का.िन.आ. 40.—रा᭬ ᮝपित, संिवधान के अनु᭒ छेद 309 के पर᭠ तुक ᳇ारा ᮧद᭜ त शि᭍ तयᲂ का ᮧयोग करते ᱟए और

रᭃा मंᮢालय, नौसेना मु᭎ यालय (ᱨसी भाषा पद) भतᱮ िनयम, 2000 को, उन बातᲂ के िसवाय अिधᮓांत करते ᱟए िज᭠ हᱶ ऐसे

अिधᮓमण से पहले ᳰकया गया है या करने का लोप ᳰकया गया है, रᭃा मंᮢालय के एकᳱकृत मु᭎ यालय (नौसेना) मᱶ सहायक

िसिविलयन ᭭ टाफ अिधकारी (ᱨसी), ᱨसी आशुिलिपक- I और ᱨसी आशुिलिपक- II के पदᲂ पर भतᱮ कᳱ प᳍ित का िविनयमन

करने के िलए िन᭥ निलिखत िनयम बनाते हᱹ, अथाᭅत् :-

संिᭃ᭡ त नाम और ᮧारंभ .- (1)

इन िनयमᲂ का संिᭃ᭡ त नाम रᭃा मंᮢालय, रᭃा मंᮢालय के एकᳱकृत मु᭎ यालय

(नौसेना) ᱨसी भाषा पद भतᱮ िनयम, 2016 है ।

(2) ये राजपᮢ मᱶ ᮧकाशन कᳱ तारीख को ᮧवृ᭜ त हᲂगे ।

पद-सं᭎या, वगᱮकरण तथा वेतन बᱹड और ᮕेड वेतन या वेतनमान .-उ᭍ त पदᲂ कᳱ सं᭎ या, उनका वगᱮकरण तथा वेतन

बᱹड और ᮕेड वेतन या वेतनमान वे हᲂगे जो इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭ तंभ (2) से ᭭ तंभ (4) मᱶ िविन᳸द᭬ ट हᱹ ।

भतᱮ कᳱ प᳍ित, आयु-सीमा और अहᭅताएं आᳰद .-उᲦ पदᲂ पर भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं और उनसे

संबंिधत अ᭠ य बातᱶ वे हᲂगी जो अनुसूची के ᭭ तंभ (5) से ᭭ तंभ (13) मᱶ िविन᳸द᭬ ट हᱹ ।

िनरहᭅता.- वह ᭪ यि᭍ त –

(क) िजसने ऐसे ᭪ यि᭍ त से िजसका पित या िजसकᳱ प᭜ नी जीिवत है, िववाह ᳰकया है या िववाह कᳱ संिवदा कᳱ है, या

(ख) िजसने अपने पित या अपनी प᭜ नी के जीिवत रहते ᱟए ᳰकसी ᭪ यि᭍ त से िववाह ᳰकया है या िववाह कᳱ संिवदा

कᳱ है;

उ᭍ त पद पर िनयुि᭍ त का पाᮢ नहᱭ होगा :

पर᭠ तु यᳰद के᭠ ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᭪ यि᭍ त और िववाह के अ᭠ य पᭃकार को

लागू ᭭ वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠ य आधार हᱹ तो वह ᳰकसी ᭪ यि᭍ त को इस िनयम के ᮧवतᭅन से

छूट दे सकेगी ।

िशिथल करने कᳱ शि᭍ त.-जहां के᭠ ᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫ यक या समीचीन है, वहां वह

उसके िलए जो कारण हᱹ उ᭠ हᱶ लेखब᳍ करके, तथा संघ लोक सेवा आयोग से परामशᭅ करके, इन िनयमᲂ के ᳰकसी उपबंध को

ᳰकसी वगᭅ या ᮧवगᭅ के ᭪ यि᭍ तयᲂ कᳱ बावत, आदेश ᳇ारा िशिथल कर सकेगी ।

᭪ यावृि᭜ त.– इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃण, आयु-सीमा मᱶ छूट और ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी,

िजनका के᭠ ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर िनकाले गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत

जनजाितयᲂ, अ᭠ य िपछडे वगᲄ, भूतपूवᭅ सैिनकᲂ और अ᭠ य िवशेष ᮧवगᭅ के ᭪ यि᭍ तयᲂ के िलए उपबंध करना अपेिᭃत है ।

जाएगा

ᮧितिनयुि᭍ त (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) + ᮧो᭠ नित :

के᭠ ᮤीय या रा᭔ य सरकारᲂ या संघ रा᭔ य ᭃेᮢᲂ या पि᭣ लक से᭍ टर उपᮓमᲂ या मा᭠ यता ᮧा᭡ त अनुसंधान सं᭭ थाᲐ या

िव᭫ विव᳒ालयᲂ या अ᳍ᭅ-सरकारी या कानूनी या ᭭ वाय᭜ त संगठन के ऐसे अिधकारी :-

(क)

(i)

जो मूल काडर या िवभाग मᱶ िनयिमत आधार पर सदृश पद धारण ᳰकए ᱟए हᱹ; या

(ii)

िज᭠ हᲂने मूल काडर या िवभाग मᱶ वेतन बᱹड-2; 9300-34800 ᱧ. + ᮕेड वेतन 4600 ᱧ. या समतु᭨ य

पदᲂ मᱶ िनयिमत आधार पर िनयुि᭍ त के प᭫ चात् उस ᮰ेणी मᱶ दो वषᭅ सेवा कᳱ है; और

(ख)

िजनके पास िन᭥ निलिखत शैिᭃक अहᭅताएं और अनुभव हᲂ :-

आव᭫ यक :

(क)

ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ था से ᱨसी भाषा मᱶ बैचलर िडᮕी और ᳰकसी मा᭠ यताᮧा᭡ त

िव᭫ विव᳒ालय या बोडᭅ से बारहवᱭ कᭃा मᱶ अंᮕेजी एक अिनवायᭅ या वैकि᭨ पक िवषय के ᱨप मᱶ रहा हो;

या

(ख)

(i)

ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ था से बैचलर िडᮕी और ᳰकसी मा᭠ यताᮧा᭡ त

िव᭫ विव᳒ालय या बोडᭅ से बारहवᱭ कᭃा मᱶ अंᮕेजी भाषा एक अिनवायᭅ या वैकि᭨ पक िवषय के ᱨप मᱶ

रहा हो; और

(ii)

ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ था से ᱨसी भाषा मᱶ ᳰद्वभािषता के समतु᭨ य

िड᭡ लोमा या उ᭠ नत िड᭡ लोमा ।

वांछनीय :

ᱨसी भाषा मᱶ ᮰ुतलेखन और ᱨसी िलिप मᱶ क᭥ ᭡ यूटर पर उसका अनुिलिपकरण का दो वषᭅ का अनुभव ।

ᳯट᭡ पण : बा᳭ ᭪ यि᭍ तयᲂ के साथ वेतन बᱹड-2 (9300-34800) + ᮕेड वेतन 4600 ᱧ. मᱶ ऐसे िवभागीय ᱨसी आशुिलिपक।

पर भी िवचार ᳰकया जाएगा िज᭠ हᲂने उस ᮰ेणी मᱶ दो वषᭅ िनयिमत सेवा कᳱ है और यᳰद उस पद पर िनयुि᭍ त के िलए

उसका चयन कर िलया जाता है तो वह पद ᮧो᭠ नित ᳇ारा भरा गया समझा जाएगा ।

[ᮧितिनयुि᭍ त (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) कᳱ अविध िजसके अंतगᭅत कᱶᮤीय सरकार के उसी या ᳰकसी अ᭠ य

संगठन या िवभाग मᱶ इस िनयुि᭍ त से ठीक पहले धाᳯरत ᳰकसी अ᭠ य काडर वा᳭ पद पर ᮧितिनयुि᭍ त (िजसके अंतगᭅत

अ᭨ पकािलक संिवदा भी है) कᳱ अविध है साधारणतया तीन वषᭅ से अिधक नहᱭ होगी । ᮧितिनयुि᭍ त (िजसके अंतगᭅत

अ᭨ पकािलक संिवदा भी है) ᳇ारा िनयुि᭍ त के िलए अिधकतम आयु सीमा आवेदन ᮧा᭡ त करने कᳱ अंितम तारीख को छ᭡ पन

वषᭅ से अिधक नहᱭ होगी] ।

ᳯट᭡ पण : ᮧितिनयुि᭍ त पर िनयुि᭍ त के ᮧयोजन के िलए ᳰकसी अिधकारी ᳇ारा 01 जनवरी, 2006 से पहले या उस तारीख

से िजससे छठे के᭠ ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का िव᭭ तार ᳰकया गया है,

िनयिमत आधार पर कᳱ गई सेवा को, िसवाय उस दशा के जहां एक से अिधक पूवᭅ पुनरीिᭃत वेतनमान का साधारण ᮕेड

वेतन या वेतनमान सिहत एक ᮰ेणी मᱶ िवलय कर ᳰदया गया है और वहां यह वेतनमान केवल उस पद (उन पदᲂ) पर

िव᭭ ताᳯरत होगा िजसके िलए ᮕेड वेतन या वेतनमान िबना ᳰकसी उ᭠ नयन का साधारण ᮧित᭭ थापन ᮕेड है उ᭍ त वेतन

आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी ।

(क) मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या बोडᭅ से बारहवᱭ कᭃा उ᭜ तीणᭅ और ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या

सं᭭ था से ᱨसी भाषा (दो वषᱮय अविध) मᱶ िड᭡ लोमा या उ᭠ नत िड᭡ लोमा ।

या

ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय से िडᮕी और ᳰकसी मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ था से ᱨसी भाषा (एक

वषᱮय पाᲹᮓम) मᱶ ᮧवीणता ᮧमाणपᮢ ।

(क)

ᱨसी भाषा मᱶ चालीस श᭣ द ᮧित िमनट कᳱ गित से ᮰ुतलेखन मᱶ समथᭅ हो ।

(ख)

क᭥ ᭡ यूटर पर ᱨसी टंकण मᱶ प᭒ चीस श᭣ द ᮧित िमनट कᳱ गित । (ᮧ᭜ येक श᭣ द के िलए पाँच कᳱ िडᮧैशन के

औसत पर सात हजार पाँच सौ कᳱ िडᮧैशन ᮧित घंटे के अनुᱨप प᭒ चीस श᭣ द ᮧित िमनट)।

(ग)

क᭥ ᭡ यूटर पर अंᮕेजी टंकण मᱶ तीस श᭣ द ᮧित िमनट कᳱ गित (ᮧ᭜ येक श᭣ द के िलए पाँच कᳱ िडᮧैशन के

औसत पर नौ हजार कᳱ िडᮧैशन ᮧित घंटे के अनुᱨप तीस श᭣ द ᮧित िमनट कᳱ गित)।

ᳯट᭡ पण 1: ᭪ यावसाियक परीᭃण ᳇ारा उपयु᭍ तता का िनधाᭅरण ᳰकया जाएगा ।

ᳯट᭡ पण 2: अहᭅताएं, अ᭠ यथा सुअᳶहत अ᭤ यᳶथयᲂ कᳱ दशा मᱶ उन कारणᲂ के िलए जो लेखब᳍ ᳰकए जाएँ कमᭅचारी चयन

आयोग या सᭃम ᮧािधकारी के िववेकानुसार िशिथल कᳱ जा सकती है ।

ᳯट᭡ पण 3: अनुभव संबंधी अहᭅता उन कारणᲂ के िलए जो लेखब᳍ ᳰकए जाएँ कमᭅचारी चयन आयोग या सᭃम ᮧािधकारी के

िववेकानुसार अनुसूिचत जाितयᲂ या अनुसूिचत जनजाितयᲂ के अ᭤ यᳶथयᲂ कᳱ दशा मᱶ तब िशिथल कᳱ जा सकती हᱹ जब चयन

के ᳰकसी ᮧᮓम पर कमᭅचारी चयन आयोग कᳱ यह राय है ᳰक उनके िलए आरिᭃत ᳯरि᭍ तयᲂ को भरने के िलए अपेिᭃत

अनुभव रखने वाले उन समुदायᲂ के अ᭤ यᳶथयᲂ के पयाᭅ᭡ त सं᭎ या मᱶ उपल᭣ ध होने कᳱ स᭥ भावना नहᱭ है ।

S.R.O. 40.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and

in supersession of the Ministry of Defence, Naval Headquarters, (Russian language posts) Recruitment Rules,

2000, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Assistant Civilian Staff Officer

(Russian), Russian Steno-I and Russian Steno-II in Integrated Headquarters of Ministry of Defence (Navy),

namely :-

Short title and commencement.—(1) These rules may be called the Ministry of Defence, Integrated

Headquarters of Ministry of Defence (Navy) Russian Language Posts Recruitment Rules, 2016.

They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, Pay Band and Grade Pay or Pay Scale.—The number of the said

posts, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in

columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualification, etc.—The method of recruitment to the said

posts, age-limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to

(13) of the Schedule.

Disqualification.—No person -

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so

to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public

Service Commission, relax any of the provisions of these rules with respect to any class or category of

persons.

Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward

Category, Ex-servicemen and other special categories of persons in accordance with the orders issued by the

Central Government from time to time in this regard.

(ii) with two years’ service in the grade rendered after appointment thereto on regular basis in posts

in Pay Band – 2, Rs. 9300-34800 plus grade pay Rs. 4600 or equivalent in the parent cadre or

department; and

(b)

Possessing the following educational qualifications and experience :-

Essential :

(a) Bachelor's degree in Russian Language from a recognised University or Institution and

English as a as a compulsory or elective subject in twelfth standard from recognised University or

Board; or

(b) (i) Bachelor's degree from a recognised University or institution and English Language as a

compulsory or elective subject in twelfth standard from recognised University or Board; and

(ii) Diploma or Advanced Diploma equivalent to Interpretership standard in Russian Language

from a recognised University or Institution.

Desirable :

Two years’ experience in taking dictation in Russian Language and its transcription on computer

in Russian script.

Note : The departmental Russian Steno-I in the pay band-2 (Rs. 9300-34800) plus grade pay of

Rs. 4600 with two years' regular service in the grade will also be considered along with deputationists

and in case he is selected for appointment, the post shall be deemed to have been filled by promotion.

[Period of deputation (including short term contract) including period of deputation (including short term

contract) in another ex-cadre post held immediately preceding this appointment in the same or some

other organisation or department of the Central Government shall ordinarily not to exceed three years.

The maximum age limit for appointment by deputation (including short-term contract) shall be not

exceeding fifty six years as on the closing date of receipt of applications].

Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an

officer prior to 1^st January 2006 or the date from which the revised pay structure based on the Sixth

Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in

the corresponding grade pay or pay scale extended based on the recommendation of the Pay Commission

except where there has been merger of more than one pre-revised scale of pay into one grade with a

common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that

grade pay or pay scale is the normal replacement grade without any upgradation.
