सा.का.िन.130.— रा᳦पित, संिवधान के अनु᭒छेद 148 के खंड (5) ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए और

भारत के िनयंᮢक और महालेखापरीᭃक से परामशᭅ करने के प᳟ात् और भारतीय लेखा परीᭃा और लेखा िवभाग (᭭टाफ कार

चालक और सवार हरकारा) भतᱮ िनयम, 1988 को उन बातᲂ के िसवाय जहां तक उनका संबंध ᭭टाफ कार चालक िवशेष ᮕेड

के पद से है अिधᮓांत करते ᱟए िज᭠हᱶ ऐसे अिधᮓमण से पूवᭅ ᳰकया गया है या करने का लोप ᳰकया गया है, भारतीय लेखा

परीᭃा और लेखा िवभाग मᱶ ᭭टाफ कार चालक (िवशेष ᮕेड) के पद पर भतᱮ कᳱ प᳍ित का िविनयमन करने के िलए

िन᳜िलिखत िनयम बनाते है, अथाᭅत् :-

संिᭃ᳙ नाम और ᮧारंभ - (1) इन िनयमᲂ का संिᭃ᳙ नाम भारतीय लेखा परीᭃा और लेखा िवभाग ᭭टाफ कार

चालक (िवशेष ᮕेड) भतᱮ िनयम, 2016 है।

(2) ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख को ᮧवृᱫ हᲂगे।

पदᲂ कᳱ सं᭎या, वगᱮकरण, वेतन बᱹड और ᮕेड वेतन या वेतनमान. — उᲦ पदᲂ कᳱ सं᭎या, उनका वगᱮकरण, वेतन

बᱹड और ᮕेड वेतन या वेतनमान वे हᲂगे, जो इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭तंभ (2) से ᭭तंभ (4) मᱶ िविन᳸द᳥ है।

भतᱮ कᳱ प᳍ित, आयु सीमा, अहᭅताएं आᳰद.— भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं और उससे संबंिधत अ᭠य बातᱶ वे

हᲂगी जो उᲦ अनुसूची के ᭭तंभ (5) से (13) मᱶ िविन᳸द᳥ हᱹ।

िनरहᭅता.— वह ᳞िᲦ,-

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत हᱹ, िववाह ᳰकया है, या िववाह कᳱ संिवदा कᳱ है; या

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते ᱟए ᳰकसी ᳞िᲦ से िववाह ᳰकया है; या िववाह कᳱ संिवदा कᳱ

है;

उᲦ पद पर िनयुिᲦ का पाᮢ नहᱭ होगाः

पर᭠तु यᳰद के᭠ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अ᭠य पᭃकार को

लागू ᭭वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠य आधार हᱹ, तो वह ᳰकसी ᳞िᲦ को इस िनयम के ᮧवतᭅन से

छूट दे सकेगी ।

िशिथल करने कᳱ शिᲦ.— जहां भारत के िनयंᮢक और महालेखापरीᭃक कᳱ यह राय है ᳰक ऐसा करना आव᭫यक या

समीचीन है, वहां वह उसके िलए जो कारण है, उ᭠हᱶ लेखब᳍ करके, तथा संघ लोक सेवा आयोग से परामशᭅ करके, इन िनयमᲂ

के ᳰकसी उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के ᳞िᲦयᲂ कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी ।

᳞ावृिᱫ.— इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃणᲂ, आयु-सीमा मᱶ छूट और अ᭠य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी,

िजनका के᭠ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत

जनजाितयᲂ, भूतपूवᭅ सैिनकᲂ और अ᭠य िवशेष ᮧवगᭅ के ᳞िᲦयᲂ के िलए उपबंध करना अपेिᭃत है।

ᳯट᭡पण 1:- जहाँ ऐसे किन᳧ ᳞िᲦयᲂ के संबंध मᱶ, िज᭠हᲂने अपनी अहᭅक या पाᮢता सेवा पूरी कर ली है, ᮧो᳖ित के िलए

िवचार ᳰकया जा रहा हो, वहाँ उनके ᭔ये᳧ ᳞िᲦयᲂ के संबंध मᱶ भी िवचार ᳰकया जाएगा परंतु यह तब जब ᳰक उसके ᳇ारा कᳱ

गई ऐसी अहᭅक या पाᮢता सेवा, अपेिᭃत अहᭅक या पाᮢता सेवा के आधे से अिधक से या दो वषᭅ से, इनमᱶ से जो भी कम हो,

कम न हो और उ᭠हᲂने अपने ऐसे किन᳧ ᳞िᲦयᲂ सिहत, िज᭠हᲂने ऐसी अहᭅक या पाᮢता सेवा पहले ही पूरी कर ली है, अगली

ᳯट᭡पण 2:- ᮧो᳖ित के िलए ᭠यूनतम अहᭅक सेवा कᳱ संगणना करने के ᮧयोजन के िलए ᳰकसी अिधकारी ᳇ारा 01 जनवरी,

2006 से पहले या उस तारीख से िजससे छठे के᭠ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का

िव᭭तार ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को उᲦ वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ताᳯरत

त᭜᭭थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी ।

G.S.R. 130.— In exercise of the powers conferred by clause (5) of article 148 of the Constitution, the President,

after consultation with the Comptroller and Auditor-General of India, and in supersession of the Indian Audit and

Accounts Department (Staff Car Driver and Dispatch Rider) Recruitment Rules, 1988, in so far as it relates to the post of

Staff Car Driver Special Grade, except as respects things done or omitted to be done before such supersession, hereby

makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Special Grade), in the

Indian Audit and Accounts Department, namely:—

Short title and commencement. - (1) These rules may be called the Indian Audit and Accounts Department,

Staff Car Driver (Special Grade) Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, pay band and grade pay or pay scale.- The number of said post, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Comptroller and Auditor-General of India may, if satisfied that such marriage is permissible

under the personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

Power to relax. - Where the Comptroller and Auditor General of India is of the opinion that it is necessary or

expedient so to do, he may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public

Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in

accordance with the orders issued by the Central Government from time to time in this regard.

के᭠ᮤीय सरकार या रा᭔य सरकारᲂ या संघ रा᭔य ᭃेᮢ या िव᭫ विव᳒ालयᲂ या

मा᭠ यताᮧा᭡ त अनुसंधान सं᭭थाᲐ या पि᭣ लक से᭍ टर उपᮓमᲂ या ᭭ वाय᭜ त या

कानूनी संगठनᲂ के अधीन ऐसे अिधकारी : -

(क) (i) जो मूल काडर या िवभाग मᱶ िनयिमत आधार पर सदृश पद धारण

ᳰकए ᱟए हᱹ; या

(ii)

िज᭠ हᲂने मूल काडर या िवभाग मᱶ वेतन बᱹड-3,15600-39100

ᱧ. + ᮕेड वेतन ᱧ. 7600 या समतु᭨ य मᱶ िनयुि᭍ त के प᭫ चात्

उस ᮰ेणी मᱶ पांच वषᭅ िनयिमत कᳱ सेवा कᳱ हो; और

(ख) िजनके पास िन᭥ निलिखत शैिᭃक अहᭅताएं और अनुभव है :-

आव᭫ यक :

(i) ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ वि़व᳒ालय या सं᭭ थान से पु᭭ तकालय िव᭄ान या

पु᭭ तकालय और सूचना िव᭄ान मᱶ मा᭭ टर िडᮕी ;

(ii) ᳰकसी पु᭭ तकालय मᱶ पयᭅवेᭃणीय ᭃमता मᱶ बारह वषᭅ का अनुभव ।

वांछनीय :

(i) के᭠ ᮤीय सरकार या रा᭔ य सरकारᲂ या संघ रा᭔ य ᭃेᮢ या िव᭫ विव᳒ालयᲂ

(ii) ᭭ वा᭭ ᭝ य सेवाᲐ के सािह᭜ य के अनुᮓमणीय कायᭅ मᱶ एक वषᭅ का वृि᭜ तक

अनुभव;

(iii) ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से कं᭡ यूटर उपयोजन मᱶ

िड᭡ लोमा।

ᳯट᭡ पण 1 : िवभागीय ᭔ ये᭬ ठ पु᭭ तकालय और सूचना अिधकारी िज᭠ हᲂने वेतन

बᱹड-3; 15600-39100 ᱧ.+ᮕेड वेतन 7600 ᱧ. मᱶ उस ᮰ेणी मᱶ पांच वषᭅ

िनयिमत सेवा कᳱ हो और िजसके पास ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या

सं᭭ थान से पु᭭ तकालय िव᭄ान या पु᭭ तकालय और सूचना िव᭄ान मᱶ बैचलर िडᮕी

है पर भी िवचार ᳰकया जाएगा तथा पद पर िनयुि᭍ त के िलए चयिनत होने कᳱ

दशा मᱶ उसे ᮧो᭠ नित के ᱨप मᱶ भरा ᱟआ समझा जाएगा, अ᭠ यथा, इसे ᮧितिनयुिᲦ

(िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) के ᱨप मᱶ भरा ᱟआ समझा जाएगा।

ᳯट᭡पण 2 : ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) कᳱ अविध,

िजसके

अंतगᭅत सरकार के उसी या ᳰकसी अ᭠य संगठन या िवभाग मᱶ इस िनयुिᲦ

से ठीक पहले धाᳯरत ᳰकसी अ᭠य काडर बा᳭ पद पर ᮧितिनयुिᲦ (िजसके अंतगᭅत

अ᭨ पकािलक संिवदा भी है) कᳱ अविध है साधारणतया 5 वषᭅ से अिधक नहᱭ

होगी । ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) ᳇ारा िनयुि᭍ त के

िलए अिधकतम आयु-सीमा आवेदन ᮧा᭡ त करने कᳱ अंितम तारीख को 56 वषᭅ से

अिधक नहᱭ होगी ।

ᳯट᭡पण 3 : ᮧितिनयुिᲦ के आधार पर िनयुिᲦ के ᮧयोजन के िलए ᳰकसी

अिधकारी ᳇ारा, 01

जनवरी, 2006 से पहले या उस तारीख से िजससे छठे के᭠ᮤीय

वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का िव᭭तार

ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को, िसवाय उस दशा के, जहां

एक से अिधक पूवᭅ पुनरीिᭃत वेतनमान का साधारण ᮕेड वेतन या वेतनमान

सिहत एक ᮰ेणी मᱶ िवलय हो गया है और वहां यह लाभ केवल उस पद (उन पदᲂ)

पर िव᭭ ताᳯरत होगा िजसके िलए ᮕेड वेतन या वेतनमान िबना ᳰकसी उ᭠ नयन का

साधारण ᮧित᭭ थापन ᮕेड है उ᭍ त वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत

िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी ।

यᳰद िवभागीय ᮧो᭠ नित सिमित है, तो उसकᳱ संरचना ।

भतᱮ करने मᱶ ᳰकन पᳯरि᭭ थितयᲂ मᱶ संघ लोक सेवा

आयोग से परामशᭅ ᳰकया जाएगा।

ᳯट᭡ पण 1 : िवभागीय पु᭭ तकालय और सूचना अिधकारी िज᭠ हᲂने वेतन बᱹड -3, 15600-

39100 ᱧ.+ᮕेड वेतन 6600 ᱧ. मᱶ उस ᮰ेणी मᱶ पांच वषᭅ िनयिमत सेवा कᳱ हो और

िजसके पास ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से पु᭭ तकालय िव᭄ान या

पु᭭ तकालय और सूचना िव᭄ान मᱶ बैचलर िडᮕी है पर भी बाहरी ᭪ यि᭍ तयᲂ के साथ

िवचार ᳰकया जाएगा तथा पद पर िनयुि᭍ त के िलए चयिनत होने कᳱ दशा मᱶ उसे ᮧो᭠ नित

᳇ारा भरा ᱟआ समझा जाएगा, अ᭠ यथा, इसे ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨ पकािलक

संिवदा भी है) के ᱨप मᱶ भरा ᱟआ माना जाएगा ।

ᳯट᭡पण 2 : ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) कᳱ अविध,

िजसके

अंतगᭅत के᭠ ᮤीय सरकार के उसी या ᳰकसी अ᭠य संगठन या िवभाग मᱶ इस िनयुिᲦ से ठीक

ᳯट᭡ पण 1 : जहां ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ के संबंध मᱶ, िज᭠ हᲂने अपनी अहᭅक या पाᮢता सेवा

पूरी कर ली है, ᮧो᭠ नित के िलए िवचार ᳰकया जा रहा हो, वहां उनके ज् ये᭬ ठ ᭪ यि᭍ तयᲂ से

संबंध मᱶ भी िवचार ᳰकया जाएगा परंतु यह तब जब ᳰक उसके ᳇ारा कᳱ गई ऐसी अहᭅक या

पाᮢता सेवा, अपेिᭃत अहᭅक या पाᮢता सेवा के आधे से अिधक से या दो वषᭅ से, इनमᱶ से

जो भी कम हो, कम न हो और उ᭠ हᲂने अपने ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ सिहत, िज᭠ हᲂने ऐसी

ᳯट᭡ पण 1 : जहां ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ के संबंध मᱶ, िज᭠ हᲂने अपनी अहᭅक या पाᮢता सेवा

पूरी कर ली है, ᮧो᭠ नित के िलए िवचार ᳰकया जा रहा हो, वहां उनके ᭔ ये᭬ ठ ᭪ यि᭍ तयᲂ से

संबंध मᱶ भी िवचार ᳰकया जाएगा परंतु यह तब जब ᳰक उसके ᳇ारा कᳱ गई ऐसी अहᭅक या

पाᮢता सेवा, अपेिᭃत अहᭅक या पाᮢता सेवा के आधे से अिधक से या दो वषᭅ से, इनमᱶ से

अनुसंधान सं᭭ थाᲐ या पि᭣ लक से᭍ टर उपᮓमᲂ या ᭭ वाय᭜ त या कानूनी संगठनᲂ के अधीन

ऐसे अिधकारी :-

(क) (i) जो मूल काडर या िवभाग मᱶ िनयिमत आधार पर सदृश पद धारण ᳰकए ᱟए

हᱹ ; या

(ii)िज᭠ हᲂने मूल काडर या िवभाग मᱶ वेतन बᱹड -2, 9300-34800 ᱧ. + ᮕेड वेतन

4200 ᱧ. या समतु᭨ य मᱶ िनयुि᭍ त के प᭫ चात उस ᮰ेणी मᱶ पांच वषᭅ िनयिमत सेवा कᳱ

हो ; और

(ख) िजनके पास िन᭥ निलिखत शैिᭃक अहᭅताएं और अनुभव है :-

आव᭫ यक :

(i) ᳰकसी मा᭠ यताᮧा᭡ त िववि᭫ व᳒ालय या सं᭭ थान से पु᭭ तकालय िव᭄ान या

पु᭭ तकालय और सूचना िव᭄ान मᱶ बैचलर िडᮕी ;

(ii) के᭠ ᮤीय सरकार या रा᭔ य सरकार या ᭭ वाय᭜ त या कानूनी संगठन या पि᭣ लक

से᭍ टर उपᮓम या िव᭫ विव᳒ालय या मा᭠ यता ᮧा᭡ त अनुसंधान सं᭭ थान या शैिᭃक

सं᭭ थान के अधीन ᳰकसी पु᭭ तकालय मᱶ दो वषᭅ का वृि᭜ तक अनुभव ।

वांछनीय :

(i) ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से पु᭭ तकालय िव᭄ान या

पु᭭ तकालय और सूचना िव᭄ान मᱶ मा᭭ टर िडᮕी ;

(ii) ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से कं᭡ यूटर उपयोजन मᱶ

िड᭡ लोमा ।

ᳯट᭡पण 1 : ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) कᳱ अविध, िजसके

अंतगᭅत के᭠ ᮤीय सरकार के उसी या ᳰकसी अ᭠य संगठन या िवभाग मᱶ इस िनयुिᲦ से ठीक

पहले धाᳯरत ᳰकसी अ᭠य काडर बा᳭ पद पर ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨ पकािलक

संिवदा भी है) कᳱ अविध है साधारणतया 3 वषᭅ से अिधक नहᱭ होगी । ᮧितिनयुिᲦ

(िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) ᳇ारा िनयुि᭍ त के िलए अिधकतम आयु सीमा

आवेदन ᮧा᭡ त करने कᳱ अंितम तारीख को 56 वषᭅ से अिधक नहᱭ होगी ।

ᳯट᭡पण 2 : ᮧितिनयुिᲦ या आमेलन के आधार पर िनयुिᲦ के ᮧयोजन के िलए ᳰकसी

अिधकारी ᳇ारा, 01

जनवरी, 2006 से पहले या उस तारीख से िजससे छठे के᭠ᮤीय वेतन

आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का िव᭭तार ᳰकया गया है,

िनयिमत आधार पर कᳱ गई सेवा को, िसवाय उस दशा के, जहां एक से अिधक पूवᭅ

पुनरीिᭃत वेतनमान का साधारण ᮕेड वेतन या वेतनमान सिहत एक ᮰ेणी मᱶ िवलय हो

गया है और वहां यह लाभ केवल उस पद (उन पदᲂ) पर िव᭭ ताᳯरत होगा िजसके िलए ᮕेड

वेतन या वेतनमान िबना ᳰकसी उ᭠ नयन का साधारण ᮧित᭭ थापन ᮕेड है उ᭍ त वेतन

आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ

गई सेवा समझी जाएगी ।

ᳯट᭡ पण 3 : पोषक ᮧवगᭅ के ऐसे िवभागीय अिधकारी, जो ᮧो᭠ नित कᳱ सीधी पंि᭍ त मᱶ है,

पु᭭ तकालय िलिपक का पद धारण ᳰकया हो और िजसके पास पु᭭ तकालय िव᭄ान मᱶ कोई

ᳯट᭡ पण 2 : जहां ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ के संबंध मᱶ, िज᭠ हᲂने अपनी अहᭅक या पाᮢता सेवा

पूरी कर ली है, ᮧो᭠ नित के िलए िवचार ᳰकया जा रहा हो, वहां उनके ᭔ ये᭬ ठ ᭪ यि᭍ तयᲂ के

संबंध मᱶ भी िवचार ᳰकया जाएगा परंतु यह तब जब ᳰक उसके ᳇ारा कᳱ गई ऐसी अहᭅक या

पाᮢता सेवा, अपेिᭃत अहᭅक या पाᮢता सेवा के आधे से अिधक से या दो वषᭅ से, इनमᱶ से

जो भी कम हो, कम न हो और उ᭠ हᲂने अपने ऐसे किन᭬ ठ ᭪ यि᭍ तयᲂ सिहत, िज᭠ हᲂने ऐसी

अहᭅक या पाᮢता सेवा पहले ही पूरी कर ली है, अगली उ᭒ चतर ᮰ेणी मᱶ ᮧो᭠ नित के िलए

अपनी पᳯरवीᭃा कᳱ अविध सफलतापूवᭅक पूरी कर ली हो ।

ᳯट᭡पण 3 : ᮧो᭠ नित के िलए ᭠ यूनतम अहᭅक सेवा कᳱ संगणना करने के ᮧयोजन के िलए

ᳰकसी अिधकारी ᳇ारा, 01 जनवरी, 2006 से पहले या उस तारीख से िजससे छठे के᭠ ᮤीय

आधाᳯरत िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी ।

ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) :

सूचना िव᭄ान मᱶ बैचलर िडᮕी है पर भी बाहरी ᭪ यि᭍ तयᲂ के साथ िवचार ᳰकया जाएगा ।

उसके चयिनत होने कᳱ दशा मᱶ उसे ᮧो᭠ नित ᳇ारा भरा ᱟआ समझा जाएगा, अन् यथा, इसे

ᮧितिनयुि᭍ त (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) के ᱨप मᱶ भरा ᱟआ माना

जाएगा ।

G.S.R. 131 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate General of Health Services, National Medical Library (Director Library), Recruitment

Rules, 1990, the Directorate General of Health Services (Deputy Director, Library), Recruitment Rules, 1979, the

Directorate General of Health Services (Assistant Director), Recruitment Rules, 1987, the Directorate General of Health

Services (Librarian Grade I), Recruitment Rules, 1986 and the Directorate General of Health Services (Documentation

Officer), Recruitment Rules, 1987, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the Group ‘A’ and ‘B’ posts in the

Ministry of Health and Family welfare, Directorate General of Health Services, National Medical Library, namely:-

Short title and commencement.-

(1) These rules may be called the Ministry of Health and Family Welfare, Directorate General of Health

Services, National Medical Library, Recruitment Rules, 2016.

(2)They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and pay band and grade pay or pay scale.- The number of the said posts,

their classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of

the said Schedule.

Method of recruitment, age limit, qualifications, etc..- The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.- No person,

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of the age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

4. िनरहᭅता- वह ᳞िᲦ-

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत हᱹ, या

(ख) िजसने अपने पित या प᳀ी के जीिवत रहते ᱟए ᳰकसी ᳞िᲦ से िववाह ᳰकया है,

वेतनमान और 6600 ᱨपए के ᮕेड वेतन मᱶ

िनयुिᲦ के बाद िनयिमत आधार पर पांच वषᭅ

कᳱ सेवा कᳱ है; अथवा

(III) वेतन बᱹड-3, 15,600-39,100 ᱨपए के

वेतनमान और 5400 ᱨपए के ᮕेड वेतन मᱶ

िनयुिᲦ के बाद िनयिमत आधार पर दस वषᭅ कᳱ

सेवा कᳱ है; और

(ख) िन᳜िलिखत शैᭃिणक अहᭅता और अनुभव

ᮧा᳙ होः

आव᭫यकः

(I) ᳰकसी मा᭠यताᮧा᳙ िव᳡िव᳒ालय अथवा

सं᭭थान से कम से कम कुल 50 ᮧितशत अंकᲂ के

साथ मा᭭टर िडᮕी;

(II) ᳰकसी मा᭠यताᮧा᳙ िव᳡िव᳒ालय अथवा

सं᭭थान से िशᭃा मᱶ बैचलर; और

(III) ᳰकसी मा᭠यताᮧा᳙ उᲬ मा᭟यिमक

िव᳒ालय अथवा इंटरमीिडएट महािव᳒ालय मᱶ

िशᭃण मᱶ दस वषᭅ का अनुभव।

उप ᮧधानाचायᭅ के ᱨप मᱶ हो, के मामले मᱶ भी

बाहरी अ᭤यᳶथयᲂ के साथ िवचार ᳰकया जाएगा

और उनका चयन होने कᳱ ि᭭थित मᱶ पद को

ᮧो᳖ित से भरा जाना माना जाएगा।

ᳯट᭡पण 2: इन भतᱮ िनयमᲂ के ᮧकाशन से पहले

भतᱮ ᳰकए गए ᳩातकोᱫर िशᭃकᲂ और उप

ᮧधानाचायᭅ के मामले मᱶ ᮧधाना᭟यापक के पद

पर उनकᳱ ᮧो᳖ित के िलए िवचार करते समय

आयु एवं शैᭃिणक अहᭅताएं वहᱭ रहᱶगी जो

पूवᭅवतᱮ भतᱮ िनयमᲂ मᱶ थी।

ᳯट᭡पण 3: पद पर ᮧो᳖ित के िलए िव᳒ालय

ᮧबंधन ᳇ारा तैयार ᳰकए गए ᮧिशᭃण कायᭅᮓम

को सफलतापूवᭅक पूरा करना अिनवायᭅ है।

ᳯट᭡पण 4: पोषक ᮧवगᭅ मᱶ िवभागीय अिधकारी

जो ᮧो᳖ित कᳱ सीधी पंिᲦ मᱶ हᱹ, वे ᮧितिनयुिᲦ

पर िनयुिᲦ के िलए पाᮢ नहᱭ हᲂगे। इसी ᮧकार

ᮧितिनयुिᲦ पर िनयुᲦ अिधकारी ᮧो᳖ित ᳇ारा

िनयुिᲦ के िलए पाᮢ नहᱭ हᲂगे।

(इसी िवभाग अथवा के᭠ᮤीय सरकार के ᳰकसी

अ᭠य संगठन अथवा िवभाग मᱶ इस िनयुिᲦ से

तुरंत पहले धाᳯरत ᳰकसी संवगᭅ-बा᳭ पद पर

ᮧितिनयुिᲦ कᳱ अविध सिहत ᮧितिनयुिᲦ कᳱ

अविध सामा᭠यतः 4 वषᭅ से अिधक नहᱭ होगी।

िलए अिधकतम आयु सीमा आवेदन ᮧा᳙ होने

कᳱ अंितम तारीख को 56 वषᭅ से अिधक नहᱭ

होनी चािहए)।

ᳯट᭡पण 5: ᮧितिनयुिᲦ के आधार पर िनयुिᲦ के

ᮧयोजन के िलए ᳰकसी अिधकारी ᳇ारा, 01

जनवरी, 2006 से पहले या उस तारीख से

िजससे छठे के᭠ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ

पर आधाᳯरत पुनरीिᭃत वेतन संरचना का

िव᭭तार ᳰकया गया है, िनयिमत आधार पर कᳱ

गई सेवा को, िसवाय उस दशा के, जहां एक से

अिधक पूवᭅ पुनरीिᭃत वेतनमान का साधारण

ᮕेड वेतन या वेतनमान सिहत एक ᮰ेणी मᱶ

िवलय हो गया है और वहां यह लाभ केवल उस

पद (उन पदᲂ) पर िव᭭ताᳯरत होगा िजसके िलए

ᮕेड वेतन या वेतनमान िबना ᳰकसी उ᳖यन का

साधारण ᮧित᭭थापन ᮕेड है उᲦ वेतन आयोग

कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ताᳯरत

त᭜᭭थानी ᮕेड वेतन या वेतनमान पर कᳱ गई

सेवा समझी जाएगी।

G.S.R. 132 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of (i) the Farakka Barrage Project, Higher Secondary School and Hospital (Group C posts) Recruitment

Rules, 1976 in so far as it relates to posts of Assistant Teacher (Senior Grade) Higher Secondary Section, Assistant

Teacher (Junior Grade)-Higher Secondary Section, Head Teacher/Assistant Teacher (Senior Grade)-Primary Section; and

(ii) the Farakka Barrage Project School (Group ‘A’ and Group ‘B’ posts) Recruitment Rules, 1986 in so far as it relates to

the posts of Principal and Vice Principal/Teacher-in-Charge, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment for the posts of

Principal, Vice-Principal, Post Graduate Teacher, Trained Graduate Teacher and Primary Teacher in the Farakka Barrage

Project Higher Secondary School under the Ministry of Water Resources, River Development and Ganga Rejuvenation

namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Water Resources, River

Development and Ganga Rejuvenation, Farakka Barrage Project Higher Secondary School (Group ‘A’ and ‘B’ posts)

Recruitment Rules, 2016.

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, pay band and grade pay or pay scale.- The number of posts, their

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid schedule.

Disqualification.- No person,–

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, he

may, by order, for reasons to be recorded in writing, and in consultation with the Union Public

Service Commission,

relax any of the provisions of these rules, with respect to any class or category of persons.

Savings.- Nothing in these rules shall effect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Caste, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in

accordance with the orders issued by the Central Government from time to time in this regard.

(B) Possessing the following educational qualifications

and experience:

Essential:

(I) Master’s Degree with at least 50% marks in aggregate,

from a recognised University or Institute;

(II) Bachelor of Education from a recognised University

or Institute; and

(III) Ten years’ experience of teaching in a recognised

Higher Secondary School or an Intermediate College.

Desirable:

English as a subject upto graduation level, Bengali as a

subject upto 10^th level and Hindi as a subject upto 10^th

level.

Note 1: The Departmental Vice-Principal [possessing (I)

Master’s Degree with at least 50% marks in aggregate,

from a recognised University or Institute, and (II)

Bachelor of Education from a recognised University or

Institute] in the Farakka Barrage Project Higher

Secondary School in pay band-3, Rs. 15,600-39,100 plus

grade pay Rs. 5,400 with ten years’ regular service in the

grade, failing which Vice-Principal [possessing (I)

Master’s Degree with at least 50% marks in aggregate,

from a recognised University or Institute, and (II)

Bachelor of Education from a recognised University or

Institute] in pay band-3, Rs. 15,600-39,100 plus grade pay

Rs. 5,400 with at least combined twelve years’ of regular

service as Post Graduate Teacher (pay band-2, Rs. 9,300-

34,800 plus grade pay Rs. 4,800/-) and Vice-Principal of

which at least 5 years’ of regular service as Vice-Principal

in Farakka Barrage Project Higher Secondary School

shall also be considered along with outsiders and in case

of his/her selection, the post shall be treated as having

been filled by promotion.

Note 2: In case the Post Graduate Teachers and Vice-

Principal recruited before publishing of these recruitment

rules, the age and educational qualifications shall be the

same as it was in the previous recruitment rules while

considering them for promotion to the post of Principal.

Note 3: Successful completion of training programme as

devised by the School Management is mandatory for

promotion to the post.

Note 4: The departmental officers in the feeder grade who

are in direct line of promotion will not be eligible for

consideration for appointment on deputation. Similarly,

deputationists shall not be eligible for consideration for

appointment by promotion.

(The period of deputation including period of deputation

in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not

to exceed four years. The maximum age limit for

appointment by Deputation (ISTC) shall be not exceeding

fifty six years as on the closing date of receipt of

applications).

Note 5: For the purpose of appointment on deputation

basis, the service rendered on a regular basis by an officer

prior to the 1^st January, 2006 or the date from which the

revised pay structure based on the recommendations of

the Sixth Central Pay Commission has been extended

सहकाᳯरता एवं ᳰकसान क᭨याण िवभाग, ᭔ये᳧ तकनीकᳱ सहायक (समूह ‘ ख’ ) पद भतᱮ िनयम, 2016 है I

(ii)

ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख को ᮧवृᱫ हᲂगे I

पद कᳱ सं᭎या वगᱮकरण, वेतन बᱹड और ᮕेड वेतन या वेतनमान - पद कᳱ सं᭎या उसका वगᱮकरण, वेतन बᱹड और ᮕेड वेतन या

ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को, िसवाय उस दशा के, जहां

एक से अिधक पूवᭅ पुनरीिᭃत वेतनमान का साधारण ᮕेड वेतन या वेतनमान

सिहत एक ᮰ेणी मᱶ िवलय हो गया है और वहां यह लाभ केवल उस पद (उन पदᲂ)

पर िव᭭ताᳯरत होगा िजसके िलए ᮕेड वेतन या वेतनमान िबना ᳰकसी उ᭠ नयन का

साधारण ᮧित᭭थापन ᮕेड है उᲦ वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत

िव᭭ताᳯरत त᭜᭭थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी I

G.S.R. 133.—In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President

hereby makes the following rules regulating the method of recruitment to the post of Senior Technical Assistant in the

National Rainfed Area Authority, Ministry of Agriculture and Farmers Welfare, Department of Agriculture , Co-

operation and Farmers Welfare namely :-

Short title and commencement - (1) These rules may be called the National Rainfed Area Authority, Ministry

of Agriculture and Farmers Welfare, Department of Agriculture , Co-operation and Farmers Welfare, Senior

Technical Assistant, (Group ‘B’ post), Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, pay band and grade pay or pay scale.- The number of the said post, its

classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of

the Schedule annexed to these rules.

Method of recruitment, age-limit, qualification, etc., - The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the above said Schedule.

Disqualification. - No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

exempt any person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

Saving - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Schedule Tribes, Ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.
