िलए िन᳜िलिखत िनयम बनाते हᱹ :—

इन िनयमᲂ को रᭃा मंᮢालय, सलाहकार (सम᭠वय), भारतीय दूतावास, मा᭭को, भतᱮ (संशोधन) िनयम,

2016 कहा जाए ।

वे शासकᳱय राजपᮢ मᱶ उनके ᮧकािशत ᳰकए जाने कᳱ तारीख से ᮧभावी हो जाएंगे ।

S.R.O. 52.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ministry of Defence, Counsellor (Coordination),

Embassy of India, Moscow Recruitment Rules, 2012, namely:-

1. These rules may be called the Ministry of Defence, Counsellor (Coordination), Embassy of India,

Moscow, Recruitment (Amendment) Rules, 2016.

2. They shall come into force on the date of their publication in the Official Gazette.

3. In the Schedule to the Ministry of Defence, Counsellor (Coordination), Embassy of India, Moscow,

Recuritment Rules, 2012,-

(a)

for the Heading of column (4), the following shall be substituted, namely:-

“Level in the pay matrix”

(b) for the entries under column (4), the following entries shall be substituted, namely:-

“Level 13 in the Pay Matrix of Rs. 118500—Rs. 214100”

“Note.-2 For the purpose of appointment on deputation basis, the service rendered on a regular

basis by an officer prior to 1^st January, 2016 (The date from which the revised pay structure

based on the 7^th Central Pay Commission recommendation has been extended) shall be deemed

to be service rendered in the corresponding Level in the Pay Matrix extended based on the

recommendations of the Pay Commission except where there has been merger of more than

one pre-revised scale of pay and where this benefit will extend only for the posts for which pay

scale is the normal replacement grade without any upgradation.”

इन िनयमᲂ का संिᭃ᳙ नाम रᭃा अनुसंधान और िवकास सेवा (संशोधन) िनयम, 2016 है ।

ये राजपᮢ मᱶ ᮧकाशन कᳱ तारीख को ᮧवृᱫ हᲂगे ।

रᭃा अनुसंधान तथा िवकास सेवा िनयम, 1979, (िजसे इसमᱶ इसके प᳟ात् उᲦ िनयम कहा गया है) मᱶ-

िनयम 8 के उप-िनयम (2) के खंड (ख) मᱶ :-

[क] उप-खंड [i क], [i ख], [i ग] और [i घ] के ᭭थान पर िन᳜िलिखत उप-खंड रखे जाएंगे, अथाᭅत् :-

(iक) “अनुसूची 1ख मᱶ यथािविन᳸द᳥ “आंतᳯरक छानबीन सिमित (ᮧारंिभक) िनयम 8 के उप-िनयम(2) के खंड

(क) मᱶ अिधकिथत ᭠यूनतम ᭭थािनक (रेिजडᱶसी) अविध के पूरा होने पर ᮧो᳖ित के िलए वै᭄ािनक ‘एफ’ कᳱ

कायᭅिन᭬पादन मू᭨यांकन ᳯरपोटᭅ का मू᭨यांकन करेगी और आंतᳯरक छानबीन सिमित (ᮧारंिभक) आंतᳯरक

छानबीन सिमित (मु᭎य) ᳇ारा िवचार करने तथा वै᭄ािनक ‘एफ’ और वै᭄ािनक ‘जी’ को उनके संगत

कायᭅिन᭬पादन मू᭨यांकन ᳯरपोटᲄ मᱶ ᮕेᳲडग के मू᭨यांकन के बाद अंक ᮧदान करने हेतु वै᭄ािनक ‘एफ’ और

वै᭄ािनक ‘जी’ कᳱ अहᭅता िविनि᳟त करने के िलए अपने मानदंड िवकिसत करेगी ।

(iख) अनुसूची 1ख मᱶ यथािविन᳸द᳥ आंतᳯरक छानबीन सिमित (मु᭎य) आंतᳯरक छानबीन सिमित (ᮧारंिभक)

᳇ारा िसफाᳯरश ᳰकए गए वै᭄ािनक ‘एफ’ और वै᭄ािनक ‘जी’ के साथ पर᭭पर बातचीत करेगी तथा कायाᭅ᭜मक

सᭃमता, कायᭅ उ᭜पाद और वैयिᲦक गुणᲂ के मानदंड के आधार पर आंतᳯरक छानबीन सिमित (मु᭎य) ᮧ᭜येक

वै᭄ािनक का अगले उᲬतर रᱹक मᱶ ᮧो᳖ित करने के िलए मू᭨यांकन करेगी तथा उ᭠हᱶ ᮕेड देगी और त᭜प᳟ात

आंतᳯरक छानबीन सिमित (मु᭎य) एक सूची तैयार करेगी और इसे िवचाराथᭅ तथा िसफाᳯरश हेतु िपअर

सिमित को ᮧ᭭तुत करेगी” ;

(ख) उप-खंड [ii], [iii] और [iv] के ᭭थान पर िन᳜िलिखत उप-खंड रखे जाएंगे, अथाᭅत् :-

“[ii] अनुसूची 1घ मᱶ यथािविन᳸द᳥ िपअर सिमित सूची के ᮧ᭜येक वै᭄ािनक के औिच᭜य का मू᭨यांकन करेगी

और उनकᳱ यो᭏यता, उपलि᭣ध, आिव᭬कार, नेतृ᭜व ᭃमता, ᮧबंधन संबंधी गुण आᳰद; को ᭟यान मᱶ रखकर

सिमित उन वै᭄ािनकᲂ के संबंध मᱶ के᭠ᮤीय सरकार को िसफाᳯरश करेगी जो वै᭄ािनक ‘जी’ और वै᭄ािनक

‘एच’ से अगले उᲬतर ᮕेड मᱶ ᮧो᳖ित के िलए उपयुᲦ समझे जाते हᱹ”;

(ग) उप िनयम (2) के खंड (ड़) का लोप ᳰकया जाएगा –

the President hereby makes the following rules further to amend the Defence Research and Development

Service Rules, 1979, namely:—

Short title and commencement.—

(1) These rules may be called the Defence Research and Development Service (Amendment)

Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Defence Research and Development Service Rules, 1979 (hereinafter referred to as the said

rules),

in rule 8, in sub-rule (2), in clause (b),

(a) for sub-clauses (ia), (ib), (ic) and (id), the following sub-clauses shall be substituted, namely :-

(ia) “The Internal Screening Committee (Preliminary) as specified in Schedule 1B shall

evaluate performance appraisal reports of Scientist ‘F’ for promotion on completion of

minimum residency period as laid down in clause (a) of sub-rule(2) of rule 8 and the Internal

Screening Committee (Preliminary) shall evolve its own criteria for deciding the eligibility of

Scientist ‘F’ and Scientist ‘G’ for consideration by Internal Screening Committee (Main) and

award marks to Scientist ‘F’ and Scientist ‘G’ after evaluation of grading in their respective

performance appraisal reports.

(ib) The Internal Screening Committee (Main) as specified in Schedule 1B shall interact with

Scientist ‘F’ and Scientist ‘G’ recommended by the Internal Screening Committee

(Preliminary) and based on the criteria of functional competency, work output and personal

attributes, the Internal Screening Committee (Main) shall assess each Scientist for promotion

to the next higher rank and grade them and thereafter the Internal Screening Committee (Main)

shall prepare a list and submit it to the Peer Committee for consideration and

recommendation.”;

(b) for sub clauses (ii), (iii) and (iv), the following sub-clause shall be substituted, namely:-

“(ii) A Peer Committee as specified in Schedule 1D shall assess the suitability of each Scientist

in the list and after taking into consideration their merit, achievement, innovation, leadership,

managerial qualities etc, shall make recommendation to the Central Government in respect of

Scientists, who are adjudged suitable for promotion to the next higher grade of Scientist ‘G’

and Scientist ‘H’ ”;

(c)

clause (e) of sub rule (2) shall be omitted

In the said rules,

(a) for Schedule 1B, the following Schedule shall be substituted, namely:-

Scientist ‘F’, and Internal Screening Committee (Main) for interaction with Scientist ‘F’.

A Distinguished Scientist to be nominated by the Chairman, Defence

Research and Development Organisation

(ii) Two Scientists not below the level of Scientist ‘H’ to be nominated by

the Chairman, Defence Research and Development Organisation

Internal Screening Committee (Main)

(i)

Secretary, Department of Defence (Research and Development) or

his nominee not below the level of Distinguished Scientists

—Chairperson

(ii) Two Scientists not below the level of Scientist ‘H’ to be nominated by

the Chairman, Defence Research and Development Organisation

—Member

(iii) Two external members (one subject Expert and one Management Specialist)

to be nominated by the Chairman, Recruitment and Assessment Centre from

है, रᭃा मंᮢालय, रᭃा अनुसंधान तथा िवकास संगठन िवभाग मᱶ िसिविलयन सुरᭃा काडर (समूह ‘’क’’ और ‘’ख’’) के पद

पर भतᱮ कᳱ प᳍ित का िविनयमन करने के िलए िन᳜िलिखत िनयम बनाते हᱹ, अथाᭅत् :—

(2) ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख को ᮧवृत हᲂगे।

S.R.O. 54.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Defence Research and Development Organisation,

Ministry of Defence Civilian Security Cadre (Group ‘A’ and Group ‘B’) post Recruitment Rules, 2000

namely:-

(1) Short title and extent.—These rules may be called the Defence Research and Development

Organisation, Ministry of Defence Civilian Security Cadre ( Group ‘A’ and Group ‘B’) post Recruitment

(Amendment) Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Schedule to the Defence Research and Development Organisation, Ministry of Defence (Group

‘A’ and Group ‘B’) post Recruitment Rules, 2000, against the post of Civilian Security Officer-II, now re-

designated as Sr. Security Officer; in column (5), for the words “selection-cum-seniority”, the word

’’Selection” shall be substituted.
