का. िन. आ. 11.— रा᭬ ᮝपित, संिवधान के अनु᭒ छेद 309 के पर᭠ तुक ᳇ारा ᮧद᭜ त शि᭍ तयᲂ का ᮧयोग करते ᱟए, और

रᭃा मंᮢालय, िवदेशी भाषा िव᳒ालय (समूह 'क' पद) भतᱮ िनयम, 2001 को उन बातᲂ के िसवाय अिधᮓांत करते ᱟए िज᭠ हᱶ

ऐसे अिधᮓमण से पहले ᳰकया गया है या करने का लोप ᳰकया गया है, रᭃा मंᮢालय, िवदेशी भाषा िव᳒ालय मᱶ िनदेशक,

᭔ ये᭬ ठ ᮧा᭟ यापक और ᮧा᭟ यापक के पदᲂ पर भतᱮ कᳱ प᳍ित का िविनयमन करने के िलए िन᭥ निलिखत िनयम बनाते हᱹ,

अथाᭅत् :-

संिᭃ᭡ त नाम और ᮧारंभ : (1)-इन िनयमᲂ का संिᭃ᭡ त नाम रᭃा मंᮢालय, िवदेशी भाषा िव᳒ालय (समूह 'क' पद)

भतᱮ िनयम, 2016 है ।

ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख को ᮧवृ᭜ त हᲂगे ।

पदᲂ कᳱ सं᭎या, वगᱮकरण और वेतन बᱹड और ᮕेड वेतन या वेतनमान - उ᭍ त पदᲂ कᳱ सं᭎ या, उनका वगᱮकरण

और वेतन बᱹड और ᮕेड वेतन या वेतनमान वे हᲂगे जो इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭ तंभ (2) से (4) मᱶ िविन᳸द᭬ ट हᱹ ।

भतᱮ कᳱ प᳍ित, आयु सीमा, अहᭅताएं आᳰद – उᲦ पद पर भतᱮ कᳱ प᳍ित, आयु सीमा, अहᭅताएं और उससे संबंिधत

अ᭠ य बातᱶ वे हᲂगी जो उᲦ अनुसूची के ᭭ तंभ (5) से (13) मᱶ िविन᳸द᭬ ट हᱹ ।

िनरहᭅता – वह ᭪ यि᭍ त –

(क)

िजसने ऐसे ᭪ यि᭍ त से िजसका पित या िजसकᳱ प᭜ नी जीिवत हᱹ, िववाह ᳰकया है या िववाह कᳱ संिवदा कᳱ

है, या

(ख)

िजसने अपने पित या अपनी प᭜ नी के जीिवत रहते ᱟए ᳰकसी ᭪ यि᭍ त से िववाह ᳰकया है या िववाह कᳱ

संिवदा कᳱ है,

उ᭍ त पद पर िनयुि᭍ त का पाᮢ नहᱭ होगा :

पर᭠ तु यᳰद के᭠ ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᭪ यि᭍ त और िववाह के अ᭠ य पᭃकार

को लागू ᭭ वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠ य आधार हᱹ तो वह ᳰकसी ᭪ यि᭍ त को इस िनयम के

ᮧवतᭅन से छूट दे सकेगी ।

िशिथल करने कᳱ शि᭍ त – जहां के᭠ ᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫ यक या समीचीन है, वहां वह

उसके िलए जो कारण हᱹ, उ᭠ हᱶ लेखब᳍ करके, तथा संघ लोक सेवा आयोग से परामशᭅ करके, इन िनयमᲂ के ᳰकसी भी उपबंध

को ᳰकसी वगᭅ या ᮧवगᭅ के ᭪ यि᭍ तयᲂ कᳱ बावत, आदेश ᳇ारा िशिथल कर सकेगी ।

᭪ यावृि᭜ त – इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃणᲂ, आयु-सीमा मᱶ छूट और अ᭠ य ᳯरयायतᲂ पर ᮧभाव नहᱭ

डालेगी, िजनका के᭠ ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ,

अनुसूिचत जनजाितयᲂ, भूतपूवᭅ सैिनकᲂ और अ᭠ य िवशेष ᮧवगᭅ के ᭪ यि᭍ तयᲂ के िलए उपबंध करना अपेिᭃत है ।

वेतन बᱹड-3, 15600-39100 ᱧ. + ᮕेड वेतन 6600 ᱧ. मᱶ ऐसे ᭔ ये᭬ ठ ᮧा᭟ यापक िज᭠ हᲂने उस ᮰ेणी मᱶ दस वषᭅ िनयिमत सेवा

कᳱ है िजसके न हो सकने पर ᭔ ये᭬ ठ ᮧा᭟ यापक और ᮧा᭟ यापक वेतन बᱹड-3, 15600-39100 ᱧ. + ᮕेड वेतन 5400 ᱧ. कᳱ

᮰ेणी मᱶ पंᮤह वषᭅ संयु᭍ त िनयिमत सेवा कᳱ हो िजसमᱶ से कम से कम पांच वषᭅ जये᭬ ठ ᮧा᭟ यापक के ᱨप मᱶ िनयिमत सेवा कᳱ

हो और ᮧो᭠ नित के संबंध मᱶ िवचार करने के िलए उ᭒ चतर पद के कतᭅ᭪ यᲂ और उ᭜ तरदािय᭜ वᲂ से सुसंगत कायᭅ के िवषय या

ᭃेᮢ मᱶ रᭃा मु᭎ यालय ᮧिशᭃण सं᭭ थान ᳇ारा संचािलत या आयोिजत कम से कम दो स᭡ ताह का ᮧिशᭃण सफलतापूवᭅक पूरा

ᳰकया हो ।

ᳯट᭡ पण 1 : जहां ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ के संबंध मᱶ, िज᭠ हᲂने अपनी अहᭅक या पाᮢता सेवा पूरी कर ली है, ᮧो᭠ नित के िलए

िवचार ᳰकया जा रहा हो, वहां उनके ᭔ ये᭬ ठ ᭪ यि᭍ तयᲂ के संबंध मᱶ भी िवचार ᳰकया जाएगा परंतु यह तब जब ᳰक उसके ᳇ारा

कᳱ गई अहᭅक या पाᮢता सेवा, अपेिᭃत अहᭅक या पाᮢता सेवा के आधे से अिधक से या दो वषᭅ से, इनमᱶ से जो भी कम हो,

कम न हो और उ᭠ हᲂने अपने ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ सिहत, िज᭠ हᲂने ऐसी अहᭅक या पाᮢता सेवा पहले ही पूरी कर ली है,

अगली उ᭒ चतर ᮰ेणी मᱶ ᮧो᭠ नित के िलए अपनी पᳯरवीᭃा कᳱ अविध सफलतापूवᭅक पूरी कर ली हो ।

ᳯट᭡ पण 2 : ᮧो᭠ नित के िलए ᭠ यूनतम अहᭅक सेवा कᳱ संगणना करने के ᮧयोजन के िलए ᳰकसी अिधकारी ᳇ारा, 01 जनवरी,

2006 से पहले या उस तारीख से िजससे छठे के᭠ ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का

िव᭭ तार ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को उ᭍ त वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ ताᳯरत

त᭜ सथानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी ।

ᮧितिनयुि᭍ त (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) :

के᭠ ᮤीय सरकार या रा᭔ य सरकारᲂ या संघ रा᭔ य ᭃेᮢ ᮧशासनᲂ या िव᭫ विव᳒ालयᲂ या पि᭣ लक से᭍ टर उपᮓमᲂ या अ᳍ᭅ

सरकारी या कानूनी या ᭭ वाय᭜ त संगठनᲂ के अधीन ऐसे अिधकारी :-

(क)

(i)

जो मूल काडर या िवभाग मᱶ िनयिमत आधार पर सदृश पद धारण ᳰकए ᱟए हᱹ; या

(ii)

िज᭠ हᲂने मूल काडर या िवभाग मᱶ वेतन बᱹड-3, 15600-39100 ᱧ. + ᮕेड वेतन 7600 ᱧ. या समतु᭨ य मᱶ

िनयिमत आधार पर िनयुि᭍ त के प᭫ चात उस ᮰ेणी मᱶ पांच वषᭅ कᳱ सेवा कᳱ हो; या

(iii)

िज᭠ हᲂने मूल काडर या िवभाग मᱶ वेतन बᱹड-3, 15600-39100 ᱧ. + ᮕेड वेतन 6600 ᱧ. या समतु᭨ य मᱶ

िनयिमत आधार पर िनयुि᭍ त के प᭫ चात उस ᮰ेणी मᱶ दस वषᭅ िनयिमत सेवा कᳱ हो; और

(ख)

िजसके पास िन᭥ निलिखत शैिᭃक अहᭅताएं और अनुभव हᱹ, अथाᭅत् :-

आव᭫ यक :

(i)

ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय से रᭃा मंᮢालय के िवदेशी भाषा िव᳒ालय मᱶ पढ़ाई जाने वाली ᳰकसी

एक िवदेशी भाषा मᱶ (जो ᮧ᭜ येक भतᱮ के समय िविन᳸द᭬ ट कᳱ जाएगी) मा᭭ टर िडᮕी; या

(क)

ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय से मा᭭ टर िडᮕी;

(ख)

ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से िवदेशी भाषा िव᳒ालय मᱶ पढ़ाई जाने वाली

ᳰकसी एक िवदेशी भाषा मᱶ (जो ᮧ᭜ येक भतᱮ के समय िविन᳸द᭬ ट कᳱ जाएगी) (कम से कम ᮧिशᭃु

पाᲹᮓम ᭭ तर) मᱶ िडᮕी या िड᭡ लोमा;

(ii)

संबंिधत िवदेशी भाषा से अंᮕेजी या िह᭠ दी मᱶ या िह᭠ दी या अंᮕेजी से उस िवदेशी भाषा मᱶ अनुवादक या

दुभािषया के ᱨप या संबंिधत िवदेशी भाषा मᱶ अ᭟ यापन या अनुसंधान या लेखन मᱶ बारह वषᭅ का अनुभव ।

वांछनीय :-

(i)

रᭃा संबंधी मामलᲂ का ᭄ान, िजसके अंतगᭅत सैिनक श᭣ दावली भी है ।

(ii)

ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय से िवदेशी भाषा मᱶ डॉ᭍ टरेट िडᮕी (पीएचडी)।

पोषक ᮧवगᭅ के ऐसे िवभागीय अिधकारी, जो ᮧो᭠ नित कᳱ सीधी पंि᭍ त मᱶ है, ᮧितिनयुि᭍ त पर िनयुि᭍ त के िलए िवचार ᳰकए

जाने के पाᮢ नहᱭ हᲂगᱶ । इसी ᮧकार ᮧितिनयु᭍ त ᭪ यि᭍ त ᮧो᭠ नित ᳇ारा िनयुि᭍ त के िलए िवचार ᳰकए जाने के पाᮢ नहᱭ हᲂगे।

(ᮧितिनयुिᲦ कᳱ अविध (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) िजसके अंतगᭅत कᱶᮤीय सरकार के उसी या ᳰकसी अ᭠ य

संगठन या िवभाग मᱶ इस िनयुि᭍ त से ठीक पहले धाᳯरत ᳰकसी अ᭠ य काडर बा᳭ पद पर ᮧितिनयुि᭍ त (िजसके अंतगᭅत

अ᭨ पकािलक संिवदा भी है) कᳱ अविध है साधारणतया पांच वषᭅ से अिधक नहᱭ होगी । ᮧितिनयुि᭍ त (िजसके अंतगᭅत

अ᭨ पकािलक संिवदा भी है) ᳇ारा िनयुि᭍ त के िलए अिधकतम आयु सीमा आवेदन ᮧा᭡ त करने कᳱ अंितम तारीख को 56 वषᭅ

से अिधक नहᱭ होगी ।

ᳯट᭡ पण : ᮧितिनयुि᭍ त (िजसके अंतगᭅत अ᭨ पकािलक संिवदा है) के आधार पर िनयुि᭍ त के ᮧयोजन के िलए ᳰकसी अिधकारी

᳇ारा, 01 जनवरी 2006 से पहले या उस तारीख से िजससे छठे के᭠ ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत

पुनᳯरिᭃत वेतन संरचना का िव᭭ तार ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को, िसवाय उस दशा के, जहां एक से

अिधक पूवᭅ पुनरीिᭃत वेतनमान का साधारण ᮕेड वेतन या वेतनमान सिहत एक ᮰ेणी मᱶ िवलय हो गया है और वहां यह

लाभ केवल उस पद (उन पदᲂ) पर िव᭭ ताᳯरत होगा िजसके िलए ᮕेड वेतन या वेतनमान िबना ᳰकसी उ᭠ नयन का साधारण

ᮧित᭭ थापन ᮕेड है उ᭍ त वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ गई

सेवा समझी जाएगी ।

यᳰद िवभागीय ᮧो᭠ नित सिमित है, तो उसकᳱ संरचना

भतᱮकरने कᳱ ᳰकन पᳯरि᭭ थतयᲂ मᱶ संघ लोक

सेवा आयोग से परामशᭅ ᳰकया जाएगा

S.R.O. 11 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Defence, School of Foreign Languages (Group 'A' posts) Recruitment Rules, 2001

except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the posts of Director, Senior Lecturer and Lecturer in the

School of Foreign Languages, Ministry of Defence, namely: -

Short title and commencement .- (1) These rules may be called the Ministry of Defence, School of Foreign

Languages (Group 'A' posts) Recruitment Rules, 2016.

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and pay band and grade pay or pay scale. - The number of the said posts,

their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to

(4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications, etc.- The method of recruitment to the said posts, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. - No person -

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Senior Lecturer in the scale of Rs. 15600-39100 plus grade pay of Rs. 6600 with ten years regular service in the grade

failing which with fifteen years combined regular service in the grades of Senior Lecturer and Lecturer in the scale of

Rs.15600-39100 plus grade pay of Rs. 5400 out of which at least five years regular service in the grade of Senior

Lecturer and have successfully completed training of minimum two weeks, conducted or organised by Defence

Headquarter Training Institute, in subject or area of work relevant to duties and responsibilities of the higher post for

considering promotion.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully

completed their probation period for promotion to the next higher grade alongwith their juniors who have already

completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular

basis by an officer prior to the 1^stJanuary, 2006 or the date from which the revised pay structure based on the sixth

Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the

corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission.

Deputation (including short-term contract):

Officers under the Central or State Governments or Union territories Administration or Universities or Public Sector

Undertakings or Semi-Government or Statutory or autonomous Organizations :-

(a)

(i)

holding analogous posts on regular basis in the parent cadre or department; or

(ii)

with five years' service in the grade rendered after appointment thereto on a regular basis in posts in

Pay Band 3, Rs. 15600-39100 plus Grade Pay of Rs. 7600 or equivalent in the parent cadre or

department; or

(iii)

with ten years' service in the grade rendered after appointment thereto on a regular basis in posts in Pay

Band 3, Rs. 15600-39100 plus Grade Pay of Rs. 6600 or equivalent in the parent cadre or department;

and

(b)

possessing the following educational qualifications and experience:

Essential :

(i) Master's degree in any one of the foreign languages (to be specified at the time of each recruitment) taught

at the School of Foreign Languages, Ministry of Defence, from a recognised University.

(a) Master's degree from a recognised University;

(b) Degree or Diploma (at least Interpretership Standard) in any of the foreign languages (to be specified at the time of

each recruitment) being taught at the School of Foreign Languages from a recognised University or Institution;

(ii) Twelve years experience as Translator or Interpreter in the foreign language concerned to English or Hindi or

vice-versa or teaching or research or writing in the foreign language concerned.

Desirable :

(i) Knowledge of Defence matters including Military Terminology ;

(ii) Doctorate degree in foreign language (Ph.D) from a recognized university

The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation or absorption. Similarly, Deputationists shall not be eligible for

consideration for appointment by promotion.

(Period of deputation (Including Short Term Contract) including period of deputation (Including Short Term Contract)

in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or

department of the Central Government shall ordinarily not to exceed five years. The maximum age-limit for

appointment by deputation (Including Short Term Contract) shall not be exceeding 56 years as on the closing date of

receipt of applications).

S.R.O. 12.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Defence Research and Development Organisation, Ministry of

Defence, Group ‘C’ posts Recruitment Rules, 2013, namely:-

(1)

These rules may be called the Defence Research and Development Organisation, Ministry of

Defence, Group ‘C’ posts Recruitment (Amendment) Rules, 2016.

(2)

They shall come into force on the date of their publication in the Official Gazette.

In the Defence Research and Development Organisation, Ministry of Defence, Group ‘C’ posts, Recruitment

Rules, 2013.-

(a)

in rule 2, for the words figures and brackets “Attendant Multi-Skilled-III(AMS-III)’’ the words

‘Multi-Tasking Staff’ shall be substituted;

(b)

in the schedule, in column (1), for the entry “AMS-III” the entry “Multi-Tasking Staff’’ shall be

substituted.
