in the Official Gazette.

Application: - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number, classification, pay band and grade pay or pay scale: - The number of posts, their classification and

the pay band and grade pay or pay scale attached thereto shall be as specified in the said columns (2) to (4) of the said

Schedule.

Method of recruitment, age-limit, qualification, etc: - The method of recruitment, age limits, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification: - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax: - Where the Central Government is of opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class, category of persons.

गुणवᱫा आ᳡ासन महािनदेशालय, रᭃा उ᭜पादन िवभाग मᱶ अनुवाद काडर (समूह ‘क’ और समूह ‘ख’ पद) के पदᲂ पर भतᱮ

कᳱ प᳍ित का िविनयमन करने के िलए िन᳜िलिखत िनयम बनाते हᱹ, अथाᭅत्:-

संिᭃ᳙ नाम और ᮧारंभ– (1) इन िनयमᲂ का संिᭃ᳙ नाम रᭃा मंᮢालय, रᭃा उ᭜पादन िवभाग, वैमािनक गुणवᱫा

आ᳡ासन महािनदेशालय, अनुवाद काडर (समूह ‘क’ और समूह ‘ख’ पद) भतᱮ िनयम, 2015 है।

(2) ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख को ᮧवृᱫ हᲂगे।

पदᲂ कᳱ सं᭎या, वगᱮकरण, वेतन बᱹड और ᮕेड वेतन या वेतनमान: उᲦ पदᲂ कᳱ सं᭎या, उनका वगᱮकरण, वेतन बᱹड

तथा ᮕेड वेतन या वेतनमान वे हᲂगे जो इन िनयमᲂ से उपाब᳍ उᲦ अनुसूची के ᭭तंभ (2) से ᭭तंभ (4) मᱶ िविन᳸द᳥ हᱹ।

भतᱮ कᳱ प᳍ित, आयु-सीमा, अ᭠य अहᭅताएं आᳰद: भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं और उᲦ पदᲂ से संबंिधत

अ᭠य बातᱶ वे हᲂगी जो उᲦ अनुसूची के ᭭तंभ (5) से (13) मᱶ िविन᳸द᳥ हᱹ।

िनरहᭅता वह ᳞िᲦ -

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत है, िववाह ᳰकया है; या

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते ᱟए ᳰकसी ᳞िᲦ से िववाह ᳰकया है,

उᲦ ᳰकसी पदᲂ पर िनयुिᲦ का पाᮢ नही होगा :

ᮧवतᭅन से छूट दे सकेगी।

िशिथल करने कᳱ शिᲦ - जहां के᭠ᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫यक या समीचीन है, वहां वह

उसके िलए जो कारण हᱹ, उ᭠हᱶ लेखब᳍ करके, तथा संघ लोक सेवा आयोग से परामशᭅ करके, इन िनयमᲂ के ᳰकसी उपबंध को

ᳰकसी वगᭅ या ᮧवगᭅ के ᳞िᲦयᲂ कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी।

᳞ावृिᱫ : इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃणᲂ, आयु-सीमा मᱶ छूट और अ᭠य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी,

िजनका के᭠ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत

संबंिधत कायᭅ मᱶ दो स᳙ाह का ᮧिशᭃण सफलतापूवᭅक

पूरा ᳰकया है।

ᳯट᭡पण 1: जहां ऐसे किन᳧ ᳞िᲦयᲂ के संबंध मᱶ,

िज᭠हᲂने अपनी अहᭅक या पाᮢता सेवा पूरी कर ली है,

ᮧो᳖ित के िलए िवचार ᳰकया जा रहा हो, वहां उनके

S.R.O. 55.─In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the (i) Directorate of Technical Development and Production(Air) Organisation,Ministry of Defence,

Junior Translator Recruitment Rules, 1985, (ii) Directorate of Technical Development and Production(Air)

Organisation, Ministry of Defence, Senior Translator (Group C) Recruitment Rules, 1988 and Directorate of

Technical Development and Production(Air) Organisation, Ministry of Defence, Senior Translator (Group C)

Recruitment (Amendment) Rules, 1996 and (iii) The Directorate of Technical Development and Production(Air),

Translation Officer (Group ‘B’ post) Recruitment Rules, 1992 except as respects things done or omitted to be done

before such supersession, the President hereby makes the following Rules regulating the method of recruitment of

Translation Cadre (Group A and B posts)in the Directorate General of Aeronautical Quality Assurance, Department of

Defence Production under the Ministry of Defence, namely:-

Short title and commencement.─

(1)

These rules may be called the Ministry of Defence, Department of Defence Production, Directorate

General of Aeronautical Quality Assurance, Translation Cadre (Group A and B posts) Recruitment

Rules, 2015.

(2)

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, pay band and grade pay or pay scale .─ The number of the said posts,

their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2)

to (4 ) of the said Schedule.

Method of recruitment, age limit, other qualifications, etc.─ The method of recruitment, age- limit,

qualifications and other related matters relating to the said posts shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification.─No person,─

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.─ Where the Central Government is of the opinion that it is necessary or expedient to do so,

may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service

Commission , relax any of the provisions of these rules with respect to any class or category of persons.

Saving .─ Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided to the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons, in accordance with the orders issued by the Central Government from time to time in this regard.
