पᳯरषद (᮰ेणी ‘ग’ और ‘घ’ पद) भतᱮ िनयमावली, 1989, जहां तक इसका संबंध है यह उ᭒ च ᮰ेणी िलिपक के पद से संबंिधत

है, के अिधᮓमण मᱶ (ऐसे अिधᮓमण-पूणᭅ-कृत कारᭅवाई को छोड़कर) इसके ᳇ारा ᭃेᮢीय पᳯरषद सिचवालय कायाᭅलय मᱶ उ᭒ च

᮰ेणी िलिपक, समूह ‘ग’ पद कᳱ भतᱮ कᳱ िविध के िविनयमन के िलए िन᭥ निलिखत िनयम बनाते हᱹ, नामत :

ये िनयम, गृह मंᮢालय, ᭃेᮢीय पᳯरषद् सिचवालय, उ᭒ च ᮰ेणी िलिपक (समूह ‘ग’ पद ) भतᱮ िनयम, 2016

कहे जायᱶगे ।

ये सरकारी राजपᮢ मᱶ ᮧकाशन कᳱ तारीख से लागू हᲂगे ।

पद कᳱ सं᭎ या, वगᱮकरण और वेतनमान .- उ᭍ त पद कᳱ सं᭎ या, उनका वगᱮकरण और उनसे स᭥ ब᳍ वेतनमान वही

होगा जो इस िनयमावली के साथ संल᭏ न अनुसूची के ᭭ त᭥ भ (2) से (4) मᱶ िविन᳸द᭬ ट ᳰकया गया है ।

भतᱮ कᳱ िविध, आयु-सीमा और अहᭅताएं इ᭜ याᳰद .– उ᭍ त पदᲂ पर भतᱮ कᳱ िविध, आयु-सीमा, अहᭅताएं और इनसे

संबंिधत अ᭠ य बातᱶ वहᱭ हᲂगी जो उ᭍ त अनुसूची के ᭭ त᭥ भ (5) से (13) मᱶ िविन᳸द᭬ ट हᱹ ।

िनरहᭅतायᱶ :- कोई भी ᭪ यिᲦ . –

(क) िजसने ऐसे ᭪ यिᲦ से िजसका पित या िजसकᳱ प᭜ नी जीिवत है, िववाह ᳰकया है या िववाह का करार ᳰकया है

अथवा

(ख) िजसने अप ने पित या प᭜ नी के जीिवत होते ᱟए ᳰकसी ᭪ यिᲦ से िववाह ᳰकया है या िववाह का करार ᳰकया है,

उ᭍ त पद पर िनयुिᲦ का पाᮢ नहᱭ होगा :

परंतु यᳰद कᱶᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᭪ यिᲦ और िववाह के दूसरे पᭃकार कᳱ

“लागू ᭭ वीय िविध” के अधीन अनु᭄ेय है और ऐसा करने के अ᭠ य आधार हᱹ तो वह ᳰकसी ᭪ यिᲦ को इस िनयम के ᮧवतᭅन से छूट

दे सकती है ।

िशिथल करने कᳱ शिᲦ .- जहाँ के᭠ ᮤीय सरकार कᳱ यह राय हो ᳰक ऐसा करना आव᭫ यक या समीचीन है, वहाँ वह

उसके िलए जो कारण हᱹ उ᭠ हᱶ िलिखत ᱨप मᱶ रखकर इन िनयमᲂ के ᳰकसी उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के ᭪ यिᲦयᲂ के िलए

आदेश ᳇ारा िशिथल कर सकेगी ।

᭪ यावृिᱫ .- इन िनयमᲂ कᳱ कोई भी बात ऐसे आरᭃणᲂ, आयु-सीमा मᱶ छूट और अ᭠ य ᳯरयायतᲂ पर ᮧभाव

नहᱭ डालेगी िजनका के᭠ ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर िनकाले गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ,

अनुसूिचत जनजाितयᲂ, भूतपूवᭅ सैिनकᲂ और अ᭠ य िवशेष ᮧवगᲄ के ᭪ यिᲦयᲂ के िलए उपल᭣ ध करना अपेिᭃत है ।

G.S.R. 43.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Zonal Councils (Group ‘C’ and ‘D’ posts) Recruitment Rules, 1989, in so far as it relate to post of

Upper Division Clerk, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules, regulating the method of recruitment to the post of Upper Division Clerk, Group ‘C’

post in the office of the Zonal Councils Secretariat, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Zonal Council

Secretariat, Upper Division Clerk (Group 'C’ post) Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay. — The number of the said post, its classification under the scale of

pay attached to the said post shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the Schedule aforesaid.

4. Disqualification.—No person—

(a)

who has entered into or contracted a marriage with any person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing, relax any of the provisions of these rules, with respect to any class or

category of persons.

6. Saving. — Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons, in

accordance with the orders issued by the Central Government from time to time in this regard.

(ख) (i) ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय से िविध मᱶ िडᮕी या

समतु᭨ य रखते हᲂ ।

(ii) िज᭠ हᱶ सरकारी कमᭅचाᳯरयᲂ कᳱ बाबत सतकᭅता या

अनुशासिनक मामलᲂ संबंधी कायᭅ करने का दो वषᭅ का

अनुभव है और िज᭠ हᲂने के᭠ ᮤीय सिचवालय ᮧिशᭃण और

ᮧबंधन सं᭭ थान से ᮧशासिनक सतकᭅता ᮧिशᭃण या ᳰकसी

भी अ᭠ य मा᭠ यता ᮧा᭡ त सं᭭ थान से ऐसा तुलनीय ᮧिशᭃण

सफलतापूवᭅक पूरा ᳰकया हो ।

ᮧितिनयुि᭍ त या पुनᳶनयोजन (सश᭭ ᮢ बल के काᳶमकᲂ के िलए) : सश᭭ ᮢ

बल के काᳶमकᲂ के िलए किन᭬ ठ कमीशन अिधकारी या समतु᭨ य रᱹक के ऐसे

काᳶमकᲂ के संबंध मᱶ भी िवचार ᳰकया जाएगा जो एक वषᭅ कᳱ अविध के

भीतर सेवा िनवृ᭜ त होने वाले हᱹ या ᳯरजवᭅ मᱶ ᭭ थानांतᳯरत ᳰकए जाने वाले

हᱹ और िजनके पास ᮧितिनयुि᭍ त ᭪ यि᭍ त के िलए िविहत अहᭅताएं और

अनुभव हᱹ ऐसे ᭪ यि᭍ तयᲂ को उस तारीख तक ᮧितिनयुि᭍ त के िनबंधनᲂ पर

रखा जाएगा िजस तारीख से उ᭠ हᱶ सश᭭ ᮢ बल से िनमुᭅ᭍ तᳰकया जाना है

त᭜ प᭫ चात् उ᭠ हᱶ पुनᳶनयोजन पद पर बने रहने ᳰदया जा सकता है यᳰद

वा᭭ तिवक चयन होने से पहले सश᭭ ᮢ बल के ऐसे काᳶमक सेवािनवृ᭜ त हो

ᳯट᭡ पण – 1 : ᮧितिनयुि᭍ त कᳱ अविध, िजसके अंतगᭅत के᭠ ᮤीय सरकार के

उसी या ᳰकसी अ᭠ य संगठन या िवभाग मᱶ इस िनयुि᭍ त से ठीक पहले

धाᳯरत ᳰकसी अ᭠ य काडर बा᳭ पद पर ᮧितिनयुि᭍ त कᳱ अविध है,

साधारणतया तीन वषᭅ से अिधक नहᱭ होगी । ᮧितिनयुि᭍ त पर िनयुि᭍ त के

िलए अिधकतम आयु-सीमा आवेदन ᮧा᭡ त करने कᳱ अंितम तारीख को 56

वषᭅ से अिधक नहᱭ होगी ।

ᳯट᭡ पण – 2 : ᮧितिनयुि᭍ त पर िनयुि᭍ त के िलए ᭠ यूनतम अहᭅक सेवा कᳱ

संगणना के ᮧयोजन के िलए 01 जनवरी, 2006 या वह तारीख िजसको

छठे के᭠ ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन

संरचना िव᭭ ताᳯरत कᳱ गई है, से पूवᭅ ᳰकसी अिधकारी ᳇ारा िनयिमत

आधार पर कᳱ गई सेवा को वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत

त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान मᱶ कᳱ गई सेवा समझी जाएगी, िसवाए

उस दशा के जहां एक या एक से अिधक पूवᭅ पुनरीिᭃत वेतनमान का एक

सामा᭠ य ᮕेड वेतन के साथ एक ᮕेड मᱶ िवलय ᳰकया गया है और जहां यह

लाभ केवल उस पद या उन पदᲂ को िव᭭ ताᳯरत होगा िजसके िलए वह ᮕेड

वेतन या वेतनमान िबना ᳰकसी उ᭠ नयन के साधारण ᮧित ᭭ थापन ᮕेड है ।

G.S.R. 44— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules further to amend the Union Public Service Commission (Vigilance Assistant)

Recruitment Rules, 1999, namely:-

Short title and commencement: (1) These rules may be called the Union Public Service Commission (Vigilance

Assistant) Recruitment (Amendment) Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Union Public Service Commission (Vigilance Assistant) Recruitment Rules, 1999, -

(i)

for rule 2, the following shall be substituted, namely:-

“2. Number of post, classification and Pay Band and Grade Pay or Pay Scale.- The number of post,

classification and the pay band and grade pay or pay scale attached thereto shall be as specified in

columns 2 to 4 of the Schedule annexed to these rules ”;

(ii)

in rule 3, for the words and figures “columns 5 to 14”, the words and figures “columns 5 to 13” shall be

substituted;

(iii)

b) (i) Possessing a degree in law from a recognised University or equivalent; or

(ii) Possessing two years’ experience of dealing with vigilance or disciplinary

matters in respect of government employees and having completed

successfully the Administrative Vigilance Training of the Institute of

Secretariat Training and Management or a comparable training in any

other recognised Institution.

Deputation or re-employment (for Armed Forces personnel): The Armed Forces

Personnel of the rank of Junior Commissioned Officer or equivalent, who are

due to retire or to be transferred to reserve within a period of one year and have

the qualifications and experience prescribed for deputationists shall also be

considered. If selected, such officers shall be given deputation terms upto the

date on which they are due for release from the Armed Forces. Thereafter, they

may be continued on re-employment terms. In case such eligible officers have

retired or have been transferred to reserve before the actual selection to the post

is made, their appointment will be on re-employment basis (re-employment upto

the age of superannuation with reference to civil posts).

Note 1: Period of deputation including period of deputation in another ex-cadre

post held immediately preceding this appointment in the same or some other

organisation or department of the Central Government shall ordinarily not

exceed three years. The maximum age-limit for appointment by deputation shall

be not exceeding fifty-six years as on the closing date of the receipt of

applications.

Note 2: For the purpose of computing minimum qualifying service for

appointment on deputation basis, the service rendered on a regular basis by an

officer prior to 1^st January, 2006, or the date from which the revised pay

structure based on the 6^th Central Pay Commission recommendation has been

extended, shall be deemed to be service rendered in the corresponding grade pay

or pay scale extended based on the recommendation of the Commission except

where there has been merger of more than one pre-revised scale of pay into one

grade with a common grade pay or pay scale, and where this benefit will extend

only for the posts for which that grade pay or pay scale is the normal

replacement grade without any upgradation.

2. पदᲂ कᳱ सं᭎ या, वगᱮकरण, वेतन बᱹड और ᮕेड वेतन या वेतनमान: पदᲂ कᳱ सं᭎ या, उनका वगᱮकरण, वेतन बᱹड और ᮕेड

वेतन या वेतनमान वह होगा जो इन िनयमᲂ से संल᭏ न अनुसूची के ᭭ तंभ (2) से ᭭ तंभ (4) मᱶ िविन᳸द᭬ ट हᱹ ।

3. भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं, आᳰद : उ᭍ त पदᲂ पर भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं और उनसे संबंिधत

अ᭠ य बातᱶ वे हᲂगी जो पूवᲃ᭍ त अनुसूची के ᭭ त᭥ भ (5) से ᭭ तंभ (13) मᱶ िविन᳸द᭬ ट है ।

4. िनरहᭅता: वह ᭪ यिᲦ,-

(क).

िजसने ऐसे ᭪ यिᲦ से िजसका पित या िजसकᳱ पत् नी जीिवत है, िववाह ᳰकया है या िववाह कᳱ संिवदा कᳱ

है, या

(ख).

िजसने अपने पित या अपनी प᭜ नी के जीिवत रहते ᱟए ᳰकसी ᭪ यिᲦ से िववाह ᳰकया है

उ᭍ त पद पर िनयुिᲦ का पाᮢ नहᱭ होगा:

पर᭠ तु यᳰद कᱶᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᭪ यिᲦ और िववाह के अ᭠ य पᭃकार को

लागू ᭭ वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠ य आधार है तो वह ᳰकसी ᭪ यिᲦ को इस िनयम के ᮧवतᭅन से

छूट दे सकेगी ।

5. िशिथल करने कᳱ शिᲦ: जहां कᱶᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫ यक या समीचीन है, वहां वह उसके

िलए कारणᲂ को लेखब᳍ करके, इन िनयमᲂ के ᳰकसी उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के ᭪ यिᲦयᲂ कᳱ बाबत, आदेश ᳇ारा

िशिथल कर सकेगी ।

6. ᭪ यावृिᱫ: इन िनयमᲂ कᳱ कोई बात ऐसे आरᭃण, आयु-सीमा मᱶ छूट और ऐसी अ᭠ य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी,

िजनका कᱶᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकये गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ,

अनुसूिचत जनजाितयᲂ, अ᭠ य िपछड़े वगᲃ, भूतपूवᭅ सैिनकᲂ और अ᭠ य िवशेष ᮧवगᭅ के ᭪ यिᲦयᲂ के िलए उपबंध करना

अपेिᭃत है ।

ᳯट᭡ पण 1 : जहां ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ के संबंध मᱶ, िज᭠ हᲂने अपनी अहᭅक या पाᮢता

सेवा पूरी कर ली है, ᮧो᭠ नित के िलए िवचार ᳰकया जा रहा हो, वहां उनके ᭔ ये᭬ ठ

᭪ यि᭍ तयᲂ के संबंध मᱶ भी िवचार ᳰकया जाएगा पर᭠ तु यह जब जबᳰक उसके ᳇ारा कᳱ

गई ऐसी अहᭅक या पाᮢता सेवा, अपेिᭃत अहᭅक या पᮢता सेवा के आधे से अिधक से या

दो वषᭅ से, इनमᱶ से जो भी कम हो, कम न हो और उ᭠ हᲂने अपने ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ

ᳰकसी अिधकारी ᳇ारा, 01 जनवरी, 2006 से पहले या उस तारीख से िजससे छठे

के᭠ ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का

िव᭭ तार ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को उ᭍ त वेतन आयोग कᳱ

िसफाᳯरशᲂ पर आधाᳯरत िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा

समझी जाएगी ।

यᳰद िवभागीय ᮧो᭠ नित सिमित है तो उसकᳱ संरचना

भतᱮ करने मᱶ ᳰकन पᳯरि᭭थितयᲂ मᱶ संघ लोक सेवा

आयोग से परामशᭅ ᳰकया जाएगा।

G.S.R. 45—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Government Health Scheme, Upper Division Clerk (Group ‘C’ post) Recruitment Rules,

1989 except as respect things done or omitted to be done before such supersession, the President hereby makes the

following rules for regulating method of recruitment to the post of Upper Division Clerk in the Ministry of Health and

Family Welfare, Central Government Health Scheme, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, Central

Government Health Scheme, Upper Division Clerk (Group ‘C’ post) Recruitment Rules, 2016.

(2) They shall come into force on the date of publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale. - The number of post, its classification, pay

band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age-limit, qualifications etc. . - The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category

of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required to be

provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Controller of Legal Metrology in the States of Tamil Nadu, Arunachal Pradesh, Haryana, Nagaland, Odisha and the union

territories of Andaman and Nicobar Islands and Chandigarh subject to the condition that a quarterly report of the action

taken under the said provisions including the number of cases booked, compounded, prosecuted and convicted shall be sent

सूचना सहायक) भतᱮ िनयम, 1998 को उन बातᲂ के िसवाय अिधᮓांत करते ᱟए िज᭠ हᱶ ऐसे अिधᮓमण से पूवᭅ ᳰकया गया है या

करने का लोप ᳰकया गया है, सं᭭ कृित मंᮢालय, रा᭬ ᮝीय अिभलेखागार मᱶ समूह ‘क’ और समूह ‘ख’ पदᲂ पर भतᱮ प᳍ित का

िविनयमन करने के िलए िन᭥ निलिखत िनयम बनाते हᱹ, अथाᭅत :

1. संिᭃ᭡ त नाम और ᮧारंभ :- (1) इन िनयमᲂ का संिᭃ᭡ त नाम रा᭬ ᮝीय अिभलेखागार (पु᭭ तकालय िव᳒ा शाखा मᱶ समूह ‘क’

और समूह ‘ख’ पद) भतᱮ िनयम, 2016 है ।

(2) ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख को ᮧवृ᭜ त हᲂगे ।

2. पदᲂ कᳱ सं᭎ या, वगᱮकरण, वेतन बᱹड और ᮕेड वेतन या वेतनमान- पदᲂ कᳱ सं᭎ या, उनका वगᱮकरण, वेतन बᱹड और ᮕेड

वेतन या उससे संल᭏ न वेतनमान हᲂगे, जो इन िनयमᲂ मᱶ उपाब᳍ अनुसूची के ᭭ तंभ (2) से ᭭ तंभ (4) मᱶ िविन᳸द᭬ ट हᱹ ।

3. भतᱮ कᳱ प᳍ित, आयु-सीमा, अ᭠ य अहᭅताएं आᳰद – उ᭍ त पदᲂ पर भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं, और उससे संबंिधत

अ᭠ य बातᲂ वे हᲂगी, जो उ᭍ त अनुसूची के ᭭ तंभ (5) से ᭭ तंभ (13) मᱶ िविन᳸द᭬ ट हᱹ ।

4. िनरहᭅता : वह ᭪ यि᭍ त -

(क) िजसने ऐसे ᭪ यि᭍ त से िजसका पित या िजसकᳱ प᭜ नी जीिवत है, िववाह ᳰकया है; या

उ᭍ त पद पर िनयुि᭍ त का पाᮢ नहᱭ होगा :

पर᭠ तु यᳰद कᱶᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᭪ यि᭍ त और िववाह के अ᭠ य पᭃकार को

लागू ᭭ वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠ य आधार है, तो वह ᳰकसी ᭪ यि᭍ त को इस िनयम के ᮧवतᭅन मᱶ

छूट दे सकेगी ।

5. िशिथल करने कᳱ शि᭍ त – जहां कᱶᮤ सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫ यक या समीचीन है, वहां वह उसके िलए,

जो कारण हᱹ उ᭠ हᱶ लेखब᳍ करके, तथा संघ लोक सेवा आयोग से परामशᭅ करके इन िनयमᲂ के ᳰकसी उपबंध को ᳰकसी वगᭅ या

ᮧवगᭅ के ᭪ यि᭍ तयᲂ कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी ।

6. ᭪ यावृित – इन िनयमᲂ कᳱ कोई बात ऐसे आरᭃणᲂ, आयु-सीमा मᱶ छूट और अ᭠ य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका

कᱶᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गये आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत

जनजाितयᲂ, अ᭠ य िपछडे वगᲄ, भूतपूवᭅ सैिनकᲂ और अ᭠ य िवशेष ᮧवगᭅ के ᭪ यि᭍ तयᲂ के िलए उपबंध करना अपेिᭃत है ।

(ii) िज᭠ हᲂने मूल काडर या िवभाग मᱶ वेतन बᱹड 3, ᱧ.15600-39100+ ᮕेड वेतन ᱧ. 5400 या समतु᭨ य मᱶ िनयिमत

आधार पर िनयुि᭍ त के प᭫ चात् उस ᮰ेणी मᱶ 5 वषᭅ कᳱ िनयिमत सेवा कᳱ हो; या

िनयिमत आधार पर िनयुि᭍ त के प᭫ चात् उस ᮰ेणी मᱶ सात वषᭅ कᳱ िनयिमत सेवा कᳱ हो : और

(ख) िन᭥ निलिखत शैिᭃक अहᭅता और अनुभव रखता हो :

आव᭫ यक :

(i) मा᭠ यता ᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से पु᭭ तकालय िव᭄ान या पु᭭ तकालय और सूचना िव᭄ान मᱶ मा᭭ टर

िडᮕी ;

(ii) कᱶᮤीय या रा᭔ य सरकार या ᭭ वाय᭜ त या कानूनी संगठन या पि᭣ लक से᭍ टर उपᮓम या िव᭫ विव᳒ालय या

मा᭠ यताᮧा᭡ त अनुसंधान या शैिᭃक सं᭭ थान के अधीन पु᭭ तकालय मᱶ पांच वषᭅ का वृितक अनुभव रखते हो ।

वांछनीय:

i) कᱶᮤीय या रा᭔ य अथवा संघ रा᭔ य ᭃेᮢ सरकारᲂ या ᭭ वाय᭜ त या कानूनी संगठनᲂ या पि᭣ लक से᭍ टर उपᮓमᲂ या

िव᭫ विव᳒ालय या मा᭠ यताᮧा᭡ त अनुसंधान या शैिᭃक सं᭭ थान के अधीन पु᭭ तकालय मᱶ पु᭭ तकालय ᳰᮓयाकलापᲂ

के क᭥ ᭡ यूटरीकरण का एक वषᭅ का अनुभव

ii) रा᭬ ᮝीय अिभलेखागार से संबं᳍ ᳰᮓयाकलापᲂ के िव᳸द᭬ ट ᭃेᮢᲂ मᱶ एक वषᭅ का वृितक अनुभव

iii) मा᭠ यता ᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान अथवा बोडᭅ से क᭥ ᭡ यूटर उपयोजन मᱶ िड᭡ लोमा

2. वेतन बᱹड: 2, ᱧ. 9300-34800 +ᮕेड वेतन ᱧ. 4600 मᱶ के ऐसे िवभागीय सहायक पु᭭ तकालय और सूचना

अिधकारी िज᭠ हᲂने उस ᮰ेणी मᱶ सात वषᭅ कᳱ िनयिमत सेवा कᳱ है और मा᭠ यता ᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से

पु᭭ तकालय िव᭄ान मᱶ बैचलर िडᮕी रखता हो, पर भी बाहरी ᭪ यि᭍ तयᲂ के साथ िवचार ᳰकया जायेगा । उसका पद

पर िनयु᭍ त हो जाने कᳱ दशा मᱶ, पद ᮧो᭠ नित ᳇ारा भरा गया समझा जाएगा ।

ᳯट᭡ पण 1: ᮧोषक ᮧवगᭅ के ऐसे िवभागीय अिधकारी जो ᮧो᭠ नित कᳱ सीधी पंि᭍ त मᱶ हᱹ, ᮧितिनयुि᭍ त पर िनयुि᭍ त के िलए

िवचार ᳰकए जाने के िलए पाᮢ नहᱭ हᲂगे । इसी ᮧकार, ᮧितिनयु᭍ त ᭪ यि᭍ त ᮧो᭠ नित ᳇ारा िनयुि᭍ त के िलए िवचार ᳰकए

जाने के पाᮢ नहᱭ हᲂगे । ᮧितिनयुि᭍ त िजसके अ᭠ तगᭅत अ᭨ पविधक संिवदा भी है कᳱ अविध िजसके अ᭠ तगᭅत कᱶᮤीय सरकार

के उसी या ᳰकसी अ᭠ य संगठन या िवभाग मᱶ इस िनयुि᭍ त के ठीक पहले धाᳯरत ᳰकसी अ᭠ य काडर बाᱡय पद पर

ᮧितिनयुि᭍ त िजसके अ᭠ तगᭅत अ᭨ पाविधक संिवदा भी है, कᳱ अविध है साधारणतया 3 वषᭅ से अिधक नहᱭ होगी ।

ᮧितिनयुि᭍ त िजसके अ᭠ तगᭅत अलपाविधक संिवदा भी है, ᳇ारा िनयुि᭍ त के िलए अिधकतम आयु सीमा आवेदन ᮧा᭡ त

करने कᳱ अंितम ितिथ को 56 वषᭅ से अिधक नहᱭ होगी ।

ᳯट᭡ पण 2: ᮧितिनयुि᭍ त या आमेलन के आधार पर िनयुि᭍ त के ᮧयोजन के िलए ᳰकसी अिधकारी ᳇ारा 01 जनवरी,

2006 से पहले या उस तारीख से िजसे छठे कᱶᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का

िव᭭ तार ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को, िसवाय उस दशा के जहां एक से अिधक पूवᭅ पुनरीिᭃत

वेतनमान का साधारण ᮕेड वेतन या वेतनमान सिहत एक ᮰ेणी मᱶ िवलय हो गया है और वहां ये लाभ केवल उस पद पर

िव᭭ ताᳯरत होगा। िजसके िलए गेड वेतन ᮕेड या वेतनमान िबना ᳰकसी उ᭠ नयन का साधारण ᮧित᭭ थापन ᮕेड है उक् त

वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी ।

यᳰद िवभागीय ᮧो᭠ नित सिमित है तो उसकᳱ संरचना

भतᱮ करने मᱶ ᳰकन पᳯरि᭭ थितयᲂ मᱶ संघ लोक सेवा आयोग से

परामशᭅ ᳰकया जाएगा ।

ᳯट᭡ पण 1: जहां ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ के संबंध मᱶ, िज᭠ हᲂने अपनी अहᭅक या पाᮢता सेवा पूरी कर ली है, ᮧो᭠ नित के िलए

िवचार ᳰकया जा रहा हो, वहां उनके ᭔ ये᭬ ठ ᭪ यि᭍ तयᲂ के संबंध मᱶ भी िवचार ᳰकया जाएगा परंतु यह तब जब ᳰक उसके ᳇ारा

कᳱ गई ऐसी अहᭅक या पाᮢता सेवा, अपेिᭃत अहᭅक या पाᮢता सेवा के आधे से अिधक से या दो वषᭅ से, इनमᱶ से जो भी कम

हो, कम न हो और उ᭠ हᲂने अपने ऐसे किन᭬ ठ वयि᭍ तयᲂ सिहत िज᭠ हᲂने ऐसी अहᭅक या पाᮢता सेवा पहले ही पूरी कर ली है,

(ख) ᭭ तंभ (7) के अधीन सीधी भतᱮ के िलए िविहत ᳰकए गए अनुभव और शैिᭃक अहᭅताएं रखता

हो ।

(ᮧितिनयुि᭍ त कᳱ अविध, िजसके अंतगᭅत कᱶᮤीय सरकार के उसी या ᳰकसी अ᭠ य संगठन या िवभाग

G.S.R. 48— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the (i) National Archives of India (Recruitment to Group ‘A’ and Group ‘B’ posts) Rules 2004, and (ii)

National Archives of India (Library and Information Assistant) Recruitment Rules, 1998 except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment of certain Group ‘A’ and Group ‘B’ posts in the National Archives of India, Ministry of Culture, namely:-

1. Short title and commencement.- (1) These rules may be called the National Archives of India (Group ‘A’ and Group

‘B’ posts in the Library Discipline) Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or scale of pay.- The number of posts, their classification

and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3. Method of recruitment, age limit, other qualifications etc.- The method of recruitment to the said posts, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5)to (13) of the said Schedule.

4. Disqualification .- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted marriage with any person, shall be eligible for

appointment to the said posts:

provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of these rules.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of

the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, Other Backward Classes and other special

category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

organization or Public Sector Undertaking or University or recognised Research or educational institution.

Desirable:

(i) One year experience of computerising Library activities in a Library under Central or State or Union

Territories Governments or Autonomous or statutory organisation or Public Sector Undertaking or

University or recognised Research or educational institution.

(ii) One year professional experience in the specific areas of activities related to National Archives of India.

(iii) Diploma in Computer Applications from a recognised University or Institute or Board.

2. The departmental Assistant Library and Information officer in Pay Band -2, Rs.9300-34800 plus Grade Pay

of Rs 4600 with seven years’ regular service in the grade and possessing a Bachelor’s degree in Library

science from a recognised University or Institute, shall also be considered alongwith outsiders. In case he or

she is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 1: The Departmental officers in the feeder category who are in direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

(Period of deputation (including short-term contract) including period of deputation(including short-term contract)

in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or

Department of Central Government shall ordinarily not to exceed four years. The maximum age limit for appointment

by deputation (including short term contract) shall not be exceeding 56 years as on the closing date of receipt of

applications).

Note 2: For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to

the 1^st January, 2006, the date from which the revised pay structure based on the 6^th Central Pay Commission

recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay

scale extended based on the recommendations of the Pay Commission except where there has been merger of more

than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will

extend only for the post for which that grade pay or pay scale is the normal replacement grade without any

upgradation.

1. संिᭃ᭡ त नाम और ᮧारंभ :- (1) इन िनयमᲂ का संिᭃ᭡ त नाम सं᭭ कृित मंᮢालय, रा᭬ ᮝीय अिभलेखागार अकानूनी िवभागीय

2. पदᲂ कᳱ सं᭎ या, वगᱮकरण, वेतन बᱹड और ᮕेड वेतन या वेतनमान- उ᭍ त पदᲂ कᳱ सं᭎ या, उनका वगᱮकरण और उनका वेतन

पर᭠ तु कᱶᮤीय सरकार के यह संतु᭬ ट होने पर ᳰक ऐसा िववाह ऐसे ᭪ यि᭍ त और िववाह के अ᭠ य पᭃकार को लागू ᭭ वीय िविध के

अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠ य आधार है, तो वह ᳰकसी ᭪ यि᭍ त को इस िनयम के ᮧवतᭅन मᱶ छूट दे सकती हᱹ।

5. आरंिभक गठन:- उ᭍ त अनुसूची के कॉलम (1) मᱶ िन᳸द᭬ ट कᱹटीन पᳯरचर के पद धारक को िनयिमत आधार पर इन िनयमᲂ

के लागू होने से पहले इन िनयमᲂ के ᮧावधानᲂ के अंतगᭅत िनयु᭍ त ᳰकया गया माना जाएगा और इस पद मᱶ उनकᳱ िनरंतर

िनयिमत सेवा को सेवा मᱶ उनकᳱ पुि᭬ ट, वᳯर᭬ ठता, ᮧो᭠ नित तथा पᱶशन के ᮧयोजनाथᭅ िहसाब मᱶ िलया जाएगा ।

कᱶᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर िनकाले गये आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ,

G.S.R. 49—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment of various Group ‘C’ post in the Non Statutory

Departmental Canteen in the National Archives of India, Ministry of Culture, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Culture, National Archives of India,

Non Statutory Departmental Canteen, Group ‘C’ post Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or scale of pay.- The number of posts, their classification

and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3. Method of recruitment, age limit, qualifications etc.- The method of recruitment to the said posts, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted marriage with any person,

shall be eligible for appointment to the said posts:

provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of these rules.

5. Initial constitution.- The incumbents holding the post of Canteen Attendant specified in column (1) of the said

Schedule, before the commencement of these rules on regular basis shall be deemed to have been appointed under the

provisions of these rules and their continuing regular service in the post shall be taken into account for the purposes of

their confirmation, seniority, promotion and pension in the service.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or

category of persons.

7. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, Other Backward Classes, and any other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Promotion:

Assistant Halwai-cum-Cook with eight years regular service in PB-1 Rs.5200-20,200 plus Grade Pay of Rs.1900 out

of which two years experience in handling Store or Accounts and possessing the educational qualification as

prescribed for direct recruited clerk i.e. 12^th Class Pass with Commerce.

Note 1: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular

basis by an officer prior to the 1^st January, 2006, the date from which the revised pay structure based on the 6^th Central

Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding

grade pay or pay scale extended based on the recommendations of the Commission.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation: Officers of the Central Government:

(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with eight years service in post in PB-1 Rs.5200-20,200 plus Grade Pay of Rs.1900/- rendered after appointment

thereto on regular basis in the parent cadre or Department; and

(b) possessing educational qualification and experience as prescribed for direct recruits under column (7);

Note 1 : The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or department of the Central Government shall

ordinarily not be exceeding three years. The maximum age-limit for deputation is 56 years as on the closing date of

receipt of applications.

Note 2 : The departmental official in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Note 3: For the purposes of appointment on deputation basis, the service rendered on a regular basis by an officer

prior to the 1^st January, 2006, the date from which the revised pay structure based on the 6^th Central Pay Commission

Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding

grade pay or pay scale extended based on the recommendations of the Commission.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation:

Officers of the Central Government –

(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) Canteen Attendant in the Pay Band-I Rs.5200-20,200 plus Grade Pay of Rs.1800 with three years regular

service in the grade and having one year experience as helper to Halwai-cum-Cook; and

(b) possessing certificate or diploma course in catering from a recognised institute.

Note 1 : The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation or department of the Central Government shall

ordinarily not be exceeding three years. The maximum age-limit for deputation is 56 years as on the closing date of

receipt of applications.

Note 2 : The departmental officials in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for

appointment by promotion.

Note 3: For the purposes of appointment on deputation basis, the service rendered on a regular basis by an officer

prior to the 1^st January, 2006, the date from which the revised pay structure based on the 6^th Central Pay Commission

recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay

scale extended based on the recommendations of the Commission except where there has been merger of more than

one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend

only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation
