सा.का.िन. 187.—रा᭬ ᮝपित, संिवधान के अनु᭒छेद 309 के पर᭠तुक ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, आᳶथक एवं

सांि᭎ यकᳱ िनदेशालय (वगᭅ III और वगᭅ IV के पद) भतᱮ िनयम, 1969, को उन बातᲂ के िसवाय अिधᮓा᭠ त करते ᱟए, िज᭠ हᱶ ऐसे अिधᮓमण

से पूवᭅ ᳰकया गया है या ᳰकए जाने का लोप ᳰकया गया है, कृिष एवं ᳰकसान क᭨ याण मंᮢालय, कृिष, सहकाᳯरता एवं ᳰकसान क᭨ याण

िवभाग, आᳶथक एवं सांि᭎ यकᳱ िनदेशालय मᱶ सहायक पु᭭ तकालय एवं सूचना अिधकारी और पु᭭ तकालय एवं सूचना सहायक के पदᲂ के

िलए भतᱮ कᳱ प᳍ित का िविनयमन करने के िलए िन᭥ निलिखत िनयम बनाते हᱹ, अथाᭅत्:—

1. संिᭃ᳙ नाम और ᮧार᭥भ.— (1) इन िनयमᲂ का संिᭃ᳙ नाम कृिष एवं ᳰकसान क᭨ याण मंᮢालय, कृिष, सहकाᳯरता एवं ᳰकसान क᭨ याण

िवभाग, आᳶथक एवं सांि᭎ यकᳱ िनदेशालय, सहायक पु᭭ तकालय एवं सूचना अिधकारी और पु᭭ तकालय एवं सूचना सहायक (समूह ‘ख’ पद)

भतᱮ िनयम, 2016 है ।

(2) ये राजपᮢ मᱶ इसके ᮧकाशन कᳱ तारीख को ᮧवृ᭜ त हᲂगे ।

2. पदᲂ कᳱ सं᭎या, वगᱮकरण, वेतन बैड और ᮕेड वेतन या वेतनमान.— उᲦ पदᲂ कᳱ सं᭎या, उनका वगᱮकरण, वेतन बैड तथा ᮕेड वेतन

या वेतनमान वे हᲂगे, जो इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭त᭥भ (2) से ᭭तंभ (4) मᱶ िविन᳸द᳥ है ।

3. भतᱮ कᳱ प᳍ित, आयु-सीमा और अ᭠ य अहᭅताएं आᳰद.— उᲦ पदᲂ पर भतᱮ कᳱ प᳍ित, आयु-सीमा, अहᭅताएं और उससे संबंिधत अ᭠य

बातᱶ वे हᲂगी जो उᲦ अनुसूची के ᭭तंभ (5) से (13) मᱶ िविन᳸द᳥ हᱹ ।

4. िनरहᭅता.— वह ᳞िᲦ-

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत है, िववाह ᳰकया है, या

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते ᱟए ᳰकसी अ᭠ य ᳞िᲦ से िववाह ᳰकया है,

उᲦ पद पर िनयुिᲦ का पाᮢ नहᱭ होगाः

पर᭠तु यᳰद के᭠ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अ᭠य पᭃकार को लागू ᭭वीय

िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠य आधार हᱹ तो वह ᳰकसी भी ᳞िᲦ को इस िनयम के ᮧवतᭅन से छूट दे सकती है।

5. िशिथल करने कᳱ शिᲦ.— जहां के᭠ᮤीय सरकार कᳱ यह राय हो ᳰक ऐसा करना आव᭫यक या समीचीन है, वहां वह उसके िलए जो

कारण हᱹ, उ᭠हᱶ लेखब᳍ करके तथा संघ लोक सेवा आयोग से परामशᭅ करके, इन िनयमᲂ के ᳰकसी उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के ᳞िᲦयᲂ

के बावत, आदेश ᳇ारा िशिथल कर सकेगी ।

6. ᳞ावृि᭜ त.— इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃणᲂ, आयु-सीमा मᱶ छूट और अ᭠य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका के᭠ ᮤीय

सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, अ᭠ य िपछड़े

वगᲄ, भूतपूवᭅ सैिनकᲂ और अ᭠ य िवशेष ᮧवगᭅ के ᭪ यि᭍ तयᲂ के िलए उपबंध करना अपेिᭃत है ।

ᳯट᭡ पण 1 – जहां ऐसे किन᭬ ठ ᭪ यिᲦयᲂ के संबंध मᱶ, िज᭠ हᲂने अपनी अहᭅक या पाᮢता सेवा

पूरी कर ली है, ᮧो᭠ नित के िलए िवचार ᳰकया जा रहा हो, वहां उनके ᭔ ये᭬ ठ ᭪ यिᲦयᲂ के

संबंध मᱶ भी िवचार ᳰकया जाएगा परंतु यह तब जब ᳰक उसके ᳇ारा कᳱ गई ऐसी अहᭅक या

पाᮢता सेवा, अपेिᭃत अहᭅक या पाᮢता सेवा के आधे से अिधक से या दो वषᭅ से, इनमᱶ से

जो भी कम हो, कम न हो और उ᭠ हᲂने अपने ऐसे किन᭬ ठ ᭪ यिᲦयᲂ सिहत, िज᭠ हᲂने ऐसी

अहᭅक या पाᮢता सेवा पहले ही पूरी कर ली है, अगली उ᭒ चतर ᮰ेणी मᱶ ᮧो᭠ नित के िलए

अपनी पᳯरवीᭃा कᳱ अविध सफलतापूवᭅक पूरी कर ली हो।

ᳯट᭡ पण 2 – ᮧो᭠ नित के िलए ᭠ यूनतम अहᭅक सेवा कᳱ संगणना करने के ᮧयोजन के िलए

ᳰकसी अिधकारी ᳇ारा, 1 जनवरी, 2006 से पहले या उस तारीख से, िजससे छठे कᱶᮤीय

वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का िव᭭ तार ᳰकया

गया है, िनयिमत आधार पर कᳱ गई सेवा को उ᭍ तवेतन आयोग कᳱ िसफाᳯरशᲂ पर

आधाᳯरत िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी।

ᮧितिनयुि᭍ त (अ᭨ पकािलक संिवदा सिहत)

कᱶᮤीय सरकार या रा᭔ य सरकार या संघ रा᭔ यᭃेᮢ ᮧशासनᲂ या िव᭫ विव᳒ालयᲂ/मा᭠ यता

ᮧा᭡ त अनुसंधान सं᭭ थानᲂ या पि᭣लक से᭍टर के उपᮓमᲂ या अधᭅ सरकारी या ᭭ वाय᭜ त

िनकायᲂ या कानूनी संगठनᲂ के ऐसे अिधकारी जो -

क)(i) िनयिमत आधार पर सदृश पद धारण करते हᲂ, या

(ii) िज᭠ हᲂने वेतन बᱹड-2 9300-34,800 ᱧ. + ᮕेड वेतन 4200 ᱧ. या समतु᭨ यवेतनमान

मᱶ पांच वषᭅ सेवा कᳱ हो; और

(ख) िनि᭥ निलिखत शैिᭃक अहᭅताएं और अनुभव रखते हᲂ

आव᭫यक:

(i) ᳰकसी मा᭠ यता ᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से पु᭭ तकालय िव᭄ान या पु᭭ तकालय

और सूचना िव᭄ान मᱶ ᳩातक िडᮕी;

(ii) के᭠ ᮤीय सरकार या रा᭔ य सरकार या ᭭ वायत या कानूनी संगठन या लोक ᭃेᮢ के

उपᮓम या िव᭫ विव᳒ालय या मा᭠ यता ᮧा᭡ त शैिᭃक सं᭭ थान के अधीन ᳰकसी पु᭭ तकालय

मᱶ दो वषᭅ का वृिᱫक अनुभव।

वांछनीय:

(i)

ᳰकसी मा᭠ यता ᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से पु᭭ तकालय िव᭄ान या

पु᭭ तकालय और सूचना िव᭄ान मᱶ ᳩातकोᱫर िडᮕी।

(ii)

ᳰकसी मा᭠ यता ᮧा᭡ त िव᭫ विव᳒ालय या सं᭭ थान से कं᭡ यूटर अनुᮧयोग मᱶ िड᭡ लोमा।

(iii) िडᮕी ᭭ तर पर अथᭅशा᭭ ᮢ मु᭎ य िवषयᲂ मᱶ से एक ।

ᳯट᭡ पण –1: पोषक ᮧवगᭅ के ऐसे िवभागीय अिधकारी, जो ᮧो᭠ नित कᳱ सीधी पंि᭍ त मᱶ हᱹ,

ᮧितिनयुि᭍ त पर िनयुि᭍ तके िलए िवचार ᳰकए जाने के पाᮢ नहᱭ हᲂगे। इसी ᮧकार

ᮧितिनयु᭍ त ᭪ यि᭍ त ᮧो᭠ नित ᳇ारा िनयुि᭍ त के िलए िवचार ᳰकए जाने के पाᮢ नहᱭ हᲂगे।

ᳯट᭡ पण –2: ᮧितिनयुि᭍ त कᳱ अविध (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है)

ᮧितिनयुि᭍ त कᳱ अविध सिहत (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है) िजसके

अंतगᭅत कᱶᮤीय सरकार के उसी या ᳰकसी अ᭠ य संगठन या िवभाग मᱶ इस िनयुि᭍ तसे ठीक

पहले धाᳯरत ᳰकसी अ᭠ य काडर बा᳭ पद पर ᮧितिनयुि᭍ त कᳱ अविध है, साधारणतया

तीन वषᭅ से अिधक नहᱭ होगी।

ᳯट᭡ पण –3: ᮧितिनयुि᭍ त ᳇ारा िनयुि᭍ त (अ᭨ पकािलक संिवदा सिहत) के िलए अिधकतम

आयु सीमा आवेदन ᮧा᭡ त करने कᳱ अंितम तारीख को 56 वषᭅ से अिधक नहᱭ होगी।

ᳯट᭡ पण 4 – ᮧो᭠ नित के िलए ᭠ यूनतम अहᭅक सेवा कᳱ संगणना करने के ᮧयोजन के िलए

ᳰकसी अिधकारी ᳇ारा 1 जनवरी, 2006 से पहले या उस तारीख से, िजससे छठे कᱶᮤीय

वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का िव᭭ तार ᳰकया

गया है, िनयिमत आधार पर कᳱ गई सेवा को उ᭍ तवेतन आयोग कᳱ िसफाᳯरशᲂ पर

आधाᳯरत िव᭭ ताᳯरत त᭜ ᭭ थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी।

िसि᭍ कम, ज᭥ मू क᭫ मीर रा᭔ य

ल᳎ाख खंड, िहमाचल ᮧदेश के लाहौल

और ᭭ पीित िजले तथा च᭥ बािजले के

पांगी उपखंड, अंदमान और िनकोबार

᳇ीप या लᭃ᳇ीप के अ᭤ यᳶथयᲂ के िलए

िविहत कᳱ गई है) ।

मा᭠ यता ᮧा᭡ त शैिᭃक सं᭭ थान मᱶ ᳰकसी

पु᭭ तकालय मᱶ दो वषᭅ का ᭪ यवसाियक

अनुभव।

वांछनीय:

(।) ᳰकसी मा᭠ यता ᮧा᭡ त िव᭫ विव᳒ालय या

सं᭭ थान से कं᭡ यूटर अनुᮧयोग मᱶ िड᭡ लोमा।

(।।) ᭭ नातक ᭭ तर पर एक िवषय के ᱨप मᱶ

अथᭅशा᭭ ᮢ ।

ᳯट᭡ पण-1:

अहᭅताएं,

अ᭠यथा

सुयो᭏य

अ᭤यᳶथयᲂ कᳱ दशा मᱶ उन कारणᲂ के िलए,

जो लेखब᳍ ᳰकये जाए, कमᭅचारी चयन

आयोग

ᮧािधकारी

िववेकानुसार िशिथल कᳱ जा सकती है ।

ᳯट᭡ पण-2: अनुभव संबंधी अहᭅता (अहᭅताएं)

उन कारणᲂ के िलए जो लेखब᳍ ᳰकये जाएं,

कमᭅचारी चयन आयोग या सᭃम ᮧािधकारी

के िववेकानुसार अनुसूिचत जाितयᲂ या

अनुसूिचत जनजाितयᲂ के अ᭤यᳶथयᲂ के

मामले मᱶ तब िशिथल कᳱ जा सकती है जब

चयन के ᳰकसी ᮧᮓम पर कमᭅचारी चयन

आयोग या सᭃम ᮧािधकारी कᳱ यह राय

लेगी ᳰक उनके आरिᭃत ᳯरिᲦयᲂ को भरने

के िलए अपेिᭃत अनुभव रखने वाले उन

समुदायᲂ के अ᭤यᳶथयᲂ के पयाᭅ᳙ सं᭎या मᱶ

उपल᭣ध होने कᳱ संभावना नहᱭ है ।

ᳯट᭡ पण : पदधारी के ᮧितिनयुि᭍ त अथवा ल᭥ बीबीमारी

अथवा अ᭟ ययन छुᲵी या ᳰक᭠ही अ᭠ यपᳯरि᭭थितयᲂ मᱶ

एक वषᭅ या उससे अिधक अविध के िलए बाहर रहने के

कारण ᱟई ᳯरिᲦयां के᭠ᮤीय सरकार के िन᳜िलिखत

अिधकाᳯरयᲂ मᱶ से ᮧितिनयुि᭍ तके आधार पर भरी जा

सकᱶगी अथाᭅत :-

(क)(i) जो मूल काडर/िवभाग मᱶ िनयिमत आधार पर

सदृश पद धारण करते हᲂ या

(ii) िज᭠ हᲂने वेतन बᱹड-1, 5200-20200 ᱧ. और ᮕेड

वेतन 2800 ᱧ. या समतु᭨ यवेतनमान मᱶ िनयिमत

आधार पर िनयुि᭍ त के प᭫ चात उस ᮰ेणी मᱶ छह वषᭅ

सेवा कᳱ हो; और

(ख) ᭭ तंभ 7 मᱶ सीधी भतᱮ के िलए िनधाᭅᳯरत शैिᭃक

अहᭅताएं और अनुभव रखते हᲂ

ᳯट᭡ पण: ᮧितिनयुि᭍ त कᳱ अविध (िजसके अंतगᭅत

अ᭨ पकािलक संिवदा भी है) ᮧितिनयुि᭍ तकᳱ अविध

सिहत (िजसके अंतगᭅत अ᭨ पकािलक संिवदा भी है)

G.S.R. 187.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

suppression of the Directorate of Economics and Statistics (Class III and Class IV posts) Recruitment Rules, 1969,

except as respects things done or omitted to be done before such suppression, the President hereby makes the following

rules regulating the method of recruitment to the posts of Assistant Library and Information Officer and Library and

Information Assistant in the Directorate of Economics and Statistics, Department of Agriculture, Cooperation and

Farmers Welfare, Ministry of Agriculture and Farmers Welfare, namely:-

Short title and commencement.— (1) These rules may be called the Ministry of Agriculture and Farmers

Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Economics and Statistics,

Assistant Library and Information Officer and Library and Information Assistant (Group ‘B’ post) Recruitment

Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, pay band and grade pay or pay scale.— The number of post, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these Rules.

Method of recruitment, age-limit and other qualifications, etc.— The method of recruitment, age limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the Schedule.

Disqualification.— No person,-

(a)

who has entered into or contracted a marriage with person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person

shall be eligible for appointment to the said posts;

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, other Backward Classes and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Library and Information Assistant in the Pay Band -2 Rs.9,300-

34,800/- with Grade Pay of Rs.4200/- with five years’ regular service

in the grade and successfully completed training of 2/4 weeks in the

field of Library and Information Science as prescribed by the

Department.

Note 1: Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their seniors

would also be considered provided they are not short of the requisite

qualifying or eligibility service by more than half of such qualifying

or eligibility service, or two years, whichever is less, and have

successfully completed their probation period for promotion to the

next higher grade alongwith their juniors who have already

completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service

for promotion, the service rendered on a regular basis by an officer

prior to 1^st January, 2006, the date from which the revised pay

structure
