New Delhi, the 6th May, 2016

G.S.R.72.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and

in supersession of the Ministry of Irrigation, Central Ground Water Board (Assistant Artist) Recruitment Rules,

1981, and Ministry of Water Resources, Central Ground Water Board, Chief Draftsman Recruitment Rules,

2004 except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Chief Draftsman in the Ministry of Water

Resources, Central Ground Water Board, namely:-

1.

Short title and commencement.-(1) These rules may be called the Ministry of Water Resources,

Central Ground Water Board, Chief Draftsman Recruitment Rules, 2016.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and the pay band, grade pay or pay scale.- The number of the said post, its

classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3.

Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for Scheduled Castes, Scheduled Tribes, ex-servicemen, and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.73.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Office of the Textile Commissioner (Group C & D) Non-Gazetted Posts, Recruitment Rules, 1989 in

so far as they relate to the post of Economic Assistant, except as things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Economic Assistant in the Office of the Textile Commissioner, Ministry of Textiles, namely :

1.

Short title and commencement.-(1) These rules may be called the Office of the Textile

Commissioner, Economic Assistant (Group ‘C’ Non Gazetted post) Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the official Gazette.

2.

Number of posts, classification, pay band and grade pay or pay scale.- The number of the said posts, their

classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3.

Method of recruitment, age limit, qualifications, etc.- The method of recruitment, to the post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class

or category of persons.

6.

Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-servicemen, and other

G.S.R.75.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Government Health Scheme, Delhi, Bombay, Calcutta, Madras, Bangalore, Hyderabad,

Kanpur, Lucknow, Jaipur, Ahmedabad, Allahabad, Meerut, Nagpur, Patna , Pune (Group ‘C’ post) Recruitment Rules,

1989, except as respect things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Lower Division Clerk in the Ministry of Health and

Family Welfare, Central Government Health Scheme, namely:-

1.

Short title and commencement. - (1)

These rules may be called the Ministry of Health and Family

Welfare, Central Government Health Scheme , Lower Division Clerk , Group ‘C’ Post Recruitment Rules, 2016.

They shall come into force on the date of publication in the Official Gazette.

2.

Number of post, classification, pay band and grade pay or pay scale. - The number of said post, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3.

Method of recruitment, age limit, qualifications, etc. . - The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6.

Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concession required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.78.—In exercise of the powers conferred by the provio to article 309 of the

Constitution, the President hereby makes the following rules to amend the Regional Fodder Stations

(Group ‘‘A’’ Posts) Recruitment Rules, 2013, namely :

1. (1) These rules may be called the Regional Fodder Stations, (Group ‘‘A’’ Posts) Recruitment

(Amendment) Rules, 2016.

(2) They shall come into force on the date of their publication in the official Gazette.

2. In the Regional Fodder Stations (Group ‘‘A’’ Posts) Recruitment Rules, 2013, in the Schedule,

under column (7), for the existing entries, the following entries shall be substituted, namely :

‘‘Essential :

(i) Post Graduate degree in Agriculture or Agronomy or Masters degree inm Science in

Dairying with Forage Production as a subject from a recognized university;

(ii) three years experience in planning and organisation of fodder farming or research or

extension work in fodder production an any Central Government organisation or State

Government organisation, public sector undertaking or autonomous body or semi-

Government organisation or recognised institute.

Note 1 : I Qualifications are relaxable at the discretion of the Union Public Service Commission for

reasons to be recorded in writing in the case of candidates otherwise well qualified.

Note 2 : The qualifications(s) regarding experience is or are relaxable at the discretion of the Union

Public Service Commission for reasons to be recorded in writing, in the case of candidates belonging

to Scheduled Castes or Scheduled Tribes, if at any stage of selection the Union Public Service

Commission is of the opinion that sufficient number of candidates from these communities

possessing the requisite experience are not likely to be available to fill up the vacancy reserved for

them.

Desirable : Doctorate degree in Agronomy with specialisation in Forage Production’’.
