मं!ालय (सुर#ा सहायक पहले सुर#ा गाड% के &प म' नामिन(द)) भत+ िनयम, 1972 का संशोधन करते ए िन,िलिखत िनयम बनाते ह/:-

(i) ये िनयम िवदेश मं!ालय (सुर#ा सहायक) भत+ (संशोधन) िनयम, 2016 कहे जाएं।

(ii) ये राजप! म' काशन क2 तारीख से भावी हगे।

िवदेश मं!ालय (सुर#ा सहायक) भत+ िनयम, 1972 क2 अनुसूची म', 4तंभ 11(i) और (ii) के 4थान पर िन,िलिखत होगाः-

उपल7ध पद के 50% को सश9 पुिलस/रा:य पुिलस बल के पा! कां4टेबल/हेड कां4टेबल से भरा जाएगा। उपयु%

G.S.R. 113 .—In exercise of the powers conferred by the proviso to Article 309 of the Constitution,

the President hereby makes the following rules to amend the Ministry of External Affairs (Security Assistants

earlier designated as Security Guards) Recruitment Rules, 1972.

(i) These Rules may be called the Ministry of External Affairs, (Security Assistants) Recruitment

(Amendment) Rules, 2016.

(ii) They shall come into force on the date of their publication to the Official Gazette.

2. In the Schedule to Ministry of External Affairs (Security Assistants) Recruitment Rules, 1972, in

column 11 (i) and (ii) following shall be substituted:-

(i) 50% of the available posts will be filled up from eligible Constable/Head Constables from

Armed Police/State Police Force.

Out of the above 50 per cent, every year 3 slots shall be filled up by recruiting eligible persons

from amongst the ex-cadre Group C officials working in MEA, viz., Ex-ITDC employees and

MEA Hostel employees and MEA Canteen employees. The eligibility conditions applicable in

the case of Group C employees of Ministry of External Affairs will also apply to them. In case

suitable persons are not available the vacancies shall be filled up by persons from Armed

Police/State Police Force.

AND

(ii) Another 50% of the available posts will be filled up by eligible Group “C” employees of the

Ministry of External Affairs including Junior Library Attendants and Helpers who are at least

tenth class pass and have completed 3 years service and are less than 52 years old.

The 50 per cent of the service rendered as Casual Labourers (with temporary status) by such

employees will also count towards qualifying service.

G.S.R.114.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Dr. Ram Manohar Lohia Hospital, New Delhi (Group ‘B’ Post) Recruitment Rules, 1989 in so far as

they relate to the post of Medical Record Officer, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Medical

Record Officer, Dr. Ram Manohar Lohia Hospital, New Delhi, namely:—

1. Short title and commencement. – (1) These rules may be called the Dr. Ram Manohar Lohia Hospital,

Medical Record Officer (Group ‘B’ posts), Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.- The number of the said posts, their

classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2)

to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.

G.S.R.115.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Government Health Scheme (Class-IV Posts) Recruitment Rules, 1974 in so far as it relate to

the posts of Packer, Daftry, Cleaner and Peons, the Central Government Health Scheme, Bombay (Labourer/Mazdoor)

Recruitment Rules, 1985, the Central Government Health Scheme (Group ‘D’ posts in Organisation Outside Delhi)

Recruitment Rules,1986 in so far as it relate to the post of Packer and Peon/Peon-cum-Dispensary Attendant, the Central

Government Health Scheme, Delhi (Group ‘D’) Post Recruitment Rules, 1990 in so far as it relate to the post of Daftary

and Cleaner, the Central Government Health Scheme (Daftry) Recruitment Rules, 1992 and the Central Government

Health Scheme, Peon (Group ‘D’), Recruitment Rules, 1992, except as respect things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Multi-Tasking Staff in the Ministry of Health and Family Welfare, Central Government Health Scheme Divison

namely :—

1. Short title and commencement.–(1) These rules may be called the Ministry of Health and Family Welfare,

Central Government Health Scheme Organisation, Multi-Tasking Staff, Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts, classification, pay band and grade pay or pay scale.–The number posts, its classification

and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, to the said posts, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such a marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concession required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time

in this regard.
