सा.का.िन. 202.—रा᳦पित संिवधान के अनु᭒छेद 309 के पर᭠तुक ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, कृिष

मंᮢालय, पशुपालन, डेयरी और म᭜᭭यपालन िवभाग के के᭠ᮤीय कु᭍कुट िवकास संगठन और ᮧिशᭃण सं᭭थान, हे᭭सरघᲵा,

बᱹगलोर, मᱶ पु᭭तकालय और सूचना सहायक के पद पर भतᱮ कᳱ प᳍ित का िविनयमन करने के िलए िन᳜िलिखत िनयम

बनाते हᱹ, अथाᭅत :-

1. संिᭃ᳙ नाम और ᮧारंभ.—(1 ) इन िनयमᲂ का संिᭃ᳙ नाम कृिष और ᳰकसान क᭨याण मंᮢालय, पशुपालन,

डेयरी और म᭜᭭यपालन िवभाग के के᭠ᮤीय कु᭍कुट िवकास संगठन और ᮧिशᭃण सं᭭थान, हे᭭सरघᲵा, बᱹगलोर, पु᭭तकालय और

सूचना सहायक भतᱮ िनयम, 2016 है A

(2) ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख को ᮧवृ᭜ त हᲂगे A

बᱹड और ᮕेड वेतन या वेतनमान वे हᲂगे जो इन िनयमᲂ से उपाब᳍ अनुसूची के ᭭तंभ (2) से ᭭तंभ (4) मᱶ िविन᳸द᳥ है A

3 भतᱮ कᳱ प᳍ित] आयु सीमा, अहᭅताएं आᳰद.—उᲦ पद पर भतᱮ कᳱ प᳍ित आयु सीमा, अहᭅताएं और उससे

संबंिधत अ᭠य बाते वे हᲂगी जो उᲦ अनुसूची के ᭭तंभ (5) से (13) मᱶ िविन᳸द᳥ हᱹ A

4. िनरहᭅता.—वह ᳞िᲦ –

(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत हᱹ, िववाह ᳰकया हᱹ या िववाह कᳱ संिवदा कᳱ हᱹ;

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते ᱟए ᳰकसी ᳞िᲦ से िववाह ᳰकया हᱹ या िववाह कᳱ

संिवदा कᳱ है,

उᲦ पद पर िनयुिᲦ का पाᮢ नहᱭ होगा :

पर᭠तु यᳰद के᭠ᮤीय सरकार का यह समाधान हो जाता है कᳱ ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अ᭠य पᭃकार

को लागू ᭭वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠य आधार है तो वह ᳰकसी ᳞िᲦ को इस िनयम के

ᮧवतᭅन से छूट दे सकेगी A

5. िशिथल करने कᳱ शिᲦ.—जहां के᭠ᮤीय सरकार कᳱ यह राय है कᳱ ऐसा करना आव᭫यक या समीचीन है, वहां

वह उसके िलए जो कारण हᱹ, उ᭠हᱶ लेखब᳍ करके, तथा संघ लोक सेवा आयोग से परामशᭅ करके, इन िनयमᲂ के ᳰकसी

उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के ᳞िᲦयᲂ कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी A

6. ᳞ावृिᱫ.—इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃणᲂ, आयु- सीमा मᱶ छूट और अ᭠य ᳯरयायतᲂ पर ᮧभाव नहᱭ

डालेगी, िजनका के᭠ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ,

अनुसूिचत जनजाितयᲂ, अ᭠य िपछड़े वगᲄ, भूतपूवᭅ सैिनकᲂ और अ᭠य िवशेष ᮧवगᭅ के ᳞िᲦयᲂ के िलए उपबंध करना अपेिᭃत है A

के᭠ᮤीय सरकार या रा᭔य सरकार या संघ रा᭔य ᭃेᮢᲂ या पि᭣लक से᭍टर उपᮓमᲂ या ᭭वायत संगठनᲂ के अिधकारी – [िज᭠हᲂने]

(क) (i) िज᭠हᲂने िनयिमत आधार पर सदृश पद धारण ᳰकए ᱟए हो; या

(ii) वेतन बᱹड –1, 5200-20200 ᱧ० + ᮕेड वेतन – 2800 ᱧ० के पद पर ᭓ह वषᭅ कᳱ िनयिमत सेवा कᳱ हो I

(ख) िजनके पास नीचे पद िविहत / अहᭅताएं और अनुभव हो –

(i) ᳰकसी मा᭠यताᮧा᳙ िव᳡िव᳒ालय या सं᭭थान से पु᭭तकालय िव᭄ान या पु᭭तकालय और सूचना िव᭄ान मᱶ बैचलर िडᮕी I

(ii) के᭠ᮤीय सरकार या रा᭔य सरकार या ᭭वायत या कानूनी संगठन या पि᭣लक सै᭍टर उपᮓम या िव᳡िव᳒ालय या मा᭠यताᮧा᳙

अनुसंधान या शैिᭃक सं᭭थान के अधीन पु᭭तकालय मᱶ दो वषᭅ का वृितका अनुभव I

वांछनीय : ᳰकसी मा᭠यताᮧा᳙ िव᳡िव᳒ालय या सं᭭थान से क᭥ ᭡ यूटर ए᭡लीकेशन मᱶ िड᭡लोमा I

ᳯट᭡पण -1 : अहᭅताएं अ᭠यथा सुअᳶहत अ᭤यᳶथयᲂ कᳱ दशा मᱶ कारणᲂ के िलए जो लेखब᳍ ᳰकए जाएं सᭃम ᮧािधकारी के िववेकानुसार

िशिथल कᳱ जा सकती है I

ᳯट᭡पण -2 : अनुभव संबंधी अहᭅताएं कारणᲂ के िलए जो लेखब᳍ ᳰकए जाएं सᭃम ᮧािधकारी के िववेकानुसार अनुसूिचत जाितयᲂ और

अनुसूिचत जन-जाितयᲂ के अ᭤यᳶथयᲂ कᳱ दशा मᱶ तब िशᳲथल कᳱ जा सकती है जब चयन के ᳰकसी ᮧᮓम पर सᭃम ᮧािधकारी

कᳱ यह राय है कᳱ उनके िलए आरिᭃत ᳯरिᲦयᲂ को भरने के िलए अपेिᭃत अनुभव रखने वाले उन समुदायᲂ के अ᭤यᳶथयᲂ के पयाᭅ᳙

सं᭎या मᱶ उपल᭣ध होने कᳱ संभावना नहᱭ है I

ᳯट᭡पण -1 : ᮧितिनयुिᲦ कᳱ अविध , िजसके अंतगᭅत के᭠ᮤीय सरकार के उसी या ᳰकसी अ᭠य संगठन या िवभाग मᱶ इस िनयुिᲦ से ठीक

पहले धाᳯरत ᳰकसी अ᭠य काडर बा᳭ पद पर ᮧितिनयुिᲦ कᳱ अविध है साधारणतया 3 वषᭅ से अिधक नहᱭ होगी I

(2) ᮧितिनयुिᲦ िजसके ᳇ारा िनयुिᲦ के िलए अिधकतम आयु सीमा आवेदन ᮧा᳙ करने कᳱ अंितम तारीख को 56 वषᭅ से

अिधक नहᱭ होगी ।

(3) ᮧितिनयुिᲦ िजसके अंतगतᭅ अ᭨पकािलक संिवदा भी है के आधार पर िनयुिᲦ के ᮧयोजन के िलए ᳰकसी अिधकारी

᳇ारा, 01 जनवरी, 2006 से पहले या उस तारीख से िजससे छठे के᭠ᮤीय वेतन आयोग कᳱ िसफ़ाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन

संरचना का िव᭭तार ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को, िसवाय उस दशा के, जहां एक से अिधक पूवᭅ पुनरीिᭃत

वेतनमान का साधारण ᮕेड वेतन या वेतनमान सिहत एक ᮰ेणी मᱶ िवलय हो गया है और वहां यह लाभ केवल उस पद ( उन पदᲂ ) पर

िव᭭ताᳯरत होगा िजसके िलए ᮕेड वेतन या वेतनमान िबना ᳰकसी उ᳖यन का साधारण ᮧित᭭थापन ᮕेड है उᲦ वेतन आयोग कᳱ

िसफाᳯरशᲂ पर आधाᳯरत िव᭭ताᳯरत त᭜᭭थानी ᮕेड वेतन या वेतनमान पर कᳱ गई सेवा समझी जाएगी l

यᳰद िवभागीय ᮧो᳖ित सिमित है, तो उसकᳱ संरचना

भतᱮ करने मᱶ ᳰकन पᳯर᭭थितयᲂ मᱶ संघ लोक सेवा आयोग से

परामशᭅ ᳰकया जाएगा

New Delhi, the 4th November, 2016

G.S.R. 202.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating to the method of recruitment to the post of Library and

Information Assistant in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, in the

Central Poultry Development Organisation and Training Institute, Hessaraghatta, Bangalore, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Agriculture and Farmers

Welfare, Department of Animal Husbandry, Dairying and Fisheries, Library and Information Assistant, Central Poultry

Development Organisation and Training Institute, Hessaraghatta, Bangalore, Library and Information Assistant,

Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay.- The number of said post, their classification and pay band

and grade pay or the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3. Method of recruitment, age limit and other qualifications.- The method of recruitment to the said post, age

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing and in relaxation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons or posts.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to

be provided for the candidate belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-

servicemen, and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

Desirable:

Diploma in Computer Application from a recognised

University or Institute.

Note 1: Qualifications are relaxable at the discretion of

the Competent Authority in the case of candidates

otherwise well qualified for reasons to be recorded.

Note 2: The qualification(s) regarding experience are

relaxable at the discretion of the Competent Authority in

the case of candidates belonging to Scheduled Castes and

Scheduled Tribes if, any stage of selection, the Competent

Authority is of the opinion that sufficient number of

candidates from these communities possessing the

requisite experience are not likely to be available to fill up

the vacancies reserved for them.

Note:

1. The period of deputation including the period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organisation or department of the Central Government

shall ordinarily not exceed three years.

2. The maximum age limit for appointment by deputation

(including Short Term Contract) shall be ‘Not exceeding

56 years’ as on the closing date of receipt of applications.

3. For the purpose of appointment on Deputation

including Short Term Contract basis, the service rendered

on a regular basis by an officer prior to 1.1.2006 [the date

from which the revised pay structure based on the 6^th

Central Pay Commission recommendation has been

extended] shall be deemed to be service rendered in the

corresponding grade pay or pay scale extended based on

the recommendation of the pay commission except where

there has been merger of more than one pre-revised pay of

scale into one grade with a common grade pay or pay

scale, and where this benefit will extend only for the posts

for which that grade pay or pay scale is the normal

replacement grade without any up gradation.

आव᭫यक :- (I) ᳰकसी मा᭠यताᮧा᳙ िव᳡िव᳒ालय या

सं᭭थान से पᮢकाᳯरता या जन संचार मᱶ ᳩातक कᳱ

िडᮕी; अथवा

(I)

ᳰकसी मा᭠यताᮧा᳙ िव᳡िव᳒ालय या सं᭭थान से

अिनवायᭅ या वैकि᭨पक िवषयᲂ के ᱨप मᱶ अंᮕेजी

और िह᭠दी के साथ ᳩातक कᳱ िडᮕी;

(II)

ᳰकसी मा᭠यताᮧा᳙ िव᳡िव᳒ालय या सं᭭थान से

कम से कम एक वषᭅ कᳱ अविध वाला पᮢकाᳯरता

या जन संचार मᱶ िड᭡लोमा।

वांछनीय :- ᳰकसी सरकारी िवभाग मᱶ जनसंपकᭅ या

पᮢकाᳯरता या संपादकᳱय कायᭅ के ᭃेᮢ मᱶ दो वषᭅ का

अनुभव।

ᳯट᭡पण 1: आमेलन के िलए केवल के᭠ᮤीय सरकार या

रा᭔य सरकारᲂ के अिधकाᳯरयᲂ पर ही िवचार ᳰकया

जाएगा।

ᳯट᭡पण 2: कᱶᮤीय सरकार के एक ही अथवा ᳰकसी अ᭠य

संगठन या िवभाग मᱶ इस िनयुिᲦ से ठीक पहले धाᳯरत

अ᭠य काडर-बा᳭ पद मᱶ ᮧितिनयुिᲦ कᳱ अविध (अ᭨प

कािलक संिवदा सिहत) िजसके अंतगᭅत ᮧितिनयुिᲦ कᳱ

अविध (अ᭨प कािलक संिवदा सिहत) भी है साधारणत:

तीन वषᭅ से अिधक नहᱭ होगी।

ᳯट᭡पण 3: ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨प कािलक

संिवदा भी है) ᳇ारा िनयुिᲦ हेतु अिधकतम आयु-सीमा,

आवेदन कᳱ ᮧाि᳙ कᳱ अंितम तारीख को 56 वषᭅ से

अिधक नहᱭ होगी।

ᳯट᭡पणी 4: ᮧितिनयुिᲦ या आमेलन के आधार पर

िनयुिᲦ के ᮧयोजनाथᭅ ᳰकसी अिधकारी ᳇ारा 1 जनवरी,

2016, वह तारीख िजससे सातवᱶ के᭠ᮤीय वेतन आयोग

कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना

लागू कᳱ गयी है, से पहले िनयिमत आधार पर कᳱ गई

सेवा को, वेतन मैᳯᮝ᭍स मᱶ संगत ᭭तर या ᮕेड वेतन मᱶ कᳱ

गई सेवा समझी जाएगी, िसवाए उस दशा के जहां एक

से अिधक पूवᭅ पुनरीिᭃत वेतनमान का साधारण ᮕेड

वेतन या वेतन मैᳯᮝ᭍स का ᭭तर सिहत एक ᮰ेणी मᱶ

िवलय हो गया है, और जहां यह लाभ केवल उस पद पर

लागू होगा िजसके िलए ᮕेड वेतन या वेतन मैᳯᮝ᭍स का

᭭तर िबना ᳰकसी उ᳖यन का साधारण ᮧित᭭थापन ᮕेड

है।

New Delhi, the 8th November, 2016

G.S.R. 203.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Department of Social Welfare (Assistant Editor) Recruitment Rules, 1977, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Assistant Editor, in the Ministry of Social Justice and Empowerment, Department

of Social Justice and Empowerment, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Social Justice and

Empowerment, Department of Social Justice and Empowerment (Assistant Editor ) Recruitment Rules, 2016.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, Level in the Pay Matrix. - The number of the said post, its classification

and Level in the Pay Matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualification.- No person-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
