का.िन.आ. 55.—रा᳦पित, संिवधान के अनु᭒छेद 309 के पर᭠तुक ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए,
रᭃा मंᮢालय, रᭃा उ᭜पादन िवभाग, वैमािनक गुणवᱫा आ᳡ासन महािनदेशालय, मा᭭टर ᮓा᭢᭗समैन (समूह ‘ख’
पद) भतᱮ िनयम, 2016 का संशोधन करने के िलए िन᳜िलिखत िनयम बनाते हᱹ, अथाᭅत् :-
1.
(1) इन िनयमᲂ का संिᭃ᳙ नाम रᭃा मंᮢालय, रᭃा उ᭜पादन िवभाग, वैमािनक गुणवᱫा आ᳡ासन
महािनदेशालय, मा᭭टर ᮓा᭢᭗समैन (समूह ‘ख’ पद) भतᱮ (संशोधन) िनयम, 2016 है।
(2) ये राजपᮢ मᱶ ᮧकाशन कᳱ तारीख को ᮧवृᱫ हᲂगे।

रᭃा मंᮢालय, रᭃा उ᭜पादन िवभाग, वैमािनक गुणवᱫा आ᳡ासन महािनदेशालय, मा᭭टर ᮓा᭢᭗समैन
(समूह ‘ख’ पद) भतᱮ िनयम, 2016 के,-
(1) िनयम 2 मᱶ “वेतन बᱹड और ᮕेड वेतन या वेतनमान” श᭣दᲂ के ᭭थान पर, जहां-जहां वे आते हᱹ,
“पे मैᳯᮝस लेवल” श᭣द रखे जाएंगे;

(2) अनुसूची के,
(क) ᭭तंभ (4) मᱶ,-
(i) शीषᭅक के ᭭थान पर िन᳜िलिखत शीषᭅक रखा जाएगा, अथाᭅत् :-
“पे मैᳯᮝस मᱶ लेवल”;
(ii) ᭭तंभ (4) के नीचे कᳱ ᮧिवि᳥यᲂ के ᭭थान पर िन᳜िलिखत ᮧिवि᳥यां रखी जाएंगी, अथाᭅत्:-
“लेवल-6 (35,400-1,12,400ᱧ)”;
(ख) ᭭तंभ (11) के,-
(i) ᮧो᳖ित शीषᭅक के अधीन,-
(I) “वेतन बᱹड 1, 5200-20,200/-ᱧ + ᮕेड वेतन 2800/-ᱧ” श᭣दᲂ और अंकᲂ के ᭭थान पर “पे मैᳯᮝस मᱶ
लेवल-5” श᭣द और अंक रखे जाएंगे;
(II) ᳯट᭡पण 3: के ᭭थान पर िन᳜िलिखत ᳯट᭡पण रखा जाएगा; अथाᭅत्:-
“ᳯट᭡पण 3: ᮧो᳖ित के िलए ᭠यूनतम अहᭅक सेवा कᳱ संगणना करने के ᮧयोजन के िलए ᳰकसी अिधकारी
᳇ारा 01 जनवरी, 2016 के पहले अथाᭅत् उस तारीख से िजससे सातवᱶ के᭠ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ
पर आधाᳯरत पुनरीिᭃत वेतन संरचना का िव᭭तार ᳰकया गया है, िनयिमत आधार पर कᳱ गई सेवा को,
उᲦ वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ताᳯरत त᭜᭭थानी पे मैᳯᮝस के लेवल मᱶ कᳱ गई सेवा
समझा जाएगा।”;
(ii) ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨पकािलक संिवदा भी है) शीषᭅक के अधीन,-
(I) पैरा (क)(ii) मᱶ “वेतन बᱹड-1, 5200-20,200/-ᱧ + ᮕेड वेतन 2800/-ᱧ” श᭣दᲂ और अंकᲂ के ᭭थान पर
“पे मैᳯᮝस मᱶ लेवल-5” श᭣द और अंक रखे जाएंगे;
(II) ᳯट᭡पण 3 के ᭭थान पर िन᳜िलिखत ᳯट᭡पण रखा जाएगा, अथाᭅत्:-
“ᳯट᭡पण 3:- ᮧितिनयुिᲦ (िजसके अंतगᭅत अ᭨पकािलक संिवदा भी है) के आधार पर िनयुिᲦ के ᮧयोजन के
िलए ᳰकसी अिधकारी ᳇ारा 01 जनवरी, 2016 से पहले अथाᭅत् उस तारीख से िजससे सातवᱶ के᭠ᮤीय वेतन
आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना का िव᭭तार ᳰकया गया है, िनयिमत आधार
पर कᳱ गई सेवा को, उᲦ वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ताᳯरत त᭜᭭थानी पे मैᳯᮝस के
लेवल मᱶ कᳱ गई सेवा समझा जाएगा।”;
(ग) ᭭तंभ (13) मᱶ िव᳒मान ᮧिवि᳥यᲂ के ᭭थान पर िन᳜िलिखत ᮧिवि᳥यां रखी जाएंगी, अथाᭅत्:-
“ᳰकसी अिधकारी कᳱ अ᭨पकािलक संिवदा के आधार पर िनयुिᲦ करते समय संघ लोक सेवा
आयोग से परामशᭅ करना आव᭫यक नहᱭ है।”

S.R.O. 55.—In exercise of the powers conferred by the proviso to article 309 of the Constitution,
the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence
Production, Directorate General of Aeronautical Quality Assurance, Master Craftsman (Group ‘B’ Post)
Recruitment Rules, 2016, namely:-
1.
(1) These rules may be called the Ministry of Defence, Department of Defence Production,
Directorate General of Aeronautical Quality Assurance, Master Craftsman (Group ‘B’ Post)
Recruitment (Amendment) Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical
Quality Assurance, Master Craftsman (Group ‘B’ Post) Recruitment Rules, 2016,-
(1) In rule 2, for the words “ pay band and grade pay or pay scale” wherever they occur, the words
“ the level in the pay matrix” shall be substituted;
(2) in the schedule ,-
(a) in column (4),-
(i) for the heading, the following heading shall be substituted, namely:-“Level in the pay
matrix”;
(ii) for the entries under column (4), the following entries shall be substituted, namely:-
“Level -6 (Rs 35400-112400)”;
(b) in column (11),-
(i) under heading Promotion,-
(I) for the words and figures “in the pay band-1, Rs 5200-20200/- plus grade pay of
Rs. 2800/- “the words and figures “in level 5 in the pay matrix” shall be substituted;
(II) for Note 3, the following Note shall be substituted, namely:-
“Note 3:- For the purpose of computing minimum qualifying service for promotion, the
service rendered on a regular basis by an officer prior to the 1st January, 2016, i.e., the date
from which the revised pay structure based on the Seventh Central Pay Commission
recommendations has been extended, shall be deemed to be service rendered in the
corresponding level in the pay matrix extended based on the recommendations of the said
Pay Commission.”;
(ii) under heading Deputation (including short term contract),-
(I) in paragraph (a) (ii), for the words and figures “in pay band-1, Rs 5200-20200/- plus
grade pay of Rs 2800/- “the words and figures “in level 5 in the pay matrix” shall be
substituted;
(II) for Note 3, the following Note shall be substituted, namely:-
“Note 3:- For the purpose of appointment on deputation (including short term contract) basis,
the service rendered on a regular basis by an officer prior to 1st January, 2016, i.e., the date
from which the revised pay structure based on the Seventh Central Pay Commission
recommendations has been extended, shall be deemed to be service rendered in the
corresponding level in the pay matrix extended based on the recommendations of the said
Pay Commission.”;

(c) in column (13), for the existing entries, the following entries shall be substituted, namely:-
“Consultation with Union Public Service Commission is not necessary while appointing an
officer on short term contract basis.”
