New Delhi, the 23rd February, 2016

G.S.R. 26.—In exercise of the powers conferred by clauses (a) and (b) of sub-section (2) of section 165 of the

Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the following rules regulating the Method

of recruitment to Naib Subedar (Teacher) Group ‘B’ combatised posts in Assam Rifles under the Ministry of Home

Affairs, namely:-

1. Short title and commencement.— (1) These rules may be called the Assam Rifles, Naib Subedar (Teacher),

Group ‘B’ Cornbatised Posts Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Pay Band and Grade Pay or Pay Scale.—The number of post, its

classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of

the schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age limit, qualifications

and other matters relating to the said posts shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall not be eligible for appointment to the said post;

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Medical Fitness. - (I) Notwithstanding anything contained in these rules, only those persons who are in

medical category SHAPE-I, shall be eligible for appointment or promotion under the provisions of these rules.

(2) SHAPE-I means Medical Category defined as under:-

(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors

indicated by the code letters SHAPE, which represent the following function, namely:-

(ii) Functional capacity of an officer under each factor will be denoted by numeral I to 5 against each code letter,

indicating declining functional efficiency. The numerals will be written next to the code letter, except that where an

officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1 and

general evaluation of these numerals is as under:-

(a) Fit for all duties anywhere.

(b) Fit for all duties but may have limitations as to type of duties and areas of employability depending on whether

the duties involve severe stress or demand acuit of hearing/vision of both ears/eyes.

(c) Excepting “S” factor, fit for routine or sedentary duties but may have limitations of employability at high

altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.

(d) Temporarily unfit for duties on account of hospitalization or sick leave.

(e) Permanent unfit for duties.

6. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule bar the appointment or employment of a subject of Nepal or Bhutan in

the Force.

7. Special provisions as to application of these rules.—(1) These rules shall not apply to incumbents, holding

civilian posts prior to the combatistion of these posts vide Order No 14012/140/AII/06/AR-PF-IV dated 27 November,

2008, who have not opted for combatisation.

(2) The incumbents referred to in sub-rule (1) shall continue in their respective posts till their superannuation upon

the same terms and conditions of service as was applicable to them under the Assam Rifles Teaching Staff Recruitment

Rules, 1980.

8. Power to relax.—Where the Central Government is of dle opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation, relax any of the provisions of these rules

with respect to any class or category of persons.

9. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, and Other Backward Classes: Ex-Servicemen and other

Height: Minimum height for men belonging to hill areas of

Garhwal, Kumaon, Himachal Pradesh, Gorkhas, Dogras,

Marathas, Sikkimies, Leh and Ladakh, Kashmir Valley and

North Eastern states will be 165 cms. For females, the

minimum height will be 155 cms. The minimum height for

tribes will be 162.5 cms for male and 150 cms for females.

Chest : Relaxation in chest is applicable to only tribals and

hill people. The minimum chest for this category of

personnel is as under :-

(i) Men belonging to hill areas: 78 - 83 cms. specified as

above.

G.S.R. 27.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, Central Water and Power Research Station, Pune, Auxiliary Technical

Services Laboratory Assistant Group ‘C’ posts and Recruitment Rules, 2010, in so far as it relates to the post of

Laboratory Assistant Grade – II, except as respect things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Assistant

Grade-II in the Central Water and Power Research Station, Pune, namely :-

1.

Short title and commencement .— (1) These rules may be called the Central Water and Power Research

Station, Pune, Auxiliary Technical Services, Laboratory Assistant Grade -II, Group ‘C’ Posts Recruitment Rules, 2016.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale .—The number of the said post, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc .—The method of recruitment, age limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification .—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or

category of persons.

6. Savings .—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Casts, the Scheduled Tribes, Ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 28.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Ground Water Board (Senior Cartographer) Recruitment Rules, 1980, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Cartographer in the Central Ground Water Board, Ministry of Water

Resources, River Development and Ganga Rejuvenation, namely:-

1. Short title and commencement.-(1) These rules may be called the Ministry of Water Resources, River Development

and Ganga Rejuvenation, the Central Ground Water Board, Cartographer, Recruitment Rules, 2016.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification, the Pay band, grade pay or scale of pay.- The number of post, its

classification, the pay band and grade pay or scale of pay attached thereto shall be as specified in columns (2) to (4) of

the Schedule annexed to these rules.

3.

Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen, and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the

supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of

Programme Officer (Audio-Visual) in the Ministry of Health and Family Welfare, namely:-

Short title and commencement.-(1) These rules may be called the Ministry of Health and Family Welfare,

Programme Officer (Audio-Visual) (Group ‘A’ post) Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

Officers of the Central Government or State Governments or

Union territories or Universities or recognized research institutions

or public sector undertakings or semi Government or statutory or

autonomous organisations:

(a) (i) holding analogous posts on a regular basis in the parent

cadre or department; or

(ii) with five years’ regular service in the grade rendered

after appointment thereto on a regular basis in the pay

band-3, Rs.15600-39100/- with grade pay Rs.6600/- or

equivalent in the parent cadre or department; or

(iii) with ten years regular service in the grade rendered

after appointment thereto on a regular basis in the pay

band-3, Rs.15600-39100/- with grade pay of Rs.5400/- or

equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience

prescribed for direct recruits under column (7).

Note 1: The period of deputation (including short term contract)

including period of deputation (including short term contract) in

another ex-cadre post held immediately preceding this appointment

in the same or some other organisation or department of the

Central Government shall ordinarily not to exceed four years.

Note 2: The maximum age limit for appointment by deputation

(including short term contract) shall not be exceeding 56 years as

on the closing date of receipt of applications.

Note 3: For purposes of appointment on deputation basis, the

service rendered on a regular basis by an officer prior to 1^st

January, 2006 or the date from which the revised pay structure

based on the recommendation of the Sixth Central Pay

Desirable:

(i) Five years’ professional experience in electronic media related to

family welfare;

(ii) Diploma in Public Health or Family Welfare from a recognised

University or institute.

Note 1: The qualifications are relaxable at the discretion of the Union

Public Service Commission for reasons to be recorded in writing, in the

case of candidates otherwise well qualified.

Note 2: The qualification regarding experience is relaxable at the

discretion of the Union Public Service Commission for reason to be

recorded in writing, in case of candidates belonging to the Scheduled

Castes or the Scheduled Tribes, if at any stage of selection the Union

Public Service Commission is of the opinion that sufficient number of

candidates from these communities possessing the requisite experience are

not likely to be available to fill up the posts reserved for them.
